Transit insurance OSAGO calculate
Transit insurance MTPL in 2019
When purchasing a new car, its owner undertakes to take out a transit insurance policy and obtain temporary license plates. This also applies to former car owners who deregister the vehicle and drive it to another city or region. Anything can happen on the road, so it is mandatory for car owners to take out an insurance contract. As soon as the car is registered with the traffic police and receives permanent license plates, the insurance is renewed.
What is a transit insurance policy?
A transit insurance policy of compulsory motor third party liability OSAGO is needed in order to move a car immediately after its purchase or while moving the vehicle to another place for technical inspection. This document is also issued by foreign citizens who use their car during a temporary stay in the Russian Federation. It is generally accepted that if all actions related to the delivery and registration of a vehicle do not take more than 5 days, then there is no need to issue a temporary insurance contract. However, the law clearly states that driving an uninsured car is prohibited.
The validity period of the temporary insurance contract is 20 days. This is regulated by Art. 10 clause 3 of the Federal Law of April 25, 2002 No. 40 (as amended on July 26, 2017) “On compulsory insurance of civil liability of vehicle owners . Legislators considered that this time was more than enough to register the car after purchase. If the car is purchased secondhand, then the MTPL issued by its previous owner is no longer valid, since it contains information about old license plates.
In what cases is short-term insurance issued?
As already mentioned, for the absence of an insurance contract, the driver bears administrative responsibility in accordance with Art. 12.3 Code of Administrative Offenses of the Russian Federation. A car owner will need a MTPL transit insurance policy in the following cases:
- delivery of a deregistered vehicle from one region to another for technical inspection and further registration;
- to use a newly purchased car until you receive permanent license plates;
- if a foreigner drives his vehicle on the territory of Russia for more than 5 days.
The policyholder can be any legally capable person, not just the car owner. Having a power of attorney from the owner of the vehicle, a passport and a driver’s license, you can safely contact the insurance company. Several persons can be entered into the document, since in the case of moving a car, as a rule, one driver transfers control to another. In this case, when registering, you must present the driver's licenses of all drivers allowed to drive.
Insured events under transit insurance
In the case of an MTPL agreement, compensation is paid only to the injured party. Damage is compensated to those who suffered from the actions of the vehicle driver: suffered material losses, received injuries or injuries incompatible with life. The insurance company makes payments if in an accident:
- a pedestrian or passenger in a car that took part in the accident was killed or injured;
- due to the fault of the car owner, someone else’s car was damaged;
- during the incident, someone else's property was damaged - the glass of a store window was broken or building structures were damaged.
Thus, in the case of temporary insurance, as well as with permanent insurance, OSAGO protects the driver from financial losses, placing the repayment of costs on the shoulders of the insurance company.
If the damage to pedestrians, passengers and other people's property was caused not by a car, but by a trailer or transported cargo, such a case is not considered an insurance claim and therefore is not paid for. Also, you should not count on compensation if the car is damaged due to force majeure: flood, earthquake, hurricane, etc. When a car is severely damaged after an accident and the insurance company’s payments are not enough to completely restore it, the difference is paid by the person at fault.
It is also worth noting that the short-term contract does not provide for compensation for losses in the event of vehicle theft.
Transit contract cost
Calculation of the cost of the compulsory MTPL insurance policy 2019 is carried out on an individual basis. The final amount is formed taking into account the following input parameters:
- duration of the temporary contract;
- the power of the car, which is registered in the vehicle passport;
- what category is assigned to this vehicle;
- driving experience of persons allowed to drive a car and their age.
The estimated amount of temporary insurance is approximately 20% of the annual policy. A more accurate calculation of the cost of a short-term car insurance contract can be made on our website. Use our MTPL calculator for transit numbers.
Documents needed to obtain transit insurance
To apply for an insurance policy, you will need to collect a certain package of documents. The owner or his authorized representative must provide the insurer with:
- civil passports or other identification documents of the owner and policyholder;
- vehicle passport or car registration certificate;
- diagnostic card, which was issued after the last technical inspection (if the car is new, then this document does not need to be presented);
- driver's licenses of persons authorized to drive a car;
- certificate in form 4 - this document is issued if the driver wants to receive a discount for driving without an accident.
