ATV insurance OSAGO
OSAGO for ATV
ATV and OSAGO policy
Insurance helps protect property from any accidents or surprises. An ATV is not an expensive toy, but a piece of equipment, a vehicle for active recreation and off-road travel. However, unlike motorcycles and cars, its registration with the traffic police is not required.
Do I need to apply for compulsory motor liability insurance for an ATV?
The company that issued the compulsory civil liability insurance policy compensates for damage to those who suffered from your actions. Usually, when buying an ATV, you receive a PSM (self-propelled vehicle passport); very rarely the seller issues a PTS. And the presence of PSM puts you on a par with the owners of tractors, combines, snowmobiles, and other equipment that does not have the right to move along the highway and, in principle, cannot get into an accident.
However, according to the traffic rules, this type of transport is not prohibited from using public roads (except for some points determined by special signs), which means it is necessary to buy compulsory motor insurance for an ATV.
Conditions for ATV insurance
More and more insurance companies, which previously refused to insure all-terrain vehicles, are issuing MTPL and CASCO policies for their owners. But in order to do everything correctly and not spend too much, keep in mind:
- an ATV is a type of tractor, a self-propelled machine, in this case the cost of insurance will be significantly lower than when registering it as a motor vehicle;
- if you do not use the vehicle in winter, then do not enter into a contract for a year, limit its validity to the period when it is not stored in the garage;
- check the accuracy of your driving experience; the longer it is, the lower the increasing coefficient;
- the cost of compulsory motor vehicle liability insurance for an ATV is lower for persons over 22 years of age who have a driving experience of more than 3 years;
- read the contents of the contract, see what insured events are listed in it, if necessary, insist on changing the terms and making additions.
Use the services of our company and issue a policy in Moscow, the region, and other localities of the country on our website. The price of insurance for an ATV depends on several factors. Calculate its cost using a calculator, fill out an application online, carefully filling out all the fields of the form. If you have any questions, please contact the manager by phone or email.
Do I need to insure my ATV?
According to the legislation of the Russian Federation, an ATV is a self-propelled vehicle (SM), that is, a type of equipment that is rarely used on the road (this type of machine also includes combines and tractors).
Most often, an ATV is purchased for entertainment or sporting purposes: off-road driving, participation in competitions, trips to nature, so insurance is not always required for it.
Do I need to apply for compulsory motor liability insurance for an ATV?
Osago on an ATV
The law states that any vehicle that participates in road traffic is subject to compulsory insurance. Even a car, if it does not go on the road at all, but is used somewhere outside the city, where there is no other transport and it is impossible to harm another driver, may be without a compulsory motor liability insurance policy. The whole point is that the insurance is paid to the victim, and where there are no or very few people, it is difficult to harm anyone other than yourself.
An ATV is most often used as a sports or suburban transport (for example, at resorts or cottages), that is, compulsory motor liability insurance is not necessary - the vehicle is not involved in road traffic. But if the ATV is used in a city, village, town or anywhere where there is a road, insurance is necessary.
Important : ATVs cannot travel everywhere where cars are allowed: signs 3.6, 5.1 and 5.3, that is, a prohibition for tractors (which is what an ATV is from the point of view of the law) or permission exclusively for cars (motorways).
If a driver who does not have a policy or is not included in it, rides an ATV onto the road and is stopped by a traffic police post, then he can receive a serious fine (up to and including deprivation of the right to drive a vehicle).
So, if an ATV is used to move along the roadway, that is, it participates in road traffic, registration of compulsory motor vehicle liability insurance for it is mandatory.
What can you insure an ATV against?
Like any property, a vehicle can be insured against a certain type of damage or a specific situation (theft, falling ice).
Compulsory motor liability insurance is a mandatory type of insurance, because if an accident occurs, the culprit cannot always compensate for the damage to the victim and pay for his treatment; and the agency that issued the policy will pay for the repairs or give the money to the victim (but not more than 500,00 rubles).
If it is necessary to protect the ATV from almost any damage and incidents that can occur both on the road and off it, a CASCO policy is issued, which may vary in the number of insured events. There are only two groups for which the policy is issued
- From harm to the vehicle, as well as any damage.
- From vehicle theft.
The first group includes a variety of damages: from illegal actions of third parties, from natural disasters, from accidents and traffic accidents.
