Why is the driver the main road user?

Who is a road user according to traffic regulations?

Good day, dear readers! Once again in my publications I raise topics related to traffic rules. It’s not for nothing that they say that traffic rules are the law of life. It is the observance of this law by all participants in the movement that will most likely help us reach our destination safe and sound. Previously, I published a couple of entertaining and very useful materials: how to learn traffic rules in a few days and pass the exam and a detailed description of the application of the “interference on the right” rule. Today I will try to dispel another misconception and tell you who is a road user.

Since the rules of the movement apply to all its participants, the first step is to clarify who belongs to them. But here the first difficulty arises, as a person who has taught traffic rules for more than 7 years, I can safely say that most of you consider only the driver and pedestrian to be participants in traffic rules.

To dispel this myth, you need to refer to Chapter 1 of the Traffic Regulations “General Provisions”.

That is, we get:

But this is not enough to fully understand the picture, so let’s take a closer look at each of the points. After all, for each participant in the movement there are rules that he must follow; to paraphrase, I will say that not only the driver has certain responsibilities.

The term driver, according to traffic rules, takes on a broader meaning than just a person driving a vehicle.

With your permission, I will consider this term in more detail, and will focus on the phrase “a person driving a vehicle.”

To thoroughly understand who the driver is, it is necessary to quote another term from Chapter 1 of the rules.

It turns out that a person driving a motorcycle, moped and bicycle is also a driver.

The driver is also the driver driving the herd (shepherd, shepherd, etc.). And what’s most interesting is that a driving school instructor is equivalent to a driver, since he also has vehicle controls (brake and clutch pedals) and can intervene in the process of driving at any time. A paradoxical situation arises - there are two drivers in a training car: a student and an instructor.

We can say that the driver is the main participant in the movement, since he controls the vehicle, so if you look at the responsibilities of the participants in the movement, he has much more of them than the rest.

Now let's try to deal with the pedestrian, but first an excerpt from the text of the rules:

As you understand, a pedestrian is a person outside a vehicle on the road. But what about the sidewalk or curb, so who moves there then?

In order to ensure that there is no gap left in your knowledge, let’s remember the elements of the road:

  • roadway
  • sidewalk
  • roadside
  • dividing strip
  • tram rails

Yes, yes - these are all elements of the road, so a person on the sidewalk or on the side of the road is also a pedestrian.

Another mandatory condition is to be outside the vehicle. It turns out that a driver who stops his car and gets out instantly becomes a pedestrian, and as soon as he returns to the car, he becomes a driver again.

Pedestrians will not include those who perform this or that work on the road, for example: a janitor, a road worker, or even a traffic controller, but more on this in the final part of the article.

And most importantly, according to the definition, the following are considered pedestrians:

  • people in wheelchairs
  • cyclists, motorcyclists and persons driving a moped, if they are dismounted and are carrying it,
    moving on roller skates and scooters

And again we start with the definition:

Everything here is clear and does not require additional comments. A pedestrian who is about to board a vehicle, even though he has only raised his foot to stand on the step of the bus, is already a passenger.

With a change in status from pedestrian to passenger, comes a change in responsibilities. According to traffic regulations, the passenger has fewer of them than other road users.

Who is not a road user?

Does not include all those who perform any work on the road:

  • traffic controller, who, using three fixed gestures, organizes traffic regulation;
  • road and utility workers (janitors, workers marking or installing fences, billboards, etc.);
  • duty officer at the crossing or at the ferry crossing. Speaking of crossings, here is an interesting story about how I crossed the Kerch ferry crossing.

Now you know that only three categories of persons can be classified as road users: driver, pedestrian, passenger and no one else. See you on the pages of the site!

Why is the driver the main road user?

Hello, in this article we will try to answer the question “Why is the driver the main participant in the road traffic?” You can also consult with lawyers online for free directly on the website.

Women who have the smallest gap around their ankles simply attract the opposite sex. They are distinguished by courage and willingness to experiment. Boredom is unbearable for them. These ladies can perform unpredictable actions and behave in a provocative manner.