After submitting these documents, an application form for MTPL transit and the insurance contract itself are filled out at the insurer’s office. Subsequently, the client receives the following documents:
- MTPL transit insurance policy;
- receipts for payment for the services of the insurance company;
- insurance rules;
- a list with the addresses of all branches of the insurance company;
- forms for registration of road accidents.
The policyholder undertakes to provide the insurer with reliable information, otherwise he will face a fine and the policy may be considered invalid. MTPL transit insurance is issued for a 20-day period. After concluding the contract, the owner receives temporary license plates. When the vehicle is registered, its owner will be issued permanent numbers - after which this document is subject to re-issuance. The validity period of the permanent insurance contract is 1 year.
Registration of a policy online
You can buy MTPL transit insurance online. In order to purchase an electronic policy, you will need the same documents as if you issued it at the office of the insurance company: passports of the policyholder and owner, STS, PTS, driver's licenses of all drivers allowed to drive a car, a diagnostic card (if the car has already been technical inspection) and certificate form No. 4. To purchase an electronic document, you must visit the website of the selected insurance company.
Using the example of the online auto insurance company Rosgosstrakh, purchasing insurance occurs in 4 steps: calculation, information about the vehicle, information about the client and obtaining a policy. First, you need to log in to the site by filling out the data and receiving a password by email. Afterwards, the cost of compulsory motor liability insurance is calculated and documents and applications are sent. Then the company reviews the request and sends a response with the recommended amount to be paid for the policy. After payment, the receipt must be sent by mail to the insurer, and in response he undertakes to send the following package of documents:
- electronic insurance contract;
- receipt confirming payment;
- the rules according to which the company insures its clients;
- a complete list of insurance company offices with addresses;
- forms for registration of road accidents.
After receiving permanent license plates, the MTPL transit insurance becomes invalid, and the client must again contact the insurer to issue an annual policy.
Where can I buy transit insurance?
Purchasing short-term insurance is not difficult. You can arrange it:
- directly at the car dealership when purchasing a new vehicle;
- at an insurance company;
- from an insurance agent who represents the interests of a particular insurer;
- from brokers who usually cooperate with several insurance companies;
- online on the website of one of the companies.
When purchasing a policy from an agent, it is better to make sure of its reliability and integrity by first calling the insurer and inquiring whether this person really represents the interests of the company. As for obtaining insurance through a broker, it is convenient because the client can choose among several companies. Purchasing an electronic car policy directly on the insurer’s website is the most convenient service that eliminates the need to run around offices and contact third parties or intermediaries.
If we talk about the most reliable representatives of this industry, then the following honestly deserve the attention of policyholders:
- Rosgosstrakh is the leader in the number of awards. One of the first to launch a service for issuing electronic insurance contracts and began entering data into the RSA database;
- RESO is the 1st place among insurance purchasing companies. Very low percentage of payment refusals;
- Alfastrakhovanie is a reliable company with a large network of branches. Provides a variety of services in the insurance industry.
A complete list of companies that provide services for issuing electronic policies can be seen on the official website of RSA.
Pros and cons of transit insurance
As for the positive and negative aspects of transit insurance, the pros certainly outweigh. Design advantages:
- compensation for damage in the event of an insured event even before the car is registered and registered;
- affordable cost of temporary compulsory motor liability insurance in comparison with annual insurance;
- You do not need to provide a diagnostic card (if the car is under 3 years old).
Disadvantages of short-term insurance:
- maximum validity period – 20 days;
- the insurance contract cannot be extended - when the period specified in the document comes to an end, it has to be drawn up again;
- It is more difficult to acquire such a document - not all agents and dealers provide this type of service.
One way or another, insurance is a necessary thing, because its absence threatens the motorist with a fine of 500 rubles, and for driving an unregistered car he will have to pay 500-800 rubles in accordance with Art. 12.1 Code of Administrative Offenses of the Russian Federation.
Summing up
OSAGO is a mandatory type of insurance for all car owners, and specifically transit insurance is a short-term contract, which is issued for a period of up to 20 days.
