Where can you legally ride an ATV?
Where can you ride a quad bike?
As everyone already understands, an ATV is a vehicle designed to travel in off-road conditions. For many all-terrain vehicles, it is explicitly written in the manual that driving on public roads (PROs) is prohibited. And some ATV owners have doubts. What does the law say about this?
Fortunately, the owner's manual is just a piece of paper and has nothing to do with any law or traffic regulations.
On an ATV (all-terrain vehicle) you can move not only through the swamp, but also along public roads. To do this, it is not even necessary to have rear-view mirrors and turn signals (turning according to traffic regulations can be shown with your hands). The fact is that the traffic rules do not contain any restrictions or prohibitions related to the movement of self-propelled vehicles on city and highway roads.
In addition, in the Code of Administrative Offenses of the Russian Federation there is no article under which a punishment can be imposed for riding an ATV under the additional traffic rules.
However, you cannot drive an ATV on the highway (indicated by sign 5.1); this point is expressly stipulated in the traffic rules:
16.1. On highways it is prohibited:
movement of pedestrians, pets, bicycles, mopeds, tractors and self-propelled vehicles, other vehicles, the speed of which, according to their technical characteristics or their condition, is less than 40 km/h;
It is also prohibited to drive on the road for cars, marked with sign 5.3 “Road for cars”. A road intended for use only by cars, buses and motorcycles.
Except on highways, driving under the following signs is prohibited:
Sign 3.4 “Truck traffic is prohibited.” The movement of trucks and vehicle combinations with a permissible maximum weight of more than 3.5 tons (if the weight is not indicated on the sign) or with a permissible maximum weight more than indicated on the sign, as well as tractors and self-propelled vehicles is prohibited.
Sign 3.6 “Movement of tractors is prohibited.” The movement of tractors and self-propelled vehicles is prohibited.
So, if you have a driver’s license for a tractor driver, OSAGO, and the ATV has a state registration plate, then you can safely go on the roads. Just follow the traffic rules.

