Fine for converting a car to gas
What is the fine for HBO without registration?
Maintaining a car is quite expensive. Therefore, many drivers are looking for various ways to save on this.
The most effective of them is reducing fuel costs. For this purpose, gas equipment is installed on the car.
Technically, gas equipment can be installed on any car. The cost of such fuel is approximately two times lower than gasoline.
Thus, the equipment pays for itself quite quickly. The effect is especially noticeable when the car is used daily in commercial activities.
It is worth considering in detail the process of registering gas equipment in the traffic police, and what the fine is for gas equipment on a car in 2019 that was installed in violation.
Registration of gas equipment in 2019
Re-equipment of vehicles is regulated by the following documents:
- Technical Regulations of the Customs Union On the safety of wheeled vehicles.
- Traffic rules of the Russian Federation.
In accordance with the regulations, when installing gas equipment, two checks will be applied:
- Preliminary, carried out before installing HBO. During the process, specialists determine the possibility of re-equipment depending on the machine, year of manufacture and changes that are planned. After approval, the car owner installs the equipment in a workshop of his own choosing. The service station must have a license to carry out this type of work. A copy of this document will be needed to register the HBO with the traffic police.
- After installation of the equipment, a second inspection is carried out by an automotive expert. The safety of the work performed is checked. Only after this procedure can you go to the traffic police and enter information about gas equipment into the documents for the car.
When choosing an organization that installs gas equipment, it is important to consider that without copies of certificates and licenses, it is impossible to legitimize gas equipment.
If, during an inspection, a traffic police inspector notices installed equipment without the appropriate documents, the vehicle will be placed in an impound lot, and the owner will be held administratively liable.
In some cases, verification is not necessary . This applies to the moment when the manufacturer provides for the installation of gas equipment on a car.
This means that the modification of this model, equipped with gas equipment, is done at the factory. Then no verification is required.

Advantages and disadvantages of gas cylinder equipment
The decision to install gas equipment on your car has a number of advantages:
- The cost of propane, methane and butane is almost half that of gasoline.
- Gas combustion products, like the gas itself, do not pollute the cylinder-piston group, unlike liquid fuel.
- The gas is almost completely burned in the engine.
- HBO is an environmentally friendly type of fuel.
The main disadvantages of this installation:
- High cost of refurbishment.
- The need for regular checks.
- The condensate from the gearbox must be constantly drained.
- Gas provides less power, especially in winter. Therefore, the engine has to be heated on gasoline in any case.
- The air filter should be changed much more often.
- The tangible weight of HBO is about 20-40 kilograms. In addition, the cylinder takes up a lot of space in the trunk.
But despite all these negative aspects, the conversion pays off in a short period of time.
Therefore, many car owners and managers of various transport companies switch to gas and save a significant amount of money.
At the same time, they must understand what fine they face for installing gas equipment on a car without permission.
In what cases can a fine be imposed?
If the car owner has decided to switch to gas, then this procedure should be carried out in accordance with the rules and changes made to the traffic rules from September 1, 2016.
Please note that the fine for installing gas equipment without registration is 500 rubles. Article 12.5 Part 1 of the Code of Administrative Offenses specifies cases when a fine may be imposed for HBO:
- The driver did not comply with the necessary requirements of existing rules for making changes to the design of a vehicle.
- The registration certificate and technical passport do not contain any notes about the installation of gas equipment.
- HBO does not meet specific requirements.
- There are no certificates and documents for gas equipment that certify the passage of regular inspections of gas equipment.
- The cylinder surface numbers differ from the certificate numbers on the LPG and in the car's title.
It is better to install gas equipment in accordance with the requirements . Otherwise, you can carefully find out what the fine is for HBO without registration.
There is no need to install gas equipment yourself . Since a document from the organization that performed this work and a certificate for the system are required.
In addition, the law provides for fines for unauthorized connection of gas equipment.
