State traffic police fines number
Good afternoon, dear reader.
I propose to consider another way to find out traffic police fines by state. number , which recently appeared on the official website of the traffic police.
I would like to immediately remind you that several articles were previously published on pddmaster.ru talking about other ways to find out fines: “Find out the debt for traffic police fines” and “Find out the debt through the public services portal.” However, the method that will be discussed below differs significantly from those discussed in previous articles.
Its peculiarity is that to obtain information about fines you do not need to know your driver’s license number, you just need to indicate the state license number. car number and registration certificate number. However, first things first:
Features of checking fines on the official website of the traffic police
Advantages of the new method:
1. You do not need to undergo lengthy registration (as on the government services portal).
2. You can find out the traffic police fines for all drivers who drove the specified vehicle at different times.
3. The official website of the traffic police provides detailed information about the fine (including the article of the Code of Administrative Offenses under which the fine was issued).
Disadvantages of checking fines according to the state. number:
1. You cannot find out which driver of the car received a particular fine (if you drive the car alone, this is not critical).
2. You are required to enter the vehicle registration certificate number, but this is not a problem for the car owner.
3. If desired, other motorists can obtain information about your fines, and a little later I will tell you how.
How to find out traffic police fines by state. number
In order to find out the fines according to the state. car number, the only document you will need is a vehicle registration certificate. Prepare it before moving on to the next step.
So, first you should go to the official website of the traffic police using this link:
http://www.gibdd.ru/check/fines/
In the window below, enter the data specified in the registration certificate of your car:
When all fields are filled in, click on the “Request” button.
Possible test results
1. Error while entering data.
If you try to find out the traffic police fines for the wrong state. number or incorrect registration certificate number, you will receive a message about this:
2. There are no unpaid fines on your car.
If you entered everything correctly and your car does not have any traffic fines, you will receive the following message:
3. Unpaid fines have been recorded.
If your car has unpaid fines, then after entering the state license. numbers and registration certificate numbers You will be taken to the following page:
Let's take a closer look at this window. It states:
- Date of violation.
- The article of the Code of Administrative Offenses under which the fine was imposed.
- The traffic police department whose officer issued the fine.
- Number and date of the resolution.
- Amount of fine.
If you hover your cursor over the article number of the Administrative Code, you will receive a detailed description of it. For example:
If you click on the article number, you will go to the beginning of the traffic police fines table.
By clicking on the name of the department, you will receive its contact information (address, contact numbers, approximate location on the map).
Using the number and date of the resolution (column 4), and the amount of the fine (column 5), you can pay the traffic police fine online. How to do this is described in detail in the article “Paying traffic police fines online.”
Checking fines by state someone else's car number
As I promised at the beginning of the article, next I will talk about how to find out traffic police fines according to the state. someone else's car number. I should immediately note that it will not be possible to obtain information about every car.
Let's assume that your car has a state license. number A123SK45 and registration certificate number 45AS123456. Since numbers and certificates of registration with the traffic police are most often issued in order, by increasing each of the numbers by one, you will find out the fines for the next state. numbers (A123SK45). His certificate number is (45AC123457).
I note that the sequence is not always maintained, however, fines for several “neighboring” cars according to the state. You can find out the number.
The same applies to owners of “neighboring” cars. If desired, they will be able to obtain information about your fines. Why might they need it? Honestly, I don't know.
Note. In 2018, when operating the service on the official website of the traffic police, errors often occur (no connection to the server, the picture with numbers does not load). As a result, out of 10 verification attempts, 2-3 are successful. If you are faced with a similar situation, then check the fines by the certificate number in the registration using the following form.
Well, since I always recommend not to break the rules, and I’m sure you adhere to this recommendation, your “neighbors” will only be able to see a blank page.

How quickly does a fine get into the database?
According to the law, information about new fines is sent to the state payment system GIS GMP immediately (Part 4 of Article 21.3 of the Federal Law of July 27, 2010 N 210-FZ). In practice, fines are entered into the database within 1-3 days from the date of the decision.
My fine is not in the database, I can’t pay it
- If you are sure there is a penalty
- More than two weeks have passed since the date of the decision
- No one paid the fine
- However, it is not displayed online.
This means that the resolution was not included in the GIS GMP (state payment system) database. In this case, you need to contact the traffic police or MADI, or the State Public Institution "AMPP" (depending on who imposed the fine).

After another 1-2 days, the fine should be paid off in the traffic police database. If 5 days have passed and the fine remains unpaid, contact the bank or service that accepted the payment.
I paid the fine, but it is posted on the traffic police website
The traffic police checks the status of payment of fines in the state payment system GIS GMP. After this, it updates its database and the official website gibdd.ru. This happens within 1-5 business days after payment of the fine. If this period has expired and the fine has not been paid, contact the bank or service that accepted the payment.

