The document confirms the motorist’s health fitness to drive a vehicle of one category or another.
The medical examination notes the condition of the most significant systems and organs of the human body for driving a car.
When were innovations introduced?
Changes in the validity period of a medical certificate for drivers were made on March 26, 2019, when the main Order of the Ministry of Health No. 344n dated July 15, 2015 came into force.
This order has its own name - “On conducting a mandatory medical examination for drivers of motor vehicles and candidate drivers.”
The order reflects the rules for motorists undergoing a medical examination, as well as for how long medical clinics or centers can now issue certificates to drivers.
You can find information in the Order itself about the validity period of such a certificate in Appendix No. 1 (“Procedure for conducting a medical examination of drivers and driver candidates”), clause 12.
How are the deadlines stated in the law?
In the law, or more precisely in the Order of the Ministry of Health of the Russian Federation No. 344n, the terms are prescribed not in years, but in months.
If the certificate is valid for 1 year, then clause 12 of the Order contains the following wording: “The medical report is drawn up by a doctor (therapist) ... and is valid for presentation to the traffic police ... within 12 months from the date of preparation (date of issue) of the document.”
This applies to the following types of driver's licenses, which require showing a valid medical certificate:
- issuance of domestic driver's licenses;
- issuance of international samples;
- Russian exchange;
- international exchange.
Without passing a medical examination by all the necessary doctors, the medical commission will not issue a certificate to drivers, even if you just need to change your driver’s license, but the certificate has already expired.
You should visit the following doctors:
- therapist;
- psychiatrist;
- expert in narcology;
- gynecologist (for women);
- neurologist;
- ophthalmologist;
- ENT;
- otolaryngologist (on the recommendation of a therapist) and others.
Since fake driver medical fitness certificates are not recorded anywhere, they are easy to spot.
Traffic police officers can contact any clinic that is listed in the certificate to find out whether such a driver is listed in the general database or archives or not.
Most often, a fake is detected right away - there is simply no data on the driver in the database. For falsifying documents, the driver may incur criminal liability in the form of a fine - from 30,000 to 50,000 rubles .
Or deprivation of a driver’s license until this certificate is issued and submitted to the traffic police.
Note! All information about the results of a driver’s medical examination is stored in the archived database of a medical institution for 10 years.
After this period, you will need to undergo a medical examination again in order to again receive a certificate for the traffic police.

What is the expiration date of a medical certificate in 2019?
The standard validity periods for a medical certificate in 2019 are 1 year and 2 years. Despite the generalization of deadlines for such medical certificates for drivers, there are deadlines that differ from the standard ones.
This is due to different parameters and criteria that motorists themselves meet.
Conventionally, drivers who must receive a certificate with a specific expiration date for a medical document are divided into 2 groups:
- Holders of driving rights for a specific category of vehicle.
- Persons who are included in the conditional “risk” group.
According to the law, the validity period of a medical certificate for a driver’s license when changing a license will now very much depend on the category being opened, if such an event occurs.
The risk group may include persons who have reached a certain age, as well as professional drivers who perform regular trips by vehicle throughout the working day.
Let us consider in more detail in a separate table the deadlines established by law for the validity of a medical certificate issued after a driver’s commission:
To familiarize yourself with the deadlines and the document itself, it would be useful to study some of the nuances regarding its execution:
- The certificate is valid for exactly one year from the date of its preparation and signing by the head physician.
- The validity period of the document is not indicated on the form.
- Photos are no longer attached to the certificate, so the production time will speed up the procedure.
- A number of fields where doctors were previously indicated have been removed from the form.
- The driver should be examined by a psychiatrist or narcologist at his place of registration, otherwise the results will not be accepted.
- The new sample certificate form is subject to strict reporting.
The start of the period when the period of validity of the driver’s medical examination begins is the date of signing of the certificate by the chief physician of the clinic.
The certificate is valid for the period specified in the legislative Order.
The form of such a document itself has also been updated and now there is no line in it that would indicate the validity period of the issued document. The form of the form is approved by the same Order of the Ministry of Health of the Russian Federation No. 344n under the number - 003-V/u.
If a medical certificate is provided on the last day of its validity, traffic police officers do not have the right to refuse the submission of the document - it is valid until the end of the last day.
Note! All certificates issued on the old form (form No. 083/U-89) are no longer valid as of July 1, 2019. Such certificates were usually issued earlier in the period before the changes occurred on July 1, 2019.