The second is the theft of an ATV by a criminal.
Important : it should be noted that the client has the right to choose what he wants to protect his vehicle from, since the price of the entire policy depends on this. If you insure the vehicle against any incidents and damage that may occur to it, then the cost of CASCO can be about 15-20% of a good ATV.
It is also necessary to take into account the group to which the vehicle belongs; in the case of an ATV, this group is tractors , which gives rise to nuances in the registration process:
- Insuring a tractor is much cheaper than insuring motor vehicles, since tractors have a very low accident rate, but this is not profitable for insurance companies, so many unscrupulous agents try to register an ATV as a motor vehicle. From a legal point of view, this is completely wrong and illegal.
- As a rule, the ATV is not used all year round: it sits idle most of the time in the garage, and the owner only rides it in the summer. In order to save money on this, you need to take out a policy only for the time when the ATV is in use, and it definitely won’t be idle.
But it will not be profitable for insurance companies to cover two types of ATVs: too expensive and too cheap, since they will either not benefit or the costs they will have to pay in case of an accident will be very high.
List of required documents
In order not to return to the insurance agency a second time, that may be needed before going there
- Passport (or a copy) of the person who came to take out the policy.
- Technical documentation for the ATV.
- Driving license (copy or original) of a tractor driver (category D).
- If it is not the owner of the vehicle who came to receive the policy, then his passport must still be brought.
A CASCO (voluntary insurance) policy may be required to register an ATV in competitions, since they pose a very great threat to both the vehicle and the driver.
For how long should I buy a policy?
Based on the fact that an ATV is a rather specific vehicle, it is not always profitable to take out insurance for it for a whole year. It is often used as an additional means of transportation or as an “adult toy,” that is, for rare off-road trips for fun. In this case, it is better to take a closer look at the policy, where only the period when the equipment is used will be selected, and this does not have to be a specific season - you can choose 1 month for each time of the year , because this is the client’s business.
But for some, an ATV is their only means of transportation, because you can ride it almost everywhere, just like cars. In this case, insurance must be taken out for the entire year, so the cost of one individual month will be even less than when choosing specific time periods.
Cost of insurance
This is a very individual point, since there is no fixed value for each type of transport; it is determined for each model separately. To calculate the cost of insurance, you need to understand what it consists of - a fairly large number of factors that cover a lot: from the age of the driver and his experience, to the region where the vehicle will be operated. The cost mainly depends on the following factors:
- Location of transport . Any city or region has different accident rates and vehicle numbers, so the rates vary in each location. In Moscow, for example, it is larger than in Yekaterinburg.
- Driver's experience and age . If the person who will manage is over 22 years old and has more than 3 years of experience, then you can significantly reduce the amount you will have to pay for the policy.
- ATV power. The greater the power, the higher the coefficient, which affects the final cost value.
- Validity period of OSAGO . In total, a policy that was issued, for example, for 5 months will be cheaper than one that was purchased for a whole year. But it is necessary to take into account that one month separately, when purchased for a year, will be cheaper.
- The number of years of driving experience during which there were no accidents. It is especially important that there are no accidents in the year when compulsory motor liability insurance is issued
There are also many nuances, for example, the number of drivers who have the right to drive an insured vehicle matters: a policy with an unlimited number of persons will cost more, since their length, age and experience are not taken into account.
Reference : the average cost of compulsory motor insurance for a tractor is 1000-2000 rubles. The price for an ATV is slightly lower, since its engine power is less.
When can you do without compulsory motor insurance?
Only in a few rare cases is it not necessary to purchase a compulsory insurance policy: when the ATV does not move on the roads at all. Any vehicle without an issued policy can only travel off-road, that is, in fields, meadows, mountainous and foothill areas, as well as swampy areas , but delivery of this vehicle there must be carried out on another insured vehicle.
And the second case is the use of an ATV as a sports vehicle. Compulsory insurance is not necessary here, since, as a rule, only the driver and his ATV can be damaged (and very easily), so it is necessary to take out another policy - CASCO; he will announce the damage received to the victim himself.
Insurance conditions
The most important thing is not to forget that an ATV is a tractor, and not to allow agents to register it as a motor vehicle ( this can increase the price of the policy by 500-1000 rubles ). Other conditions will also allow you to save a little:
- Some agencies may take into account only those years of experience that correspond to a certain category, but this is incorrect. It is necessary to calculate the value of the cost, taking into account the total experience of the driver. If it is more than 3 years old, then the price will be slightly lower.
