I lost my vehicle registration certificate, how can I get it back?
How to restore a car's registration certificate?
The vehicle registration certificate is a very important document containing the necessary information about the vehicle. Its loss can lead to a number of difficulties. Restoring this document is a mandatory procedure, without which operation of the vehicle will not be possible.
Before restoring the vehicle registration certificate (VRC), it is recommended that you become a little more familiar with the mechanism for performing the actions.
Fine for lack of vehicle registration certificate
Provided that if the driver has lost the vehicle registration certificate, he must immediately take measures to restore it. This document contains a description of the main operational characteristics of the car, including:
- engine displacement;
- register sign;
- an identification number;
- body number;
- car model;
- Car model.
Driving without the appropriate certificate is a direct violation of traffic rules. According to Article 12.3 of the Code of Administrative Offences, the driver of a vehicle can be fined 500 rubles . If you're lucky, you can get away with a verbal warning.
However, from all this we can conclude that the restoration of the vehicle registration certificate is a very important issue, the resolution of which should be addressed as soon as possible.
What to do if you lose your STS?
If the driver has lost the vehicle registration certificate, then in order to restore it, it may be necessary to provide a car. According to the law, documents are issued without a vehicle, however, traffic police officers can initiate the procedure for checking VIN numbers. This is where the difficulties begin.
Operating a vehicle without a registration certificate is classified as a traffic violation. Accordingly, the car cannot drive to the traffic police department under its own power. To resolve this issue, you must contact the nearest department of internal affairs and request a certificate confirming the fact of loss of documents. Such a certificate is drawn up in free form and allows for trouble-free delivery of the vehicle to the traffic police for verification of VIN numbers. The car is transported to its destination by tow truck.
Important! Operating a vehicle without a registration certificate is prohibited by law. To deliver the car to the traffic police for verification of VIN numbers, you must first obtain a certificate of missing documents.
Where and how can I restore the certificate?
Re-issuance of documents is carried out by the State Traffic Inspectorate. To resolve this issue, it is enough to contact the nearest traffic police department . To speed up the whole process somewhat, you can pre-register through your personal account on the government services website - https://www.gosuslugi.ru. After authorization, simply enter “Renewal of motor vehicle registration” in the search bar. Then, by clicking on the “get a service” link, the most optimal time to visit the traffic police is selected.
After submitting the application, you must visit the traffic police department within the specified time frame. The immediate procedure for submitting an application and receiving a new document will take a minimum of time. Most often the issue is resolved within an hour.
What documents may be required for restoration?
To restore documents, you must first contact the registration department of the State Traffic Inspectorate. When drawing up an application, it is very important to note the fact that the vehicle’s registration certificate has been lost under unclear circumstances. If you mention the theft, you will have to get a certificate from the internal affairs department. In addition, until the criminal case is closed, a new vehicle registration certificate is not issued.
A sample application can be viewed in advance on the traffic police website - https://www.gibdd.ru. If you fill it out in advance, this will increase the speed of resolving the issue. The required package of documents looks like this:
- identification document;
- vehicle passport;
- check for payment of state duty;
- vehicle purchase agreement;
- statement;
- insurance policy.
After paying the state fee, you should fill out a new form where the driver asks to issue a duplicate certificate. Then all that remains is to wait. is mentioned everywhere , but in practice such an issue can be resolved within half an hour . Ultimately, the driver is provided with a duplicate vehicle certificate containing all the necessary special marks.
Price issue
The question of how much the procedure for restoring documents for a car costs is of interest to all car owners who are in such a situation.
If previously the issuance of a duplicate cost 300 rubles, then from January 1, 2015, for the provision of similar services, the relevant organizations charge a state fee of 850 rubles . This figure is relevant for all regions.
What to do if document restoration is refused?
Despite the relative simplicity of this procedure, cases arise in which the driver may be denied a certificate . The corresponding order of the Ministry of Internal Affairs dated November 24, 2008 N 1001 notes the main situations when a road service inspector resorts to the following measures:
- Effect of prohibition of registration.
- The collected package of documents contains inaccurate information about the vehicle.
- Absence of a stamp indicating payment of the recycling fee.
- The vehicle does not meet safety requirements.
- The documents provided are fake.
