How to check and pay traffic fines online
The online fine check service helps simplify the complex debt repayment procedure. Notifications of penalties from the traffic police do not always reach the car owner. In another case, the driver forgets to pay the fines, loses the grace period and may become a victim of bailiffs.
Checking traffic police fines in 2 minutes
Road cameras for photo and video recording automatically transmit information about traffic violations to the Traffic Police Video Recording Center. According to Article 29.6 of the Code of Administrative Offenses of the Russian Federation, the inspector makes a decision to impose a penalty within 15 days, and then the information becomes available on the official website and in the state payment system (GIS GMP).
The traffic inspection portal sometimes malfunctions, and the car owner cannot check for fines and receive up-to-date information. A paper copy of the decision is sent by mail to the place of registration and sometimes gets lost.
Using the online verification service, you do not need to wait for a letter. Find out about penalties imposed in 2 minutes using the state number and vehicle registration certificate. Data is checked in real time through the service databases of the State Traffic Safety Inspectorate and GIS GMP.
How to check for unpaid traffic fines online using the vehicle registration certificate number.
Check for parking penalties and traffic violations obtained from traffic cameras using the vehicle registration certificate. Online verification is carried out using the STS number and series, consisting of 10 characters, for example: 77AA567890.
Photo and video recording equipment measures the speed of movement frame by frame, then sends it to the database:
- Car make and number;
- Type of violation;
- Place, date and time of occurrence.
Based on these data, the traffic police inspector draws up a resolution against the owner of the car.
For a car used by different drivers, check the fines using the STS.
How to pay traffic fines online at a convenient time
Pay collections through our service around the clock from your computer or mobile device. Without registering. Without specifying bank details of the traffic police. No receipt printing.
- Driver's license (VU);
- Vehicle registration certificate;
- Resolution.
Pay off your debt using a VISA, MasterCard, MIR card in 5 minutes.
The reporting receipt will be sent to your email after the transaction is completed. The money will arrive at the GIS GMP, which is managed by the Treasury of the Russian Federation, no later than two working days.
Payment of traffic police fines on a driver’s license without a vehicle
After entering the series and number of the driving license, the site checks the traffic police service databases and displays unpaid fines. The data is displayed in the form of a list indicating the amount of collection, the date and number of the resolution.
How to pay off debt:
- Mark the collections for payment in the table.
- Enter the payer's information: full name and email to receive a payment receipt.
- Then comes the payment of traffic fines. Indicate in the appropriate fields of the payment form from NPO “Moneta”:
- Bank card number of 16 digits;
- Validity;
- 3-digit CVV/CVC code located on the reverse side;
- First and last name of the card owner in Latin letters.
After successful payment you will receive a notification by email.
After entering the details through the service, the money goes to the bank. In turn, the NPO transmits payment data to the GIS GMP. Until a notification is received from the Treasury, fines paid by the traffic police will be displayed as unpaid fines on the official website of the department.
Payment of fines on the vehicle registration certificate
The procedure for paying off unpaid fines is similar to the previous option:
- Check fines through the official database by series and STS number;
- Pay your debt with a VISA, MasterCard, MIR card, choosing a convenient time.
Payment of fines through the traffic police website using the resolution number
Upon violation of traffic rules, the driver may receive a decision to impose a fine. The traffic police inspector has the right to consider the case on the spot and impose punishment if the offender admits guilt and agrees to bear administrative penalties.
Check fines by resolution number: an identifier (UIN) of 20 or 25 digits is indicated in the top line of the document. Enter the UIN in the appropriate field and perform a search. Pay off your debt with a bank card to avoid accumulating debt.
This method of checking and paying fines is inconvenient if there are several solutions. You will have to enter the identifier of each resolution in turn.
If a document is lost, traffic police fines can be checked using the VU or STS.
How much time is given to pay the debt?
According to Article 32.2 of the Code of Administrative Offences, a citizen is obliged to pay an administrative penalty within 60 days from the date of the decision. The decision can be appealed within 10 days to the department that issued it: the State Traffic Safety Inspectorate, the State Traffic Safety Inspectorate, the State Traffic Safety Inspectorate, administrative commissions, etc.
In total, 70 days are provided to repay the debt. The case is then transferred to the bailiffs.
Delay threatens an additional penalty of two times the amount of the fine. If the debt exceeds 10,000 rubles, bailiffs have the right to:
- Block a bank card;
- Ban travel abroad;
- Seize property;
- Arrest for 15 days;
- Temporarily deprive of rights.
