How to check traffic police fines?
In order to check for traffic police fines, as well as fines for unpaid parking and violation of parking and stopping rules, you will need one of the following documents:
- Valid driver's license (VU)
- State vehicle registration certificate (STS).
- Checking fines for traffic violations issued to the driver directly by traffic police inspectors is carried out using a driver’s license (VU).
- To check traffic police fines from photo and video cameras, you must enter STS data.
Fines are checked using the series and document number entered in the appropriate fields of the search form. To obtain information about all fines : both from cameras and those issued by traffic police inspectors, you must enter the data of both documents: VU and STS.
If you have a Resolution on a case of an administrative offense, click on the tab “By Resolution Number - UIN” and indicate its number (UIN).
After entering the required data into the fields of the search form, click the “SEARCH FOR FINALES” button. A query to the GIS GMP database can take up to several minutes, please wait for the search result.
If, as a result of the check, unpaid fines are found, then you will be provided with detailed information: date of resolution, UIN, revenue administrator (State Traffic Safety Inspectorate, AMPP, MADI), amount to be paid, etc. Otherwise, a message will appear stating that nothing was found.
Answers to frequently asked questions about traffic police fines
This section contains answers to the most common questions about traffic police fines that interest our visitors. If you have not found the answer to your question, send it through the feedback form.
Is it possible to check fines according to the state? car number?
Yes, our service allows you to check traffic police fines by car number. To search for fines by state. car number, you must also enter the STS number (vehicle registration certificate number). In this case, the search for fines will be carried out using the traffic police, GIS GMP, and DIT databases.
Please note the following feature of the fines verification process. If the fine was issued based on the data of photo/video recording systems, then searching only by the STS number will provide data on the fine (number of the resolution, amount of the fine, etc.), but the photo recording data itself will most likely be unavailable. If you search simultaneously by both the car number and the STS, there is a high probability that there will be available data not only about the fine, but also a photo of the violation.
How can I view a fine by resolution number?
In the fine search form on our website, you must enter the resolution number in the field designated “resolution number (UIN).” Please note that the decree number contains many numbers and it is easy to make a mistake. Therefore, check the correctness of your data entry before submitting it for verification.
What is a UIN number and how can it be deciphered?
The fine order number is also a unique accrual identifier (UIN).
The UIN may consist of 20 or 25 characters (digits). The first digits of the UIN contain information about the payment administrator, in the case of fines for car owners - the organization that issued the fine. 188 – the first three digits mean that the fine was issued by the traffic police.
The full number of digits in the UIN is 20. An approximate type of UIN (resolution number) is 188101521610170586158. 780 - a fine decree issued by the State Property Committee of the AMPP for unpaid parking in Moscow. The full number of digits in the UIN is 20. This is an outdated UIN format for the State Civil Code of the USPP and in 2016 the format was changed to consist of 25 digits and the first digits are 03554310 .
782 - a decree issued by MADI for violation of parking and stopping rules in Moscow. The total number of digits is 20. This is the old format for MADI ; in 2016, the format was changed to consist of 25 digits and starts with 03560430 .
How to pay traffic police fines at a discount?
Since 2016, it has become possible to pay 50% of the traffic police fine. The “discount” is valid only for 20 days from the date of the decision. After 20 days, the fine must be paid in full.
You should be aware that not all fines are covered by this law.
It does not apply to gross traffic violations: - violations while under the influence of alcohol and/or drugs (Article 12.8, Part 3 of Article 12.27, Article 12.26)
- Repeated violations: speeding by 40 km/h (Parts 6 and 7 of Article 12.9), driving on a red light (Part 3 of Article 12.12), entering the oncoming lane (Part 5 of Article 12.15), driving towards one-way traffic (Part 3.1 of Article 12.16), errors in vehicle registration (Part 1.1 of Article 12.1)
- accidents with victims (Article 12.24) .
In addition, the discount is not provided for fines issued by the State Property Committee of the AMPP (for unpaid parking in Moscow). All other fines are subject to the discount.
How long does it take to pay traffic fines?
Within 10 days after receiving the fine, you have the right to appeal it. Next comes 60 days - this is the period for voluntary payment. Thus, the car owner has 70 days to pay the traffic police fines after receiving the decision.
What are the consequences of failure to pay fines?
In case of failure to pay the fine within the period (see above) allotted for voluntary payment of fines, the case materials are transferred to the Bailiff Service and enforcement proceedings are initiated. In addition, at the same time, material for the trial is being formed. A new administrative proceeding may be initiated against a person who has not paid the fine and a fine of double the amount may be imposed.
How long does it take for traffic police fines to expire?
According to Art. 31.9. Code of Administrative Offenses of the Russian Federation:
A resolution on the imposition of an administrative penalty is not subject to execution if this resolution has not been enforced within 2 years from the date of its entry into force.
A decision in a case of an administrative offense comes into force after ten days, unless it has been appealed. Thus, the statute of limitations for traffic police fines is 2 years and 10 days from the date of the decision.
The traffic police fine was dated when I did not use the car. How can this be?
It is important to know the peculiarities of the functioning of the traffic police fine databases. In them, the fine is always tied to the date of the decision . If a fine is imposed by a traffic police officer, then, as a rule, the decision is issued immediately, i.e. on the day of the traffic violation, although there are exceptions.
If you find a fine in the online database dated to a date when you were not using the car, then most likely we are talking about a previously committed offense recorded by photo and video cameras. Such fines have two features.
First: the date of recording the offense and the date of the decision, as a rule, differ for the period required by the traffic police to process the data received from the recording means. On average, this period is 1-3 days. For example, if a traffic violation actually occurred on July 1, then the fine decision will be dated July 2-4, and when searching in online databases, this exact date will be indicated - the date of the decision.
The second feature: in accordance with Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation , fines for violations recorded by automatic technical means are issued to the number of the vehicle registration certificate (VRC) .