To avoid such a prohibition, it is necessary to carefully select the relevant documents. And provided that if the inspector refuses to issue a duplicate without explanation, the driver must request written confirmation of such actions. After this, you can make a complaint , in which you should note the main problems of the current situation and confirm everything with the attached documents. The complaint is made to the head of the given traffic police department.

What's the result?
Replacing the vehicle registration certificate is a mandatory procedure in case of loss of the relevant documents. The driver should refrain from operating the vehicle without this certificate, as this may result in an administrative fine.
What to do if you have lost the STS for your car?
STS (vehicle registration certificate) is one of the most important documents, which indicates basic data about the car: make/model, VIN code, engine size and traffic police registration number. It should always be with you when you drive, and confirms that this is the right car and that you are driving it legally.
The theft or loss of the vehicle requires temporarily stopping operation of the vehicle and obtaining a new certificate. The procedure is mandatory and has its own strict rules and recovery procedure.
If STS is not with you...
If you do not find a vehicle certificate, then try not to drive! This document must be with you while driving (clause 2.1.1 of the Russian Traffic Regulations), and if it is missing, any traffic police inspector can fine you 500 rubles, seize the car and send it by tow truck to the impound area until you receive a new document (Article 27.13 of the Code of the Russian Federation).
The problem here is that while you are restoring the lost certificate, the car will be at the impound lot, and for every day it is idle there you will have to pay, and this is a sensitive amount.
Therefore, if you find that the STS is missing, do not get behind the wheel, but immediately start restoring the document, especially since the procedure is quite quick and low-cost, does not require you to confirm ownership and special notes, as well as present the car to the traffic police for inspection.
Recovery procedure
It’s worth noting right away that the loss and theft of STS are two different things. In the first case, you just need to write an application to the traffic police and quickly receive a duplicate on the specified day.
In cases of theft, you will have to file a statement with the police, on the basis of which the criminal investigation department must open a case on the fact of theft, carry out the necessary investigative measures and maintain a certain period of time according to the law. Only after the case is closed, you will be able to obtain a certificate for the traffic police and begin the restoration procedure, which will require at least 30 days. You will not be able to use the car during this period. Therefore, experts advise specifying the loss of a document as the reason for applying, so as not to waste time.
In the legislation of the Russian Federation there is no separate regulation for the restoration of STS - the procedure is regulated by Orders of the Ministry of Internal Affairs of the Russian Federation No. 605 and No. 1001, on the basis of which only the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia is responsible for issuing a new certificate for a vehicle.
You should contact any traffic police department with an application, agree on a date for the visit, and provide a package of documents, on the basis of which they will issue you a new document.
- Application for the issuance of a new STS;
- citizen's passport;
- vehicle passport;
- MTPL insurance policy;
- receipt of payment of state duty.
Important point! Replacing a vehicle certificate does not require that you present the vehicle itself to the inspection site of the State Traffic Inspectorate. However, in practice, inspectors often require it to be delivered in order to check the VIN code and engine and body numbers. Don’t forget: you are not allowed to drive, so the car can only be delivered by a tow truck!
Registration through the portal "State Services"
If you want to save time and money, you can issue the STS remotely using the State Services portal. You should:
- log into the site using your account;
- select “Service Catalog” - “Transport...”:
- go to “Vehicle registration” - “Change data”:
- fill out the application form and send it to the traffic police;
- agree on date and time;
- go to the payment form and pay for the service.
Important! To get a new document, you will still have to come to the traffic police department in person with the documents, and, if necessary, also deliver the car to the site to check the license plates.
Payment for the service
For the issuance of a new STS you must pay 500 rubles (in any region of the Russian Federation). However, the number of the new certificate must be entered into the PTS, and for these changes the additional fee will be another 350 rubles. That is, the total cost of the service should be 850 rubles. When paying the state fee through the State Services portal, you will be given a 30% discount, that is, in total you will pay 595 rubles.
At the same time, State Traffic Inspectorate employees do not have the right to demand any additional payments from you - for example, payment of fines, etc.
Refusal to issue
Yes, this is possible in a number of specific situations listed in the legislation. You will be denied if:
- factual errors or inaccurate data will be found in the application;
- documents are forged;
- the car is under arrest and has registration restrictions;
- the machine violates safety requirements (emergency condition);
- The vehicle title does not contain a note indicating payment of the recycling fee.
