We think it's possible. But only if the relative is still alive and remains the owner of this car. Otherwise, the heir will be forced to register the car in his name. His old numbers will be taken away from him, and in return he will be given new ones of the established (at the moment) standard.
The traffic police have said many times that they cannot force a car owner to forcibly change old license plates to new ones - there are no such laws (orders). The motorist is obliged to do this only if the state sign has become unreadable. The Code of Administrative Offenses of the Russian Federation has a special article - 12.2 of the Code of Administrative Offenses of the Russian Federation, which imposes penalties for driving a vehicle with unreadable, non-standard or installed state registration plates in violation of the requirements of the state standard.
In this case, the standard means GOST R 50577–93 “State registration signs for vehicles. Types and main sizes. Technical requirements" (approved by Decree of the State Standard of Russia N165 of June 29, 1993). In other words, if the state sign has become unusable, the car owner will be forced to replace it. But in this case, he will be given new numbers - modern ones.
There is also a Technical Regulation on the safety of wheeled vehicles (approved by Decree of the Government of the Russian Federation N720 dated September 10, 2009), which additionally indicates that “the state registration plate must be visible in a space limited by four planes forming visibility angles of at least: up — 15 degrees, down — 0-15 degrees, left and right — 30 degrees.”
If a relative can no longer own the car (for example, he died), it will not be possible to keep the old Soviet license plates. If only for memory. But even in the latter case, the new owner will have to use a trick: when registering the car, indicate in the application that the registration plates have been lost due to unknown circumstances. It is important to point out that the possibility of theft of state signs is excluded. After this, the traffic police officer will issue new license plates. Of course, the driver will not be able to install old “tin cans” on the car and drive with them.
By the way, on January 1, a new standard on state signs came into force in Russia, which introduces 10 types of new license plates for cars and motorcycles. And again: there is no talk of forced re-registration of cars. Replacing license plates is completely voluntary, so there is no need to run to the nearest traffic police department for a mandatory replacement of your license.
And one last thing. At the state inspection points we were assured that there should be no problems with passing the MOT of a car with old license plates. The main thing is that the car is in good working order and the documents are in order.

The PTS will have to be received either by the previous owner, or by you on his behalf by power of attorney (I can’t say which one is needed - notarial or simple)
After the PTS has been received, everything is standard - you enter into a DCT, add yourself to the PTS. Now the moped is formally yours but is not registered.
Next, you restore the equipment, undergo maintenance, apply for compulsory motor liability insurance, and once again get license plates from the traffic police.
This is if everything is done according to the law. But you can limit yourself to just your visit to the traffic police and leave with license plates.
PS - take off the numbers immediately; if your organs prolapse, say “lost.” They won’t have legal force, but you can hang them on your wall.

1. Is it possible to keep the black state-issued ones when buying an old Soviet car?
USSR numbers. I want to keep the black license plates solely because it is not possible to install modern license plates in the standard places so that they do not spoil the appearance of the retro car!
There is information on the Internet that until the fall of 13 this was possible, with the personal permission of the head of the regional traffic police and even photos of modern documents where black numbers are written. I would like to understand what legally prevents this from being done now?
2. Is it possible to drive a car that has black license plates and a USSR “booklet” registration certificate registered to a deceased person? For example, the children inherited a car, they filled out all the notarial papers, after which they could conclude a sale and purchase with a notary (or without), but do not go to the traffic police, carry with them only the USSR registration certificate (powers of attorney have now been cancelled).
3. If you still transfer the car to modern license plates and documents, it cannot be avoided. Does the old owner need to first go to the traffic police, get up-to-date documents there, and only then sell the car. or you can issue a DCT if you have old documents, after which the new owner goes to the traffic police and receives a new PTS immediately in his name in order to be the “first owner” in this PTS, is this possible?

I don’t quite understand what GOST has to do with it? After all, now instead of GOSTs, the Technical Regulations rule, and cars older than 30 years have a complete exemption from compliance with the Technical Regulations, and therefore, non-compliance of black numbers with GOSTs should not be an obstacle to registration, because GOSTs are now within the Technical Regulations.
After all, cars with black license plates pass technical inspections, despite the “violation” of GOST!

