As I watched different cars on the road, I began to notice some patterns. Beautiful expensive cars often have license plates with three identical numbers or beautiful numbers “500”, “007”. But besides this, the letter combination also has its own meaning, although in appearance it may be inconspicuous. So I started researching what number series the different services had. And now on the road it’s easy for me to determine the significance of many cool numbers. Let's talk about them in more detail.

License plate

Before listing the list of cool numbers, you need to understand their types, since there are several types of signs on the road.

They can be different in color:

Reds . They are received by representatives of trade missions of other countries, or representatives of diplomatic missions. Consuls or ambassadors have these license plates. Cool series of numbers

They may differ in regions and have additional combinations that will be valued specifically in a certain region. Today the following are considered valuable:

EKH , while initially they were with region 77, now they have been replaced by 99, and 177 and 97 are also in effect, this series is used by the FSO and other departments with appropriate immunity.
XKH, these numbers are partly owned by FSB employees, and partly were sold to ordinary citizens.
AMP , this series replaced government flag numbers, while the numbers with a numerical value in the eighth hundred in this series belong to the FSB. NNN - a series created for private individuals close to the traffic police;
OMR - government numbers, but they are also often received by bankers and some private individuals with good friends in the traffic police;
LLCs are intended for ordinary citizens who have friends in the FSB or traffic police;
The RMR belongs to the Ministry of Justice;
SAS is received by employees of the Ministry of Internal Affairs, the FSB and some of their close private individuals;
The SMM is intended only for the police and private individuals (their close associates);
SOOs are issued to employees of the Federation Council, as well as to the Presidential Administration;
SSS belong to many people, for example, government officials, the FSB, the FSO, as well as private citizens with good connections;
TMR, UMR are received by government employees and private individuals who are well acquainted with traffic police officers;
UUU, XXX are issued to private citizens upon acquaintance with traffic police officers.

As you already know, AMP97 is considered the most important special series for cars. The bad thing is that such license plates are not issued to ordinary motorists, but they can be bought for a lot of money, since they emphasize a certain special (associated with the so-called administrative resource) status of the owner. Criminal numbers and their value are quite strictly tied to the region. The situation changes dramatically if the mirror number contains a criminal series: then its cost jumps to several hundred thousand rubles, and in Moscow the upper price limit can exceed a million.

Until October 15, 2013, it was impossible to buy beautiful (and especially criminal) numbers legally. But the new vehicle registration regulations that came into force from that time almost immediately legalized the market for this product.

The fact is that, according to the new regulations, it has become possible to sell a car along with a license plate (more about registering a car with the traffic police). In addition, the owner of such a car has the right to remove old license plates and put up new ones, thus re-registering the purchased car in his name. The owner has the right to keep the removed (nice) license plates and deposit them with the traffic police for up to 180 days.

During this period, he has the right to register his other car with deposited (nice) license plates. And sell the previously purchased car back to the original owner (it will already have regular license plates). This rather complicated, but absolutely legal procedure is called “reweighing” and has a number of nuances.

The first option is that the buyer of a beautiful number formally sells his car to the seller of the number, who registers the car in his name (already with a beautiful number), and then sells it back to the buyer of the number. Here, first of all, the buyer of a beautiful license plate is at risk: if the seller acts fraudulently, you can be left without a license plate and without a car.
The second option is that the seller of the license plate sells his car immediately with a “beautiful” license plate, and the buyer “outweighs” it according to the procedure described above. Here, the risk of non-return of the car lies with the seller of the license plate, but it is, as a rule, small: the bearer of such a license plate is usually a very inexpensive car (that’s why you can so often see a modest Oka with a beautiful criminal serial number).

There are no problems with offering beautiful numbers: there are quite a few sites on the Internet offering this product almost throughout the entire territory of Russia. It’s even better to buy beautiful rooms from friends, but such options are extremely rare.

But with the registration process for your car, the buyer needs to be extremely careful and use the services of trusted intermediaries, and only within the framework of legal procedures. After all, according to the law, the state registration plate belongs to the state.

Purely theoretically, all series numbers are issued by the traffic police in order, and anyone can become the owner of a beautiful alphanumeric combination. In practice, this rarely happens. GRZ, which can be sold at a high price, most often are kept by employees of the above department for themselves, friends or relatives. Perhaps they even sell it.

The government of the Russian Federation has repeatedly raised the issue of the legal sale of beautiful numbers. In 2010, a proposal was considered to sell such numbers at open auctions. But this idea was recognized as untenable and rejected.

In 2015, an anti-corruption program was launched in Moscow. The issuance of numbers is regulated automatically by the system. Attempts to interfere with the order of issuance of state licenses are identified and punished.

In 2017-2018, the government put forward a new idea: to sell GRZ immediately when purchasing a car in showrooms or upon registration with the traffic police.
The final implementation of the idea is planned for the end of 2019 - during 2020. But it is unknown whether it will be possible to purchase a “beautiful” number in this way. Selling beautiful license plates is still illegal. To acquire the coveted combination of symbols, car owners have to resort to multi-stage schemes. A lot of time and money are spent on the procedure for purchasing expensive gas exploration equipment, and the risk of running into scammers is high.

There are no clear pricing criteria. The cost of the room is entirely determined by the seller’s appetites. This market needs legalization. It doesn’t matter for what reason the demand for beautiful numbers arose - because of the desire to stand out from the crowd, to increase one’s own importance, a love of numerology or aesthetics. It is important that these numbers are in demand and their sale must be regulated and taken under control.