Passenger cars with handicapped drivers and manual controls require special treatment.
They are indicated only by a special identification sign “Disabled”, which is installed both in front and behind. Disabled drivers perform many driving operations only with their hands. They start slowly, slowly drive out onto the road, and maneuver slowly. The relationship between a driver and a traffic police officer, categories of people directly involved in road traffic, is far from simple. For many drivers, the sight of a man with a baton in a police uniform does not evoke positive emotions, although they perfectly understand its functions.

What is possible in the roadway area?

It is important to remember one very important rule: if you hit a pedestrian, the driver is the first to take action! And it doesn’t matter whether the pedestrian violated traffic rules or what condition he was in.

When leaving the road into the adjacent territory on the right, you: 1. Take advantage of other road users. 2. Must give way only to pedestrians. 3. Must give way only to cyclists. 4.

If you are not satisfied with the answer or there is none, then try using the search on the site and find similar answers in the subject Social Studies. The commission finalizes the document and holds public hearings. But sometimes even after this polishing, the output is such a text that you can’t understand it even with a bottle. A specific example is the completely incomprehensible definition of dangerous driving, which Prime Minister Dmitry Medvedev rolled back last year.

Why is the driver the main road user?

The third driver is an instructor who teaches driving while the student is behind the wheel.

If a tree has fallen on the asphalt, a hatch in the middle of the road has opened, or the entire width for traffic in your direction has been occupied by colliding cars, then the only legal option is to wait for the traffic cops until the carrots come to an end. Detour on the right through the side of the road - a fine of one and a half thousand, on the sidewalk - two. Driving into oncoming traffic - and under such circumstances it will be a violation, it is punishable by a fine of one thousand to one and a half thousand.

It was written in the traffic rules that in such a place the driver must give way to “pedestrians” and, as I remember now, everyone: both theory teachers in driving schools, training experts and drivers “beat” that “pedestrians” means two and more, and if he is alone, then “he went to hell.”

The article considers the problems of classification of the road traffic users such as a driver, a passenger and a pedestrian. A new category which is other users is introduced. The analysis of the solution of the problems in the traffic rules of the States of the former Soviet Union such as the Ukraine, the Republic of Kazakhstan, the Republic of Belarus is made.

Why is the driver the main participant in traffic?

In addition to simple inattention, drivers can get into an unpleasant situation with a pedestrian due to their excessive politeness. Often, there are situations when a pedestrian, about to cross the road in the wrong place or at a red light, receives support from the driver, who stops to let the pedestrian pass.

The drivers were completely satisfied with this state of affairs.
Still would. You are the king of the road, and pedestrians run across like hares and are afraid, just so as not to disturb your “driver-overlord” and God forbid not to hear the sound of a signal in the back. I decided to delve into this problem because this issue is global! Yes, I know, there are a lot of opinions, but I will try to convince at least 1% that they need to be calmer, and so everywhere there is continuous stress, and the road is not the place to throw out your negativity.

We hope that drivers will finally have the opportunity not to stand in front of the scene of an accident. It’s so simple: allow you to go around obstacles in violation of the requirements of road signs and markings, after first making sure that your maneuver is safe. Are there any lawyers who can formulate a proposal competently and simply?

The driver must stop, giving way to pedestrians walking (walking) to or from a shuttle vehicle standing at a stopping point (from the doors), if boarding and disembarking is carried out from the roadway or from a landing area located on it.

Personally, I have a reasonable doubt about this method of determining temperament in women. I am convinced that you can get to know a person well only after interacting with him in various life situations.

The residential zone is indicated by road signs “Residential zone”, “End of residential zone”. In a residential area, pedestrian movement is permitted on sidewalks and along the roadway.

Personally, I have a reasonable doubt about this method of determining temperament in women. I am convinced that you can get to know a person well only after interacting with him in various life situations.

Reduced visibility is a common cause of accidents involving pedestrians. There can be many reasons for poor visibility. These include weather conditions, natural obstacles, nearby transport and much more. Therefore, such situations require special attention.

Who is a pedestrian and where should he move?

Priority signs establish the order of passage at intersections, intersections of roadways, and narrow sections of roads.

Movement is permitted only in the directions indicated on the signs by arrows or in those objects that are depicted.

There are several points that a vehicle driver must take into account to reduce the risk of hitting a pedestrian.