Is it possible to ride an ATV on traffic regulations?
Many drivers have a question about where they can ride an ATV. This vehicle is designed for extreme off-road riding. Mud, swamp, bad road - this is his element. However, is it possible to ride an ATV on public roads, for example, in the city? On the one hand, the manufacturer’s instructions for many models state that this vehicle is not intended for such use. On the other hand, the law does not prohibit this.
There are no strict restrictions for ATVs to travel on the streets of Russian cities or public roads. But this will require fulfilling a number of requirements. All-terrain vehicles are more designed for driving on rough terrain, so if used improperly, such vehicles can quickly fail.
Traffic rules
The traffic rules do not prohibit riding an ATV on public roads, since little is said about such vehicles. The regulations regarding these motorcycles have not yet been fixed. For this reason, controversial issues may arise.
ATVs do not create obstacles on the road for other road users, so their operation in such conditions cannot be prohibited. The driver is obliged to strictly follow the general traffic rules:
- The vehicle must be equipped with headlights, turn signals and rear-view mirrors.
- The weight of the ATV should not exceed 400 kg.
- The maximum speed for this vehicle should not be more than 40 km/h.
If the listed rules are observed, dangerous situations and problems do not arise in traffic flow. Drivers may be interested in the question of why it is impossible to ride an ATV in the city if these conditions are not met. Failure to comply with these requirements may result in dangerous situations on the road. They are fraught with serious consequences both for the driver himself and for all other road users.
Where can you ride an ATV?
Due to its design features, the ATV is designed for off-road driving. This can be either a hard unpaved road or rough off-road. Depending on the characteristics of the motorcycle, it can move on the following surfaces:
In addition, the traffic rules do not prohibit riding an ATV in the city or highway. There is no article in the Administrative Code according to which it would be legal to punish the driver of an all-terrain vehicle for driving under the DOP if he fulfills all the requirements when driving.
Where should you not ride an ATV?
The traffic rules stipulate where you cannot ride this motorcycle:
- On the highway, which is marked with sign 5.1.
- On roads for vehicles marked with 5.3.
- Under sign 3.4 prohibiting the movement of trucks.
- Under sign 3.6, prohibiting the movement of tractors.
Paperwork
According to the law, in order to drive an ATV, you will need to register it with the Gostekhnadzor authorities and obtain a license of the appropriate category. Therefore, when moving on public roads you need to have with you:
- Driving license category "A1".
- Insurance policy.
- Technical inspection documents.
You will need to undergo training at a driving school and obtain a tractor driver's license. Next, the vehicle is registered with Gostekhnadzor. After passing the exam, the driver receives the appropriate license.
To obtain the required documents, you will need to undergo special training. The training lasts approximately a year. During this time, the vehicle owner takes a course on the safety of driving self-propelled vehicles, studies the theory of traffic rules, and also masters the basic practical skills of driving an ATV.
Registration
After receiving a driver's license of category "A1", you need to register the ATV with the Gostekhnadzor authorities. To do this, you will need to write an application and collect the appropriate package of documents. After this, the vehicle undergoes technical inspection. To safely travel on public roads, you will need to add headlights, turn signals and rear-view mirrors to your all-terrain vehicle. A registration certificate for the self-propelled vehicle is also issued. After this, you will be able to obtain an insurance policy.
The traffic police will need to register the ATV and receive the corresponding number. Having fulfilled all legal requirements, you can drive on public roads without hindrance.
Some features of traveling on an ATV
So, the law does not provide restrictions on driving an all-terrain vehicle on highways or city roads. However, manufacturers of such equipment prohibit this, stipulating it in the instructions. The ATV is designed for off-road driving; all elements of its design are designed taking into account such operating features. Therefore, you cannot drive this vehicle on an asphalt road for a long time. This is, firstly, quite inconvenient, and secondly, unsafe for motorcycles. During such operation it will have to be repaired more often.
The ATV is moving quite slowly. The maximum speed of many models does not exceed 65-70 km/h. This is more than enough for extreme riding and an unforgettable experience when driving on bumpy dirt roads. But when moving along the highway, the ATV has a speed limit of 40 km/h. This causes a lot of negative emotions in some car drivers.
The seat, wheels, suspension and other elements of the ATV are designed for driving over rough terrain and overcoming obstacles. If the driver drives on the highway for a long time, this will cause fatigue, and possibly even pain. The seat of the ATV is designed so that the driver periodically rises and rides standing, overcoming holes and slabs. It is not comfortable enough for long periods of sitting.
The tires have a special tread pattern that allows you to conquer off-road conditions. On hard surfaces, controllability is noticeably reduced. Therefore, it is worth considering that the law does not prohibit riding an ATV on an asphalt road. But in practice this is uncomfortable and unsafe for the vehicle. Because of this, its mechanisms and components wear out much faster.

Topic: Is it possible to ride an ATV in the city? What documents are needed?
In general, it is worth recognizing that an ATV is an ideal city transport. It is more stable than a motorcycle, easier to park on hills, and has an automatic transmission. After all, the ATV driver is better protected from rain and mud. But given that ATV technology is not yet very widespread, and there are no clear laws regarding it, drivers and traffic police inspectors often encounter problems.

Is it possible to ride an ATV in the city?
There are no restrictions for this. But the ATV must have a full set of lighting equipment and mirrors. If the ATV is not equipped with these necessary devices, traffic police inspectors will have questions. Of course, you can rummage through the legislation and argue as much as you like. But let's say it straight: without turn signals and mirrors, riding an ATV around the city is dangerous, both for you and for other road users. In addition, a helmet is a must.

Where should you not ride an ATV?
You cannot ride an ATV on highways if its speed is below 40 km/h, or in a city where there are “Highway” and “No Tractors” signs. After all, an ATV is essentially a tractor.