From June 1, 2016, throughout the Customs Union, traffic police inspectors have the right to fine drivers for unauthorized installation of gas equipment.
The main purpose of punishment is to prevent negative consequences. If this issue is not controlled by anyone, then complete chaos will ensue.
Unauthorized installation of gas equipment endangers not only other motorists, but also everyone who is near such a car. The fine has not changed and is 500 rubles.
For a primary violation, liability is provided - a fine of 500 rubles. In this case, within 10 days the necessary documents regarding changes in the design of the car must be completed.
The repeated fine is replaced by a Decree banning the operation of the car, and the driver faces arrest for 15 days.
Every car owner must draw the conclusion that despite the fact that the fine for unregistered gas equipment is not very large, it is necessary to arrange the installation in accordance with the rules. Repeated violations will result in more serious penalties.
Conversion procedure
To avoid fines for unregistered gas equipment, you must follow the established procedure:
- Obtain permission from the traffic police.
- Conduct a preliminary technical examination.
- Install HBO.
- Register changes in documents.
- Pass a technical inspection due to changes in the design of the car.
- Register HBO with the traffic police.
- In the future, check the installed gas equipment once every six months.
By following the above points, you can not worry about the safety of the vehicle and avoid fines for unauthorized conversion.
List of required documents
To register an HBO you need to collect the following package of documents:
For preliminary technical examination:
- An application signed by the traffic police on both sides, as well as a copy thereof.
- Vehicle passport, original and copy.
- Vehicle registration certificate.
- Documents that confirm ownership of the car.
- Personal information about the owner.
To make changes to the technical documentation after installing the LPG, you must additionally provide:
- Application for testing laboratory.
- Certified copies of certificates for installed gas equipment.
- A copy of the certificate of the organization that carried out the work with decoding service codes.
- Diagnostic card.
- Application - a declaration of the work done, drawn up by the company that carried out the re-equipment.
- Photos of the car before and after the work.
- A receipt for payment for vehicle examination services and execution of a Technical Examination Report after changes have been made to the design of the vehicle.
Thus, gas equipment should be installed in accordance with the rules . This will make it possible to avoid fines.
Initially, two examinations need to be carried out, then the necessary work to install the structure. After the work has been completed, register the fact of changes and undergo a technical inspection.
In the future, for safety, carry out regular checks of the state of the gas equipment and document this. Violation of the requirements will result in a fine of 500 rubles.
It is important to understand that installing gas equipment yourself can lead not only to fines, but also endanger others.
Registration of gas equipment (gas equipment) on a car with the traffic police in 2019
Installing a gas system on your car is a good way to save on fuel. However, do not forget that the installation of gas equipment is considered a change in the design of the car, which must be registered with the traffic police.
You will learn in detail about the process of registering gas equipment with the State Traffic Safety Inspectorate, the amount of state duties and responsibility for neglecting the registration rules from the material below.
Has the registration of HBO for cars with the traffic police been postponed until 2019?
The answer to the question of whether LPG registration is required with the traffic police in 2019 depends on the modification of the car. If its model involves the installation of a gas installation, and this is reflected in the car’s documents, then you do not need to obtain permission for installation.
As for whether registration of gas equipment is necessary for a car in Russia on which gas equipment was installed before 2015 (before the technical regulation of the Customs Union No. 018/2011 came into force), then registration is not necessary if the installation was carried out in accordance with legal norms , and there are documents confirming this.
Clarifications on registering gas equipment with the traffic police
If the vehicle title does not indicate the possibility of installing LPG, registration is required. According to traffic regulations, driving a car with installed gas equipment, for which permission has not been obtained from the traffic police, is prohibited.
Changes have been made to the design of the vehicle without permission from the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.
The owner of the car is obliged to change the registration data on the car after installing the LPG within 10 days.
