Legal basis of tinting
Those interested can familiarize themselves with excerpts from documents regulating the use of tinted glass in Appendix 2. What conclusion can be drawn from them?
In accordance with amendment No. 3 to GOST 5727-88 “Safety glass for land transport”, the light transmittance of vehicle windshields must be at least 75%, front door glass - at least 70%, other glass - is not standardized. Windshields painted in the paste and tinted must not distort the correct perception of white, yellow, red, green and blue.
Note 1: A light-protective strip no more than 15 centimeters wide can be made on the windshield.
Note 2: In accordance with the above-mentioned documents, it is allowed to have a completely darkened rear window, provided that the car or other vehicle is equipped with rear-view mirrors on both sides (both right and left).
All of the above does not mean at all that we do not tint the front windows, we do tint them, because in our country it is often possible to come to an agreement with the law. But to the client’s question, “Will I pass a fair inspection with a fully tinted car?” you need to know the answer: “No, because of the front windows.”
By the way, similar requirements apply in Finland, which is close to us, with the only difference that it is impossible to come to an agreement with the law there. Therefore, you will not be able to enter this country with tinted front windows.
It is worth paying attention to the fact that it is now possible to tint car windows yourself, either by spraying or by covering the glass with films both outside and inside the car. Previously, traffic cops often found fault with drivers about tinting done using films, since GOST actually prohibited this. Resolution No. 353, supplementing GOST, now allows any method of tinting. Just take a broom, dip it in a bucket of paint and smear the glass, the only condition is that the light transmission must be within the permitted limits. It should be noted that although mirror tinting is not directly prohibited by GOST, the attitude of traffic police officers towards it is “especially attentive”, since the traffic rules contain a clause prohibiting the use of mirror glass (see Appendix 2).
The technique for checking glass for darkness is also set out in GOST. In particular, for this purpose, the traffic police use special devices - taumeters, the most common of which is called “Blik”.
We remind you that traffic police officers can check the light transmission of windows only when registering a car, undergoing a technical inspection or at a stationary checkpoint. and in the presence of a certified device (currently this is the Blik taumeter), tested and sealed.
Only under these conditions can the client be punished with a fine of 50 rubles under Part 1 of Article 12.5 of the Code of Administrative Offenses, and there are many ways to challenge the punishment. But, we repeat, it will not be possible to pass an honest technical inspection or register a car if light transmission standards are violated.

Permitted tinting of front windows in 2018 according to GOST
High-quality tinting of car windows not only improves the appearance of the vehicle, but also performs useful functions - it reduces the heating of the interior under the scorching sun, removes glare and glare, and also protects the contents of the cabin from the eyes of intruders. What tint is allowed?
As of 2018-2019, there are three regulatory documents in the domestic legislative framework that address the issue of tinting car windows:
- GOST No. 32565-2013 “Safety glass for land transport”;
- Technical Regulations of the Customs Union TR CU 018/2011 “On the safety of wheeled vehicles” (Appendix 8, paragraph 4);
- Traffic rules of the Russian Federation, clause 7.3 “List of faults”.
Having studied the above documents, we can identify the following provisions regulating the conditions for legal tinting of a car:
- GOST defines the technical term “safety glass with a polymer coating,” thereby allowing the film to be applied to vehicle windows from the inside or outside;
- GOST also stipulates the requirements for the light transmittance of tinted windows: for side and windshields it must be at least 70% (before the 2018 edition it was 75%);
- the light transmittance of the rear window can be any if there are rear-view mirrors on both sides that provide sufficient visibility of the road space;
- there can also be any darkening of the strip in the upper part of the windshield if its width does not exceed 14 cm;
- There are no mentions of mirror film in GOST and Technical Regulations, but it is prohibited according to clause 7.3 of the Traffic Regulations “List of faults”, so the use of mirror tinting is illegal on any car window.

