Where to register a car

What is needed to register a car
The rules for registering a used car require the car owner, before visiting the traffic police, to complete a package of necessary documents, consisting of:
- Russian passport;
- PTS;
- a document with which you can certify ownership of the car (sale and purchase agreement (SPA), power of attorney or certificate of inheritance);
- a receipt confirming payment of the state duty in the amount of 1,500 rubles. (for more information about the state duty, see the special material);
- MTPL policy (you must first enter information about the owner of the car into it);
- applications for vehicle registration with the personal signature of the vehicle owner (read how to fill out an application for vehicle registration with the traffic police in a separate article).
Please be extremely careful when filling out the application form - a document with corrections and additions will not be accepted. An application completed in pencil is also considered invalid.
If a used car was purchased abroad, you will additionally need to provide transit numbers.
Registering a used car: procedure
When all the necessary papers have been collected, we head to the nearest traffic police department. The exact address can be obtained on the Internet - on the official portal of the State Traffic Inspectorate.
We are not too lazy to wash the car first - otherwise there is a risk that the traffic police will not allow the car to be inspected for technical condition.
It is important to know that the buyer has the right to register the car directly at the place of purchase, regardless of his place of residence. For example, if the buyer lives in St. Petersburg, and a suitable used car was found in Samara, it can be registered there, but the vehicle will be assigned to your address in the Northern capital.
The procedure for registering a car consists of several stages.
1. Submission of documents
If all the papers are in order, no difficulties should arise here. A traffic police officer will review the documents and send you for a technical condition inspection.
2. Machine inspection
The procedure is carried out in a specially designated area. In this case, the compliance of the power unit number and chassis number with the data specified in the vehicle passport is verified. If the numbers do not correspond to the data from the PTS or for some reason the reconciliation cannot be carried out (numbers are illegible, erased, etc.), a forensic examination is assigned.
Also, the reason that a used car will not pass inspection at the traffic police may be the presence of significant changes in the design of the car (excessive tuning), tinted windows or lighting fixtures.
The rules for registering a car provide that the owner cannot make changes to the design of the car that could significantly affect its technical characteristics. Including:
- change the number and location of seats, as well as fuel tanks;
- re-equip the chassis;
- install power units whose power and weight differ from the parameters provided by the manufacturer;
- make adjustments to the dimensions and weight of the vehicle;
- install larger capacity fuel tanks;

What are the dangers of driving a car that is not registered with the traffic police?

Registration of a car under a sales contract with the State Traffic Safety Inspectorate

How to register a car with the traffic police using the DCP.

The procedure for registering a vehicle: sequence of actions
Let's consider the most popular situation: the need to register a car by an individual who has purchased a new or used car. We will not touch upon the specifics of registration by legal entities; there are differences there.
Required documents
To contact the territorial traffic police authorities, you need to prepare the following documents in advance:
- The vehicle passport is an A4 format folded in half with pink, yellow and blue markings. This is a very important document, on one side of which is information about the vehicle (year of manufacture, make and model, VIN number, chassis and engine numbers), and on the other side - information about its owners. - Russian citizen passport;

- If you register a used car imported into the country, you must provide transit numbers.
Before contacting the territorial traffic police department, you must pay a state fee. Most departments are equipped with terminals to carry out such operations. The cost of registration is 1,500 rubles.
Three hundred rubles will have to be paid extra for the state registration certificate (any changes to it cost 200 rubles).
After paying the fee and collecting all the documents, you can contact the territorial traffic police department. Many fear that the registration procedure at the traffic police will drag on for many hours due to queues. After the traffic police officer accepts your application and checks the availability of the necessary documents, you will be directed to the observation deck to compare the numbers on the engine and chassis with the information specified in the PTS. Registration can be considered complete if you receive in your hands:

Another change that deserves attention is the registration of a car depending on the place of registration of the owner. Firstly, this makes it easy to get a duplicate license plate to replace the stolen one (you don’t have to contact the traffic police at your place of registration). And secondly, the owner of a car, registered, for example, in Sakhalin, but who bought the car at a Moscow car dealership, can easily put Moscow region license plates on it. The only caveat is that the car will be registered only at the place of registration. This does not give you a chance to try to save on transport tax.
Registration directly at the car dealership
According to the above-mentioned technical regulations, specialized car dealerships receive the right to independently register cars. This is a very convenient innovation for car owners, because now all documents for the traffic police will be collected by the dealership. Registration of a used car in 2019
Only one state organization is involved in registering vehicles in the Russian Federation - the State Traffic Safety Inspectorate. It is to the branch of this service that the buyer must contact within 10 days from the date of conclusion of the contract.
In accordance with the recently adopted law, to register a car, a citizen can contact any department, regardless of his actual place of residence and registration . Employees will not be able to refuse him on legal grounds. You can register a car without deregistration on behalf of the previous owner. Registering a car through the Unified Portal of State Services
When buying a car from a private person, the new owner should know that registration is possible not only at the MREO during a personal visit, but also through State Services online. The whole procedure will take 10-15 minutes, and will greatly facilitate the submission of an application to change the owner of the car.
The procedure for completing an application on the website is preceded by the creation of a verified account. Without it, performing actions will be impossible.
Stages of document submission:
- We go to the official website of State Services and go to your personal account.
- From the list of services, select “Vehicle registration”.
- Next, select “Change registration data” and “Change vehicle owner”.

Receiving a refusal to register a car
By submitting documents to the traffic police, the buyer of a vehicle may be denied registration. The reasons may be:

Registering a new car through a car dealership
The rules for registering a new car with the State Traffic Safety Inspectorate-MREO allow you to register the vehicle at a car dealership. Today, some dealership centers have received accreditation, which allows them to submit documents to the MREO on behalf of the car owner and receive a registration certificate. This innovation has greatly simplified life for motorists, as there is no need to waste time on registration procedures.
Also, accredited dealerships have the right to produce license plates. Thus, when registering a car through such a center, you have the opportunity to choose a license plate for your car. Unfortunately, there are not many such car dealerships yet. However, in the next couple of years they plan to develop this method of car registration by issuing more licenses to car dealerships for such activities.
Cost of registration of a new car?
Registering a new car, like any other registration procedure with a government agency, requires the payment of a fee. For each separate traffic police procedure, the motorist pays a separate fee. Registration of a new car will cost the owner 2,850 rubles, the price includes registration of an STS, recording data in the PTS and issuing license plates. If the driver re-registers the car and retains its previous license plates, the cost of the procedure is lower, 850 rubles. More details in the table:
