Unofficial messages about simplifying the rules for converting cars to gas appeared online back in June with links to the instructions of the Russian Ministry of Internal Affairs dated May 25, 2018. Now the ministry has confirmed the release of the document, Kommersant reports.

Let us remind you that in order to approve a change in the design of the car (for example, installing gas or a non-standard engine), you need to go through a complex procedure. First, the car owner must contact a testing laboratory and undergo a preliminary examination. Then you need to contact the traffic police, presenting the car for inspection, and obtain permission to install the equipment. Then you need to put the equipment in a car service center, receive documents about the work performed, go for a technical inspection and return to the laboratory again for the final examination. After this, you need to go to the traffic police again, where you will first receive a certificate of compliance of the vehicle with the changes to safety requirements and register the new design of the car. Now those wishing to install LPG will not have to come for the initial inspection to the traffic police with the provision of a car, and the application can be sent by e-mail. At the same time, the traffic police does not abandon plans to introduce a new, simpler procedure for registering gas equipment/design changes. It is assumed that the car owner will need to visit the traffic police only once, presenting two documents: a certificate for the equipment and an application-declaration about its installation in a car service center. But the timing of the introduction of the new procedure has not yet been determined.

Let us remind you that unauthorized changes to the design of a machine are punishable by a fine of 500 rubles. (Article 12.5 Part 1 of the Code of Administrative Offenses of the Russian Federation). A repeated violation is qualified as “failure to comply with the requirements of a police officer” (Article 19.3 of the Code of Administrative Offenses of the Russian Federation; the court can impose punishment up to administrative arrest). Since January 2015, Technical Regulations of the Customs Union No. 18 “On the safety of wheeled vehicles” came into force. And now it is this document that has become the starting point in the question of passing a technical inspection for a car with installed gas equipment.

Russia, Belarus and Kazakhstan, if anyone doesn’t know, have joined the Customs Union - that is, they have created a single space in which goods and services move without restrictions. At the same time, the countries have committed themselves to unify the regulatory and technical framework for these goods and services - to bring everything to a single standard. These standards became the Technical Regulations. They are being developed one by one and are gradually being put into action, falling like snow on the heads of ordinary citizens of this very Customs Union. Technical Regulation No. 18 came into force, as already mentioned, on January 1, 2015.

Technical Regulation No. 18 is a broad document. It stipulates many points that are certainly related to the safety of wheeled vehicles. And anyone who wants to get to know it in detail can easily find it on the Internet - the document is freely available. We will concentrate on analyzing the situation related to the use of gas equipment in a car.

This Technical Regulation contains Appendix No. 9: “Requirements for individual changes made to the design of the vehicle.” And in this application, paragraph No. 8 specifically states that the installation of gas equipment refers to changes in the design of the vehicle:

Russia, Belarus and Kazakhstan have been obliged by international agreements and until now to comply with the UNECE Rules. With regard to gas equipment, these are Rules No. 67 for liquefied gas and Rule No. 110 for natural gas. Almost all gas equipment sold in Russia complies with them, as evidenced by the corresponding markings applied to the gas equipment elements. And one could assume that not immediately, of course, over time, LPG installers would solve the problem - by presenting certified copies of certificates to the relevant authorities... But the Technical Regulations also require compliance with 115 UNECE rules - - for the type of gas cylinder system as a whole for the corresponding family of vehicles funds.

  2. The traffic police will not issue certificates if you do not go through the entire process of registering gas equipment step by step.
  3. When the owner of the car for some reason cannot complete the registration procedure himself, a power of attorney is issued. The same applies to deregistration.
  4. The gas cylinder should be regularly delivered for pressure testing to an organization authorized by the State Traffic Safety Inspectorate (once every two years for propane, once every 5 years for methane, if the cylinder is made of alloy steel). You need to have a report on hand based on the results of the inspection, which indicates the date of the next inspection. If you do not show up for such a check at the appointed time, it is prohibited to operate the gas tank.
  5. Twice a year you need to check the performance of the gas system at a car service center.
  6. Vehicle inspection is carried out, as usual, once a year.
  7. The gas system is reflected in the cost of the MTPL policy.
  8. The gasoline fuel system is not affected when installing a gas one. Therefore, at any time the car can be returned to its previous state.
  9. If you choose between liquefied natural gas (LPG) or compressed natural gas (CNG), you must take into account that methane is not widespread in Russia. Methane fuel is cheaper, but there are few refills and the weight of the methane structure is greater due to the thick walls of the gas tank. Propane-butane is the third most used fuel in the world.
  10. Contrary to popular myth, a vehicle powered by gas is safer than a vehicle powered by gasoline. Gas itself is a neutral substance. Its ignition temperature is higher than that of gasoline or diesel. It becomes dangerous when mixed with air. There is no air in the gas cylinder. Modern gas tanks are equipped with four valves, which eliminate the possibility of gas leakage and explosion. This is one of the reasons why installation of gas equipment by professionals is so important.
  11. According to Article 5 Part 1 of the Code of Administrative Offenses, if the registration of gas equipment has not been completed, or the elements of the gas system are damaged for some reason, the period for mandatory inspection of the system and gas cylinder has expired, you will have to pay a fine of 500 rubles.

On a note! The vehicle tax does not depend on what fuel the car is operated on. What matters is the place of registration of the owner of the car, engine power and membership in a preferential category of citizens.

What is all this for?

Installation of gas equipment involves changing the design of the fuel system of a car or truck. Additional costs and increased attention to the car will be required.

It is no longer possible to install a gas system yourself, even if you have a diploma from an auto mechanic technical school. But even if the car is under warranty service, the attractive price of gas fuel outweighs all the difficulties.

The advantages of gas fuel are expressed in increased wear resistance of power plant parts, the machine runs quieter, and there is no soot on the spark plugs.

Experienced craftsmen know: if you install a gas system on a car from scratch, the engine will remain clean for more than five years.

On a note! When converting a gasoline car to gas, you can safely drive your car abroad: the car automatically acquires an environmental safety status that meets Euro standards.

If you decide to modify your vehicle, you need to obtain permission to do so, and after installation, register the changes with the traffic police. Like traffic violations, failure to comply with these requirements will result in administrative penalties.

Important! The safe operation of the car and the life and health of road users depend on how conscientiously and responsibly the car owner treats the LPG registration procedure.

When the equipment is configured in a makeshift manner, gas consumption readings may not be accurate, and the tightness of the fuel lines remains in doubt. It is dangerous to go on the road if there are doubts about the serviceability of the gas system. Therefore, you should not expect simplified registration.
