Car driver class.
The class of a car driver is his qualification characteristic depending on the open categories in the driver’s license and work experience.
The class of a car driver is established by the Qualification Directory of Workers' Occupations, which sets monthly salaries" (approved by the Resolution of the USSR State Committee for Labor, All-Union Central Council of Trade Unions dated February 20, 1984 no. 58/3-102).
The validity of the directory in the Russian Federation is confirmed by Resolution of the Ministry of Labor of the Russian Federation of May 12, 1992 N 15a “On the application of existing qualification directories of works, professions of workers and positions of employees at enterprises and organizations located in Russia.”

1.2. Car driver, 2nd class.

- Elimination of operational malfunctions of rolling stock that arose during work on the line, requiring disassembly of mechanisms.

1.3. Car driver, 1st class.
Driving cars, trucks and buses of all types and brands classified as vehicle categories “B”, “C”, “D” and “E”.
Must know: the purpose, structure and rules of maintenance of road trains, the structure and rules of maintenance of cars of the latest releases; the impact of individual vehicle performance indicators on the cost of transportation; ways to ensure high-performance and economical use of rolling stock; basic technical and operational qualities of rolling stock and their impact on traffic safety; elements of car theory; basic provisions of the traffic safety service of a motor transport enterprise.
2. Grounds for assigning a class.
The basis for assigning a Class 3 driver is the presence of a driver’s license with open categories of vehicles “B” and (or) “C”, or one category “D”. Such categories are obtained during primary vocational training.
The basis for assigning a Class 2 driver is the presence of a driver’s license with open categories “B”, “C” and “E” or “D” (“D” and “E”).
Continuous work experience must be at least three years as a driver of a class 3 vehicle at this enterprise. The basis for assigning a 1st class driver is the presence of a driver’s license with open categories “B”, “C”, “E” and “D”.
Continuous work experience must be at least two years as a driver of a 2nd class vehicle at this enterprise. second and first class qualifications, car drivers must have good performance indicators (systematically fulfill plans, transportation schedules and traffic schedules, not have excess fuel consumption against established standards), observe labor and production discipline: not have for the last three years of work, violations of traffic rules that resulted in traffic accidents or deprivation of a driver's license, as well as violations of technical operation rules, safety rules and work instructions during the last year.
3. Class assignment procedure.
The qualification of a 3rd class driver can be assigned upon first hiring, and a statement with the following content is written: “Please accept me as a 3rd class driver to drive cars according to open category B (you can drive a gazelle and a passenger car), or “Please accept me for work as a 3rd class driver to drive cars according to open categories B and C or “Please hire me as a 3rd class driver to drive cars (buses) according to open category D.” But there may be a hiring of a car driver without specifying the class (for example, the employer has only one car). Or the employer does not pay a premium for class and, in principle, does not want to apply the assignment of class (even the qualification of a 3rd class driver).
Driver qualifications of classes 2 and 1 are assigned in the process of work by the qualification commission of a transport enterprise, workshop or other subject of transport activity. This is provided that the employer uses a system of advanced training for car drivers and makes additional payments for 2nd and 1st classes.
4. Extra payment for class.
4.1. As it was. Previously, the Resolution of the Central Committee of the CPSU, the Council of Ministers of the USSR and the All-Union Central Council of Trade Unions of September 17, 1986 N 1115 “On improving the organization of wages and introducing new tariff rates and official salaries for workers in production sectors of the national economy” was in force.
According to Appendix No. 21 of this resolution, drivers of trucks, cars and buses were paid a monthly premium for class in the following amounts: 2nd class drivers - 10 percent and 1st class drivers - 25 percent of the established tariff rate for the time worked as a driver. Resolution No. 1115 of September 17, 1986 is currently of a recommendatory nature.
4.2. How it became. Various regulatory documents have now abolished the mandatory payment of additional payment for class to car drivers. Employers are given the right to independently set premiums for the quality of drivers of trucks, cars and buses.
Additional payments for grades 2 and 1 are made if they are established by collective agreements of enterprises, resolutions of individual departments (ministries), local regulations (regulations on wages and material incentives for workers).
Determining the driver's license class