Types of tinting according to GOST
There is a wide variety of tinting methods on the modern market, which differ primarily in the materials used. Not only windows, but also various body elements, including headlights, are subject to tinting. The most popular method due to its availability is tinting using film; in addition, the following methods are gaining popularity:
- Tinting via double glazing (applies to side windows only). The idea is to install two glasses at the same time, one of which is transparent and the other is darkened. The driver himself chooses which glass he needs in specific conditions, lowering the unnecessary glass inside the door using an electric lift. This is a rather artisanal method, not recognized by official car services.
- Use of frame screens, suction cup mesh curtains and other shading alternatives that can be quickly removed. The advantage of this method is the ability to quickly remove the tint before talking with the traffic police inspector, thereby avoiding a fine even if the light transmittance of the window is lower than required.
- Electronic tinting SPD. It involves the use of special glass with a high-tech polymer coating that can change its transparency depending on the amount of voltage applied. This is a fully adjustable tint that can be turned off instantly. In addition to cars, such glass is also used for architectural purposes, on yachts and aircraft, and in the military field.
- Monochrome PDLC tint. It is implemented using a special adhesive-based film; the film consists of two layers between which there are micro-crystals. In its usual form it is completely gray-matte, but when voltage is applied, the crystals change their position and the glass becomes transparent. This method is not particularly popular because when the dimming is turned on, the view through the glass is practically absent.
Now about the prices: the average cost of double glass for front doors is 40-50 thousand rubles, monochrome PLDC tinting is estimated at 60-80 thousand, and SPD electrical tinting will cost at least 300 thousand rubles.
Tinting of headlights and turn signals is usually done using film, less often - varnish; in both cases, the procedure primarily has a practical function and protects the glass from chips and scratches under the influence of pebbles flying from under the wheels of oncoming cars. Film wrapping is also practiced to protect the car body; a wide variety of materials are used here - transparent, matte, carbon-style and other films.
Glass tinting seems like a simple procedure only at first glance, but in reality it is a complex process that must be performed by qualified craftsmen. The most common mistakes when tinting are:
- non-compliance with the traffic police requirements for the light transmittance of windows;
- use of low-quality materials in order to save money;
- unqualified installation.
If the car is tinted incorrectly, the owner of the car can become the culprit of an accident due to the deterioration of the view of the surrounding environment (a car that is too dark, especially in the evening, turns into a real bunker from which nothing can be seen), and high-quality materials for shading are quite expensive, so You shouldn’t trust the first “master” you come across.
How is the light transmittance of glass measured?
The need to measure the light transmittance of car windows may arise in three situations: at the stage of applying darkening, by a traffic police inspector when checking compliance with established rules, and by an authorized specialist in a car repair shop (you have the right to refuse an on-site inspection and demand a full-fledged examination). In any of these cases, a special device is used for checking - a taumeter. The inspection process is regulated by the requirements of GOST No. 8.831-2013 “Safety glass for land transport”, according to which:
- The taumeter must be sealed and have a passport with an annual inspection mark.
- Since the readings of the device depend on the climatic conditions of the environment, measurements should be carried out in dry weather, with an atmospheric pressure of 645-795 mmHg. and temperatures above 10 degrees Celsius.
- Measurements are taken from at least three points around the perimeter of the glass.
- The time of day, as well as the presence of other light sources in the immediate vicinity when measuring at night, do not affect the accuracy of the device.
Failure to comply with at least one of the first three points is a violation of the protocol and will work in your favor when challenging a fine for tinting.
Now you know what is the permitted tinting of front windows in 2018-2019 according to GOST. What tinting is allowed on car front windows?
Of course, a car is private property, and each car owner has the right to make his own decisions regarding what his car will look like. But every year it becomes more and more difficult to make any changes to its appearance, since there are a number of laws on this. One of them concerns tinting. The State Duma believes that darkening the front windows contributes to a significant deterioration in visibility, which entails an increased risk of creating an emergency situation. Especially when it gets dark. This law does not stop some motorists; they are not afraid of license plate removal, a fine of several thousand rubles, or arrest. Others prefer to find a middle ground. And in the process of searching for it, a completely logical question arises - what kind of tinting is allowed on the front windows of a car?