Owners of vehicles. are obliged to register them in the prescribed manner or change the registration data during the validity period of the TRANSIT registration plate or within 10 days after the acquisition, customs clearance, deregistration of vehicles, replacement of license plate units or the occurrence of other circumstances that required changing the registration data.
Fine for unregistered gas equipment (GBO) in 2019
Prices for gasoline and diesel fuel are constantly rising, which leads drivers to think about installing LPG. It is important to understand that installation of equipment cannot be carried out without interaction with the traffic police. Unauthorized installation can lead to unpleasant consequences. The article discusses all the punishments that can be imposed on a driver driving a car with an unregistered LPG, and also provides brief instructions on how to legally convert a car to use gas.
What is HBO
LPG is gas-cylinder equipment, thanks to the installation of which the car runs on conventional liquid fuel or methane, propane-butane, etc. The main principle of its operation is the ability to switch the method of “powering” the engine.
Gas equipment is divided into two types:
injection - installed on cars of the same name. Gas enters the engine of such a car under pressure;
ejector – mounted on carburetor cars. In this case, the fuel is sucked into the carburetor.
Modern equipment models differ from each other by country of origin, generation and configuration, but perform the same function.
Penalty for installing HBO
The most common penalty for unregistered gas is the imposition of an administrative penalty. It also applies in the following cases:
the gas was not registered in the prescribed manner with the traffic police;
the registration certificate and PTS do not contain information about the installed gas equipment;
gas equipment does not have documents confirming safety testing;
HBO does not comply with current standards;
the equipment was installed without following the accepted rules for its installation;
the number on the surface of the cylinder differs from the numbers indicated in the PTS and the certificate for the installed gas equipment.
Despite this, a driver driving a car with an unregistered gas equipment may be subject to administrative arrest. His car will be impounded.
When drawing up a protocol, the inspector issues an order to the driver, according to which he must eliminate the cause of the violation (register the gas equipment properly, undergo a technical inspection) within 10 days. If this requirement has not been met, then when stopped again by a traffic police officer, the motorist will be held accountable under Art. 19.3 Code of Administrative Offenses of the Russian Federation. It involves arresting the offender for 15 days and towing the car to an impound lot.
Driving a car with an unregistered LPG, in addition to a fine for gas, risks being denied the sale of fuel. The traffic police instructs gas station employees to check that drivers have documents confirming the legal installation of equipment before leaving. If they are absent, refueling may be refused.
Procedure for registration and installation of HBO
Registration of gas equipment is a rather labor-intensive process. It will not be possible to install and then register the HBO on your own. The law specifies that certified organizations must be involved in converting cars to run on gas.
The installed system must also have documents confirming its quality and safety. In this regard, it is recommended to begin the installation process of gas equipment with the selection of a suitable organization. It is recommended to give preference to reputable companies that have the necessary certificates.
In each region of Russia there are several organizations that have long been involved in converting cars for LPG. It is recommended to contact such companies, despite the somewhat inflated prices compared to “young” competitors.
After a company that will install gas equipment has been found, you need to proceed according to the following algorithm.
Obtain a certificate from the selected organization confirming the possibility of installing gas equipment.
Submit an application to the traffic police with a request to install gas equipment (employees can conduct an additional inspection of the car) and obtain permission to carry out the conversion.
With an application containing a permit from the traffic police, you need to go to the selected company and select an LPG kit for installation on your car.
After this, the organization’s employees will install the equipment and provide the owner of the machine with the relevant documents. He, in turn, must ensure that the organization issues a complete package: a passport for the cylinder, a service agreement, certificates for equipment, certificates F-2a and F-2b.
Next, the organization inspects the converted vehicle and issues a conclusion stating that the gas equipment was installed according to existing standards, the vehicle is not dangerous during operation, and changes have been made to the design of the vehicle.
With the received documents, you must go to a regular service station to have your car inspected.
At the end of the procedure, you must contact the traffic police, provide the necessary documents, pay the state fee and receive a PTS and STS with notes that the car has been converted to use gas.