- Complete online registration;
- At the Rostelecom office.
To obtain a registration code, a citizen must provide an insurance certificate (SNILS) and a passport.
On the official website of the State Traffic Inspectorate, online services for checking debts, cars, and drivers are available without registration. You just need to select the section you are interested in and enter the required data.
How to find out traffic police fines by car number

- Data on the state registration plate;
- Series and number of the registration certificate.
They must be entered in the appropriate fields on the page that will open after selecting the “CHECK” online service. To do this, you need:
- Scroll down the site and click on the desired section.
- After entering the required information, confirm that the visitor is a human and not a robot. The check is simple - repeat the numbers shown in the picture, entering the proposed combination in the lowest column.
- After making sure that all fields are filled out correctly, click the “Request” button to begin checking the data in the traffic police database of fines imposed on the basis of compiled protocols or videos and photographs of offenses.
If the car is clean before the law, a message will appear on a red background: “No unpaid fines were found in the federal traffic police information system with the specified data.”
In cases where a new window “Get information about fines” pops up as a result of a request, a table with offenses appears in front of the car owner. Brief information is given for each of them:
- The unit that recorded the traffic violation is indicated;
- Number and date of execution of the resolution;
- The amount to be paid for the alleged offense.
At the very bottom of the table there is a column with the total debt for all state fines. number and vehicle registration certificate. Here the total amount accrued on the vehicle by all existing methods is provided: during a personal meeting between the motorist and the inspectors; through processing data from cameras recording road conditions.
Is it possible to pay with a discount?
If there is no desire to argue about a traffic violation or the motorist agrees with the punishment, then there is the opportunity to get a 50% discount. But it is provided subject to certain requirements:
- The penalty must be paid within 20 days from the date of the decision;
- Drive a car while sober;
- Do not trust the car while intoxicated;
- Do not repeat persistent violations, which include crossing a double solid line, running a red light, and others.
When do you need to pay?
By law, payment must be made within 60 days. Otherwise, various sanctions may be imposed, including administrative arrest for up to 15 days.
FAQ
In addition to questions about finding and determining the amount of debt for traffic fines imposed on their cars, drivers are also interested in the following topics:
What is a UIN number?
When making payments themselves, cashiers ask customers to fill out a unique accrual identifier (UIN). It can be found in the payment orders.
When paying online through official websites, the program automatically generates receipts containing these necessary data. If necessary, they can be printed by sending the desired document to the printer.
What happens if you don't pay for them?
In addition to 15-day administrative arrests, various disciplinary penalties are applied to debtors:
- 50 hours of compulsory work;
- A new penalty in double the amount of the fine (at least 1000 rubles);
- Restriction of travel abroad of the Russian Federation;
- Prohibition of driving a vehicle;
- The accrual of the enforcement fee is 7% of the debt if the notice from the enforcement service is ignored for more than 5 days.
How long does it take for them to “burn out”?
There is no point in waiting for a miracle in the hope that debts will be forgiven. It should be taken into account that the FSSP executive service will make every effort to collect the required amount. As a result, the debtor will have to pay - and administrative fines accrued for evasion.
The only option when sanctions are lifted from the violator is if the decision from the State Traffic Inspectorate has not been transferred to the FSSP for two years.
What to do if the fine is dated when you were not driving?
The person responsible for the vehicle is its owner. Therefore, even if the owner of the car was not in it when traffic violations were recorded, for which orders were issued, then the car owner must still pay the penalties.
The only way to avoid an unfair fine from the traffic police, after receiving a resolution with photographs of security cameras, is to file an appeal with the district court or the State Traffic Inspectorate. This needs to be done as quickly as possible, because this procedure takes 10 days.

What is a UIN number and how can it be deciphered?
The fine order number is also a unique accrual identifier (UIN).
The UIN may consist of 20 or 25 characters (digits). The first digits of the UIN contain information about the payment administrator, in the case of fines for car owners - the organization that issued the fine. 188 – the first three digits mean that the fine was issued by the traffic police.
The full number of digits in the UIN is 20. An approximate type of UIN (resolution number) is 188101521610170586158. 780 - a fine decree issued by the State Property Committee of the AMPP for unpaid parking in Moscow. The full number of digits in the UIN is 20. This is an outdated UIN format for the State Civil Code of the USPP and in 2016 the format was changed to consist of 25 digits and the first digits are 03554310 .
782 - a decree issued by MADI for violation of parking and stopping rules in Moscow. The total number of digits is 20. This is the old format for MADI ; in 2016, the format was changed to consist of 25 digits and starts with 03560430 .
How to pay traffic police fines at a discount?
Since 2016, it has become possible to pay 50% of the traffic police fine. The “discount” is valid only for 20 days from the date of the decision. After 20 days, the fine must be paid in full.
You should be aware that not all fines are covered by this law.
It does not apply to gross traffic violations: - violations while under the influence of alcohol and/or drugs (Article 12.8, Part 3 of Article 12.27, Article 12.26)
- Repeated violations: speeding by 40 km/h (Parts 6 and 7 of Article 12.9), driving on a red light (Part 3 of Article 12.12), entering the oncoming lane (Part 5 of Article 12.15), driving towards one-way traffic (Part 3.1 of Article 12.16), errors in vehicle registration (Part 1.1 of Article 12.1)
- accidents with victims (Article 12.24) .

