How to sell a car while keeping the license plate

How to leave license plates on a car when selling?

According to the changes that came into force on October 15, 2013, car owners no longer need to deregister their car with the traffic police upon sale. The car is sold with license plates.

What if the seller wants to keep the license plates when selling the car?

Is it possible to transfer old license plates to a new car? How to carry out this procedure in 2019? We will answer these questions further.

How to save license plates from a car when selling?

The procedure for selling a car along with license plates is quite simple:

  1. You sign the purchase and sale document with the buyer.
  2. Fill out the fields about the new owner in the car passport.
  3. Sign as a seller.
  4. You get money.

From this moment on, you are no longer the owner of the car. Further stages of registering a technical device fall on the new owner.

However, if you want to keep your old numbers, you will have to work a little and spend some money.

Attention! If your plates are old or damaged, this may serve as a basis for replacing them, regardless of the desire of the car owner.

Next, we offer an algorithm for saving old numbers.

Stage one: application

The application must be filled out at any traffic police department.

  1. Compose the text of the application in any form with a request to retain the license plates after the sale of the car.
  2. Write down the details of the vehicle owner in the space provided.
  3. Indicate the license plate number, make and model of the car, as well as its VIN number.
  4. Record the date and signature.

Stage two: inspection of rooms

The old license plates that you want to keep and transfer to another car must comply with the requirements of Russian legislation. Take them off at home and inspect them carefully.

If they are dented, damaged, or the paint has worn off on them, then they will most likely refuse to transfer them to a new car. In this case, it is better to make duplicate numbers in advance.

When submitting an application to the MREO, the license plates will be examined by an expert . However, there are a number of reasons why an expert may refuse to examine you, such as:

  • dirty car;
  • window tinting prohibited by law;
  • the machine has a direct flow;
  • the light transmission of the headlights is impaired;
  • non-standard steering wheel.

If the numbers do not meet the requirements, you may be forced to make duplicates. This can be done at the MREO or at an organization that has permission and the necessary equipment. Making duplicate numbers will take 20-40 minutes.

Be wary of advertisements for duplicate license plates. They must comply with GOST R 50577-93, have all levels of protection and be manufactured only by companies accredited by the Ministry of Internal Affairs of the Russian Federation.

Road inspectors will take the old license plates for storage. You have 180 days left to buy a new car and assign it the old number. Otherwise, the plates will be issued to the new car owner or disposed of.

Stage three: preparation of documents

Having received duplicates, go to any MREO department with a package of the following documents:

  • passport;
  • Vehicle registration certificate;
  • technical equipment passport;
  • OSAGO insurance policy.

By retaining your previous number, you automatically re-register your car. You will be given a new Vehicle Registration Certificate and the changes will be recorded in the PTS.

Note! Registration of a car with preservation of license plates can be done not only at the State Traffic Safety Inspectorate, but also via the Internet through the State Services website.

Stage four: payment of state duty

For the provision of public services, you are required to pay a state duty in the amount of 2,000 rubles. By the way, if you register through the State Services website, you will receive a 30% discount.

Stage five – changes to the policy

After re-registering the car you are selling, contact your insurance company, where your policy will be adjusted in accordance with the changes that have occurred.

Important! The entire procedure described above concerns re-registration and preservation of license plates only within one region.

How much does it cost to transfer license plates to a new car?

The approximate cost of this procedure is 7,700 rubles . Let's break down all the costs in more detail:

  • 350 rub. — making changes to the passport of an old car;

  • 2,000 rub. — issuing numbers;

I want to save my number when selling a car: how to do it

Content

Since 2013, after the sale, the registration plates along with the car go to the new owner. But it also happens that for one reason or another the owners do not want to part with their license plate. For some it is “beautiful”, for others it is easy to remember, and for others they are simply accustomed to it. If you are going to part with your “swallow”, and want to transfer the old “plates” to a new car, read our article. We offer step-by-step instructions on how to keep the number when selling a car.