Responsibility if the document is expired
If a motorist knows in advance that he will not be able to obtain a new certificate soon, he should know that until the last day of its validity it will be possible to use it.
The last day of the period is also included in the period of validity of the document. Due to changes in various laws and regulations, which may occur even in the middle of the calendar year, it is best to periodically check the validity period of a medical certificate for obtaining a temporary residence permit.
There are situations when the driver already has a driver’s license, but it needs to be replaced, and the period for the medical examination has come to an end.
If a driver submits an expired certificate to the traffic police, he faces a fine of 2,500 rubles .
An exceptional case is the situation when the driver obtains a driver’s license for the first time and drove the car for educational purposes, when the certificate was already in his hands. Such drivers are not issued fines.
After the innovations that came into force in 2019, it is no longer necessary to present a medical examination of the driver in the following cases:
- When passing a technical inspection of a vehicle.
- During a stop by a traffic policeman while checking documents.
- When a driver's license has become unusable and needs to be replaced.
- When the ID has been stolen, stolen or lost.
- When the driver’s personal data changes, as a result of which it is necessary to change the driver’s license.
In all other cases, when an expired medical certificate will be accepted as its absence, it is necessary to produce a new one through the procedure of passing a medical examination. Or, prepare money to pay the fine.
Just keep in mind that after paying the fine, a driver’s license will still not be issued, but they will be required to undergo a medical examination in the manner prescribed by law.
An expired certificate is a non-existent certificate. This is exactly how it will be considered by law.
A driver needs a certificate from a doctor when replacing a driver’s license with a new one, when its terms have expired, or the arrest of the driver’s license has ended.
Also when opening a new category, or receiving a driver’s license for the first time. In any of these cases, the certificate must be valid, without any missed expiration dates.
You should also not forget that changes regarding deadlines can occur at any time, so you need to take a closer look and listen to automotive news on design and legal topics.

Medical certificate to replace a driver's license in 2019
A medical examination of drivers allows us to identify the presence or absence of restrictions, as well as contraindications to driving. Required upon expiration of a driver's license and when replacing a license. The result of its passage is a medical certificate of the established form, issued on the basis of the Procedure approved by Order of the Ministry of Health No. 344n. with a validity period of one year.
Passing a medical commission is mandatory:
- in all cases of obtaining or replacing a driver’s license. This rule also applies to those moments when, after deprivation of rights, they are returned to the owner;
- in case of loss or loss of rights;
- when replacing an old driver's license with a new one;
- when returning rights after deprivation;
- upon receipt of a new driving category.
The only exceptions are cases of replacement when:
- changes in personal information, for example, when changing your last name;
- theft;
- falling into disrepair;
- desire to replace before expiration.
The most popular option is when a medical certificate is needed to replace a license that has expired. Please note that a driver's license is issued to citizens for a ten-year period. Then you will need to change them.
How long is a medical certificate valid for drivers in 2019?
The form of this document provides such details as the expiration date of its validity. The standard expiration date for the certificate in 2019 is set at one calendar year. But cases of establishing a specific date, less than the specified period, are acceptable.
The document is considered valid until the end date, even if it is submitted to the traffic police on the last day.
Previously, the legislation did not establish the validity period of a medical certificate. The only condition was its availability and relevance at the time of replacing the driver’s license after the expiration of the 10-year period. Those. It was enough to pass the commission once every 10 years. All the demands of inspectors and doctors regarding other deadlines had no legal support.
In 2019, the certificate has its own validity period. Amendments to the legislation in 2016 made it quite clear. Order of the Ministry of Health No. 344n “On conducting mandatory medical examination of vehicle drivers (candidate vehicle drivers)” strictly established a period of 12 months from the date of issue.
The medical certificate is valid for one year!
How to obtain a medical certificate?
Before going to a medical institution to pass a commission that issues a driver’s medical certificate, you need to prepare documents.
- ID card (passport);
- military ID or registration certificate (for men). Upon reaching 27 years of age, no document is needed;
- 2 photographs 3x4 cm.
- glasses or contacts (if vision is poor);
- certificate from a gynecologist (for women). If pregnant - an exchange card or a certificate of no contraindications for driving;
You may need (check with your medical institution):
- fluorography;
- encephalogram - for drivers with categories C, E, D.
- driver's license (if the period of validity of the medical certificate is extended)
The procedure for obtaining the conclusion of a medical commission when replacing rights can be described by the following algorithm:
- Choosing a medical institution.
