Fine for driving incorrectly at an intersection
Fine for violating the rules for driving through intersections and maneuvering in 2019
For driving into an intersection when there is a traffic jam ahead, the driver will be fined 1,000 rubles. In the event that a driver at an intersection does not give way to a vehicle to which he was obliged to give way, a fine of 1,000 rubles is imposed.
Before driving, turning, etc., the driver must turn on the turn signal. Failure to comply with the requirement to give a signal in advance will result in a fine of 500 rubles. If the driver does not take the appropriate position on the road before making a turn or U-turn, the fine is 500 rubles.
For turning around at a pedestrian crossing, in a tunnel, on a bridge, overpass, overpass and under them; at a railway crossing, in places with visibility of the road in at least one direction of less than 100 m - a fine of 500 rubles.

Violation of rules for driving through intersections. Amounts of fines and liability
Today we will look at the types of fines for driving incorrectly at intersections. Of course, fines for this violation are extremely rare, at least in our city, I have never seen a car driving into an intersection behind a traffic jam and standing in the middle, thereby blocking the passage for cars moving in the transverse direction, when suddenly a traffic police squad came out of nowhere and punished the offender. On the contrary, I see a picture with similar trips to intersections and blocking the road every day, especially during rush hour, and I really don’t like it, I myself never go to an intersection if I see that I will remain standing at it when the prohibitory traffic light comes on.
I stand in front of the stop line and patiently wait for the traffic jam ahead to move ahead and only then move. I sincerely want such violators to be punished without exception, and today we will talk about what types of punishment for this category of drivers our Code of Administrative Offenses of the Russian Federation has prepared, and all violations of crossing intersections are regulated by Article 12.13 of the Code of Administrative Offenses of the Russian Federation, the article is small, but we will look at it from all sides and So, let's start with her points, there are 2 of them.
Part 1. If you drove to an intersection or to a place where a roadway crosses, if a traffic jam has formed in these areas and forced you to stop directly at the intersection and with this stop you have created an obstacle to the movement of a vehicle in the transverse direction, then this action is considered a violation and threatens you a fine of 1000 rubles.
Part 2. If you ignored the requirements of the traffic rules, namely the requirement to give way to a vehicle that has priority over you when passing through an intersection, then this violation will entail a fine of 1,000 rubles.
Now you know what responsibility will fall on you if you drive through an intersection with a violation, but I would like to talk about each violation in order. In Part 1 of this article, you will be fined if you enter an intersection if a traffic jam has formed at it (in the same direction) and thereby forcing you to stop in the middle of the intersection, as a result, you have interfered with vehicles moving in the transverse direction.
Part 2 of this article provides for liability in case of failure to comply with the requirement to give way to a vehicle enjoying the right of way (for example, if it is a tram).
The concept of giving way is disclosed in the traffic rules and means that you, as a road user, should not start, resume or continue moving, and also should not perform any maneuvers if your actions force other road users who have an advantage over you to change direction or speed .
The traffic rules also cover the concept of an intersection; it is considered that this is a place of intersection, junction or branching of roads that are on the same level, and this place is also limited by imaginary lines connecting, respectively, the opposite, the most distant from the center of the intersection, the beginning of the curvature of the roadways.
Please note that exits from adjacent territories cannot be considered an intersection; you will find this definition in the traffic rules. Such areas are considered to be areas adjacent to the roadway that are not intended for the through traffic of vehicles; such areas can be considered parking spaces located along the roadway, exits from gas stations, enterprise territories, and courtyards. There are times when a traffic police officer may stop you for not letting a car leave the yard and begin to convince you that this car was an obstacle for you on the right and you were obliged to let it through if there were no priority signs. Don’t get confused, but explain that the driver was leaving a residential area, this area should be indicated by signs 5.38 and 5.39, so the driver leaving the residential area had to give way to you, according to paragraph 17.3 of the traffic rules. Even if the inspector has drawn up a report on you, then in the explanation column write that you do not agree and believe that you are not guilty, describe the situation and subsequently appeal the report and also the actions of the traffic police officer.
We also all know that there are two types of intersections: regulated and unregulated. When driving through controlled intersections, you must clearly follow the traffic lights, and if you see a traffic controller, then only his gestures. Also remember an important rule: if you entered an intersection following a traffic light signal or a traffic controller’s gesture, then you have every right to finish driving through the intersection, regardless of the traffic light signal at the exit from the intersection.
