How should paid parking be marked?

Paid parking sign (10 15 20)

It’s been 6 years since pilot paid parking lots were launched on the capital’s streets. This experiment had both positive and negative consequences. Thus, street parking has become much more orderly. Not all drivers immediately assessed this innovation positively, and even now there are still dissatisfied ones. The indignation of motorists is due, first of all, to the fact that some still do not understand what the “Paid parking” sign looks like, what “10 15 20” under the parking sign means and the distance to which it is valid.

What is a "parking zone"

This is a specially designed area where vehicles are parked. This area is marked with a special sign. The parking area is controlled by cars (parking lots) with locking devices installed.

Information about parking cars is carefully filtered. Parkons weed out beneficiaries and those who paid for the service, and send data about unscrupulous citizens to the traffic police.

Parking zone designation

The parking area has always been indicated by sign 6.4 “Parking”. It has a blue background on which the letter “P” is drawn.

Next to the sign you can often find other signs:

disabled parking;

signs allowing parking on even or odd days, etc.

What is the difference between the designation of paid parking and regular parking? If there is a paid parking lot in front of you, then near sign 6.4 there should be a white sign with black circles, which to many people resemble coins. The road sign with “10 15 20” means “Paid parking” and has the number 8.8.

According to traffic regulations, a sign with the words “You are entering a paid parking zone” may be located next to the sign. If there is one, then when leaving this area, the driver should see a sign “You are leaving the paid parking zone.”

While signs are a must in a commercial parking area, billboards are not.

The end of the paid parking area is considered to be the same letter “P” crossed out diagonally. In addition, the end of any parking zone is indicated by sign 3.27 “Stopping is prohibited.”

Validity area of the “Paid parking” sign

1 If there are no additional signs near the commercial parking sign indicating its length, then the territory ends near the first intersection (but not closer than 5 meters before the turn).

2 The traffic rules also have sign 8.2.1, which is called “Validity area”. It is designed to determine at what distance a particular maneuver can be performed. The sign in appearance is a white background with a black number, which indicates the number of meters and is placed above the main sign.

3 The territory up to the sign is not included in its coverage area. Therefore, a motorist who leaves a car there does not have to pay anything.

4 No one has the right to include the area belonging to the courtyard area in the paid parking zone. This space is reserved exclusively for parking of residents' cars.

Never forget that other traffic signs may also be valid in commercial parking areas. For example, this could be a “No Parking” sign, which is placed next to an officially located parking lot. This sign significantly reduces the coverage area of its counterpart 6.4. If there are no boards with additional markings in this area, you should adhere to the “Coverage Area” sign and markings on the road.

In case of evasion of payment for parking, the driver will have to pay a fine of 2,500 rubles.

Sometimes drivers who pay fines using a mobile application encounter a problem: the funds are debited from their balance, but the traffic police still send you a paper about the need to pay for the violation. In this situation, you cannot hesitate: the car owner has only 10 days to challenge the unfair fine. To do this, you need to attach a screenshot of the payment page to your application and describe its parameters (date, amount, etc.). If the punishment is not canceled even after this, you should go to court with a lawsuit.

Where does the paid parking zone begin and end?

Since 2013, paid parking zones have appeared on the streets of Moscow. Even some experienced drivers have not yet learned how to quickly navigate this innovation, determine where the boundaries of the parking area are and when they don’t have to pay.

What is such a territory?

The emergence of regulated parking zones has both advantages and disadvantages. Several years of using the new methodology showed that drivers began to park their cars in a more orderly manner and more funds began to flow into the city budget.

However, confusion arose. Since new signs were sometimes placed next to old ones, drivers could not decide which one was correct and therefore became lawbreakers without meaning to.

A paid parking zone is an area equipped for parking cars. As a rule, it is adjacent to the roadway, bridge or sidewalk. Such places are marked with clear road signs.

Now people don't have to pay for parking. Moreover, they cannot in any way affect the cost of a parking space. Payments are now monitored by an automated system.

Special vehicles - parkons - are equipped with recognition devices:

  1. When a vehicle enters a paid parking area, the device reads the license plates and tracks whether payment has been made.
  2. After that, the system checks what type of car entered using the state license plates.
  3. Can distinguish personal transport, special equipment and company vehicles.
  4. Data about violators is collected and transmitted to the traffic police. There, the final processing of the data is carried out, as a result of which the offender is given a fine for improper use of state paid parking.

Prohibition signs

To avoid unnecessary problems with law enforcement agencies, it is necessary to clearly define areas where leaving a vehicle is prohibited by law. The following signs will help the driver to find his way.

What does the “10 15 20” parking sign mean and what does it look like?