Step one: tidy up the sign

When transferring a license plate from a sold car to a new one, it will be checked whether it meets the requirements of GOST R 50577-2018. The plate must not be scuffed or damaged. If there are deformations or the paint has faded, you need to replace the “tin” with a new one.

You can order it from a company specializing in the production of license plates. It is not expensive. For example, in Moscow, price tags for duplicates start at 500 rubles. Replacing two license plates will cost at least 1,000 rubles.

Step two: deposit the license plate with the traffic police

To preserve the registration plates, before selling the car you need to deposit them with the traffic police and get new ones instead. The received numbers are hung on the car so that it can be used until the car is purchased.

After you put the plates in order in accordance with GOST (the letters and numbers are clearly visible and readable, the plate is clean, without unnecessary holes), go to any traffic police department, regardless of where you live and where your car is registered. There you will need to write an application for acceptance of your registration plates for storage.

It is better to write the application in two copies: the first one will be taken by the traffic police officers, and the second one with a mark of delivery will remain with you. It will make it easier to find your license plates when you come to pick them up (the police look for the license plate number not alphabetically, but by the date of deposit).

The vehicle will not be inspected during the registration process. If registration plates do not meet the requirements of Gosstandart, traffic police officers will not undertake to store them.

A process such as preserving a license plate when selling a car is by no means free. The procedure will require 2,850 rubles: two thousand for new “tin cans”, 350 rubles for the fee for entering information into the vehicle passport, 500 rubles for the production of STS.

Step three: purchase a new car before the license plates expire

The maximum storage period for registration plates at the State Traffic Inspectorate is 360 days. This is exactly how much time you have to select, buy and drive a new car to the traffic police. If you do not meet this period, the traffic police will remove your license plates from storage, dispose of them, or give them to another car owner in the usual order.

When you buy a car, go to the MREO where you submitted the license plates, and again write an application, this time for the registration of the purchased car and the issuance of registration plates. At this stage, traffic police officers will inspect your car.

You will also not be able to get the license plate number left behind for free. The procedure will cost you 850 rubles: 500 rubles for the fee for the production of the vehicle registration certificate and 350 rubles for the stamp in the vehicle passport. There is no need to pay for the “tins” again: they are not new, but returned from storage.

How to save car license plates: a brief summary

So, we found out how you can save the number when selling a car. The procedure is simple, you need to follow three steps:

  • make sure that the registration plates are in good working order and bring them into proper condition;
  • deposit the license plates with the traffic police;
  • pick up numbers from storage.

The cost of transferring a license plate from a sold car to a new one will cost 3,700 rubles (2,850 rubles for handing over the license plate, 850 rubles for receiving it). This is for those whose numbers do not need to be replaced. If a duplicate is required, at least 500 “wooden” must be added to this amount for each new sign.

Thrifty car enthusiasts can benefit if they order the preservation of license plates through the State Services website. The portal provides a 30 percent discount, that is, instead of 3,700 rubles, the customer will be charged 2,590 rubles.

Transferring license plates to a new car

Good afternoon, dear reader.

This article will talk about transferring license plates to a new car. There are various reasons why a car owner wants to keep the old registration plates: the “beautiful” license plates were purchased or the car owner got it by luck. It is also possible that the number is not “beautiful”, but the owner has gotten used to it over the years of owning the vehicle.

In any case, you don’t want to part with the numbers you like. Moreover, the law provides for the possibility of transferring license plates between cars of the same owner. Let's look at how this can be done.

How to transfer license plates to a new car

Transferring old license plates to a new car occurs in the following sequence:

1. Re-registration of the “old” car. Getting new numbers for him, saving old numbers.

2. Registration (or re-registration) of a “new” car with the assignment of saved registration plates.

In theory, everything looks quite simple. Let's consider each of the points in more detail.

Application for preservation of state numbers in 2019 and 2020

First of all, you will need an application to preserve state registration plates.

Filling out the application should not cause any particular difficulties:

1. In the header, write down the details of the traffic police department you are contacting, as well as the details of the owner of the vehicle.