Thirdly, as a negative point, one can note the fact that this definition does not fully formulate the exclusion from the composition of road users in the form of traffic controllers and workers performing repair and other work on the road in the prescribed manner.

HELP ME PLEASE! ❤️Essay (short composition) based on the quote: “Love for the homeland begins with family.”

I don’t want to comment on this concept. Everything is clear without further ado: Only three types of road users know the rules:

  1. Driver of the vehicle;
  2. Passenger of the vehicle;
  3. A pedestrian.

In the event of a sudden stop of a vehicle in front directly on the roadway, the driver also stops his car. In no case should you drive around a stopped vehicle; there may be pedestrians or animals in front of it that unexpectedly entered the roadway, cargo that has fallen from the back of other cars, or other obstacles.

But in Belarus at one point they decided to change the situation. They not only made changes to the traffic rules, but also carried out widespread propaganda among the population and began to actually punish for not allowing a pedestrian to pass. Even one pedestrian.

Pedestrian movement is carried out along sidewalks and pedestrian paths, and where there are none, along roadsides or bicycle paths. You can move both in the direction of movement of vehicles and in the opposite direction.

Road traffic and its participants. Road user safety

If a traffic light signal is made in the form of a green or red silhouette of a pedestrian, then its effect applies only to pedestrians.

The main thing for the driver is to remain fully concentrated on driving while driving. You can't be distracted for a second. Turning towards passengers or looking at them in the rearview mirror means distracted driving and increases the risk of an accident. So, at a speed of 90 km/h, a car covers 25 meters in a second.

Decide for yourself what to do! So drivers walk around in upset feelings, draw up European protocols, and the rest wait. And it also happens in the fall that road workers will complete repairs, but will not remove their temporary signs. So now they are still allowed to install cameras that punish violations of the requirements of these signs.

The traffic controller can also give other signals with his hands that are understandable to pedestrians and drivers. For better visibility, use a disk with a red reflector or a rod.

§ 2. Responsibilities and rights of drivers of motor vehicles

On the Roads, each driver constantly interacts with drivers of vehicles moving in the same and oncoming directions, maneuvering, leaving side passages and areas, and even just standing on the road.

It is not uncommon for the vehicle to skid during sudden acceleration, sudden braking, or sudden turning of the steering wheel. Out of surprise, the driver becomes confused and presses the brake pedal, thereby further aggravating the situation. In such situations, the first thing the driver should do is forget about the brake and clutch pedals.

There are also problems associated with assigning to any category persons who are road users who, while moving a car, are not at the same time inside the vehicle.

The use of seat belts can reduce the severity of the consequences of an accident by 6-8 times. Studies have shown that in a frontal collision at a speed of 80 km/h, people receive the same injuries as if they fell onto the asphalt from a height of 25 m. This happens if the driver and his passengers were not wearing seat belts.

Relationships between the driver and other road users

Pedestrians include persons moving in wheelchairs without a motor, driving a bicycle, moped, motorcycle, carrying a sled, cart, baby stroller or wheelchair, as well as using roller skates, scooters and other similar means for movement.

Consequently, it is the driver who is responsible for the safety of his vehicle and the passengers in it. It is the driver who is obliged to follow the requirements of the traffic rules and, especially, bear the responsibilities provided for in section 2 of the Rules (“Duties of the driver”).

The corresponding definition in the Traffic Rules of Ukraine is not much different from this formulation: road users include persons who are directly involved in the process of movement on the road as a pedestrian, driver, passenger, animal driver.

Drunk drivers are to blame for 11% of accidents.
According to official statistics, over seven thousand drunk drivers are identified on the roads of the Tver region every year. And how many managed to remain unnoticed, one can only guess. Many who drive a car, motorcycle, or scooter while intoxicated do not see this as a threat. Among all vehicles, a special place is occupied by public vehicles, which, due to their special purpose, are provided with a number of advantages over other types of transport by the Rules. When driving along established routes, they have the right to deviate from the requirements of certain prohibitory and prescriptive signs.

5) When turning left, raise your left arm to the side or your right arm bent at the elbow.

