I lost my license, what documents are needed to restore it?

Documents for reinstatement of driver's license

If your driver's license is lost or stolen, it must be restored. It does not matter, from a legal point of view, for what reason your driver’s license disappeared. The main thing is that the absence of this document does not allow you to drive a car. In cases where such an unpleasant situation does happen, many people do not know what to do next, what documents may be required to restore their driver’s license.

Where to apply to reinstate your driver's license

Currently, according to the new PPRF dated October 24, 2014, to replace a driver’s license, a person can contact the nearest or any other traffic police department:

According to the law, it does not matter at all whether you are registered (registered) or not at your place of residence in the selected subject of the Russian Federation - your rights are required to be restored under any circumstances.

If your driver's license has been stolen or you suspect that this has happened, you need to file a police report.

The reality is that immediately after your application, your driver’s license will not be restored. In this case, the person receives a temporary certificate and this is confirmed by point 41 in the rules for issuing such documents. To obtain a temporary document, you must pay a fee to the state. Such payment is provided for by the second part of the tax code.

What documents are needed to restore a driver's license?

The law clearly defines the list of documents that the driver must independently collect and then submit to the traffic police department in order to restore a driver’s license for a vehicle:

  1. A statement in which you formulate your request to issue a driver’s license, indicating the reason: in connection with theft or loss;
  2. A document confirming your identity. To do this, you can use an internal or foreign passport; identification; military ID. You can also present any documents issued by authorities subordinate to the Ministry of Internal Affairs and capable of verifying a person’s identity;
  3. Photo. If previously IDs were made on a paper basis and it was necessary to submit photographs of a certain format, this is different now. The new type of license is issued in the form of a plastic card. To obtain a new license, you will need to take a photograph directly at the traffic police department;
  4. A receipt confirming payment of the state duty for issuing new licenses.

From February 16, 2016, a medical certificate is no longer required to restore your rights! It is only necessary if the old license has expired - 10 years.

Let's take a closer look at some of the documents that need to be submitted to reinstate your driver's license.

There is no application form that is uniform throughout Russia. A sample application that is used in your region can be downloaded from the website of the regional traffic police department. Also, such a document can often be found on the information stand in the inspection building itself. In this case, in your application you must explain that you are asking for a new driver's license to replace a lost or stolen one.

Photos

3x4 photo cards were necessary when the traffic police department issued a driver's license on paper, rather than on plastic. In Russia, since March 2011, driver's licenses of a new form are now issued and the need for color photographs measuring 3x4 centimeters is no longer required. Now you will need to take photos directly in the building of the traffic police department.

Government duty

As of today, identification is produced on a paid basis. If the certificate is issued in paper form, then the payment amount will be 500 rubles. If the certificate is a new type made of plastic, then the amount of state duty doubles and you will have to pay 2,000 rubles.

Note! Starting from March 2011, driver's licenses made using plastic are issued in the Russian Federation according to the new standard. Thus, in any case, payment of a state duty in the amount of 2,000 rubles is inevitable.

We recommend that you take with you a stamped receipt from the agency where you paid the state fee for reinstatement of your driver’s license. According to the letter of the law, before issuing you a new license, a state inspector must check the validity of the payment through the internal system of interdepartmental interaction. As practice shows, electronic failures may occur, payments made may not appear in the system on time, etc. Such little things, in turn, can delay the issuance of restored rights. We advise you to take with you a receipt for the payment made, which will be able to confirm the payment was made in case of problems.

After submitting the documentation

Now, from 11/05/14, after the driver has submitted the necessary documents, he must immediately be issued a new license. In this case, a receipt is issued to pay the state duty in the amount of 2000 rubles. A person deposits money through a terminal in the premises of the State Traffic Safety Inspectorate or in a branch of the Savings Bank convenient for him, shows the receipt to the inspector, who must then issue a new license with the additional mark “Duplicate”.

Note! When it comes to reinstating your driver's license, you do not need to take exams to confirm your qualifications. Thus, with a clear conscience, you can forget and not remember about the new exam cards on knowledge of traffic rules at this stage of life.

Perhaps these are the main points. You must remember that an old - lost or stolen - driver's license will be considered invalid from the moment a new document is issued.

We also remind you that a new driver’s license differs from a lost or stolen one by an entry in the “Special Notes” line. It should say “Duplicate”. Such a certificate is valid for the entire period indicated in the old license. This means that the restored license will be issued to you not for 10 years, as when issuing new ones, but before the date indicated on the original driver’s license, that is, for a shorter period. In addition, the new driver's license is no different from the originally issued one.

