The deadline for paying a fine with a 50 percent discount is discussed in Article 32.2 of the Code of Administrative Violations. Part 1.3 describes how long preferential payment is allowed, namely, no later than the calculation of the 20-day period from the date the decision was made, a fine of 50% must be paid.

In what cases does this rule not apply?
Some motorists wonder why they can’t pay this or that fine at a discount. Here it is worth turning to the legislation. The Code of Administrative Offenses in Chapter 12 establishes penalties, which require payment of a fine of only 50%. But Article 32.2 covers those violations that do not provide discounts.
- The first violation that does not include a discount is driving without registration. Valid if you are caught again.
- Driving while under the influence of alcohol or drugs, or transferring control to a person who is in such a state.
- Repeated speeding by more than 40 km/h or more.
- Driving through a red traffic light again.
- Movement towards. Drifting into the oncoming lane if the driver was caught again.
- Causing harm to the health of victims.
- Refusal to undergo a medical examination.
The offense is repeated if the motorist is caught again within a year after the expiration of the sentence, but if a fine was issued, the year is counted from the date of its payment.

What fines can be paid with a 50 percent discount?
A system of fines was created at the state level to control the behavior of drivers and prevent major violations. Not every offense committed by a driver can be paid at half the cost.
According to current articles and acts, the 50 percent discount does not apply to violations of:
- committed while under the influence of drugs or alcohol;
- which are of a repeated nature (the driver ran a red light again, exceeded the speed limit, drove into oncoming traffic, etc.);
- subsequently, the person who was driving refused to undergo examination for the presence of alcohol and other drugs in the blood;
- committed by drunk persons allowed to drive a vehicle by its owner;
- as a result of which third parties were injured;
- committed by persons who subsequently consumed alcohol or drugs (on the spot after the accident).

The discount applies to the following cases:
- no MTPL policy;
- there are no registration documents;
- the procedure established by law for the transportation of goods and passengers has been violated (no child seats, seat belts not fastened, etc.);
- towing of cars was done incorrectly;
- the car was driving in the oncoming lane, against the flow in case of one-way traffic;
- the maneuver was carried out with violations;
- the speed of movement on urban and suburban roads is exceeded;
- a traffic signal prohibiting passage has been suppressed;
- the driver was driving a vehicle without a license;
- the windows are tinted without taking into account the rules;
- a special alarm system was installed illegally;
- license plates are difficult to read and are installed in the wrong position;
- the car is not registered;
- faulty brakes, steering system;
- Mobile communications are used while driving, in the wrong place.
The State Services portal provides an additional 30% discount when paying fines.
Traffic fine payment deadline with 50% discount
Upon receipt of notification that traffic rules have been violated, within a certain time you are given the opportunity to pay for the violation. The deadline for paying half of the fine is 20 days - you need to meet it in order to receive a discount. The calculation starts from the day when the violator received notification of the violation (and not from the date of registration of the violation itself).
Within 70 days, the violation will have to be paid in any case, just from day 20 without a discount. If you fail to do this, new fines will begin to be imposed.

After 70 days from the date of receipt of the notification, the sanctions will increase - and 500 rubles can turn into 1,500 rubles.

Is it possible to pay the fine in installments?

Which fines can be paid at a discount and which ones cannot?
The discount does not apply to all types of violations. The discount does not apply to a number of repeated violations, as well as to serious traffic violations (for example, driving while intoxicated). Below is a complete list of violations that cannot be paid in the amount of half the fine:
- repeated offenses (part 1.1 of article 12.1, parts 6 and 7 of article 12.9, part 3 of article 12.12, part 5 of article 12.15, part 3.1 of article 12.16 of the Code of Administrative Offenses of the Russian Federation);
- driving a vehicle by a driver who is in a state of intoxication, transferring control of a vehicle to a person who is in a state of intoxication (Articles 12.8, 12.26 of the Code of Administrative Offenses of the Russian Federation);
- a violation that resulted in the infliction of slight or moderate harm to the health of the victim (Article 12.24 of the Code of Administrative Offenses of the Russian Federation);
- if the execution of the decision was delayed or spread out by the judge or the State Traffic Inspectorate;
- fines of the State Public Institution "AMPP" - Moscow Parking for non-payment of parking (liability for this offense is provided for in Article 8.14 of the Administrative Code of Moscow).
In other cases, it is enough to pay only half of the fine.
Fine payment deadline with 50% discount
If the discount applies to your fine, then you can pay half of its amount within 20 days from the date of the decision.
The date of issue is the day when the traffic police decides to hold you accountable and issues a resolution to impose a fine. It often happens that the camera will record your violation today, and the decision will be issued only in a week or even a month (maximum 2 months).
“From the date of the decision” means that if you learn about the fine or receive it in the mail after 21 days, the discount will no longer apply.

How to pay fines in 2018
Today in Russia, according to the law “On the organization of the provision of state and municipal services”, the following procedure applies:

- if a fine is found, the bank will have to accept your payment and send payment data to the GIS GMP;
- after this, the traffic police must independently obtain information about payment of the fine from the GIS GMP.

How to pay fines at a discount
In order for a fine with a discount to be correctly paid off in all databases, it is necessary that:
- the bank through which the payment is made immediately sent the payment data to the GIS GMP;
- the bank transmitted correct information about the date of receipt of your payment to the GIS GMP;
- the commission was paid in excess of the amount of the decision.
If the discount has already expired, and the bank incorrectly indicated the date of your payment when sending the data, then you risk still owing half the amount of the fine. You will have to deal with this later - with a traffic police inspector or a bailiff.
Some banks try to insure themselves against such technical problems and do not accept payments for fines at a discount if the client came to pay 1-3 days before its (discount) expiration.
When paying through a terminal, the commission may be deducted from the payment amount, and then you will be left with a debt in the treasury database in the amount of this commission.