Large companies involved in the installation of gas equipment can offer their clients a turnkey service. It involves the preparation of all necessary documents by a company employee. The average cost of re-equipping a car in Russia is about 40,000 rubles.
Advantages and disadvantages of using HBO
Converting a car to gas has a number of advantages:
the cost of gas is lower than the price of gasoline or diesel fuel;
gas, unlike petroleum products, does not pollute the cylinder-piston system of the car;
The gas burns completely in the car engine and is an environmentally friendly fuel.
HBO also has disadvantages, which include:
obligation to undergo technical inspection every six months;
high cost of installing gas equipment;
the need to change the air filter relatively frequently;
the need to regularly drain condensate that accumulates in the gearbox.
In addition, in the cold season, you can feel the difference in power provided by one or another fuel. In winter, you will still have to fill up with gasoline to warm up the car. It is also necessary to take into account that the equipment weighs about 20-40 kg and takes up a lot of space. In addition, a faint but characteristic smell of gas will be felt in the cabin.
Despite the fact that the use of HBO is associated with some inconveniences, its installation is popular. The equipment pays for itself in a short period of time and allows you to save significant amounts on gas stations during constant use of the vehicle. If the machine is rarely used, then installing LPG will not bring the expected results.
In custody
Gas equipment allows you to save significant amounts at gas stations. This is especially true for transportation companies, as well as for citizens who use a personal car every day. The fact of installation must be registered with the traffic police, changes must be made to the PTS and STS. Failure to comply with these conditions may result in a fine of 500 rubles being imposed on the owner. Stopping a vehicle with an illegally installed gas system again may result in the arrest of the driver and towing of the vehicle.
Fines for HBO in 2019
Installing LPG in a car can significantly reduce a motorist’s fuel costs. Therefore, recently there are more and more people who want to remake their car. But not everyone knows that driving with an unregistered gas equipment entails administrative penalties. Fines are also provided for in some cases of improper operation of a car.
Why do they install HBO on a car?
The cheap price of gas is not the only reason why car enthusiasts decide to convert their car. There are other advantages:
- The engine runs smoother than on gasoline, which means its operation can last longer.
- There is no need to refuel the car frequently.
- From an environmental point of view, LPG causes less harm than the use of gasoline, which means it can be used in European countries.
Installing and registering an LPG in a car can be a very profitable economic investment if everything is done according to the law. Otherwise, you may receive a fine.
Why is the owner of a car with gas equipment fined?
A fine for unregistered gas equipment, that is, for failure to comply with the requirements for making changes, has been the most common punishment for car owners since 2016, although there are other reasons. Among other things, the traffic police officer may pay attention to the following points:
- There is no mark in the PTS that the car was modernized by installing an LPG.
- The equipment itself does not meet any requirements.
- The car owner does not have certificates confirming correct installation and regular maintenance. The problem has become very common lately, as car owners mistakenly believe that providing them during LPG registration is enough, and then simply lose the documents.
- The number on the LPG cylinder does not match the number on the car's title or certificate.
All of the listed violations, as well as unregistered gas equipment on a car, are equated to Article 12.5 Part 1 of the Administrative Code, which prohibits driving a vehicle in the presence of malfunctions or conditions due to which the operation of the vehicle is prohibited. In the official list of faults, unauthorized, unregistered or partially registered installation of gas equipment is covered by clause 7.18 - “Changes have been made to the design of the vehicle without the permission of the traffic police or other bodies determined by the Government of the Russian Federation.” In accordance with this, a fine is most often imposed and an order to eliminate malfunctions is created.
In some cases, when a violation is detected repeatedly, Article 19.3 of the Code of Administrative Offenses of the Russian Federation “Disobedience to a lawful order of a police officer” is applied. As a punishment, a fine in the amount of 500 to 1000 rubles or administrative arrest may also be imposed.
How often do you need to undergo maintenance if HBO is installed on your car?