Take care of yourself and your driver's license! We hope that now the restoration of your driver's license will not bring you any special problems.

How to restore a lost driver's license, is it possible to drive and how much does it cost?

Lost my license - restoration

What to do if you lose any document? Of course, restore it! It's the same with a driver's license. This can be done in a short time, but you should take into account some subtleties so as not to overpay and so that the validity of the new driver’s license is longer. We will provide information in the article about whether it is possible to drive if you have lost your license, what the fine is for this in 2019, how much a replacement costs, whether it is possible to obtain a temporary permit and instructions for obtaining them through State Services, the State Traffic Safety Inspectorate and the MFC. But let's talk about everything in order!

Lost your license - can you drive?

No. According to Article 25 of the Federal Law “On Road Safety”, the right to drive vehicles is confirmed by a driver’s license. And clause 2.1.1 of the traffic rules obliges the driver to hand it over to the traffic police inspector.

Please note that all the information in this article is relevant not only for lost rights, but also for damaged, stolen, destroyed, and the like. In general, you can come to the traffic police and change your registration number for new ones without any reason - at your request.

And here two different concepts in legislation should be clearly distinguished:

  • the right to control - you have it since the first time you passed the exam,
  • driver's license - even if you lost it, the right to drive does not cease; Yes, you cannot confirm it with a document, but you cannot lose this right.

What's the fine?

For driving without a driver's license, if you have lost it, a fine of 500 rubles is imposed or a warning is issued under Part 2 of Article 12.3 of the Administrative Code. Evacuation to the impound lot, arrest, and other penalties or enforcement measures are not required by law.

It was not for nothing that we mentioned above the difference between ownership and control rights. The fact is that some cunning traffic police officers manipulate the illiteracy of other drivers, trying to attract them not for the lack of a document, but for the lack of the right to drive - under Part 1 of Article 12.7, the fine for which increases to 5-15 thousand rubles.

What to do in this case? In fact, such a decision can be easily appealed, because your right to drive is checked in a few minutes using the traffic police database. And judges certainly do not confuse these two concepts.

There is no fine for the fact of losing your driver's license. And according to the law, when you come to the traffic police to replace your vehicle, the inspector does not have the right to issue a penalty for loss. The fine is imposed only for driving without a driver's license.

How much does it cost to restore?

The state service of the traffic police registration unit itself is free. But you need to pay a state fee to restore your rights. For 2019, it is regulated by Article 333.33 of the Tax Code of the Russian Federation. And you will have to pay the following amounts depending on the type of lost document:

  • restore lost licenses from plastic – 2,000 rubles,
  • the same restoration of a new generation used with a chip – 3,000 rubles.

The last paragraph has been crossed out because as of December 6, 2019, such certificates have not yet been officially introduced and are not issued by the traffic police.

Please note that when restoring rights through the State Services portal, a 30% discount is provided. And you can get a new one for 1,400 rubles.

But you may also need a medical certificate (in which case, we’ll find out a little below) - obtaining it, depending on the categories you have, will cost from 1,500 (for category A and B) to 4,000 rubles. Its validity period is 1 year - it should not be issued earlier than 12 months on the date of filing the application for restoration.

Do I need a medical certificate for recovery?

Yes and no. It all depends on one thing - your desire to have a “duplicate” of your lost driver’s license with a new validity period and pay the above amount for it:

  • if you provide a medical certificate to the traffic police, you will be given a new license for a new 10-year term,
  • If you decide not to undergo a medical examination, the received certificate will be valid for the same period as the lost license was valid.

If someone (especially the inspector himself) talks about the mandatory nature of the certificate, then this is not true and a myth. The current PPRF No. 1097 on the procedure for issuing a license directly states that there is no need for it in its paragraph 32. And the corresponding changes to the legislation were made back in 2016.

Do I need to take a traffic test if I lose my license?

No. Despite the attempts of the initiators to amend the law and oblige all drivers to take an exam when replacing their license, this idea has not yet been implemented. In addition, this concerned the replacement of batteries after their 10-year validity period had expired.

This is stated in paragraph 29 of PPRF No. 1097:

29. The issuance of a Russian national driver's license to replace a previously issued Russian national driver's license is carried out without passing exams and in the following cases:
.
d) upon receipt of an application for the loss (theft) of a driver’s license;

Lost my license - they demand to pay fines

The requirement to pay all fines is also not based on the law - you don’t have to pay them.