1.4. General provisions. Road users. Adjuster

Traffic rules would be “dead” if they were not applied in traffic practice. Laws must work; This is the only way they justify their existence. In other words, road users give life to the Rules.

ROAD TRAFFIC USERS

“Road participant” is a person directly involved in the traffic process as a driver, pedestrian, or passenger of a vehicle.

I don’t want to comment on this concept. Everything is clear without further ado: Only three types of road users know the rules:

  1. Driver of the vehicle;
  2. Passenger of the vehicle;
  3. A pedestrian.

Let's better think about who is WHO?

If you think that traffic rules are written primarily for drivers and the vehicles they drive, you will not be far from the truth. The driver is the most important participant in traffic.

And, accordingly, the overwhelming majority of the Rules (including signs and markings) regulate the actions of the driver.

“Driver” is a person driving a vehicle, a driver leading pack animals, riding animals or a herd along the road. A driving instructor is treated like a driver.

The definition itself reflects three aspects of the driver.

Firstly, the driver is the person who directly controls the vehicle.

Consequently, it is the driver who is responsible for the safety of his vehicle and the passengers in it. It is the driver who is obliged to follow the requirements of the traffic rules and, especially, bear the responsibilities provided for in section 2 of the Rules (“Duties of the driver”).

By the way, one note. The driver does not have to be in his vehicle. So, for example, by putting his car into stop and park mode and leaving it, the driver does not cease to bear the responsibilities of a driver.

The second manifestation of the driving essence is the driver who drives a herd along the road or leads pack and riding animals. Here the variety of drivers is manifested solely by imagination - a shepherd, a shepherd, a caravan driver, a swineherd, etc.

The third driver is an instructor who teaches driving while the student is behind the wheel.

Thus, the driver, according to the traffic rules, is the main participant in the road traffic. And safety on the road largely depends on his behavior.

“Pedestrian” is a person who is outside a vehicle on the road or on a pedestrian or bicycle path and is not working on them. Pedestrians include persons moving in wheelchairs without a motor, driving a bicycle, moped, motorcycle, carrying a sled, cart, baby stroller or wheelchair, as well as using roller skates, scooters and other similar means for movement.

The first criterion for a pedestrian is that he is on the road or adjacent territory (which, as you know, is not a road, but on which the Traffic Rules apply).

It is a mistake to believe that pedestrians are only those persons who cross the roadway at a pedestrian crossing. Let's remember that the concept of road also includes sidewalks.

Therefore, persons walking on sidewalks will also be considered pedestrians.

But if you are sitting at home in front of your computer monitor, then you are not a pedestrian, because you are not currently on the road.

The second criterion for a pedestrian is that he is outside the vehicle. People standing at a bus stop waiting for a bus are still pedestrians.

The third criterion is the absence of affiliation with the persons performing work on the road (construction, repair, etc.). Road maintenance workers, for example, are not pedestrians.

In addition, the persons listed in the second part of the concept will be considered pedestrians. For example, a motorcycle driver, dismounting and pushing the vehicle in front of him, turns into a pedestrian.

To put it simply, a pedestrian is a person who is on the road, but outside the vehicle. By the way, a driver who leaves his car in stop and park mode is both a driver and a pedestrian.

“Passenger” is a person, other than the driver, who is in (on) a vehicle, as well as a person who enters (gets on) the vehicle or exits (gets off) the vehicle.

In principle, everything is clear. A person in a vehicle who is not the driver is a passenger.

But a passenger is a philosophical category. When a person enters a vehicle, he or she changes from a pedestrian to a passenger. In other words, a person’s leg raised to board a vehicle positions him as a passenger.

And at the moment when a person gets out of the vehicle, he turns from a passenger into a pedestrian. That is, a foot stepping on the ground will change the status of the passenger, turning him into a pedestrian. The responsibilities of these road users change accordingly.

“Traffic controller” is a person vested with the authority to regulate traffic using the signals established by the Rules in accordance with the established procedure, and who directly carries out the said regulation. The traffic controller must be in uniform and (or) have a distinctive sign and equipment. Traffic controllers include police officers and military automobile inspectors, as well as employees of road maintenance services, those on duty at railway crossings and ferry crossings when performing their official duties.