As mentioned above, punishment for HBO without registration is not the only option. You can also receive a fine if you skip the technical inspection of the equipment. From 2019, it must be carried out once a year, starting from the moment the car is registered. The choice of where to undergo the inspection is up to the car owner. The total service life of the equipment should not exceed ten years, after which it must be dismantled and replaced. Refusal to undergo maintenance is equivalent to driving a vehicle with an unregistered gas equipment.
Gas cylinders are also subject to regular inspection:
- on propane-butane - once every 2 years;
- on methane - once every 5 years.
When undergoing technical inspection of a car with LPG starting from 2019, you will have to provide a passport for the cylinders.
What is the fine for HBO without registration?
If violations are detected for the first time, the driver is punished with a fine of 500 rubles, and if violations are detected again - with arrest for up to 15 days and a ban on operating a car with LPG. Moreover, the car is taken to the impound lot.
As for legal entities, there are two sides. An official who drove a car with an unregistered gas equipment receives punishment in the same way as an individual. An additional fine ranging from 5 to 100 thousand rubles is issued to the organization on whose balance sheet the car is listed. Plus, an order is issued to eliminate the violation. This can be done by dismantling the gas equipment from the car or completing the registration procedure in accordance with the requirements.
How to avoid fines and other punishments
To ensure that punishment for unregistered gas equipment or other equipment-related violations does not overshadow the life of the car owner, care must be taken to ensure that the documents are completed correctly.
Following all procedures step by step will avoid problems in the future. What should those who bought a car with an unregistered gas system do? You will still have to obtain permission to install from the inspectorate. This often requires dismantling the gas cylinder system. Employees of the Power-Gas service will provide assistance in registering gas equipment with the traffic police.
Peculiarities of applying penalties for installing gas equipment
If for some reason the LPG is not fully installed on the car and it cannot be used, you do not need to go through the registration procedure. There is no punishment for this. At the same time, if the gas-cylinder device is completely ready for use, the owner is obliged to register changes in the design with the traffic police. It does not matter whether the installation is used for its intended purpose.
What happens if you don’t pay a fine for HBO?
In any case, the result of the punishment will be very unpleasant, so it is better to carry out the procedure for registering LPG on a car according to the law.
What is needed to register a car with HBO
To officially register a car, you need to follow a number of simple steps:
- Obtain permission to install gas equipment from the nearest MREO traffic police department.
- Contact Power-Gas to remodel your vehicle.
- Go through a car safety check at the traffic police department, presenting documents for car registration there.
Contact us for help in registering a car and penalties in the form of a fine for unregistered gas equipment will no longer be a problem.
What will be the fine for HBO without documents on a converted car?
A vehicle owner planning to install gas equipment will find in the article information about legal requirements, documentation, the cost of conversion and much more.
If gas equipment has already been installed - how to legalize the equipment, what sanctions are provided for violating the registration rules.
Converting a car to LPG
The initial installation of equipment for the use of gas motor fuel requires a preliminary examination confirming the possibility of making changes to the design of the vehicle, and approval from the traffic police. Then the actual installation of the gas system in a specialized service. After installing the gas equipment, another examination is needed to determine the equipment’s compliance with regulatory documents and an unscheduled technical inspection. With a ready set of documents, go to the traffic police for registration.
REFERENCE: In many countries, gas equipment is installed in transport, but not only for the purpose of saving. In Iran (problems with oil refining), about 4 million cars run on gas, 1.8 million in India, almost 1 million in Italy. China is trying to solve environmental problems with the massive production of gas-powered cars (more than 4 million). There are about 2 million cars with LPG in Russia.
Procedure
Before going to the traffic police, you should clarify information about the presence of a special department for registering gas equipment (not available everywhere) and opening hours.
To speed up the process without standing in lines, it is better to submit an application on the government services , besides, the amount of state duty for online payment is 30% lower and there is no commission.