But in practice, MREO inspectors very often, when you contact the appropriate window, instead of providing a government service, they first print out a list of fines you have and give you to pay. What should I do to restore my credit card if it is lost without paying fines?

Let's start with the fact that this is not a requirement yet, and you can put the paper in your pocket and simply tell the inspector that you will definitely pay for them.

If the traffic police officer directly conditions the restoration of lost rights on the mandatory payment of fines, then request a written refusal to issue a license. If you submit a written (electronic through State Services) application, then the inspector must answer it in writing and motivate his answer.

Do I need to take photos in advance?

No. A photo to obtain a new duplicate license will be taken for you directly when you contact the traffic police.

Will they provide temporary licenses until replacement?

We should start with the fact that a temporary permit to drive vehicles used to be a document that gave the opportunity to drive a car when the driver was deprived of his license - the traffic police confiscated the license right on the road and issued a temporary license. But this provision of the law was abolished back in 2013, and along with it the format of the document itself.

But for us there is still nothing bad - replacing a driver’s license if lost is done in one day, and there is simply no need for anything temporary here.

What documents are needed?

There are only three mandatory documents that will certainly be required to obtain a duplicate of lost rights:

  • Your passport,
  • application for reinstatement
  • receipt of payment of state duty.

If you want to restore your driver's license for a new period of 10 years, you will also need to undergo a medical examination and obtain a certificate. Please ensure that the medical certificate is marked with the corresponding categories that you had previously.

How to restore lost rights? Procedure

There are several ways to do it:

  1. You can restore your license through State Services (the application itself is submitted electronically, you will have to go to the traffic police to get a new license),
  2. apply directly to the traffic police,
  3. through MFC.

In essence and the set of documents as of 2019, they are all identical. The only difference is that when submitting an application through the State Services portal, you are not formally required to bring a completed application to the traffic police. It’s just that employees often demand a printed copy of it. We will clarify this point below.

First of all, you need to be registered on the portal. We described this step in detail in one of our articles. Next, log in to your account and go sequentially to the sections Transport → Driver’s license → Replacement of license when the owner’s data changes, is lost or unsuitable.

1. Carefully read the basic information about the government service, and then click on the “Get service” button.

2. A form for filling out data will open. There are quite clear fields here, not all of which are required.

  • Your personal data: full name, date of birth and others (this and some fields below will be filled in automatically from your profile),
  • passport data,
  • registration address,
  • reason for replacement - you need to select “loss or theft”,
  • information about the medical certificate - you don’t have to indicate it, even if you received it to restore a lost driver’s license, so that the validity of the new one is 10 years,
  • permitted categories in the lost ID and certificate (if received),
  • details of the old registration number – you need to check the box that the details cannot be entered,
  • Next, all that remains is to select the desired traffic police department to obtain a duplicate of your rights and check the box indicating consent to the processing of personal data.

3. After submitting the form, you will be asked to pay a state fee for obtaining a certificate in the amount of 1,400 rubles if you do it online.

4. Print out the receipt for payment of the state fee, as well as the application itself filled out at State Services. Despite the fact that this is not required by law, in practice the traffic police may ask you for them.

5. On the chosen day and time, go to the MREO department and do not forget that you will be photographed.

Key points of the procedure for restoring a driver's license if lost

Recently, drivers unfortunate enough to lose their driver's license were required to retake their driving tests. If everything was passed successfully, the driver could get his license again. Today everything is different; there is no need to retake any exams if you lose your license . You just need to contact the traffic police for a duplicate driver’s license; you will find out how to restore it below.

Not every motorist knows how to restore a driver’s license in 2019 after losing it. The driver is allowed to restore his license regardless of whether it was lost or stolen. The law does not differentiate between these cases and establishes a uniform procedure for re-obtaining a license to drive a vehicle.

Restoring a lost driver's license

To restore your driver's license, you need to do the following .

  1. Contact the traffic police.
  2. To write an application.
  3. Collect the necessary package of documents.
  4. Get a duplicate.

This procedure will remain the same in any situation: both in case of loss of rights and in case of their theft.

The law does not stipulate exactly when you need to contact the traffic police to restore your driver’s license if it is lost or stolen. If a driver's license is lost, it can be restored at any time when necessary.