How long does it take to pay traffic fines?
Within 10 days after receiving the fine, you have the right to appeal it. Next comes 60 days - this is the period for voluntary payment. Thus, the car owner has 70 days to pay the traffic police fines after receiving the decision.
What are the consequences of failure to pay fines?
In case of failure to pay the fine within the period (see above) allotted for voluntary payment of fines, the case materials are transferred to the Bailiff Service and enforcement proceedings are initiated. In addition, at the same time, material for the trial is being formed. A new administrative proceeding may be initiated against a person who has not paid the fine and a fine of double the amount may be imposed.
How long does it take for traffic police fines to expire?
According to Art. 31.9. Code of Administrative Offenses of the Russian Federation:
A resolution on the imposition of an administrative penalty is not subject to execution if this resolution has not been enforced within 2 years from the date of its entry into force.
A decision in a case of an administrative offense comes into force after ten days, unless it has been appealed. Thus, the statute of limitations for traffic police fines is 2 years and 10 days from the date of the decision.
The traffic police fine was dated when I did not use the car. How can this be?
It is important to know the peculiarities of the functioning of the traffic police fine databases. In them, the fine is always tied to the date of the decision . If a fine is imposed by a traffic police officer, then, as a rule, the decision is issued immediately, i.e. on the day of the traffic violation, although there are exceptions.
If you find a fine in the online database dated to a date when you were not using the car, then most likely we are talking about a previously committed offense recorded by photo and video cameras. Such fines have two features.
First: the date of recording the offense and the date of the decision, as a rule, differ for the period required by the traffic police to process the data received from the recording means. On average, this period is 1-3 days. For example, if a traffic violation actually occurred on July 1, then the fine decision will be dated July 2-4, and when searching in online databases, this exact date will be indicated - the date of the decision.
The second feature: in accordance with Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation , fines for violations recorded by automatic technical means are issued to the number of the vehicle registration certificate (VRC) .
Administrative liability for administrative offenses in the field of traffic and administrative offenses in the field of landscaping, provided for by the laws of the constituent entities of the Russian Federation, committed with the use of vehicles, if these administrative offenses are recorded by special technical means operating automatically, having photo and filming functions , video recording, or by means of photography, filming, video recording, the owners (owners) of vehicles are involved.
Thus, the decree is always issued to the owner of the vehicle, even if another person was driving. However, if it was not you but another driver who was driving, you can appeal the fine in accordance with the established procedure.
Part 2 of Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation
The owner (possessor) of a vehicle is released from administrative liability if, during the consideration of a complaint against a decision in a case of an administrative offense made in accordance with Part 3 of Article 28.6 of this Code, the data contained in it is confirmed that at the time the administrative offense was recorded the vehicle was in the possession or use of another person or has now been removed from its possession as a result of unlawful actions of other persons.
Where do online services get data on traffic police fines?
The State Information System on State and Municipal Payments (GIS GMP) is the only source of information on fines for all online services for checking and paying traffic police fines. The development and maintenance of GIS GMP is carried out by the Federal Treasury of the Russian Federation.
You can check the list of organizations (banks) connected to the GIS GMP by following the link in the section “List of credit institutions that have provided connection to the GIS GMP”.
Not all online services work directly with GIS GMP. Often the data is provided to them by partner banks. This is an absolutely legal way of working.
However, there are fraudulent sites where you can supposedly check traffic police fines, but in fact the whole point of such services is to impose a paid SMS subscription.
It is not difficult to distinguish fraudulent sites from legitimate ones.
— Legal services do not require you to enter your mobile phone number to receive search results for fines.
— On fraudulent sites, as a rule, you can enter any data as a search query and the appearance of a search in the database will be created.
— All legal sites indicate where the data on fines comes from (GIS GMP or partner bank), and you can easily check the presence of this organization in the list of treasuries, see the link above.