Schematically, the registration process looks like this: 1 examination - traffic police - installation of gas equipment - technical inspection - 2 examination - traffic police.
It is important to collect all the required documents, the results of which will be used to register the conversion of the car to gas fuel. You will also need to take and print a photo of the car after installing the equipment (see below).
Registration of gas equipment: stages and list of documents
In order to properly register an LPG, it is necessary to go through several stages of approving the re-equipment of a car, collect a complete package of documentation and present it to the traffic police.
Step-by-step instructions for completing the HBO registration procedure
Step 1. Obtaining a preliminary technical examination report (1-2 days after payment).
You need to contact a laboratory, testing center or organization that is accredited to conduct vehicle examinations. Photocopies of the STS, PTS, and passport are attached to the application for the examination (for the owner’s representative - a power of attorney and a copy of the passport).
If gas equipment is already installed, it must be dismantled (visible parts) before inspection. Some centers do not require you to present the car for inspection, but may request a photo showing the intended location of the LPG installation.
The document issued as a result of the inspection provides a conclusion on the admissibility of making changes to the design of the car.
Step 2. Obtaining permission from the traffic police for conversion (on the day of application).
An application to change the design of a vehicle is submitted to the MOTOTRER department (the same documents + the conclusion of the 1st examination), the car is presented for inspection.
Result: the inspector puts an authorization mark with a signature and seal on the application submitted upon application.
Step 3. Installation of HBO (1-2 days).
Contact a service that has certificates for performing work on installation of gas equipment, as well as for installed components and parts of gas equipment (without certificates you will not pass Step 4).
Upon completion of installation of the system, 2 certificates are issued (forms 2a and 2b), a declaration of work performed, copies of the above certificates certified by seal and signature, a passport for the gas cylinder (pay attention to the date of the next inspection - it must be 2 years).
Step 4. Passing an extraordinary technical inspection of the car (on the day of application).
Result: receiving a diagnostic card. The type of fuel is added to the map, and the curb weight increases by the weight of the LPG with a full cylinder. In the “Special Notes” section it is written that gas equipment is installed.
Step 5. Receive the protocol of the second examination (up to 2 days).
Contact the same expert organization. All the above documents (Steps 1 - 4), forms for conducting gas equipment tests are attached to the application. You also need to provide several photos: general view of the car, VIN number, installed components and parts (engine compartment, cylinder mount, cylinder data plate, filling device).
Upon completion of the examination, protocol on the results of the vehicle conversion.
Step 6. Registration of the installation of gas equipment on the vehicle with the traffic police (from 1 day to 2 weeks).
The application is submitted to the same MREO (Step 2) no later than 10 days after installation of the equipment. The car is presented for inspection. All documents specified in Steps 1 - 5, as well as receipts for payment of state duty, must be presented.
Result: Certificate of compliance of the vehicle design with the established requirements; a corresponding entry is made in the STS and PTS.
Legalization of HBO on cars
To register equipment installed after 2015, the above-described registration procedure is supplemented by one more point - the gas equipment is first dismantled, but not completely, but only the visible parts (cylinder and fasteners, components under the hood).
Further, as indicated in the step-by-step instructions from Step 1 to Step 6, only at stage 3 is the previously installed used LPG kit installed.
If the gas cylinder was manufactured after 01/01/2015 and there are all documents for gas equipment, then the dismantled parts can continue to be used. If the cylinder has an invalid passport, you need to buy a new cylinder with a standard passport.
Price for registration
The cost of gas equipment and car service installation services depends on the car (4 or 8 cylinders, truck or sedan, etc.), installed elements and parts (different manufacturers, different quality), additional work (covering the cylinder with carpet, large gas cylinder, etc.) , so the prices are different - from 20,000 rubles. and higher.
Additional costs are associated with the registration of the installed gas cylinder system, including: costs for examinations, technical inspection, and state duty.
