- An examination that is mandatory when replacing a driver’s license (driver’s license).
- An examination that is mandatory when returning the driver's license after deprivation (if it is provided for by the Code of Administrative Offenses).
- An extraordinary examination, which is mandatory if a periodic medical examination (clause 6) reveals a significant deterioration in the driver’s health.
- Mandatory preliminary medical examination.
- Mandatory medical examination, which is carried out once every 2 years.
- Mandatory pre-trip medical examination.
- Mandatory post-trip medical examination.
It is quite clear that not all of the above types of medical examinations must be undergone by every person in order to drive a vehicle.
Mandatory medical examinations
Let's consider cases when mandatory medical examinations are required:
The following points deserve special attention:
- From the list above, mandatory medical examinations (items 1-3) are required for all drivers;
- From the list above, mandatory medical examinations (items 5-8) are needed only for those who drive a vehicle as an individual entrepreneur, and also work as drivers of a vehicle. Thus, a driver who uses his car, for example, to travel to nature or to visit relatives, does not have to undergo these types of medical examinations;

It should be noted that any type of mandatory medical examination in accordance with paragraph 5 of Article 23 “Road Traffic Safety” is carried out at the expense of employers.
For drivers who work on vehicles, an extraordinary mandatory examination is also intended. It is carried out if, during a mandatory periodic medical examination, a deterioration in a person’s health is noted.
From the information provided above, the following conclusions can be drawn:
- For a driver who uses his car for personal purposes, it is mandatory to undergo a medical examination once every 10 years (before replacing his license with a new one);
- If a person works as a driver, then he needs to undergo a medical examination once every 10 years, and in addition 4 types of medical examinations (with different frequencies).

Labor legislation does not contain requirements for drivers to periodically confirm their right to drive vehicles, since this function is performed by a driver’s license of the appropriate category with a specified validity period.
Instead, it is envisaged that employees engaged in work related to the movement of traffic and control of land vehicles undergo mandatory periodic medical examinations to determine the suitability of these employees to perform the assigned work and prevent occupational diseases (part one of article 213 of the Labor Code of the Russian Federation, clause 27 of the appendix No. 2 to the order of the Ministry of Health and Social Development of Russia dated April 12, 2011 No. 302n). Thus, the specified medical certificate is not a document confirming that the employee has undergone a periodic medical examination, therefore the employer does not have any legal grounds for requesting such a certificate from the driver working in the organization.

If the certificate is valid for 1 year, then clause 12 of the Order contains the following wording: “The medical report is drawn up by a doctor (therapist) ... and is valid for presentation to the traffic police ... within 12 months from the date of preparation (date of issue) of the document.”
This applies to the following types of driver's licenses, which require showing a valid medical certificate:
- issuance of domestic driver's licenses;
- issuance of international samples;

Without passing a medical examination by all the necessary doctors, the medical commission will not issue a certificate to drivers, even if you just need to change your driver’s license, but the certificate has already expired.