If you see several traffic lights at an intersection and there are also stop lines, then you must assess the situation and understand from which lane and at what traffic light you can start or continue driving. If the green signal lights up for you, but you see that pedestrians or cars did not have time to finish moving, then you should give them the opportunity to finish moving and only then start moving.
If you see that when entering an intersection the traffic light is not working and there is no traffic controller, then this intersection automatically becomes unregulated and you must follow the priority signs. You should also know that these intersections can be divided into unregulated intersections of equal and unequal roads. If you are passing an unregulated intersection of unequal roads, then vehicles on the main road have priority. The main road is considered to be the road on which the corresponding sign is located, and any road with a hard surface in relation to the dirt road is also considered the main one. If at an intersection the main road changes direction, then drivers moving along the main road in different directions must follow the rules for driving through intersections of equivalent roads (that is, there is an obstacle on the right). Drivers driving on secondary roads should follow exactly the same rules when passing through an intersection. If you are passing an intersection where there are no priority signs, then this intersection is considered an intersection of equivalent roads and you must give way to all vehicles moving on the right (the only exception is a tram, because at such intersections it has an advantage over trackless vehicles, regardless of its direction movement).
To reduce the accident rate, if there are no priority signs and it is impossible to determine the road surface (for example, it is covered with a layer of snow and ice), then you should assume that you are on a secondary road.
Every driver must understand that large fines under Article 12.13 of the Code of Administrative Offenses of the Russian Federation are caused solely by the actions of drivers who themselves create emergency situations and traffic congestion. It is the toughening of penalties for these violations that will help improve the situation on the roads, a high degree of responsibility disciplines and, of course, if we understand and account for our actions, then it will be much more pleasant to drive on our roads. Wish you luck!
How can you get a fine for a red light, even if you enter an intersection on green?
The rules for driving through intersections are quite simple: wait for the traffic light to turn green, drive out, give way if necessary, and drive in the right direction. However, there is a situation in which, due to inexperience, inattention or ignorance, you can break the rules, even when entering an intersection with a green light. Let's figure out what the subtlety is.
In the vast majority of cases, driving through controlled intersections is carried out according to the scheme described in the introduction: the driver takes the correct position on the roadway, waits for the traffic light signal, gives way if necessary and passes the intersection. The need to give way is regulated by clauses 13.4 and 13.5 of the traffic rules: “when turning left or turning at a green traffic light, the driver of a trackless vehicle is obliged to give way to vehicles moving from the opposite direction straight or to the right”, and “when driving in the direction of the arrow included in the additional section simultaneously with a yellow or red traffic light, the driver is obliged to give way to vehicles moving from other directions.” If there is no one to let through, the driver has the right to simply continue driving. But there is a situation in which entering an intersection on a green light does not mean you can immediately pass through it.
A trick may lie in wait for those drivers who do not remember the existence of clause 13.7 of the traffic rules. He first reminds us that “a driver who enters an intersection when the traffic light signal permits must drive in the intended direction regardless of the traffic light signal at the exit from the intersection.” And then it denotes an exception: if at the intersection in front of the traffic lights located on the driver’s route there are stop lines (signs 6.16), the driver must follow the signals of each traffic light . The determining condition here is not the traffic light, but the stop line and/or sign 6.16: if there is a traffic light but there is no stop line, then you can complete the maneuver and drive through the intersection.
Thus, intersections where there are not only traffic lights between the roadways, but also a stop line, must be passed in two steps: first, go to the green light and turn to the stop line, and then wait for the green signal of the traffic light, which is located next to her. Moreover: if the storage pocket located in front of the stop line is already occupied by other cars, then driving into the intersection is prohibited : in this case, the driver will block the oncoming lane, creating an obstacle for cars to pass. If there is a traffic jam in the direction of the turn behind the intersection, then there is a violation of paragraph 13.2 of the traffic rules, which, as we remember, is punishable under article 12.13 with a fine of 1,000 rubles .
Incorrect passage of an intersection with a traffic light and a stop line implies driving through a red light and is punished in the same way: according to Article 12.12 of the Administrative Code: “driving through a prohibiting traffic light signal entails an administrative fine in the amount of 1,000 rubles .” It is also worth remembering that a repeated violation entails an administrative fine in the amount of 5,000 rubles or deprivation of the right to drive vehicles for a period of 4 to 6 months .
What types of violations of intersection rules exist and what is the fine for them?
If vehicle drivers behave incorrectly on the road, many contradictory and dangerous situations arise.
It is impossible to learn each of them in advance, so it is worth learning to make decisions depending on the situation, guided solely by traffic rules.
In this article we will look at what types of violations of rules there are when driving through intersections and what penalties there are for this.