What it is
A driver's license class is a value assigned to drivers who have a certain driving category and work experience in driving a vehicle.
This value was first introduced in 1976. In Soviet times, classes were actively used for employees of many professions, including drivers.
Qualifications were used to set salaries. Drivers with a high class were entitled to a bonus for achievements in professional activities.
Later, the document lost force, but a directory of worker qualifications was created in 1984. It is still used to determine driver class.
Now the qualifications of workers are practically not used. But drivers who lived through the Soviet era and have been working in their profession for many years can count on certain compensation payments. Therefore, it is worth studying this moment in more detail in order to know about your rights.
What are they and their characteristics
There are three classes in total: 1, 2 and 3. Each indicator is assigned if certain conditions are met and skills in driving and maintaining vehicles are obtained.
The lowest, class 3, is assigned to drivers provided:
- the driver drives a vehicle of category “B”, “C” or only a bus that belongs to category “D”;
- the driver operates a crane installation, dump truck and other special equipment, observing safety rules and acting in accordance with the job description;
- the driver drives a vehicle equipped with special sound and light signals;
- The driver is engaged in towing loads weighing no more than 750 kg.
In fact, class 3 is awarded to all holders of a driver’s license giving the right to drive a passenger car.
Category “B” marked on the license automatically assigns the lowest class. It does not affect wages and is not used in employment.
Class No. 2 is awarded subject to:
- The driver has several license categories open: at the same time “B”, “C”, “E” or categories for the right to drive buses: “D” and “E”;
- The driver's responsibility is to tow trailers weighing over 750 kg;
- The driver is able to independently correct breakdowns that arise during the performance of official duties.
The second class is awarded to experienced drivers with more than 3 years of experience. But it is also possible to assign an increased qualification category earlier when acquiring skills in handling official vehicles.
The highest, 1st class, is available provided that the driver has all four main categories open: “B”, “C”, “D” and “E”.
He must know the technical structure of the vehicle and be able to independently diagnose and repair a company vehicle.
The requirements for the theoretical part are also determined: knowledge about the influence of the technical indicators of the car on the cost, the relationship between the quality of the car and safety on the road, ways to prevent accidents on the roads.
First class is awarded subject to accident-free driving and positive characteristics from the employer. Each employee is considered individually. And if you have good performance indicators, a class upgrade is possible.
A first class driver's license allows you to get a well-paid job and receive a salary supplement.
This category is very important for a professional driver, but not everyone can get it.
If in Soviet times employers promoted their employees and provided them with conditions for training and professional growth, now most drivers work even without official registration. Accordingly, such employees cannot increase their driving class.
In practice, driving classes are rarely used. They were in demand during Soviet times, when the country was ruled by honesty and decency.
The desire to improve their class was explained by rewards at work and the opportunity for career growth. Nowadays the classification is actually rarely used. And it does not affect the driver's employment or benefits.
How to determine the class of a driver's license
The assignment of a driver's class is not recorded in personal documents. An employee can learn that their qualifications have been upgraded from an order that is provided to employees for signature.
Or you should contact the HR department of the enterprise to obtain a work book. All achievements in professional activities are reflected in the work record.
If the driver believes that he deserves an increase in his qualification indicator, then he should contact the employer and write a statement.
If the established conditions are met, the class may be upgraded. But the employer reserves the right not to award an employee an increase in qualification level.
It is worth noting that the driver’s class is not retained when moving to a new job. In the characteristics, the former employer must indicate that the employee’s qualifications have been improved due to professional growth.
But the new employer can either retain the driver’s received class or not use it.

Conditions for receiving
Each driving class is assigned if certain conditions are met:
- The first class is assigned if there is a category “D”, “B” or “E”. Drivers receive qualifications with initial vocational training and some work experience and good performance in fulfilling obligations.
- The second class can be obtained with several two categories: “B”, “C” and “E” or “D” and “E”. An additional requirement is to have worked as a third-class driver for 3 or more years with the same employer.
- The third class is awarded upon receipt of all four categories and at least two years of work experience as a second class driver. Also, the employee must have good performance and observe production and labor discipline.
An important requirement is that there have been no accidents involving the driver in the last three years. The employee must be able to independently identify and eliminate technical malfunctions of the vehicle.
Assignment procedure
The procedure for assigning a class depends on the driver's qualification level. If at his previous place of work he was awarded class 3, then upon employment he needs to write an application with a request to be hired as a third class driver.
Without this document, the employer can independently assign a new employee to a position with advanced qualifications, but this is done extremely rarely.
But it is no longer possible to find a job with grades 2 and 1. When changing jobs, the acquired qualifications are lost.
The driver will have to undergo training again, gain skills, work for 3 years as a third-class driver, then another two years as a second-class driver.
In this case, the decision on the advisability of advanced training remains with the employer. He can rule out this possibility.
The issue of assigning second and first class to a driver is decided by a special qualification commission and the employer.
Based on existing characteristics and personal indicators, a decision is made to upgrade the driver's class. This practice is applied only in those enterprises that provide bonuses and benefits to employees with an increased qualification level.
If all employees in a company are equal, then classes are not assigned for achievements in professional activities.
The driver's class can not only be increased, but also decreased. There must be justified reasons for this:
- repeated accidents caused by the driver;
- violation of labor discipline;
- systematically being late to work and/or absenteeism without a good reason;
- lack of knowledge about the technical structure of the car, the need to contact third parties for repair work;
- attending work while intoxicated;
- there is excessive fuel consumption;
- failure to meet the monthly or quarterly plan;
- non-compliance with the transportation schedule and/or traffic schedule.
The driver's class is downgraded after drawing up an order, which the driver must read and sign. Changes are made to the work book. However, the reason for the downgrading is not specified.

2. Job responsibilities for labor protection

Grounds for assigning ratings to drivers.
The third class is assigned to drivers with a driver’s license with open categories “B”, and/or “C”, or only “D”.
The second class is assigned to drivers with a driver’s license with open categories “B”, “C”, “D” OR “B”, “C”, “E” OR “D”, “E”. Continuous work experience as a 3rd class driver for more than 3 years at one enterprise is required.
The first class is assigned to drivers with a driver’s license in which categories “B”, “C”, “E” and “D” are open. Continuous work experience as a 2nd class driver for more than 2 years at one enterprise is required.
Additional payment for the quality of drivers.
The regulatory documents of the Russian Federation do not provide for mandatory payments as additional payments for the class of drivers. In the USSR, there was a decree of the CPSU Central Committee dated September 17, 1986, according to which 2nd class drivers received an additional 10%, and 1st class drivers – 25% of the tariff rate established at the enterprise for the time worked by the driver.
Additional payments to drivers of 1st and 2nd classes can only be made if local regulations are adopted at a particular enterprise.
Class of drivers according to compulsory motor liability insurance
Getting your first driving class for insurance companies is easy. Taking out a compulsory motor liability insurance policy will be much cheaper if you do not get into an accident during the last insurance year. Insurers assign driving classes in order to determine the level of skill of the car owner. The fewer accidents were registered through the insurance company for a specific period of time, the higher the driver’s class category and the less he will pay for the purchase of an MTPL policy. The insurance system includes in the list of driver classification assignments not only accident-free driving, but also other factors, such as the driver’s age, his driving experience, dates of assignment of categories on a driver’s license, etc.