You need to collect a complete package of documents . A list of all documents for restoring a driver’s license is in paragraph 30 of the rules for issuing a driver’s license. Mandatory documents for restoration of rights include:

  1. Application for issuance of a duplicate, which is drawn up by the motorist.
  2. Driver examination card. It will confirm that the driver has passed the examination tests to obtain a driver's license. Due to the fact that the car owner has a certificate confirming passing the exam, he will not need to take such a test for the practical and theoretical parts again when receiving a duplicate.
  3. Before restoring a lost driver's license, it is important to provide a passport or other identity document. It is important that the passport contains a mark with the place of registration. If there is none, it is necessary to provide, along with the application for a duplicate of the temporary registration document or any other registration documents that the motorist received legally.
  4. Medical certificate for a driver's license (its copy and original).
  5. The driver must also write an explanation in which he must describe in detail all the circumstances of the loss of his driver’s license.
  6. To restore a driver's license after loss, you need to provide a photograph, which must be made on matte paper. Today, most traffic police departments have special booths where you can take a photo of the driver for identification. You can get such a photo in just a few minutes.
  7. A receipt confirming the fact of payment of the state duty (the amount of the state duty is specified in Article 333 of the Tax Code).

Payment of state duty

Before you can restore your driver’s license if it was lost in 2019, you need to pay a state fee. Payment details can be obtained from a traffic police officer or on the “State Services” portal (through this portal you can also make an appointment with a traffic police inspector to subsequently apply for a driver’s license again). You can pay the state contribution at a Sberbank branch or through the Sberbank Online service.

Issuance of a duplicate

After paying the state fee, you need to go to the traffic police department. The list of documents listed above is exhaustive. If a traffic police officer demands that you provide any other documents in order to issue a duplicate, then these demands can be considered illegal.

In the event that the registration authority has no complaints regarding the form and submission of the application, a duplicate driver’s license is issued on the same day. Such licenses will be valid only for 10 years after receipt by the driver.

When restoring a driver's license if it is lost, situations sometimes arise when a driver who has already received a duplicate discovers the lost license. In this case, any driver's license found that has lost its legal force since the date of issue of the duplicate will be considered invalid. The driver must hand over the found document to the traffic police.

Checking driver information

Information about the driver is subject to verification when traffic police officers suspect that the vehicle the driver is driving is wanted . Also, the driver of the car may be suspected of having been deprived of his driver's license. In such cases, appropriate checks are carried out, which delays the issuance of a duplicate driver’s license.

The driver may also be suspected of having been deprived of his license. Authorities can check the status of a vehicle and find out if it is wanted. If traffic police officers have reason to believe that there are still violations on the part of the applicant, then the period for issuing a duplicate driver’s license will take up to two months .

Obtaining a temporary permit

Until the driver is issued a duplicate, he can only count on receiving a temporary permit. It becomes a temporary basis for driving a car. When obtaining a temporary permit, you must pay a state fee.

The temporary permit must contain the mark “Certificate under inspection.” This mark must be certified by the inspector’s signature and seal. The temporary permit has special columns where the series and number of the driver's license are recorded. The permit also contains a mark from the official, which indicates that it was issued to replace a lost driver’s license. It is also mandatory to indicate information about the ability to drive vehicles of various categories.

Read more:  Liability for lack of MTPL insurance

The temporary permit is only valid for two months . The official also has the right to set a different period, which does not exceed two months. All this time the document will have legal force.

Based on the results of the inspection, the driver is issued a new license. A temporary permit is subject to withdrawal even when its validity period has not yet expired.

Refusal to issue a driver's license

The issuance of a new driver's license may be refused in the following cases:

  1. the motorist did not provide a complete package of documents;
  2. the driver is wanted;
  3. the document contains blots and marks that cast doubt on its authenticity;
  4. the motorist is deprived of the right to drive a vehicle;

Also, the issuance of a driver's license will be refused if the fact of falsification of the license is established. If you do not agree with the refusal to issue, ask for a written refusal. And remember - the actions of a traffic police officer can be appealed. Here we will tell you how to do this.

How to restore lost rights? The lawyer says:

How to restore rights if lost in 2020

Good afternoon, dear reader.

This article will talk about the unpleasant situation that some car owners have to face, namely the loss of their driver’s license. At the same time, the mood is spoiled both by the loss of the document itself and by the recovery procedures that need to be done in the future.

In this case, it does not matter what happened to the old ID: whether it was lost due to negligence, stolen by your ill-wishers, or lost due to a natural disaster.