Administrative liability for administrative offenses in the field of traffic and administrative offenses in the field of landscaping, provided for by the laws of the constituent entities of the Russian Federation, committed with the use of vehicles, if these administrative offenses are recorded by special technical means operating automatically, having photo and filming functions , video recording, or by means of photography, filming, video recording, the owners (owners) of vehicles are involved.
Thus, the decree is always issued to the owner of the vehicle, even if another person was driving. However, if it was not you but another driver who was driving, you can appeal the fine in accordance with the established procedure.
Part 2 of Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation
The owner (possessor) of a vehicle is released from administrative liability if, during the consideration of a complaint against a decision in a case of an administrative offense made in accordance with Part 3 of Article 28.6 of this Code, the data contained in it is confirmed that at the time the administrative offense was recorded the vehicle was in the possession or use of another person or has now been removed from its possession as a result of unlawful actions of other persons.
Where do online services get data on traffic police fines?
The State Information System on State and Municipal Payments (GIS GMP) is the only source of information on fines for all online services for checking and paying traffic police fines. The development and maintenance of GIS GMP is carried out by the Federal Treasury of the Russian Federation.
You can check the list of organizations (banks) connected to the GIS GMP by following the link in the section “List of credit institutions that have provided connection to the GIS GMP”.
Not all online services work directly with GIS GMP. Often the data is provided to them by partner banks. This is an absolutely legal way of working.
However, there are fraudulent sites where you can supposedly check traffic police fines, but in fact the whole point of such services is to impose a paid SMS subscription.
It is not difficult to distinguish fraudulent sites from legitimate ones.
— Legal services do not require you to enter your mobile phone number to receive search results for fines.
— On fraudulent sites, as a rule, you can enter any data as a search query and the appearance of a search in the database will be created.
— All legal sites indicate where the data on fines comes from (GIS GMP or partner bank), and you can easily check the presence of this organization in the list of treasuries, see the link above.
Features of checking administrative fines by last name and passport data
Punishments for administrative offenses in Russia are of several types: warning, fine, administrative arrest. The most common option is a fine, since such a penalty can be applied to both individuals and legal entities. The procedure for assigning, the amount and reason for imposing a fine is regulated by the Code of Administrative Offences.
The Code provides for several groups of administrative offenses that are related to the activities of entrepreneurs, vehicle owners, migrants, production workers, etc. Since 2017, the minimum amount of an administrative fine for an individual is 500 rubles, and for an official – 5 thousand rubles. Unpaid fines can lead to serious troubles, so citizens should check their outstanding fines and pay them off in a timely manner.
How to check an administrative fine of an individual?
Previously, the need to clarify debts on fines forced citizens to visit government agencies that processed collections. Today there is an alternative way - online checking. This way you can find out about the existence of fines, the reason for their imposition, as well as the amount of the penalty. As a rule, the sites also provide payment options. However, the information content of such resources is inferior to a personal visit to a specialized service, where you can obtain all the necessary information.
A request for penalties on a government service or on the portals of specific services is possible only if you have passport data, and sometimes additional information from other documents.
Services that provide information about fines include:
- portal of State services (wide range of services, authorization required);
- portal of the Federal Bailiff Service (information on overdue fines for which enforcement proceedings have been opened);
- portal of the Federal Tax Service (data on tax debts and fines);
- portal of the Office of the Federal Migration Service (fines for violation of migration legislation).
Features of checking administrative fines online
The widest range of services is provided by the State Services portal, which is available to any citizen of Russia. Here you can find out:
- about tax debt;
- about fines issued by the traffic police;
- on penalties during enforcement proceedings;
- on other penalties across all departments.
To work with the service, you need authorization, a passport, and a certificate of pension insurance. After entering the data, you will receive a personal code by mail, which will allow you to register and log into your personal account on the State Services portal. By selecting the “Popular services” option, you can get information about fines by clicking the “By departments” button. The option “Check tax debts” works separately.
Data on overdue fines transferred to bailiffs can be obtained on the official FSSP portal. Here is a database of enforcement proceedings, within the framework of which administrative fines that are not paid on time are collected. On the main page you need to select the “Services” section and go to the “Data Bank of Enforcement Proceedings”. The “Search for Individuals” option opens a required form. You can indicate only your last name and first name, but it is better to provide all the information so that the system does not give out information about the namesake. In the “Regions” line, you need to select the region where the debtor lives. After entering the verification code (this is how the system cuts off robots), a list of production facilities will be provided by the specified last name. If the site page is empty, then there are no debts.
The Federal Tax Service service involves entering the address, details and passport data. To simplify the procedure, you need to register on the portal. To do this, you need to visit the tax office with your TIN and passport, where they will provide your registration information.
Penalties for violations of migration rules (for both foreigners and Russian citizens) can be found on the official portal of the Federal Migration Service. There is a database in which debtors of this service are collected. Knowing the full name and date of birth, you can check whether a citizen is on the “black list”. Data is generated instantly, information is updated.
Searching for data on penalties on any official services does not require the user to immediately pay the penalties. This is information of a reference nature, which is sometimes worth double-checking by personally contacting the organization that issued the fine. If the punishment for an administrative violation is illegal, then payment can be avoided by appealing the penalty within 10 days after the decision is issued.
There are companies that specialize in collecting information about fines and late payments. Their employees obtain information by working with government services online, sending written requests to relevant organizations, and representing the interests of the customer in person. Such services are not cheap, so it is worth spending time and figuring out how to independently monitor the presence of fines.
Conclusion
Thus, every citizen can check at any time whether there are administrative sanctions in his name. To do this, you can use online services on the official websites of departments or the services of intermediary firms.