2. In the text of the application, indicate the vehicle number, make and model of the car, and its VIN number.

3. Date and sign.

How to transfer license plates to a new car?

1. The license plates that you want to transfer to another car must comply with the requirements of the legislation of the Russian Federation. Check them out yourself.

2. At this stage you will need documents and registration plates of the “old” car. The car itself does not need to be submitted to the traffic police for inspection. Clause 57 of the Administrative Regulations for the registration of motor vehicles:

57. Changes in registration data of vehicles related to the issuance of registration certificates, vehicle passports, registration plates of vehicles, replacing lost ones, unsuitable for use, not meeting the requirements of the legislation of the Russian Federation or samples approved in the prescribed manner, or the validity period of which has expired, and also when replacing registration plates, due to their preservation, are carried out without inspecting the vehicle.

Contact the traffic police to change the registration details of the vehicle. In addition, attach to the documents an application to preserve the numbers (discussed above).

After changing your registration details, you will be issued new numbers and a new registration certificate. In addition, changes will be made to the PTS.

Attention! After re-registering the car, you need to make changes to the MTPL insurance policy. To do this, contact your insurance company. The procedure is free. If this is not done on time, problems with insurance payments may subsequently arise.

3. Traffic police officers will take your old license plates for storage. They will be waiting for you at the traffic police department for 360 days. If you do not pick them up within this time, the numbers will be issued to the new owner.

4. Register (or re-register) your “new” car. The license plates can be transferred to any vehicle owned by the same owner (regardless of when the vehicle was purchased).

Re-registration takes place according to the usual procedure. The only additional document is an application for the issuance of previously saved numbers:

As a result, license plates will be issued to your “new” car. In addition, you will receive a new vehicle registration certificate, and another field will be filled in in the PTS.

Additionally, the driver will have to make changes to the MTPL policy. To do this, contact your insurance company.

Transferring license plates to a new car is a procedure that should not cause any difficulties. Well, the question of economic feasibility must be decided by the driver himself.

How to save your license plates when selling a car and transfer them to a new car

The current regulations for the purchase and sale of a car imply its transfer to the next owner without changing license plates. But what if you want to keep the plates and put them on your new car, rather than give them away along with your old one? The procedure for saving numbers is simple, although a little more expensive than simple re-registration during purchase and sale.

Save the license plates when you sell your car in order to install them on your newly purchased car.

The procedure for retaining license plates for the current owner, from a formal point of view, does not differ from other procedures for re-registration of a car, so it will require a standard package of documents: the owner’s passport, vehicle passport (PTS), vehicle registration certificate and compulsory motor liability insurance policy .

The procedure for saving license plates is regulated by paragraph 42 of Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001 (as amended on February 13, 2015) “On the procedure for registering vehicles.” He comprehensively describes all the conditions for carrying out this procedure:

At the request of the owner of the vehicle, state registration plates may be retained, provided they comply with the requirements of the legislation of the Russian Federation.

The issuance of such registration plates is carried out by the registration department where the surrendered registration plates are stored for newly acquired or previously registered vehicles.

The shelf life of signs should not exceed 180 days.

After the expiration of the storage period, they are subject to re-issuance. The issuance of these registration plates is carried out in the chronological order of their registration.

In order to retain your license plates for the specified 180 days, you need to contact the traffic police department and write an application for saving license plates for subsequent installation on another car and issuing new license plates for installation on an existing car. You attach your valuable numbers to the application and hand them over to the traffic police for safekeeping. In return, you will be given other license plates, as well as a new registration certificate and PTS with a note about the change in registration data.

Having purchased a new car, you simply return to the traffic police department and write an application for the issuance of license plates deposited in storage. Assigning them to a purchased car also follows the standard procedure for changing registration data, with the only exception that you will not have to pay a state fee for issuing license plates, since you already have them.

So, let us once again outline the algorithm of actions when changing a car while maintaining the license plates. Before selling the car, you must contact the traffic police and, at your own expense, change the plates to others, handing over your old plates for safekeeping. You then sell your car as standard, complete with new license plates. Well, having purchased a new car, you again contact the traffic police, receive your old license plates and, along with changing the information about the owner, when re-registering the car in your name, you also change the data on the license plates.