The main task of the driver in any case is the timely restoration of lost rights, because Without this document, driving vehicles is impossible.

Let's consider the actions that need to be taken in 2019 to restore a driver's license if it is lost:

To begin with, I would like to note that a driver’s license, like all other personal documents, must be stored in a sufficiently secure place to minimize the possibility of its loss or theft. However, this phrase is little consolation for a person who has already lost his rights and does not know what to do.

What to do if you lose your driver's license?

The first action that needs to be taken in the absence of a driver’s license, no matter how paradoxical it may sound, is that you need to make sure whether the license is really missing .

Try to remember where and under what conditions you last saw or could use a document, examine the relevant places:

  • clothing pockets;
  • bags and wallets;
  • vehicle interior;
  • shelves and bedside tables where documents, keys, phones, etc. are usually stored.

Don’t be surprised, but I know of dozens of cases where a driver’s license simply fell under a car seat or behind a sofa, and was found only after receiving a duplicate from the traffic police.

If the driver can find the license on his own, he will save on paying the state fee and will not lose at least one day of time. In general, it will be much more effective to “rummage” through the entire apartment than to immediately contact the examination department of the traffic police.

Naturally, it makes sense to search for rights only if you have lost them. If the document is stolen and you are sure of it, then there is no point in looking for it under the chest of drawers.

If your driver's license is stolen, you can contact the nearest police station with a corresponding statement. Whether to do this or not is up to you. In this case, I can only say that such an appeal will take up your time, and whether it will lead to any results is a big question.

If the lost license was not found on your own, you must contact the traffic police to obtain a new document.

Obtaining a temporary permit to drive a car

Just a few years ago, when reinstating a lost driver's license, a temporary permit was required for 1 or 2 months. Moreover, for issuing a permit it was necessary to pay a fee of 800 rubles.

In 2019, this duty was abolished, and all references to the permit were excluded from regulatory documents. Therefore, no temporary permit will be issued .

Driver's license restoration:

Where to contact?

The first important question is where you can restore your driver’s license if it is lost. Currently, this can be done in any traffic police department in the country:

3. Conducting examinations for persons permanently residing in the Russian Federation, issuing Russian national and international driver’s licenses and exchanging foreign driver’s licenses are carried out in the departments of the State Traffic Inspectorate at the place of application of these persons.

Conducting examinations for persons temporarily residing or temporarily staying on the territory of the Russian Federation, issuing Russian national and international driver's licenses and exchanging foreign driver's licenses are carried out in departments of the State Traffic Inspectorate located within the constituent entity of the Russian Federation in which these persons temporarily reside or are temporarily staying.

In this case, it does not matter whether you have registration at your place of residence (propiska) in the selected subject of the Federation. Rights will be restored in any case.

What documents are needed?

To restore a driver’s license to replace a lost one, you must provide the traffic police with the documents listed in paragraph 30 of the rules for conducting examinations for the right to drive vehicles and issuing driver’s licenses:

30. To issue a Russian national driver's license to replace a previously issued Russian national driver's license, the applicant provides the following documents:

a) statement;
b) passport or other identity document;
c) medical report in the cases provided for in subparagraphs “a” and “d” of paragraph 29 of these Rules;
d) Russian national driver's license (if available).

Statement. In this case, the application must indicate that you are asking for a driver’s license to replace the lost/stolen one. Detailed information on completing the application is provided in this article.

A passport is necessary so that employees can verify that it is the driver who is applying to obtain a license.

A medical certificate currently not required . You can find out more about this in the article “Cancellation of a medical certificate when replacing rights.”

However, the certificate can be provided to the traffic police at the driver's request . If there is a certificate, new rights are issued for the full term, i.e. for 10 years.

Driver's license. It will not be possible to provide this document to the traffic police, as it is lost.

A document confirming completion of training in 2020 is not required, because all information about issued rights is contained in the traffic police database. However, if the license was issued a long time ago, it makes sense to take your driver’s card with you.

In this case, we are talking about the loss of rights issued 20 or more years ago, when the traffic police did not yet use databases.

Such cases are quite rare, because licenses are valid for 10 years and 99 percent of drivers make changes in a timely manner.

What is the price?

