In what cases can an additional examination be ordered?

After purchasing a car, the new owner must register the car. If it is new, then there will be no problems, but when buying a used one, you can discover an unpleasant past. When registering, in addition to inspection, an examination of the vehicle may be required. If during inspection an employee notices violations, registration will be denied.

After the inspection has been completed, the inspector can order an examination. Usually it is necessary if the vehicle is involved in an investigation, the numbers in the unit code are not readable, there are suspicions that the car is counterfeit, or the license plate is damaged.

A car enthusiast may also require an examination. If a car is assembled by a citizen from separate units, then an examination is mandatory. If the driver believes that there are no grounds for conducting an examination, it is possible to appeal the decision in court, but this can only be done after a written justification from the traffic police. How to properly undergo a car inspection when registering with the traffic police and why is it needed?

When purchasing a car, each owner is required to register it and undergo inspection by inspection staff.

The vehicle is inspected in accordance with Part 3, Clauses 39-41 of the Order of the Ministry of Internal Affairs of Russia dated August 7, 2013 No. 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for the registration of motor vehicles and trailers for them.”

Why is an inspection needed?

A visual inspection reveals whether the condition of the vehicle (vehicle) meets safety standards, whether there are changes in the design of the vehicle or not. Conversions that impair handling, for example, excessive tinting, low seating, non-compliance with the original assembly, or a roaring engine, may be grounds for refusal of registration.

A car damaged after an accident should be put in order and checked that the identification markings match the papers on the vehicle. Any change to the structure of the machine should be documented before inspection.

The procedure for inspecting a car when registering with the traffic police

If the machine is not transportable, its owner can contact the inspection department or an independent expert in advance to conduct an on-site inspection and obtain an inspection document. Its validity period will be 20 days.

When conducting a standard inspection with the provision of a car, the vehicle is checked against the police department databases for the presence of arrest, theft and other violations of the law.

Since 2018, in connection with amendments to the Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 No. 1001 “On the procedure for registering vehicles” (invalid from October 6, 2018), license plates on car engines have been checked.

This norm is enshrined in the current document in Part 1, Clause 3 of Order of the Ministry of Internal Affairs of Russia dated June 26, 2018 No. 399 “On approval of the Rules for state registration of motor vehicles and trailers for them in the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation.”

Based on the results of the inspection, a document is drawn up indicating:

  • date of its holding;
  • place where the vehicle is inspected;
  • information about the persons who carried out the inspection.

In accordance with Order No. 605, the validity period of the inspection report is 30 days. After its expiration, the document will be considered invalid.

Where and who conducts the inspection

The inspection is carried out by an inspector from the territorial traffic police department at the vehicle inspection site. You can contact the inspectorate at your registration address, as well as at any location of the car owner.

Since the application for registration is submitted not only when visiting the department in person, but also online through the State Services portal, the examination can be completed immediately upon application before the documents are checked.

The inspector will enter the necessary information into the application, which, after the inspection, is submitted for registration along with other papers.

How to prepare

Before the inspection procedure, you must follow simple rules:

  • wash the car, remove unnecessary things;
  • know where the VIN code and other numbers are located , make sure that the numbers are clearly readable;
  • prepare original documents for the vehicle , keys, alarm key fobs.

When conducting an inspection, the inspector may require the car owner to:

  • driver's license;
  • technical certificate;
  • certificate from a medical institution;
  • insurance policy;
  • PTS;
  • sales transaction document.

Number verification

When purchasing a car, the new owner must be sure that all units and components of the car included in the structure of the model will be identical to the documents provided for the vehicle. Therefore, the procedure for reconciling numbers plays an important role during inspection. It is conducted by an inspector to find out:

  • whether the numbers on the engine or other units were changed;
  • was it legal to replace units with serial numbers;
  • Is there documentation for the new unit?;
  • was there an attempt to falsify numbers;
  • Are there any prohibited vehicle transformations?;
  • how many registration plates are available.

Vehicle examination

During the inspection, the inspector may order an examination if:

  • it is difficult or impossible to read the numbers in the unit indices;
  • there were suspicions of falsification;
  • number plates are damaged;
  • the car is involved in a criminal case;
  • the owner assembled his car himself;
  • the driver himself ordered the procedure.

An expert examination is not a standard inspection, but is a comprehensive procedure for assessing the legality of a vehicle. Specialists from expert institutions, using special technical means, carefully check:

  • compliance of the machine design with established standards;
  • vehicle compliance with technical requirements;
  • authenticity of unit numbers;
  • vehicle documentation;
  • TS according to the databases of various government organizations.

The research is carried out by employees of certified institutions. These can be criminologists from the Ministry of Internal Affairs and independent experts. The car owner has the right to choose the inspection agency. If the vehicle is based on the materials of a criminal case, the inspection is carried out by the Internal Affairs Directorate. The results are entered in a special PTS column. If you disagree with the examination, the conclusion can be appealed in court.

After completing the inspection procedure, the car must be registered within 30 days. If the deadline is missed, the procedure for checking the vehicle will have to be repeated.
