Diplomatic numbers: decoding codes and colors

Recently, my friend was cut off on the road by a car with red license plates. He was afraid to report this violation to the traffic police because he thought that the owners of these signs had serious privileges on the road. It should be understood that such signs do give their owners several advantages on the road, but this does not exempt them from complying with traffic rules. What do red numbers on a car mean?

Certain categories of persons are entitled to receive special diplomatic numbers. Such signs have a slightly different alphanumeric structure, and they will be deciphered differently. Diplomatic numbers have a red fill, and the letters have a white fill. This designation allows other traffic participants and traffic police officers to clearly determine that the owner of this car has a special status. The following persons can receive diplomatic badges:

  • Diplomatic service employees (consuls, ambassadors, diplomats and some other employees of relevant ministries who are entitled to receive red badges by law).
  • Representatives of international organizations (for example, UN employees).
  • Some other persons with special status are employees of foreign trade organizations, major reporters, and so on.
  • Transit vehicles with a special status.

What privileges do diplomatic badges provide?

The owner has certain travel privileges:

  • Civil servants (police officers, traffic police officers, etc.) are obliged to create road conditions that facilitate the free movement of diplomats on the roads.
  • In some cases, a sound warning may be installed on the car - in this case, the vehicle will have the right to priority movement on the road, and all other road users must let such a car pass (at the same time, traffic police officers must facilitate this). Optionally, a car with a flashing light can be accompanied by a motorcade of police cars.

However, please note that diplomats and employees of international organizations are still subject to the rules of the road (subject to privileges), and in case of violation of traffic rules, the driver must suffer a fair punishment.

For example, in the event of an accident, a diplomat must either wait for the traffic police to clarify the details of the accident, or record the accident using a European protocol, and he can leave the scene of the accident in the same cases, which will be valid for ordinary people without special license plates. Each symbol on a car registration plate has its own meaning. Diplomats' cars are no exception. The first three digits on the license plate indicate the country. They are followed by letters demonstrating the status of the person who owns the car. Below are the numbers of the registration code of the car itself. The decoding of diplomatic numbers looks clearer using an example. If the background of the sign is red, the symbols on it are white and their set is 002D038, this means the car is registered to a German diplomat. But to read the information, you should know the designations of each state.

It is worth understanding that diplomatic numbers and country codes are exactly the same only in Russia. In other states, the classification is different; even the background of the plates is not necessarily red.

How to get a red diplomatic license plate for a car

There are many fans of special registration symbols in Russia. There are legitimate opportunities to acquire a beautiful combination of numbers and letters. But not everything is so simple if a car owner with a Russian passport wants to know how to get diplomatic license plates. This type of plate is also issued by the traffic police in the Russian Federation. Documents for receipt are provided by a foreign representative office or office of an international organization. They provide special license plates for:

  • its employees, including technical personnel:
  • citizens of the same country who are not diplomats but work for the state (for example, journalists, businessmen);
  • honorary consuls and their representatives.

What advantages do diplomatic license plates provide?

They want to buy a red registration plate not only out of vanity. Diplomatic car license plates can save you from the close attention of traffic police officers. But this is where all legal privileges end, unless we are talking about the car of a person with immunity.

Immunity is given to ambassadors and diplomats (consuls, vice-consuls), as well as senior officials of international organizations. That is, cars with the letters CD and D do not have the right to inspect, search, detain, or arrest. The inspector can only:

  • monitor compliance with traffic rules;
  • stop a car with a license plate, including forcibly, if it sees a serious danger created by its movement;
  • request documents for verification;
  • draw up a violation report.

At the same time, any contact with the diplomat, driver, or passengers sitting in the car is excluded, as are attempts to enter the cabin. The protocol is sent to the Ministry of Foreign Affairs of the Russian Federation, a foreign mission.

As for car owners with red license plates who do not have diplomatic immunity, they have the right to be punished for violating traffic rules. But in reality, minor offenses are forgiven even to them. And cars are not even stopped to check documents unless the inspector doubts the authenticity of the license plates. For a serious violation or an accident, the owner of a car with such a registration plate, but without immunity, will still have to answer.