In addition to the documents listed above, to obtain a new certificate you will need to pay the appropriate state fee:

43 1) for issuing a national driver’s license, including replacing a lost or unusable one:

made from plastic-based consumables - 2,000 rubles;

made from new generation plastic-based consumables - 3,000 rubles;

In 2020, only plastic driver's licenses are issued in the Russian Federation. At the same time, for issuing a new generation document (with a built-in storage medium) you will have to pay 3,000 rubles, for issuing ordinary plastic licenses - 2,000 rubles .

Receiving a discount

When restoring your ID through the government services portal, you can get a 30 percent discount on the state fee. Those. The production of a driver's license in this case will cost 1,400 rubles . The discount is valid from January 1, 2017 to January 1, 2021. You can find out more about it in this article.

Please note that the document confirming payment of the state fee is not in the list above, but I recommend taking it with you. The fact is that before issuing a license, the traffic police inspector must receive information about the payment through the system of interdepartmental interaction. However, in practice, electronic failures are possible, the payment may not be processed in time, etc. This, in turn, may cause a delay in the restoration of the ID. So take your payment receipt with you, it's easy.

Once all documents have been submitted, you must wait for the new driver's license to be issued.

Exams

you do not need to take qualifying exams , i.e. You can forget about traffic rules exam tickets at this stage with a clear conscience.

For how long is a new certificate issued?

The new driver’s license will differ from the stolen one only in that the word “Duplicate” will be entered in the special notes column. The rights will be valid until exactly the same date as the previous ones. Those. restored rights are issued not for 10 years, but for a shorter period .

Starting from April 4, 2017, it is possible to obtain a renewed certificate for the full term, i.e. for 10 years . To do this, you need to provide a medical certificate to the traffic police.

Penalty for loss of ID

The loss of a document in itself is not an administrative offense, i.e. There is no penalty in this case.

However, if a driver without a license gets behind the wheel, he may receive a fine of 500 rubles .

In conclusion, I would like to note that in 2019, restoring a driver’s license if lost does not cause any difficulties. You just need to collect the necessary documents and contact the traffic police.

Rimma , hello.

In general there are 2 possible options:

1. Try to find documents or confirmation that a driver’s license was actually issued in 1997. For example, the information may be in the archives of the traffic police or in the archives of a vocational school, if they have been preserved.

2. Re-train at a driving school and pass the driver's license exam.

Good luck on the roads!

Lost my rights: how to restore my rights if lost 2019

Welcome to helpguru.ru . In the article we will talk about restoring rights if they are lost. Of course, compared to, for example, a passport, drivers lose their driver’s license extremely rarely, but such situations still happen. If this situation occurs, the driver is puzzled by the question of what to do if he has lost his driver’s license and what is the possibility of restoring it.

The restoration procedure is not very complicated, but you will still have to spend time. This procedure is considered troublesome and not very pleasant, regardless of the reason for the loss, even if the rights were simply stolen. Restoring rights if lost in 2019 should not be delayed for long. First, you should look through everything again, but if the document is not found anywhere, then you should begin the recovery procedure itself.

We contact the traffic police to restore your rights

To restore lost rights, you must contact the traffic police. The procedure itself does not happen immediately; it may take some time. For this reason, the driver will be issued a temporary license with which he can drive. As a rule, the validity period of such a certificate is 30 days. And the cost of such a notification will be 800 rubles.

But the process of restoring a driver’s license may follow a different pattern, and obtaining a temporary license may not be necessary in principle, it all depends on the workload of the traffic police department. Sometimes the driver receives his license a few days after paying the fine, but such situations occur very rarely.

How to restore a driver's license through the MFC

Nowadays, when a loss of license occurs, the driver begins to worry about only one question: how to restore his license if lost in 2019. Back in 2011, a new service appeared at the MFC; now you can restore your rights in this organization.

Now these centers provide restoration of rights in the event of loss, theft or expiration of their validity period. In connection with the opening of this service, drivers no longer need to stand in queues and find out the time of appointment at the traffic police. All motorists can use the service.

This service is now carried out in both district and city centers - if you have lost your license, they will tell you in detail how to restore it. At the moment, the service is available to those car owners who need to replace their driving documents if they are lost or upon expiration.

If the driver receives a license for the first time, the procedure is carried out only at the traffic police department. Restoration of rights in the MFC is carried out jointly with the traffic police. MFC employees provide full information to drivers, accept documents and issue ready-made licenses. The decision to issue or refuse is made only by the traffic police department.

The application is written on a specialized form, which can be obtained from the center employees. To restore the document, you need to bring a passport, a ready-made photograph of the established size and a receipt for payment of the state fee.

