  5. Mandatory preliminary medical examination.
  6. Mandatory medical examination, which is carried out once every 2 years.

It is quite clear that not all of the above types of medical examinations must be undergone by every person in order to drive a vehicle.

Let's consider cases when mandatory medical examinations are required:

The following points deserve special attention:

  • From the list above, mandatory medical examinations (items 1-3) are required for all drivers;
  • From the list above, mandatory medical examinations (items 5-8) are needed only for those who drive a vehicle as an individual entrepreneur, and also work as drivers of a vehicle. For drivers who work on vehicles, an extraordinary mandatory examination is also intended. It is carried out if, during a mandatory periodic medical examination, a deterioration in a person’s health is noted.

From the information provided above, the following conclusions can be drawn:

  • For a driver who uses his car for personal purposes, it is mandatory to undergo a medical examination once every 10 years (before replacing his license with a new one);
  • If a person works as a driver, then he needs to undergo a medical examination once every 10 years, and in addition 4 types of medical examinations (with different frequencies).

  • form of ownership and OKVED code;

Periodic medical examinations should be completed at least once every 2 years when working as a driver.

5. Mandatory medical examinations specified in paragraph 3 of this article are carried out at the expense of the employer.

Article 11.32. Violation of the established procedure for conducting mandatory medical examination of vehicle drivers (candidate vehicle drivers) or mandatory preliminary, periodic, pre-trip or post-trip medical examinations

As follows from these documents, the presence of a certificate confirming the satisfactory results of a medical examination is one of the main conditions for determining a citizen’s suitability to drive a vehicle.

Need in the enterprise

Russian legislation places special requirements on professional drivers. Regular medical examinations and examinations of employees of motor transport enterprises are mandatory. Penalties are provided for any violations of the procedure for conducting these events.

According to clause 4 of the above-mentioned Federal Law and clause 1 of Art. 213 of the Labor Code of the Russian Federation, everyone who holds this position undergoes a mandatory periodic medical examination of drivers at the enterprise, regardless of the distances covered during work and the type of vehicle.

It should be noted that this requirement applies not only to ATPs with a large staff of employees, but also to individual entrepreneurs who independently engage in transportation.

If a regular medical examination is paid for by drivers (and candidates for them), then, in accordance with Part 7 of Art. 213 of the Labor Code of the Russian Federation, medical examination of drivers at the enterprise is financed from the employer’s funds.

New in legislation

In the spring of 2016, some changes began to take effect. In order to avoid becoming an unwitting lawbreaker, you should find out what the essence of the new medical examination for drivers in 2019 is.

On March 11, 2016, the Ministry of Justice of the Russian Federation officially registered Order of the Ministry of Health of the Russian Federation No. 344-dated June 15, 2015, concerning the conduct of mandatory medical examination of drivers/candidates for vehicle drivers. According to this document:

The new order regulates the examination process when exchanging driver's licenses due to their expiration, as well as when returning them after deprivation of the right to drive a vehicle. A medical certificate will no longer be required when restoring a lost document or when changing your last name. Since July 2016, licensed medical institutions began to use the new form of driver’s license 003 V/U.

Comparison with previous norms

The new rules contain more stringent requirements for medical examination of vehicle drivers in 2019 for the presence of alcohol or drugs in the body.

From November 22, 2019, Order No. 731n of the Ministry of Health of the Russian Federation was supposed to come into force, according to which new rules for undergoing narcology examinations would be introduced. In addition to the usual examination and registration check, all drivers will be required to undergo blood tests for CDT and urine tests for the presence of narcotic substances. But the entry into force of this order has been postponed for now.

But the standards for passing a medical examination when obtaining or replacing a driving license have become much simpler than before 2016. For example, the following were excluded from the list of doctors to contact:

A neurologist's opinion will now be required only if the therapist finds grounds for this. A similar condition applies to EEG (electroencephalography). The narcologist and psychiatrist no longer have the right to demand an EEG and a psychologist's report from drivers.

It must be emphasized that only drivers of passenger cars and motorcycles can count on simplification of the procedure. For applicants of category C and above, the list of required specialists is retained.

How to pass a medical examination “in a new way”

When contacting an institution authorized to conduct such inspections, future drivers must present only their civil passport (non-residents must attach a temporary registration document). During the “re-commission”, amateurs provide their ID, and professionals also bring the conclusion issued during the previous examination.

The certificate is drawn up and signed by the therapist. This doctor analyzes the examination reports of other specialists and the results of the examinations they prescribed.

The narcologist has the right to prescribe a urine/blood test for the driver to rule out chronic alcoholism and drug use. And if a psychiatrist discovers signs of diseases for which driving a vehicle is contraindicated, he can initiate a psychiatric examination.

Many drivers have already experienced the benefits of a “facilitated” examination. According to their estimates, a medical examination for the traffic police and traffic police of a new type with all specialists in 2019 will cost approximately from 1.5 to 3 thousand rubles in public clinics and from 3 to 5 thousand rubles in private ones. If previously visiting all specialists took several working days, today you can do it in two.

The result of passing the commission is the issuance of a certificate in form 003-B/u with a medical report on his suitability to drive a vehicle of the specified category.

Types and frequency of inspection

Car drivers usually undergo the following types of inspections:

  • medical examination for the traffic police (events related to obtaining a driver’s license);
  • inspection for admission to the performance of professional duties of a driver.

The frequency of the commission directly depends on the type of inspection required.

An annual medical examination of drivers is carried out only if the person:

  • under 21 years of age (for professionals);
  • has certain health restrictions.

A medical certificate according to sample 003-B/U is valid for 12 months from the date of its issue. Its owner has the right to apply to the traffic police until the very last day included in this period.

Pre-flight inspection

The pre-flight medical examination of drivers is a completely different procedure. It was introduced in certain departments of the USSR back in the 1960s and made it possible to identify and remove from work drivers who were in a state of various types of intoxication, under the influence of drugs that reduce the level of reaction, were sick or simply tired.

Since the implemented measure led to a decrease in injury rates, in the 70s, medical examination of drivers before departure began to be practiced in all large motor vehicles. For example, thanks to regular inspections at transport enterprises in the capital in 1978, the number of accidents caused by drunk drivers decreased by almost 58%.

At that time, pre-trip medical examinations of drivers could be carried out by trained inspectors. However, since 1999, it has been entrusted exclusively to health workers who have received appropriate training.

Nowadays, the responsibility to organize a pre-trip medical examination of drivers rests with every legal entity and individual entrepreneur (Article 20 of the Federal Law “On Road Safety”). This rule does not apply only to emergency services (police and State Traffic Inspectorate, ambulance, gas workers, Ministry of Emergency Situations, firefighters, etc.).

The grounds for removing an employee from driving a vehicle are:

  • symptoms of the disease;
  • changes in normal heart rate and blood pressure;
  • signs of intoxication.

The results of the inspection are recorded in a journal. If the health worker does not detect any deviations, he puts a stamp on the waybill, which indicates information about the time of the examination, as well as the name of the employee responsible for the procedure.