Can rear windows be tinted with any film?
The rear semicircle of the car can be covered with any film, at least 10 layers. There are no prohibitions or restrictions regarding them in the regulations. Therefore, you can choose a film with a color transition (gradient), mirror, or even one that matches the color of the car. Tinting centers offer many options, among which you will find exactly what you need.
The controversial issue of mirror tinting often arises. It is not directly prohibited by GOST, however, in accordance with the Government Decree of 1993, its use is not allowed. That's such a bad thing.
Motorists can choose the percentage of light transmission. It can be from 5 to 90 percent, where 5 is the darkest. At 5% and 10% darkening, the interior is not visible when it is dark and cloudy, and on sunny days, due to the transparent front, what is behind will be slightly visible. This does not apply to mirror films because they have glare.
What does the technical regulation say about tinting front windows?
The technical regulations clearly state what tinting is allowed on the front windows. The light transmittance of the frontal light is 75%, and the side light transmittance is 70%.
It would seem that you bought a film whose light transmission is 70-75 percent, sealed it, and not a single traffic police officer can force you to remove it. But there are some nuances here too. Since factory glass is not 100% transparent, the device will show an error when checking.
The concept of “glass with a polymer coating”, used instead of tinting, was introduced into the technical regulations. It is considered safe in accordance with Regulation 3.3.4.
What tinting is allowed on front windows?
Strictly speaking, there is no such tint that would be allowed to be applied to front windows. This is due to the characteristics of factory glass, which initially absorb up to 20% of light, and on old surfaces this figure can reach 30%. Therefore, if you do not want to have problems with the law, it is better not to risk it. Well, or first measure the light transmission of the factory glass.
It is also possible to apply a strip on the windshield, the width of which is no more than 14 cm. In this case, you can choose any film, even the darkest - 5%. But if its width is at least a few millimeters larger, the traffic police officer has the right to force the car owner to remove it.
Low shade tint films
It’s worth saying right away that such options do not comply with GOST. We are talking about ordinary black films with a high level of light transmission. Among them there are 70 percent options. This is the lightest film in this segment. Of course, it can and will pass the test, but this is only if the light transmission level of the factory glass is at least 95%. The main question here is not what kind of tinting is allowed on the front windows, but whether it is needed at all. These films have a low level of absorption of ultraviolet and infrared radiation, and are also completely translucent. So for the most part they don't make any sense.
Athermal films for tinting front windows
Athermal films are another matter. They are transparent with a slight tint, as well as “chameleon” (multi-color). As a rule, the light transmission of such tinting is 80, 90 or even 93 percent.
Any tint has athermal properties, but this option is much better in that it retains up to 99% of ultraviolet and infrared rays. Accordingly, it better protects the interior and passengers of the car from overheating.
What percentage of tinting is allowed on front windows if we are talking about athermal film? The answer will be the same as before. But many athermal films are tested by the device. For example, tinting 3M CR90. Its light transmission level is 90%. Suppose, when checking the factory glass, the device showed 95%. The calculation is as follows: 0.9 x 0.95 = 0.855. That is, the percentage of light transmission of the film on glass in this case will be 85.5%. Therefore, you don’t have to be afraid of the device’s checks - they will be passed.
Which countries allow front window tinting?
It is worth saying that in Russia tinting of some categories of cars is allowed. These include special-purpose vehicles that transport persons important to the state, and vehicles that participate in special operations during investigative and operational activities.
Tinting front windows is not allowed in all countries, as it might seem. This is especially true for those states where the level of terrorist activity has increased. In some of these countries, the military even has the right to open fire if they see a car with dark windows.
In countries where it is very hot, tinting is mandatory. It protects the interior from the negative effects of sunlight, retains UV and IR radiation, and also maintains a comfortable temperature inside the car, due to which there is less load on the air conditioning system. For example, each American state has its own rules and the permissible percentage of tinting front windows. Roughly speaking, the further south the state, the lower this figure.