Hello! My 18-year-old son got into an accident and was given a fine. We only have a protocol on administrative violation. How to find out the amount of the fine and pay?
Hello! The protocol does not indicate the amount of fines. For this purpose, a resolution is drawn up. The protocol itself can be challenged. A resolution with the amount of the fine and the deadline for its payment will be sent to the violator’s registered address. Also, the amount of the fine can be seen on the government services portal in your personal account.

Good afternoon If fines are sent to the FSSP, then most likely it will not be possible to buy a car, since the bailiffs could impose a ban on registration actions on the car. Such a vehicle cannot be registered with the traffic police, and therefore cannot be driven. If you trust the owner and are willing to pay the fines before purchasing, then the restrictions on the car will be lifted and you will be able to formalize the deal.
Good evening! More than 120 days have passed since the date of the administrative fine, there is no enforcement proceedings, complete silence! What do you advise?

You can find out the fine by resolution number on the FSSP website in the “Search by enforcement proceedings number” section.

What fines can you check?
On the service you will find
- official fines according to the traffic police (website gibdd.ru)
- MADI and Moscow parking (website avtokod.mos.ru)
- Kazan parking lot
Information is provided from the state payment system GIS GMP. If you find a fine on our service, it means it has not been paid according to the GIS GMP data.
How to check fines
To check traffic police fines from cameras, you need to enter the vehicle registration certificate (VRC) number in the form at the top of the page. The search results will include:
- unpaid traffic police fines in all regions of Russia
- for violating the rules of stopping and parking in Moscow
- for violating paid parking rules in Moscow
- for violating paid parking rules in Kazan
Traffic police fines on a driver’s license are usually issued by a traffic police inspector in the personal presence of the driver and remain in the driver’s hands. Such resolutions can be paid according to the resolution number (UIN).
How quickly does a fine get into the database?
According to the law, information about new fines is sent to the state payment system GIS GMP immediately (Part 4 of Article 21.3 of the Federal Law of July 27, 2010 N 210-FZ). In practice, fines are entered into the database within 1-3 days from the date of the decision.
My fine is not in the database, I can’t pay it
- If you are sure there is a penalty
- More than two weeks have passed since the date of the decision
- No one paid the fine
- However, it is not displayed online.
This means that the resolution was not included in the GIS GMP (state payment system) database. In this case, you need to contact the traffic police or MADI, or the State Public Institution "AMPP" (depending on who imposed the fine).
Payment of traffic fines
The service allows you to pay fines online using any popular method.
You can pay fines with a bank card when searching for fines by car registration certificate number. On the page with the search results, you need to indicate the payer’s name and phone number to fill out the receipt, and click the “Pay” button.
It is possible to pay fines through Sberbank Online, as well as through Yandex.Money, QIWI and other means of electronic payment when searching for a fine by resolution number (UIN). For this:
- search for a fine by UIN
- indicate the payer's contact information
- click "Pay"

How to receive a check for payment of a fine
Please provide your email address when paying. The receipt will be sent by email automatically.
When the fine is paid
Repayment of a fine (display of payment) in the state payment system GIS GMP usually occurs within 1-3 business days. After another 1-2 days, the fine should be paid off in the traffic police database. If 5 days have passed and the fine remains unpaid, contact the bank or service that accepted the payment.
I paid the fine, but it is posted on the traffic police website
The traffic police checks the status of payment of fines in the state payment system GIS GMP. After this, it updates its database and the official website gibdd.ru. This happens within 1-5 business days after payment of the fine. If this period has expired and the fine has not been paid, contact the bank or service that accepted the payment.