A MTPL transit policy is necessary in order to drive a new car until it is registered, in order to transport the vehicle to its destination upon sale, and also so that foreign citizens can use personal cars on the territory of the Russian Federation. This is a temporary document that makes it possible to receive compensation if an insured event occurs.
Nowadays it is much easier to draw up such an agreement: it can be done at any reputable car dealership and even online. A couple of years ago, after the law allowed the sale of electronic policies, all leaders in the auto insurance market began to provide this type of service on their electronic resources.
Short-term insurance has a low cost - approximately 20% of the amount of the annual insurance contract. Insurance costs are not high enough to take risks and travel without a contract, so even if you need MTPL transit insurance for a couple of days, it is better to get it.

Transit insurance MTPL for moving a car
Civil liability insurance involves concluding an agreement with an insurance company, which is issued in the form of a compulsory motor liability insurance policy. Standard conditions for issuing an MTPL policy include the definition of a specific vehicle and a list of persons allowed to drive it.
However, in a number of cases, the implementation of various transactions with vehicles, for example, purchase and sale, donation, inheritance, is accompanied by the issuance of transit or temporary license plates for the car, for which a permanent MTPL policy cannot be issued. In such cases, due to the lack of a state registration number for the vehicle, the car owner must obtain temporary transit insurance.
When is it necessary to obtain transit compulsory motor liability insurance?
A transit MTPL insurance policy is a short-term motor third party liability insurance contract, usually concluded for the period of absence of the main MTPL policy. The reasons why this type of insurance has become available to citizens is due to the need to distinguish between insured events that occur during the normal operation of a vehicle and in the time-limited procedure for registering a car at the new location of the territorial division of the traffic police.
Based on this definition, temporary insurance can be issued in the following cases:
- deregistration of a vehicle with the State Traffic Safety Inspectorate for the purpose of registering it at a new place of registration;
- purchasing a vehicle with the need to move it to a new place of registration;
- driving the vehicle to the place of technical inspection of the vehicle, including repeated technical inspection.
Based on the intended purpose of temporary compulsory motor liability insurance, one can note its main feature - such a policy allows you to protect the civil liability of the owner of a vehicle that does not have a permanent registration number. At the same time, the owner has to pay an increased insurance premium for a temporary policy, since the temporary nature of the MTPL policy entails an increase in the cost of insurance.
Validity period of temporary insurance
Transit insurance is temporary in nature, and the validity period of a temporary MTPL policy is determined by Federal Law No. 40-FZ. The maximum period for which such insurance can be issued is 20 days. According to legislators, it is within this interval that the car owner must meet when moving the vehicle to a new place of registration.
The maximum period of MTPL by 20 days can be extended if necessary, however, for this, the vehicle owner will need to conclude a new temporary transit policy. In addition, the vehicle owner can enter into a contract for any period within a specified period, such as 10 days or a week.
Even if it only takes a week to move the vehicle and register it at a new location, the car owner will be able to terminate the temporary civil liability insurance contract, but the amount of payment will be minimal.
The minimum period of temporary compulsory motor liability insurance is determined by Federal Law No. 40-FZ and is 5 days. For vehicles registered in the territory of other states and temporarily used in Russia, a special period of validity of the transit insurance policy is established - at least 5 days. The maximum validity period of the MTPL policy in this case is set for the entire period of temporary use of the car.
Procedure for obtaining a temporary policy
The procedure for registering and issuing MTPL transit insurance is practically no different from the procedure for issuing a permanent civil liability insurance contract. Any person who legally owns a vehicle can take out a MTPL transit policy. The insurance company will require a document confirming this right at the initial stage of concluding the contract.
The issuance of a temporary policy for 20 days is carried out on the basis of:
- a document identifying the owner and his authority (if the application was submitted by a person who owns the car by proxy);
- vehicle passport or vehicle registration certificate;
- a document confirming the right of the car owner (or other persons authorized to drive) to drive vehicles with a validity period not exceeding the limits of transit insurance;
- vehicle diagnostic card, except for cases of purchasing a new car;
- a certificate from the traffic police confirming the fact of accident-free driving.