To avoid refusal, carefully consider the collection and execution of documents, as well as the condition of the car before contacting the traffic police with an application.
Until you receive a new document in your hands, you cannot drive - violation of this requirement leads to serious fines and the seizure of the car, with subsequent serious costs for paying for the impound area. Therefore, it is better to start restoring documents right away!
I lost my STS (registration certificate) - how to restore it?
The registration certificate (STS, SoRTS, technical passport) of the car is the only registration document. Losing your STS is always undesirable, and driving without it is prohibited, as it confirms the registration of the car. But what to do if you still lost the STS and how to restore it?
By the way, calling a vehicle registration certificate a technical passport is fundamentally incorrect. This is not a technical passport, and the STS has nothing to do with the passport at all.
How to restore a car's registration certificate?
The procedure for restoring STS is actually simple. This is done through an application to the MREO - the traffic police department that carries out registration activities. You can restore a lost STS at any MREO at the place of residence, and not just at the place of registration (registration in the old way), and it is illegal to refuse to restore the certificate only on the basis that you did not apply according to registration.
How much does it cost to restore a lost STS?
There is no penalty for the very fact of losing a car registration certificate (as well as for a lost license, MTPL policy, PTS and similar documents). And you will only have to pay for restoration - more precisely, the issuance of a new certificate in the form of two state fees.
As of today, December 6, 2019, the cost of state fees for the issuance of a new SoRTS is 850 rubles: 500 rubles for the issuance of a new STS and 350 rubles for making a note in the PTS about changing the STS, and when submitting an application through the State Services portal (the submission procedure is below step by step instructions) and payment directly through the service are given a 30% discount.
The procedure for restoring STS step by step
So, if you have lost your STS, then to restore the lost certificate you need an application and a small number of documents. It can only be restored by the owner of the car - the one who was indicated in the lost STS. Let's talk about everything in order!
The procedure for restoring STS by contacting the traffic police
1. First of all, you must pay state fees of 500 and 350 rubles and do not forget or lose the payment receipt. Despite the fact that if you have lost your registration certificate, you can restore it in any city or region, you must pay state fees in the region of the Russian Federation where you will restore the STS.
2. Next, you need to collect the following package of documents into one folder or file:
- passport of the car owner;
- 2 receipts for payment of state duty;
- PTS of the car.
3. With these three documents we come to the traffic police department of our choice. You can find a list of all traffic police departments on the official website of the service; to do this, first select your region, and then in the “Contacts” menu, click on the “Registration departments” submenu.
4. We write an application (application forms and samples to fill out are available in any branch) for the restoration of the registration certificate. Meanwhile, the application form is free, so you can write the application in advance from home, you just need to provide all the necessary data.
5 . After some time, we come to receive a duplicate of the new registration certificate.
The procedure for restoring STS through State Services
Through the State Services portal, you can submit an application to restore your title without leaving your home, including paying the state fee.
1. Log in to the State Services website - https://gosuslugi.ru and log into your account
2. Next, from the main page, you need to hover your mouse over the “Service Catalog” menu item and select “Transport and Driving” from the drop-down menu.
6. Select “Get a service” and go through the steps of receiving it step by step (or immediately follow the direct link directly to the application form).
Please note that the list of state fees is indicated, so to speak, “for all cases”; you will only need to pay for making changes to the PTS and issuing a new STS. Prices are already discounted.
Do I need to show the car for inspection to restore the STS?
No, to obtain a new registration certificate if you have lost your old one, you do not need to submit your car for inspection to the traffic police. If traffic police officers require this, then they are doing it illegally (clause 57 of the Administrative Regulations introduced by Order No. 605):
57. Changes in vehicle registration data related to the issuance of registration certificates, vehicle passports, vehicle registration plates, replacing lost ones, unsuitable for use, not meeting the requirements of the legislation of the Russian Federation or duly approved samples, or the validity period of which has expired, and also when replacing registration plates, due to their preservation, are carried out without inspecting the vehicle .