When carrying out procedures for document restoration, the issuance of a finished certificate will occur only after 5-10 days. The state fee for obtaining a national document costs 2000 rubles, and an international one 1600 rubles.

What documents are needed for recovery?

The law lists a specific list of documents that are required to restore a driver’s license if lost. These documents include:

  • Statement of the established form;
  • Driver's passport or other identification document;
  • A card that confirms driving training;
  • Photos of the required size;
  • Receipt for payment of state duty.

Quite recently, the provision of a certificate of passing a medical commission was canceled; now it is required only if the license has expired.

But every driver needs to know details about some documents.

The training card must be kept throughout life; it is in such cases that it is required, regardless of when the first license was obtained. To restore rights, its provision is mandatory. But when replacing a document, it may not be required.

The state fee for the restoration of rights is considered mandatory. If the driver's license is made from paper, then their cost is 400 rubles, and for a license made of plastic the driver will pay 800 rubles.

When the question of document renewal arises, some drivers think that they will need to pass exams. In this case this is not required.

After all the documents have been submitted, the driver will wait for new ones to be produced. On them, in the special notes column, “duplicate” will be indicated; they will have no other differences from the old document.

The procedure for restoring a driver's license in 2019

Many drivers wonder how to restore a lost driver’s license. There is a certain order of actions that need to be done:

  • When writing an application, you must indicate the reason for the restoration, that is, loss or theft of the document;
  • Pay state fees for a temporary certificate and for new rights;
  • Obtaining a temporary license: it is issued at the time the traffic police officers check the driver for a fine and deprivation. It must indicate personal information about the driver, the name of the traffic police department that issued the document, the date of issue, the expiration date and the categories for which the driver can drive a car;
  • Carrying out an inspection takes some time;
  • Issuance of new driving documents.

According to the law, the driver who carries out the procedure for restoring driving documents does not need to pass driving tests and knowledge of traffic rules. But this rule does not apply to drivers who replace their license after the expiration date.

If, after the driver received a temporary license, he left for another city, joined the army, or went on a business trip for a long time, then he can get a license before the end of the 30-day period, but this requires documents that will confirm the departure.

In our country, the restoration of foreign driving documents is not carried out. That is, if a foreigner has lost his rights on the territory of Russia, then he can restore them only in the country where they were issued. But he can get a license in Russia; for this he will need to undergo training, pass exams, and pass a commission. This procedure requires temporary registration in the country.

Is it possible to get a temporary driving permit?

The process of restoring driving documents does not happen immediately. For 30 days, and in some cases 60 days, the driver will use a temporary certificate.

Obtaining such a document is not free; you must pay a state fee for it, the amount of which is indicated in the tax code. To obtain a temporary permit to drive a car, which will be issued in replacement of a lost or damaged driving document, the driver must pay 800 rubles.

But a temporary permit may not always be issued, and some drivers may simply wait to receive a new license. If a temporary certificate is issued, then its validity is 30 days from the date of receipt. But to get it, you will have to spend some time.

What problems may arise when obtaining new rights?

When a driver has lost his license, what to do in such a situation is not always clear. You will have to go through the document recovery process. But there may be some difficulties in obtaining a new document, so the driver needs to know whether he will receive them. Since not every traffic police department provides this service, and there are a number of obstacles to this:

  • If the driver lives in another region in which he is not registered, then he can obtain a license only at the place of registration; they will not be restored in another city;
  • If there is temporary registration in a given region, then rights can be restored;
  • In the region of permanent residence, the driver can obtain a duplicate at any traffic police department;
  • If registration is missing, then to obtain a new document the driver will have to take all exams again.

If the driver takes exams when restoring his license, then a receipt for payment of the state fee for the exams will have to be attached to the general package of documents.

What is the validity period for the duplicate?

When restoring documents, many are concerned about two main questions: how much it costs to restore rights and for how long they will be issued. The cost of the document is fixed and prescribed by law, but the validity period of the new document will be the same as that of the lost one. That is, if the old license expired in April, and the driver received a new license in January, then after 4 months he will have to go to exchange his license and receive a document valid for 10 years.

Restoring a driver's document is not considered a complicated procedure, but you will have to spend a lot of time collecting and submitting documents, as well as waiting for a new document. The main thing in such a situation is to carry out all the actions quickly, then issue a temporary permit and wait until the duplicate is ready. That's all, good luck on the roads.