Let's make a reservation right away: the traffic controller is not a participant in traffic. This is the person who has the right to regulate traffic.

Drivers are obliged to follow the instructions of the traffic controller and strictly follow them - follow the indicated directions, refrain from continuing to drive or perform a maneuver, etc.

Most often, traffic controllers are represented by traffic police officers.

However, these functions can be performed by:

1) employees of the military automobile inspection (VAI);

2) workers of road maintenance services during road works;

3) those on duty at railway crossings when driving on the corresponding sections of the road;

4) duty officers at ferry crossings.

Each traffic controller is required to have a uniform that reflects his status, as well as means of traffic control (a striped rod, a disk with a red reflective element, a red lantern or flag). Traffic police officers also have a special distinctive sign on their chest (in the form of a badge).

The driver must remember that in relation to the traffic controller he is obliged to adhere to two basic principles of behavior:

  1. Follow the instructions of all regulators;
  2. Provide documents and your car for inspection only to police officers.

Summarize. According to traffic regulations, the driver, passenger and pedestrian are three road users. But the regulator is not a participant. He is the person empowered to regulate traffic.

  • a road user is

I like the thoroughness and style with which the material is presented. Strictly and tastefully - without the mockery that often accompanies such comments. And at the same time - fascinating, with an emphasis on the philosophy of concepts and terms, the spirit of the Rules. It is also impressive that there are no errors in the grammar and style of the texts.

Thank you for your kind words, Alexander!

Thorough, concise, clear and understandable.

On the section of the road where road work was being carried out, a traffic police car drove around there was a sign for overtaking prohibited, then there were road traffic controllers on the radio, alternately regulating the movement of traffic, traffic in only one direction, oncoming traffic, standing waiting for a signal, we are going, question, did I violate the sign?

Well, of course they violated it, the sign says overtaking is prohibited.

“Traffic controller” is a person vested with the authority to regulate traffic using the signals established by the Rules in accordance with the established procedure, and who directly carries out the said regulation. The traffic controller must be in uniform and (or) have a distinctive sign and equipment. Traffic controllers include police officers and military motor vehicle inspectors, as well as employees of road maintenance services, those on duty at railway crossings and ferry crossings in the performance of their official duties.

6.15. Drivers and pedestrians must comply with the signals and orders of the traffic controller, even if they contradict traffic light signals, road signs or markings.

There is a sign with a traffic controller behind it, the manual for traffic controllers of the road maintenance service says: During the repair of one or both lanes of the highway, an additional or free lane is allocated for traffic. This is a fairly common situation and traffic controllers perform the role of regulating the flow of traffic, trying to minimize forced delays. The oncoming traffic stops at the signal of the traffic controller, which means there is no lane designated for oncoming traffic. If there were signs, the traffic controller would be guided by them. There is a traffic controller standing after the sign, regulating traffic.

If a car is parked near the curb and I, being a pedestrian, get into the car and start the engine, but at the same time stand still, am I considered the driver of a motor vehicle? And will the police officers be able to show me anything in this situation if I am intoxicated?

Thanks for the info. I was looking for clarification about cyclists regarding their status. A bicycle is not a mechanical vehicle, but is driven by muscular force. Can a cyclist be called a driver?

If I drive through a field or ride near my house without going onto the road, am I a participant in traffic?

Very well written! Your article helped to understand road users - this is how one of the paragraphs of my dissertation sounds!

A person sitting behind the wheel, in the driver’s seat, without a license, without property documents, not driving a vehicle - who is this, according to traffic rules?

The driver is the main participant in traffic

Lesson 30. Life safety, grade 8

Lesson summary “The driver is the main participant in the road traffic”

As you know, there are generally accepted rules of the road. Only in different countries they may differ. In particular, on the territory of the Russian Federation, the traffic rules of the Russian Federation , approved by government decree, apply. As you know, traffic rules are needed in order to establish a uniform traffic order for drivers, passengers and pedestrians.

Vehicles are a bus, trolleybus, tram, car, motorcycle, moped, bicycle, horse-drawn cart, as well as any other device designed to transport people, goods or equipment installed on it. Note that horse-drawn transport is a type of transport in which the carts are driven by animals. A driver is a person who drives any vehicle (drivers also include animal drivers). Of course, the driver is the main participant in road traffic, since the safety of this traffic depends on him.