In addition, sometimes in practice, for some reason, they try to demand the following documents when restoring SoRTS due to loss:
The owner of the car also has no obligation to provide these documents. And, if this is required by an MREO employee, then you should receive a written refusal. If the application is not even accepted without these documents, then feel free to film it. If, nevertheless, you are refused, then to restore the STS you will have to go to court.
When restoring the STS, can the traffic police demand payment of fines?
It is also unlawful to condition the issuance of a new certificate to replace the lost one only on the payment of all traffic fines. There is no such condition for issuing STS in any regulatory act of Russia.
In addition, there is an official Directive of the Department of Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation dated April 20, 2009 No. 13/5-77 “ On the inadmissibility of the requirement to pay fines ”:
. The Department of Traffic Safety of the Ministry of Internal Affairs of Russia prepared and sent to the localities an instruction dated April 20, 2009 No. 13/5-77, which ordered the Chief State Road Safety Inspectors for the constituent entities of the Russian Federation to take measures to exclude facts of unreasonable demand by State Traffic Inspectorate employees when performing legally significant actions of documents, not provided for by regulatory legal acts, and for each fact of appeal from citizens and organizations related to the unreasonable request for these documents, conduct appropriate internal checks with the adoption of disciplinary measures against those responsible.
What is the fine for driving without a vehicle if you lose it, and is evacuation provided?
The fine for driving a car without a registration certificate is provided for in Part 1 of Article 12.3 of the Administrative Code and is 500 rubles. In rare cases, you can get away with a warning.
1. Driving a vehicle by a driver who does not have registration documents for the vehicle, and in established cases, documents provided for by the customs legislation of the Customs Union, with marks from customs authorities confirming the temporary import of the vehicle, entails a warning or the imposition of an administrative fine in the amount of five hundred rubles .
But a fine is not all that driving without a certificate can entail. The car may be taken to the impound lot. This is prescribed by Article 27.13. But in order to pick up your car from the impound lot, you do not have to wait until they issue you a new certificate. You just need to get permission for this as usual (they must give it without an STS, because you can take the car away with a tow truck), after which you simply come to the impound lot and pick up your car.
How to restore a vehicle registration certificate if lost
If a person has lost his STS, he is obliged to make a new document, since it is prohibited to drive a car without it. But what does the procedure for restoring a lost certificate look like? Do I need to pay a fine? And what happens if you drive around the city without this document? These issues will be discussed below.
Restoration of STS
A vehicle registration certificate (STS or the old “technical passport”) is a document that confirms the fact that the car is registered and the driver is driving the car legally. If this document is lost, it must be urgently restored, since driving without a registration certificate is considered an administrative offense.
To restore, you must collect a package of documents, pay the state fee and contact the traffic police. You can also restore this paper using the State Services portal.
Payment of state duty
Restoring a registration certificate is a paid procedure, and the applicant will need to pay two state fees:
- For the production and issuance of a new registration certificate - 500 rubles.
- For entering information about the issuance of STS in the vehicle passport, as well as the special traffic police register - 350 rubles.
The total cost of the procedure will be 500+350=850 rubles.
Payment receipts should be attached to the main package of documents. Please note that in case of restoration through the gosuslugi.ru portal there is a 30% discount (that is, the person in this case will have to pay 595 rubles).
List of required documents
To restore the STS, the driver to whom the car is registered must collect the following documents:
- Personal passport. Please note that the passport must belong to the owner of the lost certificate.
- Vehicle Passport (PVC). This document contains technical information about the machine: manufacturer, component numbers, color, year of manufacture, etc., as well as information about the owner.
- A document certifying ownership of a vehicle - a purchase and sale or donation agreement, an extract from the transfer deed, and so on.
- Receipts for payment of state duties - 2 pcs. (for restoration and for entering data into the registry).
- OSAGO insurance policy.
- If it is not the owner himself, but his representative, who applies for restoration of the vehicle, then an additional power of attorney certified in accordance with the procedure established by law will be required.
In the case of a personal appeal, you will need to write a statement in which you should briefly outline your request (“I ask you to issue a new vehicle registration certificate to replace the lost one...”). The application must also include the following information: information about the car (make, model, state number), brief information about how the document was lost or misplaced, the applicant’s full name and address, and so on. The application should be written to the head of the territorial traffic police department.