The provision of these documents gives rise to the obligation of the insurance company to issue transit insurance for the period of validity specified by the applicant, but not beyond the time limits specified by law.
After the expiration of the temporary MTPL for 20 days, the car owner is obliged to enter into a permanent motor third party liability insurance contract, or a new transit contract.
Where can I buy transit insurance?
Almost all companies involved in motor third party liability insurance issue MTPL transit policies. Moreover, every car dealership that retails cars offers services for drawing up a temporary OSAGO contract as part of cooperation with insurance companies.
The cost of a transit OSAGO policy depends on the following factors:
- validity period of the transit policy;
- the standard power of the vehicle indicated in the vehicle passport;
- vehicle category in accordance with the official classification;
- driving experience and age of persons. allowed to drive a car.
The Russian Union of Auto Insurers, as well as most insurance companies, offer a service for calculating the cost of transit insurance using an online calculator. In particular, at the Ingosstrakh insurance company, the cost of a transit policy for 20 days for an unlimited number of people allowed to drive a car will be just over 1,700 rubles.
The estimated cost of a temporary MTPL policy for cars of various capacities is shown in the table below.

How to buy an MTPL policy online
Now almost all insurance companies offer to issue an electronic MTPL policy online without leaving your home. The procedure consists of filling out a form on the insurer’s website, which indicates all the necessary data for issuing a policy, such as information about the car, information about drivers, etc. The cost of the policy is calculated automatically after you enter the data, taking into account the KBM. You can also pay online with a bank card. After payment, an electronic E-MTPL policy will be sent to your email address, as well as related materials: insurance rules, a memo, an accident notification with an example of filling out.
How to calculate the cost of an MTPL policy
The cost of an MTPL policy is calculated based on basic rates and insurance coefficients using the following formula:
Basic tariffs and coefficients are approved by the government of the Russian Federation. The coefficients are constant for all insurance companies, and the base tariff has a corridor within which insurance companies can set the price (since 2014). Thus, the cost of the policy may vary among different insurance companies.
You can calculate the cost of MTPL with our calculator very accurately, regardless of the choice of insurance company.
Changes to OSAGO
Changes from January 9, 2019:
- Basic tariffs have changed. The range has become wider. Let us recall that basic tariffs are set as a range for different types of vehicles. Coefficients are applied to the base rate and thus the final cost of the policy is calculated. Insurance companies can set their tariff within the corridor.
- The KBM will be installed once a year - on April 1. Until this day, it was set on the date the policy was issued.
- The coefficient for an unlimited number of drivers (KO) has increased from 1.8 to 1.87. The CR ratio for a legal entity remained unchanged - 1.8
- The number of driver categories for determining the KVS (age-experience) coefficient has been increased to 58. Each category has its own coefficient. See table.
Amendments dated September 25, 2017:
- Now you must contact your insurance company for compensation, regardless of the number of participants in the accident. This is called "direct damages." Previously, this option was possible only when there were two participants in the accident.
Changes from October 1, 2015:
- It is now possible to purchase an electronic MTPL policy via the Internet.
Only novice drivers, information about whom is not yet in the database of the Russian Union of Motor Insurers, will not be able to use this service. Check the possibility of providing this service with a specific insurance company.
New as of July 1, 2015:
- Car owners have the opportunity to renew MTPL policies with their insurance company electronically via the Internet. To purchase a new policy, you must still contact the office of the insurance company.
A set of amendments regarding payments for harm to life and health dated April 1, 2015:
- The limit of payments for the life and health of victims increases from 160,000 to 500,000 rubles.
- The procedure for confirming the fact of injury to health in an accident and the procedure for receiving payment under compulsory motor liability insurance are being simplified.
Tariff changes from April 12, 2015:
- An increase in the base tariff by 40% and an expansion of the tariff corridor to 20 percentage points, so the increase was 40-60%.
- Changes in territorial coefficients both up and down.