Paid parking is not a new phenomenon, at least for large cities, which have adopted appropriate changes to relieve traffic and clear roadsides of randomly parked vehicles. But is it worth paying for all the parking lots or should you only rely on the parking sign “10 15 20”, having first understood what it means? The answers to these questions can be found below.

What does the paid parking sign “10 15 20” mean?

Currently, the places where a fee must be charged for parking private vehicles are strictly indicated by road signs, otherwise the driver has no right to demand money from them. In turn, the owner of a car who ignores the rules in force in the parking lot bears administrative responsibility, risking being fined by the traffic police.

Description of the sign and what the numbers mean

A white plate with a thin black border and three overlapping circles with the numbers “10”, “15” and “20”, which refers to additional information signs of the Russian Federation Traffic Regulations, listed under number 8.8, is literally interpreted as “Paid services” and means, that you cannot stand for free in the area covered by this sign. As for the digital value, it should not be taken literally, since the values indicated on the plate are purely conditional.

According to the rules, such a designation must be placed in conjunction with the “Regulated parking zone” sign, which belongs to the category of signs of special regulations of the Russian Federation Traffic Regulations, listed there under number 5.29. However, its single location is not a reason to ignore it, especially since the blue square shield with the coveted letter “P” may be somewhere nearby, simply going unnoticed.

Sometimes both icons are accompanied by an inscription designed to inform drivers that they are entering a paid parking zone. And although this designation is not mandatory, its presence requires the placement of a duplicate sign indicating the exit point from the parking lot, the services of which are paid.

The inscription is optional, it duplicates the sign

Coverage area

In all situations, without exception, the coverage area of paid parking services is regulated by appropriate signs, because only in this way can various misunderstandings and unnecessary penalties from scammers be avoided.

All these signs also refer to additional information signs, indicating not only the distance and direction (8.1.1 – 8.3.3) in which the regulation applies, but also the method of parking the vehicle (8.6.1 – 8.7), as well as the duration of the free stop (8.9 “Limitation of parking duration”), if provided for by the parking rules.

There are also cases when, apart from the sign with conventional coins, there are no more signs. In such situations, you should be guided by the road configuration, remembering that parking services will no longer be paid for at the next intersection and five meters from it (but not closer).

If there is only one sign 8.8 at the parking place, then the motorist can safely leave his vehicle before it, making sure that such actions will not contradict any other sign or marking on this section of the road.

In this case, parking will be completely free, regardless of the duration. The same rules apply in local areas, unless, of course, the developer has provided paid infrastructure that does not contradict the law. In all other situations, there is no need to pay for downtime in the courtyards of apartment buildings, since these areas were officially designated for the cars of residents and their guests.

Signs contain information about the coverage area, types of permitted vehicles

How to pay for parking correctly

Despite the fact that sign 8.8 indicates that it is mandatory to pay for parking a car, payment is only necessary if you have to stand for more than 15 minutes. A shorter stay in the parking lot, which may be due to boarding and disembarking passengers or loading and unloading, does not oblige the vehicle owner to pay.

In addition, Russian legislation exempts certain categories of citizens from this duty. Among them are disabled people I, II, and after making some adjustments, III groups, fathers and mothers of many children, combatants, former prisoners of concentration camps, drivers driving electric cars or two-wheeled vehicles, including motorcycles, as well as emergency services employees.

It is noteworthy that in some regions of the Russian Federation this list may be expanded or, on the contrary, reduced, so persons with benefits must clarify their rights.

Naturally, exemption from payment becomes possible only if motorists have the appropriate documents obtained on the basis of a medical examination and other legal acts.

The absence of proofs and papers permitting free parking is not a reason for refusing to pay, even if such certificates were forgotten at home or the driver simply did not fill them out, falling into the appropriate category by all indicators.

Parking meters, terminals that accept bank cards or make payments via mobile NFC chips, systems for automatic debiting from a mobile client’s account - there are indeed a lot of options for paying for the service received.

Especially for those who “forgot their wallet at home,” most city parking lots provide alternative payment methods.

What are the consequences of non-payment?

It is important to remember that intentional or forced refusal to pay is fraught with penalties, the amount of which does not depend on the region. That is, regardless of where the violation occurred - in Moscow, St. Petersburg or Kazan, the driver will be issued a fine in the amount of 2.5 thousand Russian rubles. If, in addition to everything else, surveillance cameras record his attempt to hide vehicle license plates, then the amount of the penalty will be automatically doubled, amounting to 5 thousand.

It also happens that the owner of the vehicle paid for parking, but for some reason his payment was not recorded (stuck in the application, not included in the report by the parking employee when paying in cash, incorrectly processed by the terminal, etc.) In such situations, the resulting fine can be and needs to be contested, citing receipts for services, which should be kept for 10 days after using the paid parking zone.

