Now the law has been clearly amended and the “teapot” badge has become mandatory in the first 2 years after obtaining a license.

Speeding is a violation associated with driving on public roads at a speed exceeding the limit established in a given area.

Permitted speed (unless otherwise stated by signs) 3.24 ):

  • 20 km/h in residential areas and courtyards (indicated by a sign 5.21 );
  • 60 km/h in built-up areas (valid after signs
    5.23.1 , 5.23.2 );
  • 90 km/ on roads for cars (roads marked with sign 5.3 and all other roads outside populated areas);
  • 110 km/ on motorways (routes marked with 5.1 ).

Even slight speeding is considered a violation. In the event of an accident, other things being equal, the culprit will be the one who did not comply with the speed limit.

The violation is recorded by traffic police inspectors’ radars or stationary photo and video cameras, the readings from which are received in the form of a “chain letter” to the place of registration of the vehicle owner. If the driver agrees with the violation, then he pays the fine in full according to the attached receipt. If you disagree, the decision can be appealed within 10 days from the date of receipt. If the excess is recorded by a traffic police officer, he must present the device readings, which clearly show the speed of the car, its license plates and the time of the violation. The inspector can issue a fine immediately if the offender admits his guilt, or draw up a protocol in which the driver can indicate the reasons for his disagreement. The protocol can also be appealed within 10 days.

The worsening situation with parking space in big cities is increasingly prompting local authorities to limit stopping and parking spots on the street road network. There are also places where parking of vehicles is prohibited from a safety point of view.

Stopping - deliberately stopping the movement of a vehicle for up to 5 minutes or more, if it is necessary for boarding or disembarking passengers or loading or unloading - is prohibited:

  • in places marked with signs 3.27 ;
  • in places marked with markings 1.10 (yellow dotted line marked along sidewalks or on them);

  • in places where stopping is prohibited;

  • in places marked with markings 1.4 (yellow broken line marked along sidewalks or on them);
  • outside populated areas on the carriageway of roads marked with a sign 2.1 ;
  • closer than 50 m from railway crossings.

In Moscow and St. Petersburg, fines for violating parking and stopping rules amount to 3,000 rubles. There are also municipal tow truck services here that take the cars of violators to impound parking lots. Their services in Moscow cost 5,000 rubles, in the Northern capital - 2,700 rubles.