- It is necessary to issue OSAGO only for the period when the equipment is used.
- Everything that is written in the contract must be carefully studied, otherwise agents will be able to attribute unnecessary services and register not a tractor, but a motorcycle.
Reasons for refusal of service
It so happened that payments for insurance claims in many regions exceeded 90, or even 100%. It is no longer profitable for companies to register cars, much less motorcycles, which are even more likely to get into an accident. But they are often afraid to refuse directly, because the client can either simply leave or bring serious problems to the insurance company.
To make the registration procedure more profitable, companies began to offer additional services, which is also illegal. In general, the company has no right by law to refuse a person who has applied for an MTPL policy.
What to do in case of refusal
There is only one way out - to contact the Central Bank, which oversees the activities of insurance companies. According to Art. 1 of Law No. 40-F3, the client must be provided with the service of issuing an MTPL policy if he has submitted documents for it. And there are no exceptions for any companies; the law applies to everyone. As a result of such complaints, even such giants as Rosgosstrakh and VTB Insurance received warnings, because the service is indeed becoming unprofitable, but they are obliged to provide it.

Conclusion
Bottom line : you need to insure an ATV in any case if you drive it on the roads, and even if you don’t, it won’t be superfluous to take out MTPL, but it’s no longer mandatory. It is important that the ATV is registered as a tractor, and not as a motor vehicle, which will significantly reduce the cost of the policy, the receipt of which cannot be refused - this is a criminal offense.
How to insure an ATV under MTPL: is it necessary, cost, calculator
Since 2003, every driver can drive a vehicle only if they are insured. ATVs are no exception. Let's consider how and where to buy compulsory motor insurance for an ATV, what documents may be required and how to assert your rights if the insurer refuses.
Features of MTPL for ATVs
Before registering a mandatory product, there are some design features to consider. Let's consider the main ones:
- Not everyone needs to buy protection for this type of transport, but only those road users who will use it on state roads.
- Since this type of transport is used only in the warm season, you should buy MTPL for several months in order to save money.
- If one owner has several ATVs, then protection is necessary for each.
- A technical inspection form is required for insurance purposes.
Important! To undergo technical inspection, you must contact the Gostekhnadzor department and present documents confirming ownership of the vehicle. It is also necessary to pay the state fee and provide the ATV for inspection. Only after a complete check is a document issued, indicating the personal number and expiration date.
When is OSAGO necessary?
As mentioned above, rules have been approved at the legislative level according to which the owner of an ATV is required to purchase a mandatory protection form and only then get behind the wheel.
Insurance will be required only in one case - if the vehicle will be used on state roads
Attention! It is important to consider that driving an ATV is not legal everywhere. If there is a sign 3.6, 5.1, or 5.3 on the road, then driving is prohibited.
When can you do without compulsory motor insurance?
As mentioned earlier, any vehicle that is involved in road traffic must be insured as part of the mandatory product. Even if the car is not used on the central roads of the city, but outside the city (village, forest or cottage), it can create an emergency situation.
However, within the framework of the law, there are amendments that determine when it is necessary to insure an ATV under OSAGO and when it is not.
As for exceptions, insurance is not needed if the ATV is used as a sports or country vehicle. It’s no secret that people like to ride it in the countryside or across the field, in remote areas. It turns out that the car is not used in road traffic, and as a result, the mandatory protection form is not needed.
What risks are worth insuring?
If we talk about compulsory motor liability insurance, then in this case the package of risks is strictly stipulated at the legislative level. The mandatory product provides for only two payments, for damage to transport and health. Regarding payment limits, they are also approved at the state level and are the same for all types of transport.
As for additional risks, experienced experts recommend purchasing contracts:
Since riding an ATV is dangerous, accident insurance will not hurt. As a rule, insurance organizations offer contracts starting from 600 rubles. It is important to remember that the higher the price of the contract, the higher the limit of liability and payment upon the occurrence of an insured event.
This is a wonderful policy that is guaranteed to cover expenses that may arise due to damage or theft. However, there is a small drawback - not all companies are ready to sell CASCO insurance for this type of transport.