Please note that in practice, when submitting documents, the inspector may require some other documents - military ID, driver's license, receipts for payment of fines, and so on. However, he has no right to check these documents, which you must inform him about. If after this the policeman still does not want to accept the documents, then in this case it is necessary to demand a written refusal from him - with this paper you can go to court. If the traffic police officer does not want to write a refusal, then his actions can be recorded on video - this recording can also be used when going to court.
Recovery procedure
Let's consider the procedure for restoring STS. This can be done by visiting the registration department of the traffic police or using the State Services portal.
Recovery procedure through the traffic police:
- You take all the necessary documents (personal passport, PTS, receipts for payment of state fees and an application) and visit any traffic police department that deals with registration activities. In most cases, you can pay the state fee directly at the station.
- You hand over the documents to the traffic police inspector, who enters information about the loss into a special register and places an order for the production of a new certificate. Please note that the inspector may refuse to accept documents if the car is wanted, the vehicle has been illegally sold, or the applicant has not collected all the documents.
- Traffic police officers usually issue a new certificate on the day of application. If for some reason additional checks are required, the process may take up to 30 days from the date of filing the application for restoration.
- Open the State Services portal or follow the direct link https://www.gosuslugi.ru/
- Log in to the site
- On the main page, select “Services” and “Transport and Driving”
- In the window that opens, select “Vehicle registration”
- Select the second item “Loss of documents or changes in vehicle data”
- Select the first item “Receiving STS, PTS or registration plates to replace lost or unusable ones”
- Select “Electronic service” and click the “Get service” button
- Fill in your details, attach all the necessary documents and submit them. Please note that here you can also pay the state fee using a credit card or e-wallet
Do I need to present the car to the traffic police for inspection?
No, to obtain a new registration certificate, you do not need to present the car for inspection to the traffic police department. If you contacted the traffic police and the inspector nevertheless demanded to show the car, then in this case you can refer to paragraph 57 of Judicial Decree No. 605, which directly indicates that a new certificate is issued without providing a vehicle.
Do I need to pay a fine for the loss of STS?
No, you do not need to pay a fine to restore your registration certificate. If the inspector demands to pay a fine, then this act can be regarded as extortion of a bribe. If you are faced with such a situation, then you can refer to Instruction of the Ministry of Internal Affairs No. 13/5-77, as well as Articles 290 and 291 of the Criminal Code of the Russian Federation. However, remember that in order to restore the document, you are in any case required to pay two state fees, but they are not penalties for the loss of the STS.
Is it possible to drive without STS?
Traffic rules prohibit driving a car without a registration certificate. If the inspector finds that the driver does not have this document with him while driving, then in this case he will issue a warning or fine the driver 500 rubles under Part 1 of Article 12.3 of the Administrative Code.
Also in accordance with Art. 27.13 of the Code of Administrative Offenses, a traffic police officer can seize a vehicle - the car will be moved with the help of a tow truck to the nearest specially designated guarded place (to a specialized parking lot). The vehicle is stored in a specialized parking lot until the reason for the detention is eliminated. At the same time, the driver must pay for the evacuation and location of the car at a specialized site (more than 24 hours).
You can return your car in the following ways:
- The driver pays a fine and waits for the issuance of a temporary or permanent STS. After that, he visits the site, shows the STS and the receipt for payment of the fine and leaves in a car.
- The driver pays a fine, hires a tow truck, which picks up the car from the penalty area (you cannot drive it without a document).
Conclusion
Let's summarize. You cannot drive a car without an STS, but you can restore the document through the State Traffic Safety Inspectorate or the State Services portal. A package of documents - passport, PTS and application. You also need to pay a fee (850 rubles). After the paper has been restored, there is no need to show the car to the inspector. There is no penalty for the restoration or loss of a document. Driving without a license is punishable by a fine and towing of the car.
How to restore a vehicle registration certificate
Each car owner is required to carry with him and, at the request of traffic police officers, present not only an MTPL insurance policy and his driver’s license (VL), but also an official registration document for the vehicle - namely, a registration certificate (STS).
For driving without STS, the car owner is liable in accordance with Part 1 of Art. 12.3. Code of Administrative Offenses – warning or fine of 500 rubles.