To avoid accumulating arrears, check through our traffic police website for fines for illegal parking and traffic violations. Pay immediately if a check of fines shows the presence of unpaid debts, and get a discount.

Answers to frequently asked questions about traffic police fines
This section contains answers to the most common questions about traffic police fines that interest our visitors. If you have not found the answer to your question, send it through the feedback form.
Is it possible to check fines according to the state? car number?
Yes, our service allows you to check traffic police fines by car number. To search for fines by state. car number, you must also enter the STS number (vehicle registration certificate number). In this case, the search for fines will be carried out using the traffic police, GIS GMP, and DIT databases.
Please note the following feature of the fines verification process. If the fine was issued based on the data of photo/video recording systems, then searching only by the STS number will provide data on the fine (number of the resolution, amount of the fine, etc.), but the photo recording data itself will most likely be unavailable. If you search simultaneously by both the car number and the STS, there is a high probability that there will be available data not only about the fine, but also a photo of the violation.
How can I view a fine by resolution number?
In the fine search form on our website, you must enter the resolution number in the field designated “resolution number (UIN).” Please note that the decree number contains many numbers and it is easy to make a mistake. Therefore, check the correctness of your data entry before submitting it for verification.
What is a UIN number and how can it be deciphered?
The fine order number is also a unique accrual identifier (UIN).
The UIN may consist of 20 or 25 characters (digits). The first digits of the UIN contain information about the payment administrator, in the case of fines for car owners - the organization that issued the fine. 188 – the first three digits mean that the fine was issued by the traffic police.
The full number of digits in the UIN is 20. An approximate type of UIN (resolution number) is 188101521610170586158. 780 - a fine decree issued by the State Property Committee of the AMPP for unpaid parking in Moscow. The full number of digits in the UIN is 20. This is an outdated UIN format for the State Civil Code of the USPP and in 2016 the format was changed to consist of 25 digits and the first digits are 03554310 .
782 - a decree issued by MADI for violation of parking and stopping rules in Moscow. The total number of digits is 20. This is the old format for MADI ; in 2016, the format was changed to consist of 25 digits and starts with 03560430 .
How to pay traffic police fines at a discount?
Since 2016, it has become possible to pay 50% of the traffic police fine. The “discount” is valid only for 20 days from the date of the decision. After 20 days, the fine must be paid in full.
You should be aware that not all fines are covered by this law.
It does not apply to gross traffic violations: - violations while under the influence of alcohol and/or drugs (Article 12.8, Part 3 of Article 12.27, Article 12.26)
- Repeated violations: speeding by 40 km/h (Parts 6 and 7 of Article 12.9), driving on a red light (Part 3 of Article 12.12), entering the oncoming lane (Part 5 of Article 12.15), driving towards one-way traffic (Part 3.1 of Article 12.16), errors in vehicle registration (Part 1.1 of Article 12.1)
- accidents with victims (Article 12.24) .
In addition, the discount is not provided for fines issued by the State Property Committee of the AMPP (for unpaid parking in Moscow). All other fines are subject to the discount.
How long does it take to pay traffic fines?
Within 10 days after receiving the fine, you have the right to appeal it. Next comes 60 days - this is the period for voluntary payment. Thus, the car owner has 70 days to pay the traffic police fines after receiving the decision.
What are the consequences of failure to pay fines?
In case of failure to pay the fine within the period (see above) allotted for voluntary payment of fines, the case materials are transferred to the Bailiff Service and enforcement proceedings are initiated. In addition, at the same time, material for the trial is being formed. A new administrative proceeding may be initiated against a person who has not paid the fine and a fine of double the amount may be imposed.
How long does it take for traffic police fines to expire?
According to Art. 31.9. Code of Administrative Offenses of the Russian Federation:
A resolution on the imposition of an administrative penalty is not subject to execution if this resolution has not been enforced within 2 years from the date of its entry into force.
A decision in a case of an administrative offense comes into force after ten days, unless it has been appealed. Thus, the statute of limitations for traffic police fines is 2 years and 10 days from the date of the decision.
The traffic police fine was dated when I did not use the car. How can this be?
It is important to know the peculiarities of the functioning of the traffic police fine databases. In them, the fine is always tied to the date of the decision . If a fine is imposed by a traffic police officer, then, as a rule, the decision is issued immediately, i.e. on the day of the traffic violation, although there are exceptions.