Will the discount remain when appealing the decision?
Only theoretically. Hardly ever. Let's explain why:
- Let’s say the decision was made on October 1, 2016. The discount is valid only for the first 20 days, that is, until October 20, 2016 inclusive.
- Taking into account the work of the Russian Post, you received a letter with the resolution on 10/07/2016.
- A complaint about the resolution was sent to the traffic police on October 10, 2016.
- Your request reached the contractor on 10/12/2016.
- Add to this date 10 days, during which the traffic police authorities consider the complaint and another couple of days until you receive a response to your application.
Taking into account the time frame for consideration, sending documents, drawing up a complaint and collecting all documents, the 20 days to pay the fine at a discount will already expire. And if your complaint is not satisfied, then you will have to pay a fine of 100%.
It is important to assess your chances of having the order overturned and make a decision taking into account all the circumstances.
However, you can insure yourself. Pay the fine at a discount and go appeal the decision to court. The fact of paying a fine does not mean that you agree with the conclusions of the guardians of the law. If such a fine is canceled, you can always return the money paid.
I paid on the last day, will the discount be taken into account?
Based on our experience, not all banks are able to correctly process fine payments on the last day of the discount. Some credit institutions may play it safe and not accept your payment if there are 1-3 days left before the discount ends.

Grace period for paying traffic fines in 2019
Due to the high percentage of “stuck” traffic fines, the Government of the Russian Federation has developed a measure to encourage drivers to pay debts as soon as possible. Thus, the possibility of repaying a foreclosure with a 50% discount was introduced. In the article we will look at the requirements, the fulfillment of which allows you to save on payment, and also list the violations for which the amount of the fine is not reduced.
When can I get a discount?
On December 22, 2014, Federal Law No. 437 - Federal Law was approved. It allows citizens to pay fines issued for traffic violations with a 50 percent discount. This document came into force on 01/01/2016.
A grace period for paying a traffic police fine has been introduced for a number of penalties provided for in Chapter 12 of the Code of Administrative Offenses of Russia. As a rule, savings can only be made if the violation was committed for the first time and did not pose a danger to other road users.
Payment of a traffic fine with a 50% discount is possible only for a limited time. In order to save half of the imposed penalty, it is necessary to transfer the amount within 20 days from the date of the decision (p. 32.2 part 1.3).
It is not recommended to wait until the payment deadline. If you make a payment on the last day of the grace period, the funds may arrive in the traffic police account only the next day. In this case, the discount will lose its relevance. As a result, the car owner will have to bear the full cost.
What charges are not subject to the discount?
The grace period does not apply to fines issued for the following actions.
Secondary driving in a vehicle that is not registered
Driving a vehicle by a drunk driver or handing over the steering wheel to a person who is intoxicated
Driving at a speed exceeding the permitted speed by 40 km/h or more, recorded again
Art. 12.9 part 6 and part 7
Repeated failure to comply with the requirements of traffic controller or traffic light prohibiting signals
Driving on the oncoming lane or tram tracks, recorded again
Repeatedly driving against the flow of traffic on a road on which traffic is allowed in only one direction
Violations that resulted in minor or moderate harm to the health of the victims
Refusal of medical examination for intoxication
Taking illegal substances (alcohol or drugs) immediately after an accident
A violation is considered repeated if it was recorded before the expiration of 1 year from the date of payment of the previous fine for an identical offense.
What fines are covered by the grace period?
For non-compliance with traffic rules, fines are imposed, most of which can be paid at a discount. This benefit is not provided when the violations indicated above are committed. You can save half the amount of the penalty for the following actions:
failure to comply with requirements regarding the registration of compulsory motor liability insurance;
driving a vehicle by a person who does not have a driver’s license and documents for the car;
operating a vehicle with incorrectly placed license plates;
the driver's use of a mobile phone while driving;
failure to comply with requirements for the carriage of passengers;
violation of parking or stopping rules;
driving a vehicle with faults that prohibit further operation;
failure to comply with seat belt use requirements;
primary speeding;
failure to comply with road signs or markings;

“If a copy of the decision imposing a fine, sent to a person brought to administrative responsibility by registered mail, was received at his address after the expiration of 20 days from the date of issuance, the specified period is subject to restoration,” says the explanatory note to the document.
It is understood that in this way the interests of motorists will be protected from the slowness of inspectors.
“Unfortunately, it is not uncommon for situations when, when an administrative offense is revealed using photo and video recording means, a copy of the resolution arrives with a delay,” noted earlier the head of the Duma Committee on State Construction and Legislation, Pavel Krasheninnikov. At the same time, according to him, the possibility of preferential payment of a fine is virtually excluded. The law establishes the possibility of reinstating the missed deadline for preferential payment of a fine at the request of the offender. The petition will have to be submitted to the court or to the traffic police, depending on who imposed the fine. And the motorist should be given another 20 days of grace period to pay the fine.
The bill was developed based on precedent.
Driver Yuri Reinhimmel was fined for speeding, but he was notified of this later than the twenty-day period when he could have paid half of the fine. At the same time, the traffic police video recording center for the Moscow region refused to restore the grace period, and the Mozhaisk City Court returned Reinhimmel’s complaint without consideration. As a result, the citizen appealed to the Constitutional Court, which recognized his rightness. According to the Russian State Traffic Safety Inspectorate, in 2017, out of 108.7 million fines, 65.8 million were paid with a 50 percent discount.