In fact, you will carry out two procedures for re-registration of a car, replacing the registration certificate and making changes to the title: first for the old car, and then for the new one. The only difference is that you will have to get new license plates for your old car. Accordingly, when changing license plates on an old car, you will pay 500 rubles for issuing a new registration certificate, 350 rubles for making changes to the title and 2,000 rubles for issuing license plates. When registering a newly purchased car, you will only pay the first two fees. Thus, the entire procedure for transferring the number to a new car will cost you 3,700 rubles.

As before, you can save 30% on state fees by submitting an application electronically through the State Services portal and making non-cash payments. In this case, issuing a new registration certificate will cost 350 rubles, making changes to the PTS will cost 245 rubles, and issuing new license plates will cost 1,400 rubles. The total cost of transferring the license plate to a newly purchased car will be 2,590 rubles.

All possible nuances stem from the same paragraph 42 of the Order of the Ministry of Internal Affairs of Russia: as we remember, numbers can be saved “provided they comply with the requirements of the legislation of the Russian Federation.” This means that the license plates deposited must be readable and undamaged and comply with the current GOST - that is, you will not be able to keep old-style license plates.

If your existing license plates are worn out or damaged, then before contacting the traffic police you should update them by ordering duplicates from any specialized organization.

Is it possible and how to keep the license plate number of a car when selling under the new rules?

Retaining old GRZs

In 2019, the purchase and sale of a car comes with license plates. If the car is registered with the traffic police, then it cannot be transferred to the buyer without registration marks. But what if you need to keep your beautiful old license plate for a new car? Is it possible to keep the numbers when selling a car and how to do this? We will talk about the terms and procedure for storing them in the traffic police under the changed legislation below.

I want to preserve the GRZ - is it possible to do this?

Can. The 2019 law allows, when alienating a vehicle, to deposit your old license plates with the traffic police for a period not exceeding 360 days (not to be confused with a year).

This opportunity is given by Order No. 399 on the rules for registering cars. It is he who, in his paragraph 42, allows you to keep your old license plates:

The storage of state registration plates is carried out on the basis of the corresponding expression of will of the owner of the vehicle contained in the application for the registration action for which it was registered.
. The storage period for state registration plates should not exceed 360 days from the date of the registration action, as a result of which they were stored.

Thus, the car owner can keep the license plates from his car when selling it, indicating this in the appropriate application. What kind of statement this is, we will explain a little below.

The procedure for submitting a state registration document to the traffic police as of 2019 is as follows:

  1. even before selling the car, you need to use the state service of changing license plates to new ones,
  2. when submitting an application, in accordance with paragraph 1 above, it indicates the need to keep the old numbers for storage,
  3. if their condition is at least almost perfect (paint has worn off, wrinkled, etc.), then you will have to first get duplicates,
  4. as a result of the provision of government services to you, you will receive new license plates, and inspectors will take your old ones and keep them in the department; then the car is sold with new gaskets; thus, the new owner has nothing to do with your old registration plates,
  5. your license plates will be stored in the department for no more than 360 days,
  6. When purchasing a new car, when registering it, you indicate in the appropriate application for the issuance of the license plates you have reserved and receive them.

Now let's take a closer look at how you can save your car's license plates before selling them under the new rules, but first let's find out what changes have occurred.

What are the new rules?

We are talking about Order No. 399 on the rules for vehicle registration, which came into force on October 7, 2018, replacing a similar Order No. 1001, which had been in force since back in 2008, to which many drivers are accustomed.

The new legal act did not greatly change the procedure for storing license plates - the period increased from 180 to 360 days, and the procedure became more clear.

Meanwhile, a new law is coming into force - the Federal Law on Vehicle Registration, which will also address the issue of how to leave license plates when selling a car, but since this is a Federal Law - it is higher than the priorities of any orders, it will spell out the fundamental the principle is simply the right of the car owner to retain the license plate number.