Only licensed clinics have the right to issue an appropriate document confirming the ability to drive a vehicle. A citizen can pass a commission in any of them. The only exception is examination at the place of residence by psychiatrists and narcologists.
- Contacting the medical center.
First, you will need to contact the registry of the medical institution and fill out a certificate form based on the civil passport presented by the driver. The examination is paid for by the citizen himself, except in cases where the examination is related to the professional activity of the driver. After paying at the cash desk of the institution, the driver is given a strict form with the completed data from the identity card.
It is necessary to indicate exactly for which category the certificate is required. If the driver plans to take another exam during its validity period, it is better to indicate this category additionally. Otherwise, you will then need to resort to passing the commission again.
- Which doctors do I need to see for a driver's medical examination?
There is no strict sequence of visiting doctors. The driver has the right to determine the priority for himself; the main thing is only the complete completion of the examination by all specialists.
- ophthalmologist;
- otolaryngologist;
- therapist;
- neurologist,
- psychiatrist;
- narcologist
- gynecologist (women).
If the psychiatrist detects abnormalities in the driver, he will be offered a medical examination by the commission. Refusal to do so will result in the absence of a doctor’s note on the certificate and its invalidity, which may become an obstacle to permission to drive a vehicle.
Is it possible not to see a narcologist and psychiatrist? No, this is a mandatory condition when obtaining a medical certificate (clause 3 of Article 1 No. 437-FZ)
- Getting help.
The result of examinations conducted by medical workers is a certificate in form N 003-В/у with appropriate notes on the ability to drive and the absence of contraindications. Based on all the data, the general practitioner gives a final conclusion, which constitutes permission to drive and a document giving the right to replace the driver’s license.
Conclusions from a psychiatrist and narcologist can be drawn up in any order, but certified by the signature, seal of the doctor and the seal of the medical institution.
It is important to note that all inspection and marking of the form must take place in the presence of the driver in whose name it is issued. Absentee examination and false conclusions are unacceptable.
The cost of a medical certificate has changed
From November 22, 2019, changes have been made to the procedure for conducting a medical examination of citizens when receiving new ones, replacing them upon expiration of their validity period, and returning them in the event of deprivation of driver’s licenses due to intoxication. Now, before receiving the conclusion of the medical commission, it is necessary to donate blood and urine for specific tests.
Blood will be drawn to detect the presence of CDT protein, which indicates the amount of alcohol consumed during the week. If this figure exceeds the threshold of 1.2 %, then we can say that the person has an alcohol addiction.
Note that at the time of the survey this indicator occurs only in people who drink a glass of vodka or a bottle of wine every day for a week. Urine is examined to identify signs of drug use.
But when undergoing the study, it should be noted that taking certain medications may affect its results. Therefore, you may need to undergo additional tests to clarify:
- the fact of taking sleeping pills, valocordin, corvalol, etc. (these drugs may show traces of narcotics);
- contraceptive drugs (increase the level of CDT protein in the blood);
- the presence of pregnancy, which also affects the increase in specific protein.
Please note that due to the research, the cost and time of passing the commission will increase. This is due to the use of expensive reagents and an increase in the time required to obtain test results. It is planned that the cost of two studies will be in the range of 5-6 thousand rubles, and the waiting time for results is approximately a week.
If a positive test is detected, the driver will be sent for additional examination. Until the final decision is made by the medical commission on permission to drive a vehicle, the citizen is not allowed to drive.
Penalty for an expired certificate
An expired medical certificate is not an offense and there is no penalty for it. The only action that will be legal on the part of the traffic police inspector is the refusal to replace the license if the certificate is more than 1 year old. According to clause 2.1.1. The driver is not required to carry the traffic rules with him or present them at the request of the inspector.
Separately, mention should be made of the driver's liability for a false medical certificate. It is not difficult to contact the clinic that supposedly issued it, and at the slightest suspicion, a traffic police officer has the right to contact and request information about the document. All data on those undergoing a medical examination are stored in the databases of the medical institution, and information about a specific citizen is not difficult to find.
The driver should know that falsifying documents is already a criminal matter and the punishment here is significantly different from an administrative violation. In particular, a medical certificate with signs of data falsification is subject to a fine of 30 to 50 thousand rubles . Another option may be deprivation of the right to drive a vehicle until the commission is passed and the certificate is submitted to the Inspectorate.