Conditions of compulsory motor liability insurance for an ATV
The conditions for insuring an ATV under OSAGO are the same everywhere. Let's consider the main conditions that you should pay attention to:
- Vehicle type. When calculating the insurance premium, specialists are required to apply a basic coefficient, as for a tractor. Otherwise, there will be an overpayment under the contract.
- Risk package. As mentioned earlier, the risk package is strictly fixed. At the same time, insurers cannot additionally impose life insurance or other products.
- Insurance period. You can buy protection for any period from 3 months. In this case, the manager should not refuse to issue the form, citing the minimum cost of the product.
- Termination. Upon sale, each owner can terminate the auto insurance form and return part of the unused insurance premium.
- Alteration. At any time during the term of the contract, the policyholder can make changes: extend the term, add a driver, etc.
- Pay. To receive payment for an accident, you must register an insured event through the traffic police. The possibility of recording an accident using the European protocol is also available, the main thing is that the payment limit does not exceed the limit established within a specific region.
For how long to insure
As for the validity period of compulsory motor liability insurance for a quadric vehicle, within the framework of the law, any contract for individuals with Russian citizenship is purchased for 1 year. During the specified period, you can select the required insurance period.
As for the minimum period, it should not be less than 3 months. In this case, the specified period does not necessarily have to be consecutive months. Each client can choose the months in which he will operate this vehicle.
For example, insurance is purchased for 3 months, with a period from 07/15/2019 to 07/14/2020. The policyholder can divide the period within 3 months as follows:
- from 07/15/2019 to 08/14/2019;
- from 01.08.2019 to 31.08.2019;
- from 10.10.2019 to 09.11.2019
The main thing is that the total period does not exceed the selected validity period. If desired, the period can always be changed and increased by additional payment of the missing difference.
OSAGO price for an ATV
It is the cost of the contract that interests every driver. The cost of an MTPL policy for an all-terrain vehicle is determined individually for each person and depends on some basic factors.
The cost of protection is affected by:
- Driver's age. In this case, it is worth considering that you will need to overpay if the driver is under 22 years old. An increasing rate is also applied if the driving experience of the traffic participant is less than 3 years.
- Insurance period. The shorter the period, the lower the cost. For 3 months of the contract, a fee of 50% of the total price is charged, while for six months 70%.
- Discount. A 5% discount is provided for accident-free drivers. However, the maximum bonus limit is set at 50%.
- Owner registration. The owner's registration is of great importance. Residents of small towns will pay almost 2 times less per contract than owners living in a large metropolis with a high accident rate.

- Alpha insurance;
- SOGAZ.
Reasons for insurance refusal and what to do in this case
Unfortunately, in many regions, compulsory motor liability insurance is an unprofitable product that is being tried in every possible way to minimize it. Within the framework of the law, insurers cannot refuse, as a result of which they come up with various reasons.
Reasons for refusal:
- the most common reason is that there are no forms;
- The PCA database does not work, thanks to which you can check the unprofitability of the driver;
- there is a technical failure in the company and the program does not work;
- the application is submitted through the secretary, after which the client is called for processing;
- The company does not have a license to insure motorcycles.
All of the above reasons for refusal are illegal. Having heard them, it is necessary to demand a written refusal and apply to the RSA or the Central Bank. Read more about what to do if you refuse insurance under compulsory motor liability insurance in a special post.
If the company refuses to provide official confirmation, you should write a simple complaint on the official RSA website. In the appeal, indicate in which office the rights and full name of the manager were violated.
To summarize, it can be noted that it is mandatory to insure an ATV under MTPL only when the driver is driving it on state roads. If the vehicle is used for recreation at the dacha, then there is no need to apply for protection.

How to insure an ATV under OSAGO
Drivers who drive vehicles on public roads must have MTPL insurance policies with them. An ATV is also considered a vehicle and, in accordance with Federal Law No. 40, compulsory motor vehicle liability insurance for an ATV is issued in the same manner as for other types of wheeled transport.
In what cases is it necessary to insure an ATV?
An ATV is a lightweight vehicle for extreme driving on dirt roads, rough terrain and off-road. If you will not drive it on public roads, then you do not need to take out an insurance policy for it.
But if during your trips to nature you sometimes have to drive on the roads, insurance for your ATV is a must. Even if you are stopped by a traffic police inspector while briefly crossing a highway, and you do not have compulsory motor insurance, you will have to pay a fine of 800 rubles.