What documents are needed to ride an ATV?
First, you need to get a tractor driver's license. Secondly, the ATV must be registered with Gostekhnadzor and receive a self-propelled machine passport, as well as a number. Be sure to pass a technical inspection and then apply for compulsory motor vehicle liability insurance for the ATV. In short, all the necessary documents, like for a tractor.

Re: Is it possible to ride an ATV in the city? What documents are needed?
Is it worth riding an ATV in the city?
Despite its obvious advantages as a city transport, an ATV has a number of disadvantages for moving around the city. Firstly, utilitarian cars are not designed for prolonged movement at high speeds on hard surfaces. Therefore, the ATV will break down. Secondly, motorists are not yet accustomed to such technology; for some reason they don’t notice it on the roads, they try to cut it off and not miss it. Therefore, from this point of view, of course, it is not worth riding an ATV around the city. But sometimes, in order to get to the place of rides, it is quite possible to use an ATV in the city.

If you have MTPL, then a technical inspection is not needed. They couldn’t write you a compulsory insurance without a technical inspection.

You need to ask them:
If you are registered in Volgograd, then in the Volgograd Technical Supervision!
St. Dnestrovskaya 12b (if my memory serves me correctly)
As far as I know, the technical inspection has now been transferred to the traffic police! Accordingly, you go to get insurance, and they will tell you there!

Re: Is it possible to ride an ATV in the city? What documents are needed?
Dispelling myths! You were stopped by a traffic police inspector, what should you do?
First, let's list a set of documents that you should have with you when riding an ATV:
• Tractor driver's license with open category A1 (A according to the old one)
• Vehicle registration certificate
• License plate
• OSAGO policy
By presenting the listed set of documents, you most likely will not arouse further interest from the traffic police inspector, and provided that you are sober, you will continue driving.
Let's look at each document and the situation in detail.
• Tractor driver's license - this is the name of the certificate that gives you the right to drive an ATV or snowmobile.
The certificate is issued by Gostekhnadzor at the place of registration. Do not confuse automobile category B1, which gives the right to drive a quadricycle; quadricycle and quadricycle are different vehicles. • Car registration certificate - a green card, similar to a car license, also issued by Gostekhnadzor along with the license plate.
• Compulsory motor liability insurance policy – without it you cannot register your equipment now. “OSAGO insurance policy is not required for agricultural machinery, self-propelled vehicles, the maximum permitted speed of which is less than 20 km/h.”
Dispelling rumors and misconceptions! Let's discuss the most common ones:
• While driving on a country road, the traffic police inspector cannot stop me, since I am not moving on a public road (PRO) - this is a misconception, all roads are public roads.
“Road” is a strip of land or a surface of an artificial structure equipped or adapted and used for the movement of vehicles. The road includes one or more carriageways, as well as tram tracks, sidewalks, shoulders and dividing strips, if any.” That is, even a narrow strip laid by a bulldozer or grader in the middle of a snow-covered field is considered a road. • I can ignore the traffic police inspector’s request to stop and nothing will happen to me for it - this is a delusion.
By not stopping, you are, first of all, disobeying the police officer, and he can use all the necessary powers and means, including shooting at the tires. • Only a Gostekhnadzor inspector can stop me - this is a fallacy, see above.
• You can drive an ATV along the roadway only if you have turn signals - this is a misconception, turns can be shown with your hands, even with one hand, but without compulsory motor insurance and other documents you really can’t get behind the wheel of an ATV.
• The traffic police inspector cannot issue me a fine, even if I have violated something - this is a delusion.
The main difference between a meeting with a Gostekhnadzor inspector and a traffic police inspector is precisely the amount of fines; for the latter they are significantly higher. This is due to different articles that guide these departments. Gostekhnadzor has significantly lower fines. • I drank and went for an ATV ride and nothing will happen to me - this is a fallacy. In the event of an accident, and this happens more often than you think, you will be deprived of not only your tractor driver’s license, but also your driving license, and under the same article, for drunkenness. This is a common practice used in court today. Remember this.
Thus, ATV riders and snowmobilers, although they receive other licenses and certificates, are required to obey the demands of a police officer, otherwise they bear full responsibility under the law. Of course, you can jump off the road into a forest or field, and it is unlikely that an inspector in a car will chase you, but in doing so you are breaking the law and you will have problems. Agree, there are enough problems at work, on an ATV you just want to get away from problems, take a break from stress. It is clear that there are areas where a traffic police or Gostekhnadzor inspector is as rare as a polar bear in the Moscow region, however, we recommend not breaking the law.
Useful advice from experience. When obtaining a tractor driver's license, you must prepare a medical certificate; it is no different from a certificate for a driver's license or carrying a weapon. But, when filling out the certificate, you must indicate that it is issued for driving an all-terrain vehicle. This is important, if the doctor, out of habit, indicates the driver’s license, then such a certificate will have to be obtained again.
Three golden rules from Category A!
1. Do not drink alcohol while operating an ATV or snowmobile!
2. Always wear a helmet!
3. Never ride alone!
We are for safety and good mood!