The coefficients have been increased: Adygea, Murmansk region, Amur region, Mari El Republic, Voronezh region, Ulyanovsk region, Kamchatka region, Chelyabinsk region, Kurgan region, Chuvashia, Mordovia
The coefficients have been reduced: Leningrad region, Baikonur, Magadan region, Dagestan, Republic of Sakha (Yakutia), Jewish Autonomous Region, Republic of Tyva, Trans-Baikal Territory, Chechen Republic, Ingushetia, Chukotka Autonomous Okrug
On October 11, 2014, a decree of the Russian government was adopted regulating the new procedure for calculating the MTPL policy.
Here are the main innovations:
- The emergence of a tariff corridor, which allows insurers to deviate from the base tariff within certain limits. Thus, the cost of the policy in different insurance companies can now vary within small limits.
- Increase in base rates for all types of vehicles by 25-30%.
- Increase in payments under the MTPL policy from 120,000 to 400,000 rubles
- There is now an opportunity to send your car for repairs under the MTPL policy
- Expansion of the Europrotocol to 50,000 rubles

Every car owner, when purchasing a car, is required to buy a compulsory motor vehicle liability insurance agreement form. At the same time, you can buy protection not only for a year, but also for a shorter period, for the duration of the haul. Let's look at what MTPL transit insurance is and how much a contract for up to 20 days costs.
What is MTPL transit insurance?
The MTPL transit agreement is compulsory motor third party liability insurance for the owner of the vehicle, which is issued for a minimum period of no more than 20 days. It is believed that the specified period is quite enough to drive the car to another region for the purpose of registration or resale. A motorist will be able to draw up a contract form only if he has special transit numbers, which are currently issued very rarely. This action is explained by the fact that according to the law, to change the owner it is not necessary to deregister the car.
Today, all vehicles are sold with valid license plates, which do not need to be changed at the place of registration of the owner. This was done to simplify the procedure for registering a car and save money, since the new driver does not need to pay money to obtain new license plates.
When required
As practice shows, a MTPL transit form may be required only in certain cases:
Sometimes vehicles are inherited or simply sit in the garage. When selling a car, you will need to buy a contract for at least 5 days in order to get to the traffic police officer and re-register the car to the new owner.
Often, car enthusiasts change their place of residence and move to another city or country using their own vehicle. To do this, the car is deregistered at the place of residence and a transit policy is purchased. Already in the new country, the car is registered according to local laws. This is also relevant for those who purchase a car to order and drive it from one region to another.
- To a legal entity upon purchase
If an individual can purchase protection on the day of registration, then the legal entity must first request a contract, a certificate of completion and an invoice. In state-owned companies, the contract verification and signing procedure can last from 5 to 10 days. This is completely unacceptable if the car is purchased in another region.
To save time, an authorized employee receives funds against a receipt in the accounting department for the purpose of purchasing transit insurance. This will allow you to transport the car to the company’s territory, and then deal with insurance issues for a full year. It is also important to consider that a number of state-owned companies determine the insurer based on the results of a tender, which can last several weeks.
Often, car enthusiasts recycle vehicles that are no longer suitable for use. In this case, you need to buy protection for a short period. Of course, there is an alternative - transportation to the disposal site by tow truck, which will cost you many times more.
Who can apply
According to the rules, any legally competent citizen over the age of 18 can apply for transit compulsory motor liability insurance. In this case, such a person will be considered the policyholder under the contract. As a rule, a short-term policy is purchased by the owner (buyer of the car) or an authorized representative. In the second case, a trusted person transports a car to order. It is important to take into account that in order to purchase the form, an authorized person only needs to present a passport, car documents and driver’s license.
As for the power of attorney, it is not required. If we are talking about a legal entity, then only an employee of the company can buy the contract, with a simple power of attorney from the director.
Validity
The validity period of transit insurance is clearly stated in 40 Federal Law “On Compulsory Motor Liability Insurance”. According to the law, this agreement is temporary. The maximum period under the policy cannot exceed 20 days, while the minimum is 5 days. If a car enthusiast buys compulsory motor insurance for the maximum period and re-registers the car a few days later, then the form can be terminated and part of the money returned for the unused period.