In accordance with the law, when a vehicle speeds above 20 km/h, it must be insured. ATV drivers take this requirement lightly and often get fined, creating emergency situations while driving: an ATV is a lightweight machine and can roll over when maneuvering at high speed. Therefore, it is better to buy insurance, otherwise you will have to deliver the ATV to off-road areas in the back of a truck.
How to get OSAGO
You can insure an ATV just like any other vehicle - with an insurance company. You can come to the office in person, or you can apply for an MTPL policy online via the Internet. To obtain insurance, you must present the following documents:
- civil passport of the vehicle owner;
- ATV registration certificate;
- driver's license for driving a category A1 tractor for all participants who will be included in the policy;
- technical inspection report, or diagnostic card.
An ATV is a seasonal form of transport, and not everyone uses it in winter. In this case, it makes no sense to buy an annual MTPL policy - you can insure your vehicle for several months. When you take out insurance for 3 months, you will pay 50% of the cost, and for 6 months, the price will be 70% of the cost.
The cost of insurance is also affected by:
- Place of registration of the insurance policy. They take into account the accident rate, which depends on the region, the number of residents and the number of cars (in a large city it will be much higher than in a regional center).
- Vehicle power. For more powerful ATVs, insurance will be more expensive.
- Discount for accident-free driving (5%).
- Driver's age and driving experience. An increasing factor is applied if your age is less than 22 years and your driving experience is less than 3 years.
For example, in 2019, the cost of a 3-month MTPL policy for drivers over 22 years of age and with more than 3 years of driving experience in Rostov-on-Don will be 3,706 rubles. Under the same conditions, in Chapaevsk, Samara Region, insurance will cost 2,594 rubles (the discount for accident-free driving was not taken into account).
Today you can buy MTPL online from almost any insurance company by contacting its official website, filling out an agreement, providing the required documents electronically and paying for the policy.
ATV insurance against theft and damage
The MTPL policy can compensate for possible damage on your part caused to third parties in an accident. If you want to insure your ATV against other possible risks, in particular against theft or damage, then you need to take out a CASCO policy.
CASCO insurance is issued by the same insurance companies, but the cost of the policy is higher (as is the amount of insurance compensation). You can calculate the cost on the insurer's website using an online calculator.
What to do if MTPL is denied
Sometimes owners of ATVs are refused by the insurance company to issue compulsory motor liability insurance. At the same time, employees refer to little things: lack of forms, inaccessibility of the database, equipment failure, etc. In fact, it is simply not profitable for insurers to issue insurance for an ATV, which is considered a rather dangerous type of transport.
Such refusals are illegal and violate insurance laws. If your application for compulsory motor liability insurance is denied, request a written refusal and file a complaint indicating the name of the company and the name of the employee to one of the authorities:
- RSA (Union of Auto Insurers);
- FAS (Federal Antimonopoly Service);
- Prosecutor's Office;
- Central Bank of the Russian Federation.
You can file a complaint with several organizations at the same time. Upon request, an investigation will be carried out and measures will be taken, which you will be informed about. If it doesn't help, file a lawsuit.
So, ATVs are increasingly appearing on Russian roads and are equated to vehicles. This means that you can drive a 4-wheeled motorcycle only if you have a full set of driver’s documents, including an MTPL policy. You can buy it on a general basis if you are at least 18 years old and have a category A1 license.
Typically, concluding an insurance contract takes a minimum of time, the set of documents is standard, and the procedure is standard. If the insurer refuses for an unjustified reason, you can file a complaint with the authorities authorized to control insurance activities.
OSAGO for an ATV: insurance features
An ATV is a self-propelled vehicle, so it is rarely used for traveling on public roads. Most often, all-terrain vehicles are used for off-road driving, sports competitions, fishing trips, hunting trips or picnics. Therefore, compulsory insurance is not always taken out by owners. Some drivers doubt whether it is necessary to issue compulsory motor insurance for an ATV at all. When purchasing four-wheeled motorcycles, you should pay special attention to this issue.
Do you need insurance for an ATV? According to the law, any vehicle that has an engine and can be a participant in road traffic is subject to compulsory insurance. But it is worth noting that, for example, a car that never goes on the road and is operated outside the city may not have the appropriate documents. He doesn’t need insurance because he drives where there are no other cars. Payments under the MTPL policy are made if the damage was caused by another participant in the road traffic. In an area where there are not only cars, but also people, this is almost impossible.