The above-mentioned all-terrain vehicles are not subject to mandatory certification and belong to off-road motor vehicles, their registration (like all-terrain vehicles, snow and swamp-going vehicles and snowmobiles) is carried out by the State Technical Supervision Authority, and by the Federal Customs Service they are provided with passports of self-propelled vehicles (PSM).
To drive, you must have a tractor driver’s license for category “A I”.
ATVs and scooters: what drivers need to know and what equipment to choose
As you know, an ATV is designed for off-road driving and is considered an excellent means for active pastime in the warm season. You can also travel on a scooter - both around the city and outside the city. Five years ago, no special driver's license was required to drive these vehicles. Teenagers could ride a scooter or ATV without a license, which led to numerous accidents. Therefore, in 2013, rules for issuing driver’s licenses for driving motor vehicles were introduced. Read about how to get a license for a scooter and ATV, at what age you are allowed to drive a motorcycle, and what safety measures you need to follow in the material from the mosreg.ru portal.
ATV driving license
Motorized vehicles are full participants in the road traffic, therefore quite stringent requirements are imposed on drivers of scooters and ATVs.
An ATV driver who decides to ride this vehicle should know that this is only allowed if you are 16 years old or older. Teenagers under 16 years of age are not allowed to ride motorcycles.
According to Art. 4 of the Decree of the Government of the Russian Federation dated July 12, 1999 No. 796, to drive an ATV you need a license of category “A” (tractor driver’s license (tractor driver)).
The procedure for obtaining a license is no different from obtaining a license to drive a car:
— it is necessary to undergo training (theoretical and practical part),
- obtain a medical report,
For driving an ATV without a driver's license, administrative liability is imposed (Part 1 of Article 12.7 of the Code of Administrative Offenses of the Russian Federation) in the form of a fine in the amount of 5 to 15 thousand rubles.
After purchasing an ATV, if you have a self-propelled vehicle passport (PSM), you need to register it with Gostekhnadzor, or with the traffic police - if the vehicle has a title.
Rules for riding an ATV
When you first get behind the wheel of an ATV, you need to try not to reach a speed higher than 40 km per hour. Riding at higher speeds or when riding over rough terrain requires mastering the three basic stances an ATV rider can assume. Due to their high center of gravity, ATVs are prone to overturning, and while standing at the wheel, the driver automatically lowers the center of gravity, which significantly reduces the risk of being crushed under the vehicle.
The main racks include: middle, front and rear.
The middle stance is used when moving in a straight line. You need to bend your legs slightly at the knees, relax your back and arms, spread your arms to the side. The front stance is used when accelerating, going uphill, and also to load the front wheels. Finally, the rear rack must be positioned when braking when descending a mountain, and in order to load the rear axle when slipping in the mud.
In addition, when making a sharp turn, you need to deviate to the outside, that is, the opposite side to which the turn is taking place - in preparation for the turn, you need to move your entire body towards the turn, and not just your head and shoulders, as inexperienced racers do.
You need to pick up speed before climbing in advance. If you start accelerating already on the climb, there is a danger of turning over on your back. You should climb the hill with medium throttle and always in the extreme forward stance.
Where to ride an ATV in the Moscow region
There are several good places in the Moscow region where you can ride an ATV.
