In recent years, the number of foreign citizens who have arrived in Russia has increased significantly. At the same time, the procedure for obtaining Russian citizenship has already been started by most of them. Exams for the exchange of foreign driving licenses
If earlier (before November 5, 2014), in order to replace foreign rights with Russian ones, it was necessary to pass only the theory, but now the procedure has been complicated.
Now the process of exchanging a foreign driving license will require the driver to pass all stages of qualification exams. So, to obtain, for example, category “B” you should pass:
- Traffic rules (exam tickets);
- Skills in driving a vehicle (vehicle), both in the city and on the racetrack.
At the same time, as before, you will not need to take a driving course when replacing a foreign driver’s license with a Russian one.
How to replace a driver's license with multiple categories

If the driver’s license issued abroad has several categories/subcategories open at once, then he will only have to take exams for one of them (at the driver’s choice). In this case, in our human rights, all categories will be open, in relation to which the chosen one is the highest.
Please note that the categories are in this order:
- M;
- A;
- B;
- BE;
- C;
- CE;
- D;
- D.E.
As an example, let’s look at the option when a driver has open categories “M”, “B”, “C” on his foreign license. In this case, he needs to take an exam for category “C” and categories “M”, “B”, “C” will be open to him in his national license. It is possible (at the driver’s request) to pass the exam for category “B” and receive open categories “B” and “M” on a Russian license.
Until February 16, 2016, a separate exam for the right to drive vehicle combinations was required (the hierarchy of categories remained similar). As an example: if the categories “BE”, “CE”, “D1E” were open in foreign licenses, then it was necessary to take exams only for category “D1E”. Now it will be enough to pass only 1 exam.
List of documents for replacing foreign rights
To replace a foreign license with a national license, you will need the following package of documents:
- Statement;
- Passport;
- Medical certificate of the established form;
- Foreign university.
It is important to remember that the documents required to replace foreign rights are almost the same as for replacing national rights. The only difference is that you will need to attach a foreign ID.
How to exchange a foreign car license for a Russian one?
There is the following procedure for exchanging a foreign driver's license for a Russian one:
- Step #1. Initially, you should check whether the license you have on hand satisfies the requirements of Russian international treaties (Appendix No. 6 to the Vienna Convention on Road Traffic will help with this). If the requirements set out there are met, then the license can be changed, but if not, then you will need to take a training course at a driving school, and then receive a Russian driving license.
- Step #2. Prepare documents to replace the driver's license (see the list above), and contact the traffic police with them, where you will need to pass exams to confirm your qualifications.
- Step No. 3. When the exams are successfully passed, the driver is issued a Russian driving license, and his foreign driving license is also returned.
What foreign driving licenses can be exchanged?
Foreign car licenses that do not meet the requirements of Russian international treaties cannot be exchanged for a Russian driving license.
If the driver’s license meets the requirements set out in Annex 6 to the Vienna Convention, then you can safely exchange your foreign license for a Russian driving license.
Return of foreign rights when exchanging for Russian ones
After the driver is issued a Russian license, the foreign driving license must be returned to its owner.
Permanent residence in the Russian Federation
For foreigners who have moved to Russia permanently (for permanent residence), there is a rule that their national residence permit on the territory of the Russian Federation will be valid for 60 days from the moment:
- entry into the Russian Federation occurred, and a permanent residence permit was obtained in advance from the consulate;
- The Department of Internal Affairs received a document permitting permanent residence in the Russian Federation.
It is quite clear that the procedure for obtaining national rights of the Russian Federation instead of existing ones (foreign model) must be completed before their expiration. If you do not do this, then the driver will face a large administrative fine for driving without a license (Administrative Code of the Russian Federation, Article 12.7, Part 1).
Please note that it is important for foreigners who plan to permanently reside/work in Russia to comply with the requirements of Russian legislation regarding car licenses.
Persons who reside in the Russian Federation from CIS countries should take this issue seriously and replace their license within the specified period.
Entrepreneurial activity with a foreign driver's license
Starting from 06/01/2017, clause 13 of article 25 of Federal Law No. 196 of 12/10/1995 will be in force. “On Road Safety”, which says:
It follows from this that, starting from 06/01/2017, you cannot work as a driver without having a Russian national driving license in your hands.
Summarizing the above, it is worth noting that now replacing a foreign driver’s license with a Russian one has become somewhat more complicated, since it requires passing exams at the State Traffic Safety Inspectorate. At the same time, it will now be prohibited to carry out labor/entrepreneurial activities in the Russian Federation with only a residence permit issued abroad (without a Russian one).
To protect yourself from possible troubles along the way, you should apply for a national car license on time. This will help not only to move freely along the country’s roads, but (if necessary) to find a job and engage in entrepreneurial activity in an area where having a driver’s license is a prerequisite.
Replacing Kazakh driver's licenses with Russian ones
Citizens of states neighboring the Russian Federation often cross the country's border in cars for tourism or work purposes. The Republic of Kazakhstan is no exception. At the same time, they drive their vehicles on the basis of a driver’s license issued in their home country.
Some of them are employed in vacancies directly related to driving cars. The question arises of how legal such rights are in the Russian Federation and how long they can be used.
This article will tell you whether it is mandatory to replace a Kazakh driver’s license with a Russian one in 2019, and how to do it in Russia.
Is it necessary to change Kazakh licenses to Russian ones?
The answer to this question depends on a number of factors. In particular from:
- The period during which the foreigner plans to stay on the territory of the Russian Federation,
- The validity period of his Kazakhstan ID,
- The type of activity that the Kazakhstani intends to engage in in Russia.
So, there is no need to change rights in the following cases:
- A guest from the Republic of Kazakhstan intends to stay in the Russian Federation for no more than 90 days for tourism or other purposes not related to work driving vehicles.
- A Kazakh has received a residence permit and uses his ID for no more than 60 days from the date of receipt of a residence permit or temporary residence permit.
- Cargo transportation is carried out from the Republic of Kazakhstan by road to the territory of the Russian Federation or in transit through the Russian Federation.
All Kazakhstanis who have received a temporary residence permit or temporary residence permit for more than 60 days must replace their ID.
Regardless of the length of stay on the territory of the Russian Federation, Russian Kazakhs applying for driver vacancies must replace their licenses with:
- Taxi,
- minibus,
- truck transport,
- minibus,
- public transport.

