    If previously it was possible to deregister a car from the traffic police on the basis of an application that simply indicated a reason such as scrapping the car, then from now on such a reason must be supported by a special certificate from the recycling point. What kind of item is this, where to find it and how to properly obtain such a certificate, as well as how recycling differs from the loss of a car, we will consider. But let’s start, perhaps, with the last of the above, in order to better understand what recycling actually is.

    What is the difference between deregistration due to disposal and due to loss?

    A car must be registered for a number of reasons. One of the main ones is a clear link between the car and its owner so that the tax office knows who to charge the transport tax, and the traffic police knows who to charge fines from automatic recording cameras. By deregistering the car from the traffic police, we also remove these encumbrances from ourselves, but in this case we do not have the right to operate the car for its intended purpose.

    You can deregister a car from the traffic police for various reasons. All of them are regulated by Order No. 605 on the car registration process, changes to which came into effect in the summer of 2017. Such grounds for deregistration include:

    • loss of car,
    • vehicle theft,
    • end of registration when registering a car for a limited period,
    • sale of a car (based on a purchase and sale agreement),
    • the end of the leasing agreement with the leasing company (and, as a consequence, the transfer of the car into the ownership of the current owner),
    • disposal,
    • removal of the car outside the territory of Russia,
    • cancellation of vehicle registration due to violations of registration rules,
    • death of the owner of the car or liquidation of the organization that owned the car.

    As you can see, there are plenty of legitimate reasons for deregistration. But what is the difference between loss and disposal? We specifically highlighted these points in bold, since many drivers confuse them. Although, there is nothing complicated here, and the difference is visible from the very name of these words.

    Recycling is the destruction of a car without the possibility of its restoration. Loss is, in fact, the loss of a vehicle, although the car itself may be alive and intact and located somewhere.

    You can apply for scrappage in 2019 due to the complete destruction of the vehicle, for example, if you participate in a scrappage program in which some car dealerships give a discount on the purchase of a new car. Termination of registration due to loss occurs if, for example, you drowned your car in a pond and did not find it at the bottom (or simply decided not to get it); or if you just decided to keep it in the yard, sell it for parts, but not drive it.

    According to the changes introduced on July 10, 2017 to the procedure for deregistration of vehicles, for recycling today a special certificate (certificate) is required:

    66. Termination of registration of a vehicle in connection with disposal is carried out on the basis of a disposal certificate confirming the fact of destruction of the vehicle.

    Previously, in the application for deregistration, it was enough to indicate disposal as a basis for termination of registration. Now for this you need a certificate of disposal. Such changes have been made to prevent the use of a car after deregistration due to disposal.

    Where can I get a recycling certificate?

    You can dispose of your car at a regular metal collection point that issues such a certificate (as of December 6, 2019, not all points issue this certificate), or at a special recycling point. If you are recycling a car in order to participate in the recycling program when buying a new car at a discount at a car dealership, then you must first check with the dealership at which recycling points you can do it.

    And at the metal collection point you will also be given money for turning over your car for scrap. Only when recycling, remove and save the license plates from the car in advance - they are required when deregistering in connection with disposal.

    What does a vehicle scrappage certificate look like?

    It is correct to call a vehicle scrappage certificate a scrappage certificate. In Order No. 605, which regulates the mandatory nature of such a certificate and is relevant for 2019, the word “certificate” does not appear at all in the context of a document confirming disposal.

First of all, you will need an application to terminate registration. But let's talk about everything in order!

    With a visit to the traffic police department

    The procedure for deregistering a car due to disposal is quite simple. An application for termination of registration can be written either directly at the branch or from home. We will review the application process in advance.

    1. First you need to fill out an application for deregistration in connection with the disposal of the car. Application forms are in the prescribed form, and all fields are required to be filled out.

    2. Next, you need to take this application, as well as all the necessary additional documents, and go to the MREO traffic police department.

    What documents are needed for deregistration due to disposal:

    1. recycling certificate,
    2. recycling application (form above),
    3. car owner's passport,
    4. a notarized power of attorney, if it is not the owner who is applying, and the applicant’s passport,
    5. PTS,
    6. registration certificate,
    7. sales contract or other document confirming ownership of the car,
    8. license plate number of the scrapped vehicle.

    The license plates will need to be handed over to the traffic police for good (they will be disposed of) or stored for a specified period. The registration certificate and PTS are also subject to disposal (they are disposed of by the traffic police officers themselves). If you lose them (or decide to keep them), they will be put on the wanted list. In no case will it be possible to drive with such an STS.

    3. Based on the result of deregistration due to disposal, numbers will be accepted from you for storage if you decide to keep them.

    It is most convenient to submit an application through State Services if you are registered there. The procedure for submitting such an application is identical to visiting a traffic police department, and no additional documents will be required from you.

    Why was the car recycling program introduced?

    The essence of the project is that a car owner who has a car older than 10 years, after handing it over for recycling, receives a special certificate in the amount of 50,000-350,000 rubles.

    A lot has changed in the program since 2010:

    Conditions of the car recycling program

    In order to scrap a car and receive compensation, you need to collect a package of documents. Recycling is carried out in two formats: the Trade-in program (when your old car is repaired and sold) and the old car recycling program.

    Not every car is suitable for participation in the state program; they also have certain requirements. The car can be of any make, year of manufacture and country of origin, but it must have full technical compliance.