Are changes expected in Russian legislation in 2018?
Having considered the answers to the question of what kind of tinting is allowed on the front side windows and windshield, many will ask: will anything change in 2018? The answer is no. As before, the front side windows must transmit at least 70% of sunlight, and the windshield - 75%.
But the changes made to the law concern penalties. From January 1, 2018, the amount of the fine is expected to increase to 5,000 rubles. However, this is in case of repeated violation of the law. If the driver has not previously received orders to remove the tint film from the front windows of the car, then he will have to pay much less - 1,500 rubles.
In case of repeated violation of the law and failure to comply with the instructions of traffic police officers, the violator can not only be fined, but also arrested, and the car sent to an impound lot. Therefore, you should remember what kind of tinting of front windows is allowed if you don’t want to have problems with the law.
If the driver is sure that the film is legal, but the device shows the opposite...
The degree of shading of car windows is measured by a traffic police officer using a special device. The check cannot be carried out if:
- The traffic police officer does not have a special device to measure the level of glass darkening. In other words, the inspector cannot determine this figure “by eye”, accordingly, and in this case the decision is not issued.
- Any precipitation is present. They increase air humidity, which affects the quality of the test. Also, errors in readings may occur at elevated atmospheric pressure and temperatures below 10 degrees below zero. Therefore, measurements are not made in such weather. However, the inspector has the right to demand that the car be driven into a dry, warm room for inspection.
- The device for measuring the level of tinting of car windows is not sealed and does not have a certificate. The inspector must either provide another device or release the offender.
Knowing all the nuances of the law and what tinting of car front windows is allowed, you will be able to avoid large fines and many other negative consequences.
What car window tinting is allowed in Russia?
Gradually but steadily, on Russian roads the old order is being replaced by new rules that are more in line with world experience. Permitted car tinting, which continues to be a popular tuning option, is no exception.
Today, according to the law, the President and Prime Minister of the Russian Federation can drive in a fully tinted car. For other citizens, tinting the windows in their cars operated in Russia must be carried out in accordance with certain rules.
What tinting is allowed on the windshield and other car windows: we understand the standards
Until the beginning of last year, the requirements for tinting (more precisely, for light transmittance) of auto glass were contained in GOST 5727-88 “Safe glass for land transport.” Four changes have been made to it since the early 90s. The last of them came into force in 2002. It established the following requirements for light transmission of auto glass:
- The light transmission coefficient of windshields of vehicles and trams should not be less than 75%.
Note 1: The windshield at the top could have a light protection strip. GOST 5727-88 contained a formula for calculating its width. Usually it turned out to be no wider than 15 cm, but the formula took into account, in addition to the work of the wipers, also the boundaries of regulatory zones, as well as viewing angles for the driver under different driving conditions. - light transmission of non-window glasses included in the so-called. the “standard field of view P”, in particular of the front door glass, should not be less than 70%;
- The light transmission of other non-window glasses is not standardized.
From 01/01/2015, the new GOST 32565-2013 came into force under the same name. What is the permitted tinting of front windows in 2019? GOST 32565 somewhat relaxed the requirements for the value of their light transmission coefficient, lowering its lower threshold from 75 to 70%. This change legitimizes the practice of tinting windshields with clear or colored athermal films, which has been very popular in recent years (see below).
The requirements of the new GOST for the light transmission of windshields are also duplicated in the technical regulations of the Customs Union (CU), which came into force in the Russian Federation in February 2015, called “On the safety of wheeled vehicles.” What is the permitted tinting of front windows in 2019 according to this document? Their minimum light transmission is set to the same 70%, i.e. the new GOST and technical regulations of the Customs Union have been agreed on this issue.
The new GOST and CU technical regulations contain another innovation regarding windshields. They set the maximum permissible width of the shading strip for them at 140 mm (for categories M 1 , M 2 , N 1 ), and the light transmission of the strip is not standardized.