Where can I buy
The driver can buy insurance protection for a short period in person in the office or via the Internet. As for purchasing in the office, in this case you can contact:
- to the central office of the insurance company
- to a broker in the automobile market
- to the manager in the showroom, when buying a new car
As practice shows, insurers are reluctant to sell protection for a short period and try to increase the cost by adding additional services. To save time and money, you should buy protection via the Internet, in real time. The purchase is available on our insurance portal. All you need is to calculate the cost, choose a company and issue a policy in a matter of minutes without additional services.
How is the cost determined?
As for the cost of insurance, it is determined individually for each driver. The size of the insurance premium is influenced by such parameters as:
- type of vehicle: car, truck, motorcycle, bus or special equipment
- insurance period (number of days)
- age and experience of the driver
- horsepower or load capacity (for trucks)
Calculation formula = Basic tariff * Term * Age and experience * Power
All indicators are presented in the tariff manual, which can be downloaded from the official website of the RSA or the Central Bank. However, it is easier and faster to do the calculation using a special calculator. This will allow you to avoid mistakes and get a quote not only quickly, but also for free.
Registration procedure
As for the registration procedure, it is the same for everyone and does not depend on the period for which protection is purchased. To purchase a form, just follow a few simple steps.
- personal and passport details of the car owner
- insurance period
- vehicle information
- driver data
- card number
- holder name
- validity
- CVC code
You should also keep in mind that some insurers ask you to upload high-quality copies of documents. Be prepared to take a photo of your personal passport and vehicle title document. Additionally, the insurance organization may request a purchase and sale agreement.
Advantages and disadvantages
When drawing up a contract, you need to carefully study not only its pros, but also its cons.
- saving money because you don’t need to overpay and purchase protection for a minimum period of 3 months
- when insuring you do not need to provide a diagnostic card form
- minimum contract price
- A minimum package of documents is required for registration
- a trusted person can buy protection
- liability limits are the same as under a regular contract, for a long period
- no need to provide the car for visual inspection to an authorized employee of the insurance company
- You can apply for compulsory motor liability insurance only if you have a transit number, which is now issued extremely rarely
- protection cannot be purchased at an official dealer's showroom
- if necessary, it is impossible to extend the contract
As you can see, this product has many more advantages.
Online calculator
To save personal time, you can generate a calculation in real time, through a personal computer or mobile device with Internet access.
To receive the price, be prepared to indicate:
- car make and model
- year of issue
- engine size and power
- transmission type: automatic or manual
- contract duration: from 5 to 20 days
- region of registration of the car owner
- start date of the contract
- data of drivers who will drive the car
The entire calculation procedure takes no more than 5 minutes.
Transit insurance OSAGO
After purchasing a vehicle, every motorist is required to purchase an OSAGO form. In this case, the validity period of the policy can be either 1 year or up to 20 days. This time should be enough to move the car according to the agreement. Transit MTPL insurance is a mandatory requirement for every car. During this period, the driver will be able to transport the car to another region of the country and register it and resell it to another person. The maximum validity period of transit insurance is 20 days.
Features of obtaining transit insurance
To obtain an MTPL policy for a car for transportation, you will need to have transit numbers, which are not easy to obtain today. This is due to the fact that changing the owner of a vehicle does not require deregistration. An insurance policy may be required in the following cases:
- sale of a vehicle;
- moving a car from one region to another;
- recycling of old cars;
- purchase of a car by a legal entity.
The MTPL price for moving a car depends on the type of vehicle being driven, the validity period of the policy, the age and driving experience of the car owner, the load capacity or engine power of the car. There are often cases when a car is inherited or sits in a garage without use. In this situation, you need to take out an MTPL policy for 5-10 days and go to the traffic police department to re-register the vehicle to the new owner.
If a car owner changes his place of residence and moves to another region or country using his own vehicle, then he needs to be deregistered at his old place of residence and buy transit plates. The advantages of transit insurance include the cost-effectiveness of the procedure, since there is no need to purchase protection for a period of three months. Moreover, you do not need to present a diagnostic card or a technical inspection certificate. The cost of a policy for up to 20 days will be minimal. When you fill out a document online, you will not be forced to use additional services or options.