What is the penalty for violating traffic rules?
In big cities, violating the rules of driving through intersections is not uncommon. But this does not mean that it is possible to do so. When entering an intersection, it is worth assessing the situation with utmost attention - if the driver behaves incorrectly, he cannot leave it and creates a problem for traffic flows. If you drive through intersections incorrectly, a fine will be imposed according to Article 12.13 of the Code of Administrative Offenses.
Article 12.13 of the Code of Administrative Offenses of the Russian Federation. Violation of rules for crossing intersections
- Driving to an intersection or crossing a roadway in the event of a traffic jam that has forced the driver to stop, creating an obstacle to the movement of vehicles in the transverse direction, entails an administrative fine of one thousand rubles.
- Failure to comply with the requirement of the Traffic Rules to give way to a vehicle enjoying priority right of passage through intersections shall entail the imposition of an administrative fine in the amount of one thousand rubles.
In the Rules, an intersection is considered to be an area where roads located at the same level intersect, adjoin each other or branch. The area should be limited by imaginary lines that connect the starting points of the curvature of the roadways, most distant from the middle of the intersection.
Departure in case of congestion
According to Article 12.13 of the Administrative Code , attempting to enter an intersection in the event of a traffic jam directly behind it constitutes an administrative offense and is punishable by a fine of 1,000 rubles. The driver's behavior in this situation is specified in the traffic rules very clearly. You can read more about traffic police fines in the amount of 1000 rubles in this material.
When trying to enter a road intersection, not paying attention to the fact that there is a whole line of cars standing outside, the offender gets stuck in the most inconvenient place on the road. It is precisely where he will be forced to stop the vehicle that an increased danger for the offender is expected; in addition, in this case it becomes an obstacle to the movement of cars from other directions.
It is also worth remembering that as of April 28, 2018, a new road sign and horizontal markings for intersections appeared:
- 1.26 - the so-called “waffle” horizontal marking, prohibiting crossing in case of congestion at the intersection;
- 1.35 — sign “Crossroads section”. Placed at the border of the intersection.
What happens if you don’t give way to another car?
When driving through intersections, you must give way to cars approaching from the right , if we are talking about an unregulated option. If a car, which in this situation will have the right of way, cannot pass due to the driver’s reluctance to let it through to perform the maneuver, the violator will face a fine of 1,000 rubles (Article 12.13 of the Administrative Code).
Reversing
The ban is associated with the increased danger of any maneuvers on these sections of roads. For violating the rules of maneuvering, a fine of 500 rubles is imposed (more details about traffic police fines in the amount of 500 rubles can be found here).
It is worth remembering that when trying to move in this way at a road intersection, if the driver has passed the entrance to the yard, the maneuver will be considered permitted. The traffic rules indicate that leaving the yard does not fall into the category of intersections .
The concepts of equivalent and unequal
By ignoring traffic regulations, motorists interfere with all vehicles in the neighborhood. Therefore, it is worth not just familiarizing yourself with the established provisions once, but also making it a rule to repeat them from time to time. When driving through such intersections, it is recommended to maintain distance. The optimal value is considered to be 50 meters - this allows even inexperienced drivers to assess the situation in advance and make the right decision.
Unregulated
At controlled intersections, traffic is carried out in accordance with the traffic lights or those given by the traffic controller (more information about driving through a prohibitory traffic light can be found in this material). In case of a controversial situation, the signals given by the regulators will have priority.
Vehicles can travel in directions permitted by a traffic controller or a special green signal. When turning left, the driver lets through all vehicles that are going to drive in the straight direction or turn right.
When driving through road intersections where there are no traffic lights or traffic controllers, you should use the right-hand rule. According to clause 11 of article 13 of the traffic rules, drivers of trackless vehicles must give way to everyone driving from the right side of an equivalent intersection. The same rule applies to tram drivers. When moving to the left or making a U-turn, you should give way to cars and trams that are traveling on an equivalent road from the opposite direction to the right or straight (clause 12, article 13).
When approaching an unregulated intersection on a secondary road, a motorist allows everyone driving on the main road to pass. Those driving along the main road use the right-hand rule to establish queues.
Intersections with roundabout traffic are always unregulated. But they can be equivalent or unequal. It is worth remembering that cars driving in a circle are automatically considered to be on the main road. When driving through an unequal roundabout intersection, follow the signs.
Tram rails
Clause 6 of Article 13 of the Traffic Regulations states that the tram will always have the right of way over trackless vehicles . Exceptions are when a tram leaves a depot, moves to a switch in an additional section of a traffic light, or approaches an intersection of roads with a secondary one.