The absence of an official cancellation of a fine is grounds for filing a claim with the administrative court at the place of residence.

In such situations, all receipts are attached to the claim, but the filing fee for the contested document is not paid. And in order to avoid such incidents in the future, you should pay carefully, preferring parking meters to paying in cash.

Common Questions

  1. What should I do if I can’t pay for parking due to technical reasons?
    If for some reason a motorist cannot pay for parking (there is no cash, and payment terminals fail), it is recommended to contact the Unified Center, submit the appropriate application and receive a parking space for the required period.

In this case, payment is made as soon as technical possibility arises without imposing penalties on the applicant.

  • What if the fine was issued incorrectly?
    An unfair chain letter is not a reason to pay for parking again. Instead, you must come to the traffic police within ten days and file a complaint, attaching coupons, receipts, subscriptions, screenshots from the mobile application and any other evidence that the payment was actually made with the obligatory indication of the exact time and date.
  • Ignorance of rights does not relieve drivers from responsibility, while knowledge of them helps to avoid unfair punishment for imperfect actions. This simple rule must be taken into account before getting behind the wheel.

    Instructions for appealing illegal parking fines.

    Every time a Moscow motorist fails to appeal an illegal
    parking fine, a kitten dies somewhere.

    And Liksutov smiles.

    In what cases do you have the right to appeal a parking fine (2,500 rubles) or a fine for violating stopping/parking rules (sign 3.27, 3,000 rubles, evacuation + 5,100 rubles)?

    Let's start with parking.

    According to the traffic rules, “GOST R 52289-2004. National standard of the Russian Federation. Technical means of organizing traffic. Rules for the use of road signs, markings, traffic lights, road barriers and guide devices" and the Moscow Government Decree No. 289-PP dated May 17, 2013 "On the organization of paid city parking in the city of Moscow" the parking space must be marked and marked with sign 6.4 with plate 8.8:

    It will not be a violation (and cannot be punished with a fine of 2,500 rubles) stopping at a place where:

    1. No combination of characters 6.4. "Parking" and 8.8. "Paid services".

    If there is just a sign 6.4, if there is a sign about paid parking, if there are no signs at all (read about the lack of signs below - there may be nuances) - the stop is legal and you cannot be fined!

    Please note that signs 5.29, located at the entrance to the parking area, according to the traffic rules, indicate “the place from which the territory (section of the road) begins where parking is permitted and regulated with the help of signs and markings.” That is, without additional signs and markings, even within a paid parking zone, it does not become paid everywhere.

    2. There are no markings indicating a parking space.

    The presence of only a sign cannot designate a parking space; moreover, the absence of markings prevents compliance with the rule that it is prohibited to “place a vehicle in violation of the boundaries of parking spaces” in paid parking lots.

    We move on to stopping and parking in places where it is prohibited.

    Such places are in accordance with traffic rules and GOST R 52289-2004. National standard of the Russian Federation. Technical means of organizing traffic. Rules for the use of road signs, markings, traffic lights, road barriers and guide devices" can be indicated by signs 3.27 - 3.30:

    If the coverage area is not defined by a sign, then it extends to the intersection. PLEASE NOTE - exits from courtyards and other adjacent areas are not intersections and do not interrupt the sign's coverage area!

    Sign 3.27 “Stopping is prohibited” can be supplemented with marking 1.4 - a solid horizontal marking line along the curb or on top of it. Then the coverage area is limited to this marking - the marking is over - the coverage area is over! (As practice shows, the Moscow Road Inspectorate does not know this!)

    Marking 1.4 can be applied without a sign - if you see a yellow line - you cannot park regardless of the signs .

    Similarly to 3.28, “Parking is prohibited” can be supplemented with markings 1.10 - intermittent horizontal yellow markings. 1.10 can also be used independently, without a sign.

    (I won’t even discuss parking at bus stops, tram tracks and sidewalks - for this, both the car and the driver must be evacuated to Magadan.)

    If you parked your car in a place indicated by any of these signs or markings, you have violated the traffic rules and a fine of 3000 is yours. If you are unlucky, you will also be evacuated. In all other cases, if you are fined or evacuated, you must appeal!

    Please note that if you are not standing on the road, but are familiar with it, the parking lot can easily issue you a fine. Such a fine must also be appealed - it is illegal and can be easily changed.

    Let's move on to the appeal.

    0. Yes, point number zero - you are parking in a paid parking zone, but there are no signs/markings and you see no reason to pay. Ok, your legal right. But we must remember that few people in this country care about your legal rights. When you get out of the car, take a couple of photos confirming the absence of signs and markings. It might come in handy. In general, I highly recommend subscribing to any newsletter for information about fines. Better - directly to Moscow from the Moscow Public Services Portal.