What percentage of tinting is allowed for non-windshield windows by these regulations? Firstly, the new GOST divided all vehicle glass into two categories:
- category 1 – glass providing forward visibility to the driver;
- Category 2 – glass that provides rear visibility to the driver.
Both of these categories are divided according to a geometric principle. On the driver's seat, the manufacturer must indicate (in a coordinate manner) the so-called. "point R". If a vertical plane is drawn through it, perpendicular to the longitudinal median plane of the car, then its glass that is in front of the vertical plane will belong to category 1, and the glass that is behind it will belong to category 2.
According to the new GOST and technical regulations of the Customs Union, the light transmittance of glasses of categories 1 and 2 must be at least 70%, i.e. no worse than windshields. However, if the car has two external rear-view mirrors, then the light transmission of category 2 glass is not standardized.
Note 2: Traffic regulations allow the use of curtains on bus windows, as well as blinds and curtains on the rear windows of passenger cars equipped with two (right and left) exterior rear view mirrors. It turns out that you can have a completely curtained (and tinted) rear window.
Why has the permitted percentage of tinting on front windows been reduced in the new GOST?
The light transmission coefficient of even new auto glass never reaches 100%, and at best it is 85%. Let the light transmittance of the tint film be 75% (a fairly common indicator), then the final light transmittance will be:
0.85 x 0.75 = 0.6375, i.e. 63.75%
It turns out that such a film could not provide the required light transmission according to the old GOST 5727-88 not only for the windshield, but also for the front door glass.
The highest light transmittance of new (not used) tint films is in the range of 80-90%. It turned out that their use on windshields was obviously illegal according to the old GOST, because:
- usually a new windshield has a typical light transmittance of 80-85%;
- after several years of operation, the coefficient decreases to 75-80%.
A light transmission coefficient exceeding 75% can only be achieved with the maximum values of the coefficients of new glass (85%) and new film (90%):
0.9 x 0.85 = 0.765, i.e. 76.5%.
In reality, this value is practically unattainable (at least, it is rare). Typically the resulting film-to-windshield system ratio is below 75% but above 70%. That is why the new GOST 32565-2013 lowered the lower limit to 70%.
Today, the answer to the question: “Is tinting front windows allowed?” is more likely positive than negative. If a measurement of the light transmittance of the windshield + tint film system, carried out at a car service center or by a traffic police inspector, gives a reading above 70%, then there is no reason to punish the driver and demand that the tint be removed.
The same can be said about the tinting of the front door windows. In order to accurately comply with the new GOST, they should also be tinted without reducing the resulting light transmittance below 70%. The rear door windows and rear windshield can be darkened as desired without fear of punishment.
Permitted tinting of car windows: what is allowed and what is not?
The adoption of the new GOST has finally legalized the tinting of car windows with films, since it contains a definition of safety glass with a polymer coating, although the word film is not used.
What kind of tinting is allowed in the Russian Federation? Any that complies with GOST 32565, technical regulations of the Customs Union and traffic rules. Today you can tint your car windows yourself, either by spraying or using films from the outside or inside the car.
A separate question is whether mirror tinting is allowed? The new GOST does not directly prohibit it, however, the technical regulations of the Customs Union in clause 4.5 establish that the mirror effect created by the coating of auto glass is unacceptable. The ban imposed on it by the regulation dating back to 1993, which contained the procedure for admitting vehicles to operation, has not been removed from the DSLR either. After all, driving behind a car with mirror tinting on the rear window is sometimes simply dangerous - the reflected light is blinding.
Although the light transmission coefficient of the rear windshield and rear door windows is not standardized, it must be remembered that a film with a light transmission of less than 60% begins to noticeably “mirror”. Therefore, it is better to use a more transparent film with additional curtains.
Athermal tinting: allowed or not?
It is known that without tinting, neither the climate control system nor the air conditioner often helps, the driver and passengers feel like they are in an oven, their mood drops, especially if your car is overtaken by a tinted jeep. In general, without dark glasses, just nowhere.
