Stage one: application
The application must be filled out at any traffic police department.
- Compose the text of the application in any form with a request to retain the license plates after the sale of the car.
- Write down the details of the vehicle owner in the space provided.
- Indicate the license plate number, make and model of the car, as well as its VIN number.
- Record the date and signature.
Stage two: inspection of rooms
The old license plates that you want to keep and transfer to another car must comply with the requirements of Russian legislation. Take them off at home and inspect them carefully.
If they are dented, damaged, or the paint has worn off on them, then they will most likely refuse to transfer them to a new car. In this case, it is better to make duplicate numbers in advance.
When submitting an application to the MREO, the license plates will be examined by an expert . However, there are a number of reasons why an expert may refuse to examine you, such as:
- dirty car;
- window tinting prohibited by law;
- the machine has a direct flow;
- the light transmission of the headlights is impaired;
- non-standard steering wheel.
If the numbers do not meet the requirements, you may be forced to make duplicates. This can be done at the MREO or at an organization that has permission and the necessary equipment. Making duplicate numbers will take 20-40 minutes.
Be wary of advertisements for duplicate license plates. They must comply with GOST R 50577-93, have all levels of protection and be manufactured only by companies accredited by the Ministry of Internal Affairs of the Russian Federation.
Road inspectors will take the old license plates for storage. You have 180 days left to buy a new car and assign it the old number. Otherwise, the plates will be issued to the new car owner or disposed of.
Stage three: preparation of documents
Having received duplicates, go to any MREO department with a package of the following documents:
- passport;
- Vehicle registration certificate;
- technical equipment passport;
- OSAGO insurance policy.

Step two: deposit the license plate with the traffic police
To preserve the registration plates, before selling the car you need to deposit them with the traffic police and get new ones instead. The received numbers are hung on the car so that it can be used until the car is purchased.

Step three: purchase a new car before the license plates expire
The maximum storage period for registration plates at the State Traffic Inspectorate is 360 days. This is exactly how much time you have to select, buy and drive a new car to the traffic police. If you do not meet this period, the traffic police will remove your license plates from storage, dispose of them, or give them to another car owner in the usual order.

You will also not be able to get the license plate number left behind for free. There is no need to pay for the “tins” again: they are not new, but returned from storage.

Contact the traffic police to change the registration details of the vehicle. In addition, attach to the documents an application to preserve the numbers (discussed above).
After changing your registration details, you will be issued new numbers and a new registration certificate. In addition, changes will be made to the PTS.

At the request of the owner of the vehicle, state registration plates may be retained, provided they comply with the requirements of the legislation of the Russian Federation.

The shelf life of signs should not exceed 180 days.
After the expiration of the storage period, they are subject to re-issuance. The issuance of these registration plates is carried out in the chronological order of their registration.
In order to retain your license plates for the specified 180 days, you need to contact the traffic police department and write an application for saving license plates for subsequent installation on another car and issuing new license plates for installation on an existing car. You attach your valuable numbers to the application and hand them over to the traffic police for safekeeping. In return, you will be given other license plates, as well as a new registration certificate and PTS with a note about the change in registration data.
Having purchased a new car, you simply return to the traffic police department and write an application for the issuance of license plates deposited in storage. Assigning them to a purchased car also follows the standard procedure for changing registration data, with the only exception that you will not have to pay a state fee for issuing license plates, since you already have them.
So, let us once again outline the algorithm of actions when changing a car while maintaining the license plates. Before selling the car, you must contact the traffic police and, at your own expense, change the plates to others, handing over your old plates for safekeeping. You then sell your car as standard, complete with new license plates. Well, having purchased a new car, you again contact the traffic police, receive your old license plates and, along with changing the information about the owner, when re-registering the car in your name, you also change the data on the license plates.
In fact, you will carry out two procedures for re-registration of a car, replacing the registration certificate and making changes to the title: first for the old car, and then for the new one. The only difference is that you will have to get new license plates for your old car. Accordingly, when changing license plates on an old car, you will pay 500 rubles for issuing a new registration certificate, 350 rubles for making changes to the title and 2,000 rubles for issuing license plates. When registering a newly purchased car, you will only pay the first two fees. Thus, the entire procedure for transferring the number to a new car will cost you 3,700 rubles.
As before, you can save 30% on state fees by submitting an application electronically through the State Services portal and making non-cash payments. In this case, issuing a new registration certificate will cost 350 rubles, making changes to the PTS will cost 245 rubles, and issuing new license plates will cost 1,400 rubles. The total cost of transferring the license plate to a newly purchased car will be 2,590 rubles.
All possible nuances stem from the same paragraph 42 of the Order of the Ministry of Internal Affairs of Russia: as we remember, numbers can be saved “provided they comply with the requirements of the legislation of the Russian Federation.” This means that the license plates deposited must be readable and undamaged and comply with the current GOST - that is, you will not be able to keep old-style license plates.

This opportunity is given by Order No. 399 on the rules for registering cars. It is he who, in his paragraph 42, allows you to keep your old license plates:
The storage of state registration plates is carried out on the basis of the corresponding expression of will of the owner of the vehicle contained in the application for the registration action for which it was registered.

- when submitting an application, in accordance with paragraph 1 above, it indicates the need to keep the old numbers for storage,
- if their condition is at least almost perfect (paint has worn off, wrinkled, etc.), then you will have to first get duplicates,
- as a result of the provision of government services to you, you will receive new license plates, and inspectors will take your old ones and keep them in the department; then the car is sold with new gaskets; thus, the new owner has nothing to do with your old registration plates,
- your license plates will be stored in the department for no more than 360 days,
- When purchasing a new car, when registering it, you indicate in the appropriate application for the issuance of the license plates you have reserved and receive them.

The new legal act did not greatly change the procedure for storing license plates - the period increased from 180 to 360 days, and the procedure became more clear.