Data on passing a driver's medical examination is stored for 10 years and can be requested at any time.
How long is a medical certificate valid for drivers in 2020?
Passing a medical examination is a mandatory procedure when obtaining a driver's license. A document confirming the driver’s health condition, which is acceptable for driving a car, is a certificate. The procedure for issuing it is regulated by the order of the Ministry of Health dated June 15, 2015.
The law also determines how long such a medical certificate is valid for all drivers in 2020. This document must be obtained not only during initial training at a driving school with subsequent receipt of a driver’s license, but also in some other cases, for example, when opening a new category. It is important for every driver to know after what period of time he will need to be examined by doctors next time, because in the absence of a certificate problems may arise.
Legal basis for obtaining a medical certificate for vehicle drivers
Before issuing a certificate giving the right to drive a specific vehicle, it is required to undergo a commission, during which the candidate’s health status is determined. Particular attention is paid to the organs of perception, the body systems on which coordination, accuracy and efficiency of driving directly depend. This norm was enshrined on June 15, 2015 in Order No. 344 of the Russian Ministry of Health “On conducting a medical examination of vehicle drivers.”
The issued certificate is a professional opinion that determines the presence or absence of medical contraindications, restrictions or indications for driving a particular vehicle. This documentary provision was officially registered under number 41376 by the Russian Ministry of Justice on March 11, 2016.
The four appendices of the order clearly outline the procedure for conducting a mandatory examination and issuing a professional medical opinion. Medical indications and contraindications for driving specific vehicles must be reflected in the certificate of form No. 003-B/u. Issued certificates must be registered in a special journal according to form No. 036-B/u-10.
Requirements for the document, according to the new law in 2020
In order to legally go through all the necessary doctors and receive a document of the appropriate sample, you need to contact a therapist at your place of residence. His referral requires visiting an ophthalmologist, otolaryngologist, neurologist, psychiatrist, and narcologist. In this case, additional consultations with other specialists may be required. This need is determined by doctors of the listed specialties.
The received document must meet the following requirements:
- the certificate is issued by the therapist after receiving opinions from specialized specialists;
- these conclusions can only be issued by organizations that have the appropriate license;
- The validity period of the document is limited, so during this period you need to have time to obtain a driver’s license.
The certificate issued by the therapist reflects the result obtained as a result of a comprehensive examination by various medical specialists. In this case, the specific results of each inspection are not indicated in this document, but only a tolerance is given. A modern certificate often contains a photograph of an applicant for a driver's license.
The form must contain the following information:
- Full name, date of birth and registration address of the applicant for obtaining rights;
- the exact name of the medical organization, its details, license information, OGRN code;
- exact date of issue;
- medical reports are given in general terms;
- categories of transport in the generally accepted designation to which admission is granted;
- medical restrictions on driving specific vehicles;
- medical indications necessary for an individual to drive a specific type of transport.
All certificates issued by a medical institution must have a seal and the personal signature of the doctors who give the conclusion.
How long is a medical certificate valid for drivers in 2020?
Until 2018, its validity period was 2-3 years. According to the latest rules, the validity of the document has been reduced to 1 year. This norm is stated in paragraph 12 of Appendix 1 to the order of the Ministry of Health. This refers to the expiration date for the traffic police. During this time you must obtain a driver's license. After this, the certificate is no longer required, since it does not directly affect the validity of the driving license.
General terms
Recent changes in the law have significantly affected the frequency of medical examinations of drivers. The duration of the document depends on the category that allows you to drive a specific vehicle, as well as on the age of the drivers. For example, for categories A, B, C, D, E it is 2 years, for drivers performing transportation, the frequency of commissions is one year.
Validity period of a certificate from a narcologist and psychiatrist
A roadway filled with many vehicles poses a real danger to people's lives and health. Therefore, the task of the state is to reduce the level of such threats. One of the most important safety factors is the human factor, so much attention is paid to the mental health of drivers.
A visit to a narcologist and a psychiatrist during a medical examination is mandatory. These specialists can prescribe additional tests and examinations as necessary. Certificate of form No. 003-в/у with records of these doctors in 2020 will be valid for one year. In addition, the issuance of this document may be refused in cases where the person is registered with a drug treatment clinic or with a psychiatrist.
Sample certificate No. 003-в/у
Can the certificate be terminated early?
There is a list of deteriorating health conditions and functions of individual organs that can be considered contraindications to driving. These include the progression of epilepsy, partial or complete loss of vision or hearing, and loss of the ability to distinguish colors.