The legislative framework
In accordance with ab. 2 clause 40 of the registration rules approved by Order of the Ministry of Internal Affairs No. 1001 of November 24, 2008, a certificate corresponding to the model presented in Appendix 3 is issued for each registered vehicle.
The initial registration of a vehicle, changing registration information, replacing the license plate, PTS and registration certificate are carried out on the basis of the same Administrative Regulations approved by Order of the Ministry of Internal Affairs No. 605 of August 7, 2013 (hereinafter referred to as the Regulations).
How can I replace a certificate?
There are several ways to restore a vehicle registration certificate:
- personally pay a visit and submit the appropriate application for receiving the service, the name of which is indicated in clause 5 of the Regulations, to the nearest traffic police department;
- make an appointment through the Unified Portal of State Services (www.gosuslugi.ru) (hereinafter referred to as the Unified Portal);
- or use the electronic service on the Unified Portal.
Reference. Unfortunately, the specified public service is not provided at the MFC (clause 30.8 of the Regulations).
Request for address and telephone number of REO
If a citizen has lost the vehicle registration certificate, he can come to the nearest REO office, submit an application by filling it out in advance or on the spot, pay the state fee according to the details provided by the official, present the vehicle for inspection and, finally, receive the STS.
But first you need to find out the address. This is done through the traffic police website (gibdd.rf):
- click on the “Contacts” tab, then “Divisions of the State Traffic Inspectorate”;
- selecting the vehicle registration region from the drop-down list;
- checking the box next to the “Registration of vehicles and trailers” field;
- Clicking “Show divisions”.
How to make an appointment through the Unified Portal
Lost or unusable STS must be restored. This can be done through the Unified Portal in two ways, one of which is by making an appointment in advance.
Step-by-step instructions for restoring a vehicle registration certificate in this way:

It is important to know. The list of departments is generated automatically based on the applicant’s location data. You can change the location by clicking on the name of the locality in the upper right corner of the screen. You also don’t have to change the location, instead clicking “You can choose a unit yourself.”
- click “Select appointment time”;
- choosing a date from the calendar and a time not occupied by other applicants;
- clicking “Yes, I confirm”;
- reading the information message indicating successful registration;

- or by entering data yourself using the keyboard.
Attention. Some fields will be automatically filled in by the system (they are highlighted in gray) according to information from the user’s personal account of the Unified Portal. You cannot change this automatically entered data in the form itself - this can only be done from your personal account.
If a citizen has filled out as much information as possible about himself in his personal account, most of the fields in blocks 3 “Personal data”, 4 “Passport data”, 5 “Indicate residential address”, 9 “Description of vehicle”, 10 “Vehicle data” and 11 “Indicate the name of the registration document” will be filled in automatically (except for the fields marked “Optional” - you will have to fill them in yourself).
- in block 1 you need to select the type of vehicle (car, bus, trailer), in block 2 - who is submitting the application (the owner or his authorized representative);

- It is not necessary to indicate information about the MTPL insurance policy in block 12.
Further actions of the applicant after filling out the electronic application
In block 13, the citizen selects the traffic police department where the original documents will be submitted if the vehicle registration certificate is lost, as well as the desired date and time for the visit.
Then check the box next to the “I am familiar with the procedure...” and click the “Submit Application” button.
- the citizen will be automatically redirected to the “Notifications” tab of his personal account, where the status “Application in queue for dispatch” will be displayed;
- you need to wait a few minutes;
- then the status will change to “Application registered”;
- again you need to wait until the Ministry of Internal Affairs issues an invoice for payment of the duty;
- Next, a window will appear asking you to pay the state fee.
Interesting. If the vehicle registration certificate was lost, then its restoration when paying the fee through the Unified Portal will cost 595 rubles. Since a fee of 500 rubles is charged for issuing a new STS, and 350 rubles for making changes to the PTS. (amending the PTS when restoring the STS is mandatory). But when paying through the Unified Portal there is a 30% discount.
After payment, on the appointed date and time, you should appear at the traffic police, not forgetting your documents and arriving in a car for which you need to restore the certificate (you need to come by car for inspection - on the basis of paragraph 4, clause 40 of the Regulations).
You can restore the registration document for a car either in person at the REO, or by submitting an application through the Unified Portal. If you pay the fee not through the Unified Portal, you will have to pay the full cost.