If you find a fine in the online database dated to a date when you were not using the car, then most likely we are talking about a previously committed offense recorded by photo and video cameras. Such fines have two features.
First: the date of recording the offense and the date of the decision, as a rule, differ for the period required by the traffic police to process the data received from the recording means. On average, this period is 1-3 days. For example, if a traffic violation actually occurred on July 1, then the fine decision will be dated July 2-4, and when searching in online databases, this exact date will be indicated - the date of the decision.
The second feature: in accordance with Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation , fines for violations recorded by automatic technical means are issued to the number of the vehicle registration certificate (VRC) .
Administrative liability for administrative offenses in the field of traffic and administrative offenses in the field of landscaping, provided for by the laws of the constituent entities of the Russian Federation, committed with the use of vehicles, if these administrative offenses are recorded by special technical means operating automatically, having photo and filming functions , video recording, or by means of photography, filming, video recording, the owners (owners) of vehicles are involved.
Thus, the decree is always issued to the owner of the vehicle, even if another person was driving. However, if it was not you but another driver who was driving, you can appeal the fine in accordance with the established procedure.
Part 2 of Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation
The owner (possessor) of a vehicle is released from administrative liability if, during the consideration of a complaint against a decision in a case of an administrative offense made in accordance with Part 3 of Article 28.6 of this Code, the data contained in it is confirmed that at the time the administrative offense was recorded the vehicle was in the possession or use of another person or has now been removed from its possession as a result of unlawful actions of other persons.
Where do online services get data on traffic police fines?
The State Information System on State and Municipal Payments (GIS GMP) is the only source of information on fines for all online services for checking and paying traffic police fines. The development and maintenance of GIS GMP is carried out by the Federal Treasury of the Russian Federation.
You can check the list of organizations (banks) connected to the GIS GMP by following the link in the section “List of credit institutions that have provided connection to the GIS GMP”.
Not all online services work directly with GIS GMP. Often the data is provided to them by partner banks. This is an absolutely legal way of working.
However, there are fraudulent sites where you can supposedly check traffic police fines, but in fact the whole point of such services is to impose a paid SMS subscription.
It is not difficult to distinguish fraudulent sites from legitimate ones.
— Legal services do not require you to enter your mobile phone number to receive search results for fines.
— On fraudulent sites, as a rule, you can enter any data as a search query and the appearance of a search in the database will be created.
— All legal sites indicate where the data on fines comes from (GIS GMP or partner bank), and you can easily check the presence of this organization in the list of treasuries, see the link above.

Such a check will be more reliable and efficient.
Ideally, in order to find out and pay fines, you will need a driver's license and a vehicle registration certificate. However, the registration certificate number can be found on the letter with a fine from the traffic police.
Recognizing traffic police fines by resolution number (the same as UIN number)?
Instructions:
A common situation. The motorist receives a paper letter by mail from the traffic police department notifying him of a traffic violation. Usually, the letter from the traffic police contains a copy of the resolution in the case of an administrative offense, photographs of the violation, basic information about the owner of the car, the norm of the Code of Administrative Offenses of which the driver neglected and an indication of the amount of the fine.
At the top of the “penalty” letter in A4 format, it is easy to notice a long number starting with “18” and consisting of twenty digits. This is the same decree number, or otherwise called UIN number, by which many Russian car owners want to check and pay fines online.
You can check fines only by the resolution number in 2019. However, such a check will not give a 100% guarantee of detecting all fines on the car and license.
To be sure to find out and pay all existing debts to the traffic police, it is safer to immediately enter both the driver’s license number and the vehicle registration certificate number.
The vehicle registration number is easy to find directly in the letter from the traffic police in the picture; it is tinted yellow and consists of ten digits.
The driver's license number will have to be taken from your driver's license. Enter this information into the traffic police fines checking forum and the screen will display a list of all existing fines, with photographs of the violation, amounts of debts and an indication of the grace period for paying the fine with a 50% discount.

- If you are sure there is a penalty
- More than two weeks have passed since the date of the decision
- No one paid the fine
- However, it is not displayed online.
This means that the resolution was not included in the GIS GMP (state payment system) database. In this case, you need to contact the traffic police or MADI, or the State Public Institution "AMPP" (depending on who imposed the fine).