In general, intersections are sections of roads located at the same level, which can intersect each other, split into several parts, or converge at one point. According to the rules, you cannot enter an intersection if there is a traffic jam behind it (clause 2 of article 13 of the traffic rules). This concept is not deciphered in any way in the traffic rules. It is assumed that a traffic jam can be defined as several vehicles stopped on the road without violating the rules.
A classic traffic jam can be described as follows: it is several vehicles accumulated on the roadway, moving at extremely low speeds or even standing in one place. Its formation reduces the capacity of the road section. Congestion increases when other vehicles join it.
Controversial situations
It is not uncommon for controversial situations that force traffic violations to occur due to improper traffic organization. For example, a main road sign may be placed at an exit from an adjacent area, but such a road crossing is not considered an intersection. A driver who has been misled and received a fine for an incorrect assessment of the situation is recommended to especially point out during the proceedings the fact that traffic on the road is organized incorrectly.
It is not uncommon for traffic police inspectors to try to mislead drivers by implying that they stopped incorrectly before passing through an intersection. Meanwhile, the driver is sure that he stopped exactly in front of the stop line and did not enter the intersection. Unless the violation was recorded using photos or video, try to prove that the stop was made correctly. In practice, the location of traffic police officers rarely makes it possible to accurately determine whether the car was stopped correctly.
Witness testimony taken at the scene of the violation is used less frequently. It is not always possible to organize them.
Application of 50 percent discount
If you are nevertheless charged with a fine for violating traffic rules, but you feel sorry for parting with what is, in general, a useful sum of money, pay it quickly. If you pay the traffic police fine within 20 days, you can pay half of the amount specified in the resolution .
Conclusion
Drivers should understand that constant tightening in the amount of penalties for wrong movement is added in order to improve the situation on the roads. According to decision-makers regarding the implementation of changes in the law, an increased degree of responsibility has a positive effect on driver discipline. By being aware of their actions, they are able to prevent accidents on the roads.

Fine for driving incorrectly at a roundabout
Despite the fact that the rules for driving roundabouts were changed at the end of 2017, many drivers still violate its provisions due to ignorance or unwillingness to comply with traffic rules. Traffic police fines at roundabouts are a fairly common occurrence, which occurs due to such actions as failure to provide an advantage, incorrect choice of lane, violation of turning rules, etc.
Rules for driving around a roundabout
When crossing a roundabout, you must first observe the following traffic rules:
- When entering an intersection, a motorist has the right to occupy any of the lanes. In this case, you should be guided by further actions - stay closer to the side in which the turn will be made next. The central lane is most often occupied when you plan to move in a straight line;
- When driving through an intersection, it is necessary to take into account that the circle itself, according to traffic regulations, is the main road, that is, providing an advantage is the direct responsibility of the one who enters it;
- If it is necessary to make a right turn, the motorist must take the right lane in advance, without creating obstacles to the movement of other cars;
- Making a left turn also implies the need to take the closest lane to the further direction. In this case, you should be extremely careful, since to perform such a maneuver sometimes you have to cross several lanes;
- Leaving the intersection must be from the right lane. In this case, you must pay attention to the fact that overtaking is allowed at such an intersection. If you need to stop immediately after passing a section, you should remember that such an action is permitted only 5 meters from it;
- If there are installed traffic lights, you should be guided by their signs. In its absence, you should pay attention to the installed road signs or move taking into account the general rules and regulations for driving through the intersection.
Bearing responsibility
For violating traffic rules at a section of a roundabout, the motorist will be held accountable and obliged to pay a fine, the amount of which will be determined based on which item was violated and what the consequences of such an action are:
- When entering an intersection with a prohibiting traffic light, the fine will be 1,000 rubles. If the violation is recorded again, the amount will be 5,000 rubles. A similar measure may include deprivation of the right to drive a vehicle for a period of 4 to 6 months. If such an issue is considered, the decision is made exclusively through judicial proceedings;
- If a motorist does not give priority when entering an intersection, prosecution is carried out taking into account Article 12.13 of the Code of Administrative Offences, and such an action becomes the basis for the imposition of a fine in the amount of 1000 rubles;
- Stopping a car closer than 5 meters from the intersection area entails a fine of 500 rubles in accordance with Article 12.19 of the Administrative Code.
Passing an intersection is always associated with increased danger for road users due to the large number of vehicles traveling in different directions. Only strict adherence to traffic rules allows you to avoid collisions with other cars, which leads to damage to vehicles and harm to health.