How to change your Kazakh license to a Russian one
It will be easy to replace rights only if the old rights comply with the requirements of the Vienna Convention. If this is not the case, then you will have to return to the Republic of Kazakhstan for a new certificate that meets international standards. You will have to take both the theoretical and practical parts.
If the Kazakh driving license has several categories at once, then you will have to take exams only for the highest of them. There is no need to retake each one.
Even if the rights are current, then to replace the rights, a migrant from Kazakhstan will have to take the exam again. However, you must first undergo a medical examination to obtain a certificate. Where to go
The replacement of driver's licenses is carried out by the State Traffic Safety Inspectorate. Persons with a temporary residence permit must submit documents strictly in the region where the temporary residence permit was issued. Having a residence permit, you can apply to any MREO on the territory of the Russian Federation.
However, the first thing a foreigner must do to replace his license is to obtain a medical certificate. If a Kazakh has already received a Russian compulsory medical insurance policy, then this can be done either at the clinic at the place of residence. An alternative, and admittedly faster option, is to go to a private medical center. You need to choose only an organization that is licensed to conduct this type of inspection.

After receiving a medical certificate and collecting other documents, all that remains is to visit the MREO and submit documents. In many regions, you can pre-make an appointment for this through the government services portal. This practice has proven itself positively in the capital and is gradually spreading throughout the country. If this is not possible, then you will have to personally appear at the traffic police and receive a ticket at the terminal to wait for your turn.
What documents are needed
To obtain a new Russian ID of an internal or international type, a Kazakhstani will need:
- Application for replacement of rights.
- Kazakhstan passport: original, copy and notarized translation into Russian. The passport must contain a mark confirming the grounds for residence in the Russian Federation - a temporary residence permit. If a residence permit is issued, then a residence permit is attached to the passport.
- Driver's license of the Republic of Kazakhstan. It also needs to be first translated into Russian.