Since an all-terrain vehicle is a suburban or sports vehicle, insurance for an ATV under MTPL is optional. This is true if the vehicle is not involved in road traffic. But in the case when a four-wheeler drives on the road of a town, village or city, issuing a policy is mandatory. If a driver who does not have compulsory motor liability insurance gets out on the road and is stopped by a traffic police officer, the consequences will be serious. You will need to pay a large fine, and in some cases the vehicle is taken to the impound lot until all the circumstances are clarified. The driver may lose his driver's license. If an all-terrain vehicle is driven on public roads, then insurance of the ATV under compulsory motor liability insurance is required.
From what and where can I get compulsory motor insurance for an ATV?
OSAGO is a mandatory type of vehicle insurance, because when an accident occurs, the culprit does not always have the opportunity to pay for treatment of the injured party or compensate for material damage. You can apply for a policy at an agency that has received a state license to carry out such activities. The driver can choose a list of situations in which the company will pay insurance compensation. The agency transfers funds for vehicle repairs or hands over money to the victim. The amount cannot exceed 50 thousand rubles.
If you need to protect your ATV from any damage that may occur during an accident or outside of road traffic, a CASCO policy is issued. It is worth considering that there are two types of policies:
- From damage to the vehicle. This includes illegal actions of third parties, accidents, and damage from natural disasters.
- From theft of motorcycles.
The client chooses for himself against which cases he insures his vehicle. The cost of the policy depends on this. If you choose full CASCO insurance, the cost will be about 20% of the price of the ATV itself.
Since an ATV is legally equivalent to a tractor, insurance is cheaper than for motor vehicles. Such vehicles have a low percentage of accidents and damage. Therefore, some unscrupulous agencies seek to register this vehicle as a motorcycle. From a legal point of view, this is illegal.
You can save money by taking out MTPL insurance for your ATV only for the summer period. This is convenient if the driver does not operate the all-terrain vehicle the rest of the time.
Documents for registration
You can apply for an MTPL insurance policy for an ATV online or by visiting the agency in person and collecting the necessary documents. To do this you will need:
- Passport of a citizen of the Russian Federation.
- Technical documentation for the ATV received upon purchase.
- Driver's license of a tractor driver (category "A1").
If the policy is issued not by the owner of the ATV, but by another person, then his passport is still needed. This is enough to take out a compulsory motor liability insurance policy. If the ATV will participate in sports competitions, you will need to take out a CASCO policy.
Insurance period
You can insure an ATV under OSAGO online or by visiting the agency in person for different periods. This type of transport is quite specific; most often the policy is issued only for the summer period. You can choose the season yourself, in accordance with the operating characteristics of the all-terrain vehicle. It could even be 1 month in each season.
The price of insurance is determined individually for each ATV model. The cost is influenced by the following factors:
- Location. Each city has a different accident rate. Therefore, the coefficients used for calculation will be different.
- Experience, age of the driver. The cost of the policy is significantly lower if the driver has more than 3 years of experience and is already 22 years old.
- Motor power. The higher this indicator, the higher the price of insurance.
- Duration of the insurance period. So, for example, a policy issued for 5 months will cost less than for a whole year. By purchasing insurance separately for each month, you can save money.
- Number of years during which there were no accidents. It is very important that the driver does not get into an accident in the year the policy is purchased.
On average, the cost of an MTPL policy for a tractor is 1000-2000 rubles. For an ATV, the price will be lower, since this vehicle has less engine power.
Reasons for refusal
In some cases, it is not profitable for a company to issue an insurance policy. This is especially true for inexpensive or, conversely, expensive models. Motorcycles have a higher accident rate than cars. Therefore, companies began to resort to some tricks. They offer additional products, increasing the profitability of their business.
The agency is afraid to directly refuse a client, because the owner of the vehicle could go to competitors and also cause serious problems. It is worth noting that, by law, the agency cannot refuse to issue a policy, nor can it impose additional products.
If the company still refuses to issue an MTPL policy, you need to contact the Central Bank, which oversees the activities of the insurance company. According to Law No. 40-FZ Art. 1, the MTPL policy is provided to any client who contacts the company and provides the relevant documents. This law applies to all agencies without exception.