In addition, an obstacle to safe driving may be the need to use certain medications, which can negatively affect reaction speed and behavior in general. The development of problems with the vestibular system also makes it difficult to drive and can cause accidents. In all of the above cases, the validity of the medical document may be terminated due to a change in the driver’s health condition.
Where and how do you get such a certificate?
To pass a medical commission and obtain a certificate of the established form, you can contact both a public and private clinic. Medical institutions of the first type allow you to save material resources, and the second - time. The cost of paid services for commercial structures ranges from 2,000 to 5,000 rubles. In addition, a separate visit to the psychoneurological and drug addiction clinics, which are located at the place of residence, is required.
List of documents
To successfully pass a comprehensive examination of doctors, you need to prepare certain documents from the very beginning. You will need a passport of a citizen of the Russian Federation, a military ID or registration certificate. In addition, you should bring two 3x4 photographs. Depending on the goals of the commission, a driver’s license may also be needed. This set will be quite sufficient for visiting the clinic.
Registration procedure
In order to undergo a comprehensive commission of doctors and correctly obtain the required document, you should first contact the clinic to obtain a medical card. All data about the patient’s health will be entered into it, which will become the basis for filling out the certificate. The list of required doctors directly depends on the number of driving categories being opened, so it is better to inform about them in advance.
It is recommended to do this even in cases where the opening of the category is planned after some time.
When choosing a state clinic to undergo a commission, you must first make an appointment with each specialist. This will save time. The main advantage of a private clinic is the ability to see all the doctors in one day. It is especially recommended to visit a narcologist and a psychiatrist. At the last stage, you need to contact your family doctor or therapist to draw up the final document based on the records of medical specialists.
What are the consequences of an expired certificate?
This official paper is not a mandatory document that every driver should have in his hands. Therefore, traffic police officers cannot demand it. Thus, even in case of delay, there are no penalties. On the other hand, if a driver’s license requires a medical certificate, then for its absence or delay a fine of 5-15 thousand rubles is possible.
A valid certificate of the appropriate form is needed for the following cases:
- obtaining a driver's license for the first time;
- extending its validity;
- recovery of a lost document;
- examination of professional drivers.
It should be taken into account that rights are issued for a period of 10 years, and after the expiration of this period they are subject to mandatory replacement. To do this easily and painlessly, it is recommended to take care of a medical examination in advance. On the other hand, in the process of obtaining international rights, you do not need to go through the commission again.
What is the validity period of a driver's medical certificate?
Driving medical certificate expiration date
In 2019, a medical certificate has its own validity period. Previously, before the new legislation on the medical certificate came into force, its validity was a controversial issue. According to the law, the validity of a medical certificate did not expire at all - simply when replacing a driver’s license, every 10 years it was necessary to undergo a medical examination again. Although the traffic police officers illegally invented their terms, and for some reason the doctors themselves wrote them - some 1 year, some 2 or 3 years, and so on.
But in 2016, amendments to the legislation came into force, and now the document we have designated has a specified deadline. The answer to the question of what period of validity of a medical certificate is given to us by Order of the Ministry of Health of Russia dated June 15, 2015 N 344N “ On conducting mandatory medical examination of vehicle drivers (candidate vehicle drivers) ” in its last paragraph of Appendix No. 1:
12. A medical report is drawn up by a general practitioner or general practitioner (family doctor). really . within 12 months from the date of issue .
Thus, the validity period of a medical certificate for 2019 is 1 year from the date of issue.
This means that within a year from the date of receipt of the certificate, you can use it to take exams when obtaining a driving license for the first time, when replacing a driver’s license, to return your license after deprivation upon expiration of the deprivation period, and so on.
In what cases is a valid medical certificate required?
A medical certificate will be required in certain cases when obtaining a driver's license. In such cases, a medical certificate must be provided along with other documents. Now we will consider all the cases when a medical certificate may be required and when it may not.

How and where to get a medical certificate?
A medical certificate is obtained from the medical institution at the driver’s place of residence. This means that you can undergo a medical examination to determine your fitness to drive a car at any medical institution where you are located. Meanwhile, there are often cases when the traffic police departments did not accept certificates if the psychiatrist and narcologist were not examined at the place of registration (registration). This is illegal, because paragraph 3 of the appendix to the above Order establishes that these doctors can be seen anywhere:
An examination by a psychiatrist is carried out in specialized medical organizations of the state or municipal health care system at the place of residence or place of stay of the driver of the vehicle (candidate driver of the vehicle) undergoing a medical examination (hereinafter referred to as the examinee), who have a license to carry out medical activities to provide services ( performance of work) on “psychiatry” and “psychiatric examination”.