Replacing your license will take no more than a week, taking into account passing a medical commission, collecting documents and passing exams with the subsequent production of your license. If the exam is not passed successfully on the first attempt, the period will increase.
Costs should include:
- State duty for replacing a driver's license,
- Payment of medical commission,
- Cost of notarization of translation of passport and driver's license.
The standard fee for replacing a license is 2,000 rubles. The fee can be reduced to 1,600 rubles by paying through the government services portal. Driving in Russia with a foreign license
You can drive a car in Russia with a foreign license if the driver is a citizen of a foreign state.
It is not allowed to drive a vehicle on the basis of foreign national driver's licenses when carrying out business and labor activities directly related to driving vehicles (clause 13 of Article 25 of Federal Law No. 196 of December 10, 1995 - entered into force on June 1, 2017).
The provision of paragraph 13 of Article 25 does not apply to citizens of the Kyrgyz Republic , as well as citizens of states whose legislation establishes the use of Russian as the official language (note: citizens of Belarus), carrying out business and labor activities on the territory of the Russian Federation, directly related to driving vehicles ( as amended by 204-FZ dated July 26, 2017).
Foreign citizen with Russian rights
Foreign citizens have the right to obtain a Russian driver's license. Obtaining a Russian certificate gives a foreign citizen the right to work in the field of road transport in Russia. The Russian national driver's license is issued for 10 years.
Russian citizen with foreign rights
If you are a Russian citizen and permanently reside in Russia, then you must drive only with a Russian license. The right of any state not to recognize foreign rights for citizens of its country as valid is enshrined in the Vienna Convention on Road Traffic (Article 41, paragraph 7):
Parties to the convention are not obliged to:
a) recognize as valid national or international driving licenses issued in the territory of another Contracting Party to persons who had their usual place of residence in their territory at the time of issue of that driving license or who transferred their usual place of residence to their territory after the issue of that license;
b) recognize the validity of the above-mentioned driving licenses issued to drivers whose usual place of residence at the time of issue of the licenses was not in the territory where the licenses were issued, or who changed their place of residence after the issue of the licenses to another territory.
Thus, being a citizen of the Russian Federation and a resident of the Russian Federation, you cannot use a foreign driver’s license on the territory of Russia. Even if you received a foreign license on a tourist trip or during temporary residence in another country, you will not be able to use it in Russia.
Citizens and residents of the Russian Federation have the right to drive vehicles on the territory of Russia only with a Russian driver's license.

The courts indicate in their decisions (example wording):
Taking into account the fact that Tad******va S.M. is a citizen of the Russian Federation, is not a person permanently or temporarily residing or temporarily staying on the territory of the Russian Federation, a state of national (civil) affiliation Tad******va S.M. is the Russian Federation, therefore, national documents for it are documents issued by the competent authorities of the Russian Federation for use on the territory of the Russian Federation .
Thus, the provisions of the legal norm (Article 25 of the Federal Law “On Road Safety”), which allows driving a vehicle in the Russian Federation on the basis of a foreign national driver’s license, are not applicable to citizens of the Russian Federation; they apply to foreign citizens temporarily staying in the Russian Federation .
Fine for Russian citizens for driving on a foreign license
If a Russian citizen drives a car with a foreign driver’s license and does not have a Russian license, it is considered that the driver does not have the right to drive vehicles in Russia.
Such a violation is punishable by an administrative fine in the amount of 5 to 15 thousand rubles (Article 12.7 of the Code of Administrative Offenses of the Russian Federation).
Exchange of foreign driving licenses for the Russian Federation (procedure for replacing foreign rights)
The procedure for exchanging a foreign driver's license for a Russian one is established by the Government of the Russian Federation, namely by Resolution No. 1097 dated October 24, 2014 (as amended on February 4, 2016) “On admission to driving vehicles.”
The exchange is made based on the results of the exams. Those wishing to obtain a Russian license must pass:
- theoretical exam;
- exam on initial driving skills;
- driving test in traffic conditions.

IMPORTANT: Foreign driver's licenses that do not comply with the requirements of international treaties of the Russian Federation in the field of road safety cannot be exchanged for Russian national and international driver's licenses. Which national rights correspond to the Vienna Convention
The International Convention on Road Traffic defines the features that a driver’s license of states that have acceded to this treaty must have, namely:
- The driver's license must be a document.