Thus, in the Ruza urban district there is a Katayu4x4 school, where you can learn driving skills on the tracks for both beginners and confident racers.
The TV-Land club is located in the Serpukhov district. Nearby is the Prioksko-Terrasny Nature Reserve, and around there is a variety of natural landscapes, which gives a wide choice of routes. More than 300 km of routes laid through fields, forests, meadows and off-road terrain, where you can master programs for both beginners and experienced ATV riders, and a survival school.
The quad base in the Krasnogorsk urban district offers double ATVs and full equipment: comfortable helmets of various sizes with a liner, protective suits, disposable socks, dry and comfortable shoes.
Scooter driving license
You are also not allowed to drive a scooter until you are 16 years old. Depending on the engine size of a moped or scooter, a driver's license with the appropriate category is required. Thus, a motor vehicle with a volume of up to 50 cubic meters. cm is a light moped with category “M”; with a volume from 50 to 125 cubic meters. cm - “A1”; with a volume of 125 cc. cm - "A2". The “M” category includes mopeds and scooters with an engine capacity of up to 50 cc. cm.
Thus, for those who decide to drive a scooter, a tractor driver’s license is not suitable.
To undergo training and pass the exam, you can contact any driving school in the city.
Driving a scooter without a driver's license is also punishable by a fine of 5 to 15 thousand rubles.
Rules for riding a scooter
When driving a scooter, you must follow the traffic rules and maintain the motor vehicle in a timely manner. Necessary:
— always turn on the headlight (do not forget to change burnt out bulbs);
— on a cloudy day (with poor visibility) or at night, it is better to wear a vest with reflectors.
It is also mandatory to have a motorcycle helmet for both driver and passenger. For the absence of a helmet, a fine of 1 thousand rubles is provided (Article 12.6 of the Code of Administrative Offenses of the Russian Federation).
According to the Traffic Rules, moped drivers must move along the right edge of the roadway in one row or in a lane for cyclists. Moped drivers are allowed to move along the side of the road if this does not interfere with pedestrians.
You cannot turn left or make a U-turn on roads with tram traffic and on roads that have more than one lane for traffic in a given direction. It is also forbidden to cross the road at pedestrian crossings.
You cannot transport cargo that protrudes more than 0.5 m in length or width beyond the dimensions of the motor vehicle. It is prohibited to transport passengers if this is not provided for by the design of the vehicle (clause 24.8 of the traffic rules).
It is also necessary to always maintain the vehicle: regularly inflate tires, change crankcase/transmission oil, variator belt/rollers, check the battery, clean the carburetor.
How to equip
Before you get behind the wheel of a motor vehicle, you need to take care of basic safety, and for those who decide to ride it regularly, choose the most important element of protection when driving an ATV or scooter - a helmet.
Motorcycle helmets are divided according to shell design:
— “integral” is the most common helmet, providing a high level of protection, made of heavy-duty materials, and has good aerodynamic properties;
- “modular” - similar to the integral, but its front part is completely raised and this makes it possible not to remove the helmet if necessary;
- An open-face helmet is a good option for scooters as it provides moderate protection. Not suitable for high speeds.
To protect your eyes, you need to wear goggles.
To protect the spine, ribs, back, and shoulders, equipment manufacturers came up with a suit called a “turtle.” This is a hard shell that is made in different versions - from a basic sleeveless vest to models with sleeves and elbow pads, sometimes with neck protection.
You will also need special shoes - motorcycle boots, as well as trousers or shorts with enhanced pelvic protection, knee pads, and gloves.