An examination by a psychiatrist-narcologist, including determination of the presence of psychoactive substances in the urine, as well as qualitative and quantitative determination of carbohydrate-deficient transferrin (CDT) in blood serum, is carried out in specialized medical organizations of the state or municipal health care system at the place of residence or place of stay of the person being examined . having a license to carry out medical activities to provide services (perform work) in “psychiatry-narcology” and “laboratory diagnostics” or “clinical laboratory diagnostics”.
The place of residence is the location of the driver at the current moment in time, and this has nothing to do with the place of registration. Accordingly, you can see a psychiatrist and narcologist anywhere, be it another city or region of Russia.
Also, as can be seen above, a medical certificate can be obtained both from a free municipal institution and from a paid one. The main condition is that the institution has a license to issue a medical certificate.
To obtain a medical certificate, you will need to undergo a series of doctors with certain specializations. The list depends on the categories of rights. To obtain rights of categories M, A, B, BE and their subcategories, you will need to pass:
- psychiatrist;
- narcologist;
- ophthalmologist (ophthalmologist);
- therapist.
To obtain licenses of categories C, CE, D, DE, Tm (trams), Tb (trolleybuses) and their subcategories, you need to go through:
- psychiatrist;
- narcologist;
- ophthalmologist (ophthalmologist);
- therapist;
- otolaryngologist;
- neurologist.
To obtain a certificate, you only need a passport, as well as a military ID for citizens liable for military service. Based on the results of passing the medical examination, you will be given a certificate in form No. 003-B/U . The cost of a medical certificate for drivers when visiting paid medical institutions can range from 1,200 to 2,500 rubles, depending on the pricing of the medical institution itself.
What is the penalty for an expired medical certificate?
Although the certificate has a validity period of 1 year, an expired medical certificate is not a violation and the maximum practical penalty that can be imposed for the absence of one is refusal to provide a service where such a certificate is needed.
There is no penalty for an expired medical certificate. Moreover, the traffic police inspector is not authorized to check both the validity period of the medical certificate and, in principle, its availability, and you are not required to carry and submit such a medical certificate for verification (clause 2.1.1 of the traffic rules).

When enrolling in a driving school, a medical certificate is required. It confirms that the candidate driver does not have health problems that prevent him from driving and is able to drive a vehicle without risk to himself and other road users. Let's understand all the intricacies of obtaining a document, analyze the procedure for undergoing a medical examination, find out how long a medical certificate for drivers is valid and what requirements are imposed on future drivers.
What is a driver's license
A medical certificate for obtaining a driver's license is an official document (form 003-VU), the form of which contains the following information:
- Personal information of the applicant (may be with or without a photo).
- Number of the category of rights for which the certificate is issued.
- Medical restrictions and indications for driving (if any, check the box next to the appropriate field, as in the example below).
This document has a uniform form and is valid throughout the Russian Federation.
The certificate itself is not needed when enrolling in a driving school; you can start training without it, but you still need to provide it later. It will come in handy later – when it comes to practical training on the racetrack and driving around the city. But you shouldn’t hesitate to get it done. After all, if it turns out that the student will not be able to drive a vehicle due to health restrictions, then the started training will be in vain.
In what cases is a driver's medical certificate required?
It is needed not only for studying at a driving school and when applying for a driver’s license for the first time, but also for other cases:

Where to get tested
You can undergo the examination at any medical institution that has the appropriate license for this type of activity. All state municipal clinics have such a license, but not every private clinic. Therefore, before contacting private owners, check whether they have a license. This can be done on the official website of the clinic, in the “About the Company” section, because according to the law, every private medical institution must have its own website, and if it does not exist, then this is a reason to be wary. You can also check the availability of a license at State Services. For those who do not use the Internet, you can view the license in the clinic building itself. Usually a scan of the license is posted on a stand next to the registration desk.