    Fine 2500 for non-payment of paid parking

    You learned about this from the newsletter. If you have SNILS and full registration with Moscow or federal State Services, then we go to Avktokod and there we find detailed information about the fine and a photograph of your offense. Let's see what the fine is for. There is no registration at PSU - you are waiting for an envelope.

    If it’s your fault and it was completely impossible to park, let’s go pay a fine. Wait, not so fast! Check whether the address indicated in the protocol is correct; very often even foot inspectors make mistakes, and even parking inspectors make mistakes regularly. If the address is incorrect, you can appeal. If not, you will have to pay.

    If it was possible to park, but the inspector or the parking lot stepped in, we write a complaint.

    The approximate text of the complaint is below under the spoiler, you have the rest of the materials, you have completed step “0” and you have photos.

    Paid parking road sign with signs

    Not all motorists, especially those living in small towns, are familiar with what a paid parking sign looks like and when and how to pay for it. The first paid parking lots appeared in Moscow about five years ago. This had a beneficial effect on traffic: it made it possible to eliminate congestion caused by improperly parked cars and brought contributions to the city budget.

    What does parking zone mean?

    Paid parking zone is a specially equipped area for parked vehicles, marked with a special sign. It is controlled by parking lots—vehicles equipped with locking devices.

    All information about parked cars is filtered, weeding out beneficiaries and respectable citizens who paid for the service, and is submitted to the traffic police. Information about violators is checked and fines are issued to them.

    Parking zone designation

    The area where it is possible to leave a vehicle without consequences has always been indicated by road sign 6.4 “Parking”: a white letter “P” on a blue background . Other signs can be added to it: mode of transport, location, parking for disabled people, etc. Sometimes you can see signs that allow parking on even and odd days.

    To prevent the driver from becoming a violator, he must know what the paid parking sign looks like:

    1. The main distinguishing feature that allows you to understand that you need to pay for parking is the presence of a parking sign along with a white sign depicting black circles that look like coins with numbers. This is sign 8.8. And to this day, not everyone knows what the numbers 10, 15, 20 They just show that the place is paid . If they are not there, then motorists will not have to shell out money for parking.
    2. According to the installation rules, you can additionally place a sign nearby: “You are entering a paid parking zone . Then, when leaving, you will need to put up an information poster with the inscription: “You are leaving a paid parking zone.” But they, unlike the above, are not mandatory.
    3. The end of a paid parking area is considered to be the letter P crossed out diagonally. The “No Stopping” sign is also a symbol of the end of a paid or free parking space.

    In addition, drivers should not forget about the existence of horizontal markings, which are applied to regulate the placement of vehicles. Therefore, it is not enough to choose a place to leave your car, you also need to park it correctly.

    Scope of signs

    Leaving cars in paid parking lots, drivers can go about their business as if nothing had happened, without fear of evacuation. Of course, if payment is made on time. But you need to be more careful and know at what distance the signs 6.4 and 8.8 are valid.

    Sign area:

    • If the designation of a paid parking zone is not accompanied by additional signs indicating its length, then it is valid until the first intersection. But no further than 5 meters from him.
    • There is an 8.2.1 sign called "Area of Operation" designed to determine the permissible length of any maneuver. On a white field there is a black number indicating the number of meters. Located under the main sign.
    • The area up to the parking sign does not fall within its coverage area. If a car owner parks his vehicle there, he does not have to pay anything. But you need to pay attention to whether there are other signs prohibiting parking.
    • The area belonging to the courtyard area cannot be included in the paid parking zone, since it is intended for residents' cars.

    Certain categories of persons are exempt from paying parking fees. These include:

    • disabled people and their representatives;
    • combat veterans;
    • concentration camp prisoners;
    • parents with many children (having more than two children);
    • electric vehicle drivers;
    • motorcyclists;
    • emergency services personnel.

    Residents of nearby houses are provided with preferential conditions for using parking spaces. All other citizens are required to pay, and failure to comply with the law is punishable by fines.

    Unscrupulous drivers will have to pay 2,500 rubles for non-payment. If, in addition, they tried to close the registration numbers in any way, the penalty will increase to 5,000.

    But there are cases when, when paying through a mobile application, money is withdrawn from the account, and then a collection order is sent for unpaid parking. In such a situation, the car owner must challenge the fine within 10 days and attach a screenshot of the page describing the payment parameters. The address of the required organization is located on the parking meter.

    If after this the punishment has not been canceled, a lawsuit should be filed. Write an application and attach to it a resolution on bringing to administrative responsibility, as well as documents confirming the deposit of funds. There is no need to pay state duty. The court will issue a ruling to dismiss the violation case and cancel the penalties.