Many car services specializing in gas installation provide services for preparing the documentation necessary for registering gas equipment (if necessary, they will also dismantle and install the equipment before and after the inspection of the machine). In Moscow, the cost of a set of documents averages 5-6 thousand rubles. (excluding state duty).
The amount of state duty paid is established by Article 333.33 of the Tax Code of the Russian Federation:
- 800 rub. — issuance of a certificate of conformity;
- 350 rub. — making changes to the PTS;
- 500 rub. - for STS.
When paying fees at payment terminals or at bank branches, a commission of 50 to 150 rubles is charged. When paying online by card or from your phone balance on the government services portal, you can save up to 500 rubles, since there is a 30% discount on the state fee.
In what cases is it prohibited to install gas equipment?
The use of gas engine fuel reduces vehicle operating costs by up to 50%, and the amount of oxygen-poisoning harmful substances in exhaust gases is reduced by 2-3 times.
However, it is prohibited to install gas equipment on some vehicles, including vehicles for transporting money (collection) and valuable cargo, tank trucks for transporting petroleum products (clause 1.15.16 and clause 1.18.1 of TR CU 018/2011).
Inspection of a car with gas equipment
Vehicles equipped with LPG must undergo regular inspections and tests. The supporting document is the corresponding certificate issued by an authorized service organization, including one that installed the LPG kit.
The frequency of LPG maintenance is regulated by the installer, usually every 7 - 15 thousand kilometers.
Cars with gas equipment from the factory
The Russian automobile industry is not yet rich in models with factory installed gas equipment. One of these first signs was the LADA Vesta launched into mass production with two types of fuel (gas and gasoline).
In August 2015, the LADA Largus bi-fuel station wagon powered by compressed natural gas, aimed at commercial passenger transportation, was presented.
New models of special equipment (garbage truck, tow truck, repair shop) based on GAZon and GAZelle NEXT CNG from the GAZ group run on methane.
New products with factory-installed Italian gas equipment include the Chevrolet Lacetti and Renault Logan.
The Isuzu NPR82/CNG ELF gas truck (power 130 hp), which has passed certification, will be officially sold in the Russian Federation.
Fine for HBO without documents
When operating a car with gas equipment, you must have with you and present, at the request of authorized officials, the necessary documents confirming the legality of the installation of gas equipment.
In the absence of such documents, operation of the vehicle is prohibited; for this violation, an administrative fine of 500 rubles is established. (Article 12.5 of the Code of Administrative Offenses of the Russian Federation).
Article 12.5 of the Code applies in the following cases:
- changes have been made to the design of the car without the permission of the traffic police;
- The marking data on the gas cylinder does not correspond to the information specified in the technical passport;
- the gas system inspection date is missing or expired.
If the offense is not eliminated within 10 days, an arrest for 15 days (Article 19.3 of the Code of Administrative Offenses of the Russian Federation), the car is sent to an impound lot.
Also, with an unregistered LPG, problems may arise with refueling a car, since according to the rules, gas stations must check permits for the equipment.
If, as a result of a car fire due to a violation of the rules for installing and registering gas equipment, damage to property or the health and life of other persons is caused, then in addition to civil liability (Article 1079 of the Civil Code of the Russian Federation), there is a risk of being subject to criminal prosecution in case of major damage or serious consequences for the victims.
Is it possible to avoid punishment?
Unlike trucks, gas cylinders in passenger cars are located inside the car. In response to a demand from a traffic police officer, the owner has the right to refuse to open the trunk, since this requires witnesses and a protocol.
Therefore, only those owners whose gas equipment is not visible from the outside will be able to avoid a fine.
The advantages and disadvantages of using gas fuel are not discussed in the article, but in conclusion, we advise you to calculate the benefits (if any) before making a decision on installing gas fuel. It is necessary to divide the amount of costs for installation and registration of equipment by the number of years of the expected period of ownership of the car, and compare the result with the difference in the price of fuel for the same period.