You will have to pay for a medical examination in any case, regardless of the type of medical institution. The only difference is that in government institutions it will be cheaper to obtain a certificate, but you will have to spend a lot of time going through all the doctors. And all because of long queues and not always convenient doctor appointments. For example, an ophthalmologist can start an appointment only at two o'clock, while a therapist's appointment ends at one o'clock in the afternoon. As a result, you will have to spend at least two days on the examination. Of course, such an inconvenient schedule does not exist in all public hospitals, but this phenomenon is quite common.
You should also not count on in-depth diagnostics in government institutions - often the medical examination is carried out formally and ninety percent of the time is spent standing in queues, and not on the examination itself.
Private medical centers, as a rule, do not have such shortcomings and examinations in them can be completed much faster, for example, within a few hours or at most in one day. But in the end, this service will cost several times more than in a regular clinic.
Certificate price in 2019
The cost of admission varies depending on the region. In large cities, a certificate is somewhat more expensive than in small ones, but it is also much easier to obtain, especially in Moscow, where medical clinics are located literally on every corner. But on average in Russia you will have to pay:
- About 2,000 rubles for visiting doctors at a municipal hospital (this price includes a visit to a psychiatrist and narcologist).
- About 4,000 rubles for an examination in a private clinic.
How to get a certificate yourself
If for some reason you want to undergo a medical examination without the services of a driving school, then to do this you need to select the desired medical institution and, when you come to the reception, present the necessary documents:
- Passport.
- For non-resident citizens it is necessary to have temporary registration.
- Military ID (or registration certificate).
If you already have a driver's license of any category, then you also need to provide it at the registry.
Which doctors should you go through in 2019?
Since 2016, the list of doctors that a future driver must see in order to obtain a certificate has been significantly reduced. There is no longer a need to visit dozens of offices to obtain the opinions of all the necessary specialists. Whether this is good or bad for the safety of drivers is a controversial issue, but still the period for obtaining a certificate has been reduced, which is a significant advantage. For 2019, the list of doctors required to visit is as follows:
- Therapist. Based on a referral from this doctor, the person being examined may be sent to see a neurologist.
- Ophthalmologist. People who wear glasses or contact lenses should have them with them during an examination with an ophthalmologist. Based on the results of the examination, if any vision problems are identified, the doctor can put three special marks in the conclusion: control only with glasses, only with lenses, or control with either glasses or lenses.
- Psychiatrist. If necessary, the psychiatrist can send the subject for a psychiatric examination.
- Expert in narcology. This doctor may refer the person being tested for drugs or chronic alcoholism.
- Neurologist. If necessary, the neurologist can send you for an ECG.
This list is compiled for those who want to obtain licenses of categories A, A1, B, B1, BE, M. If you want to open a higher category (from C and above), you will have to additionally undergo an examination by an ENT specialist and be sure to ECG.
You can see doctors in any order, except for the therapist - he is the last one, since he issues a general conclusion.
What diseases should you not drive with?
Since cars and motorcycles are highly dangerous vehicles, there are a number of contraindications that prevent a person from operating these types of equipment. This list is very large and there is no point in listing all the contraindications; all the necessary information can be found on government websites. The most common contraindications can be identified. These include primarily diseases of the visual organs, in particular blindness in both eyes and achromatopsia. This list also includes various mental illnesses, including those associated with the use of psychoactive substances. People suffering from epilepsy should also not drive a vehicle.
Is it possible to get a certificate without a medical examination?
No. Having a valid medical certificate in hand is a mandatory condition for obtaining a driver’s license, and if a person refuses to undergo an examination for any reason, then the path to becoming a driver is closed for him. But of course, there are people who are not stopped by the fact that they have contraindications for driving, and they simply buy the necessary certificate. But is it worth it? After all, by committing such actions, they endanger not only themselves, but also other road users, and the consequences can be the saddest for everyone.
If information that does not correspond to reality is found in a medical certificate, a fine of thirty to fifty thousand rubles will be imposed on the owner of this document. A doctor who issues an incorrect certificate is also fined, albeit for a smaller amount.
Fines for lack of a medical certificate from the driver
Only those people who have a special mark on their driver’s license obliging the owner of the vehicle to always carry this certificate with them need to carry a medical certificate with them at all times. Typically, this mark is placed if a person has any health problems that limit driving a car or motorcycle. If, when checking documents, it turns out that a car owner with health limitations does not have this certificate, then the driver will be charged a fine of five to fifteen thousand rubles.
Getting a driver's license today has become much easier than it was a few years ago. Although the number of doctors has decreased, this is not a reason to relax and not take care of your health. After all, a healthy driver is the key to safe driving.