The legislation of the Russian Federation provides that a driver who violates traffic rules can be brought to administrative, civil and even criminal liability .

Let's take a look at the most important responsibilities of drivers under the rules of the road. First of all, any driver must have a driver's license , which gives him the right to drive this vehicle.

There are a number of categories of driver's licenses for driving a particular vehicle. For example, to drive a motorcycle you need category A, and to drive a passenger car (that is, weighing up to 3.5 tons) - category B, to drive trucks - category C, and so on. Of course, there are also vehicles that can be driven without a license: for example, a bicycle.

The driver must also carry documents that confirm his right to own or use this vehicle . If the vehicle has seat belts, then the driver and passengers must be fastened . As for a motorcycle, both the driver and passengers must wear a fastened helmet (we talked about this in one of the previous lessons). We also mentioned that before leaving, you need to make sure that the vehicle is in good condition . If the brakes or steering are faulty, driving is strictly prohibited. At night, it is also prohibited to drive a vehicle that has faulty (or missing) headlights or tail lights. In addition, the driver must regularly undergo state technical inspection and receive an appropriate certificate of successful completion.

Among other things, the driver must provide the vehicle to police officers, the federal security service, as well as employees of federal state security agencies in cases provided for by the legislation of the Russian Federation. Most often, here we are talking about the pursuit of criminals. In addition, if necessary, the driver is obliged to provide assistance to medical workers to transport people in need of urgent medical care.

First of all, is prohibited from : driving a vehicle while under the influence of alcohol, drugs or any other intoxication . You should also not drive a vehicle while under the influence of certain medications (which impair reaction or distract attention). Of course, control cannot be transferred to persons in one of the states described above . In addition, the driver is prohibited from transferring control to someone who does not have an appropriate driving license. Of course, you cannot cross organized columns (especially on foot) and take up space in them. Also, relatively recently, a decision was made to prohibit the use of a telephone while driving (unless it is equipped with a technical device that allows for hands-free conversation).

It goes without saying that while driving, the driver must fully concentrate his attention on the road. After all, he constantly receives new information about the road, about changing traffic lights, about obstacles that have arisen on the road, about new traffic participants, and so on and so forth. The driver analyzes the information received and, in accordance with this, makes one or another decision. So, the time interval between the moment of appearance of any stimulus and the moment when the driver takes the necessary actions is called reaction time . A stimulus means any new information. Well, for example, a traffic light switched from red to green - this is an irritant. The driver, after the green light turns on, must set the vehicle in motion. To do this, he presses on the gas - this is the very necessary action. Or, for example, the driver saw the brake light of the car driving ahead come on - this will be an irritant. The necessary action will be to press the brake pedal (well, or release the gas pedal, or make a maneuver in order to go around the car - depending on the situation).

Statistics say that under normal conditions, drivers' reaction time ranges from one tenth of a second to one and a half seconds. In dangerous situations, reaction time is critical because during this time, the vehicle continues to move in the same way as it was moving before the situation on the road changed.

So, for example, when driving at the usual urban speed of sixty kilometers per hour, the car will travel almost seventeen meters in one second.

Of course, different drivers have different reaction times. It depends on general fitness, driving experience and simply on the individual’s individual qualities and skills. For most experienced drivers, many actions for driving a vehicle become automatic (that is, they are performed with minimal time).

It should be noted that reaction time inevitably increases when intoxicated or when using any psychotropic drugs . Also, reaction time increases if a person is sick, tired, frightened by something, or is under the influence of some distractions .

· A driver is a person who drives any vehicle or is a driver of animals.

· Vehicles are a car, bus, trolleybus, tram, motorcycle, moped, bicycle, horse-drawn cart, as well as any other device designed to transport people, goods or equipment installed on it.

· Reaction time is the time interval between the moment a stimulus appears and the moment the driver takes the necessary actions. In dangerous situations, reaction time is critical.

· This time decreases as the driver gains more experience and training.

· Reaction time increases when intoxicated or when using any psychotropic drugs, as well as under the influence of distractions.