7.15. The state registration plate of the vehicle or the method of its installation does not comply with GOST R 50577-93.
Is it necessary to change Soviet license plates on a car?
Based on Part 11 of Art. 17 of the Federal Law of 04/02/2014 No. 37-FZ “On the peculiarities of the functioning of the financial system of the Republic of Crimea and the federal city of Sevastopol for the transition period” from January 1, 2015, technical inspection of vehicles registered in the territory of the Republic of Crimea or in the territory of a federal city Sevastopol, is carried out in the manner established by the legislation of the Russian Federation, by technical inspection operators accredited by the professional association of insurers operating in accordance with the Federal Law of April 25, 2002 No. 40-FZ “On compulsory insurance of civil liability of vehicle owners.”
The procedure for registering vehicles with the State Road Safety Inspectorate of the Ministry of Internal Affairs of Russia is regulated by:
- clause 3 art. 15 Federal Law of December 10, 1995 No. 196-FZ “On Road Safety”;
- Decree of the Government of the Russian Federation dated August 12, 1994 No. 938 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation” (hereinafter referred to as the Decree of the Government of the Russian Federation on state registration);
- Basic provisions for the admission of vehicles to operation and the responsibilities of officials to ensure road safety, approved by Resolution of the Council of Ministers - Government of the Russian Federation dated October 23, 1993 No. 1090 (hereinafter referred to as the Basic Provisions);
- Rules for registration of motor vehicles and trailers for them with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, approved by Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 No. 1001 (hereinafter referred to as the Registration Rules);
- Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for registration of motor vehicles and trailers for them, approved by Order of the Ministry of Internal Affairs of Russia dated August 7, 2013 No. 605 (hereinafter referred to as the Administrative Regulations).
The text of the question does not indicate who is the owner of the vehicle - the author of the question or another person from whom the author of the question purchases it. In this regard, we will consider both situations.
- If you have owned a vehicle since the times of the Soviet Union and want to operate it, then currently there are no obstacles to this, since the “Soviet” license plates are valid. As for the “Soviet” technical passport, there are legal norms that provide for the mandatory receipt of technical documents issued not by the USSR, but by authorities of the Russian Federation.
According to Art. 15 of the Federal Law of 01.07.2011 No. 170-FZ “On technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation”, vehicles are subject to technical inspection at the following frequency: every 12 months for a passenger car, from the year of release into circulation which has been more than seven years old, including the year of its manufacture indicated in the vehicle passport and (or) vehicle registration certificate.
In particular, a technical inspection of vehicles is carried out before concluding a contract of compulsory civil liability insurance for vehicle owners and obtaining a compulsory motor liability insurance policy.
Such a technical inspection is formalized by issuing a diagnostic card, which contains a conclusion on the vehicle’s compliance or non-compliance with mandatory vehicle safety requirements (Article 19 of the Federal Law “On Technical Inspection of Vehicles and on Amendments to Certain Legislative Acts of the Russian Federation”).
In other words, you need to obtain the missing technical inspection documents and the MTPL policy. You can contact the traffic police for advice on the place where you can undergo a technical inspection.
- If you want to purchase a car that has the “Soviet” type documents you specified, then you should draw up documents on the transfer of ownership and on passing a technical inspection according to the rules specified above.
In accordance with clauses 15.4–15.6 of the Administrative Regulations, documents for a vehicle are a vehicle passport, a registration document confirming the state registration of the vehicle and the assignment of a state registration plate to it (as well as previously issued vehicle registration certificates, technical passports (technical coupons ) vehicles), ownership documents (contract, certificate of inheritance, etc.), insurance policy for compulsory civil liability insurance of the vehicle owner.
The absence of these documents entails adverse consequences.
Vehicles are allowed to participate in road traffic on the territory of the Russian Federation by registering them and issuing the appropriate documents. Registration of vehicles without a document certifying its compliance with established road safety requirements is prohibited (Clause 3, Article 15 of the Federal Law “On Road Safety”).
Therefore, in order for a vehicle to be used for transportation, it must be registered (clause 12 of the Basic Provisions).
The departments of the State Traffic Inspectorate register motor vehicles with an internal combustion engine displacement of more than 50 cubic meters. cm or a maximum electric motor power of more than 4 kW, as well as a maximum design speed of more than 50 km/h and trailers for them, intended for driving on public roads and owned by legal entities and citizens of the Russian Federation, foreign legal entities and citizens, stateless persons ( clause 1 and paragraph 2 of clause 2 of the Decree of the Government of the Russian Federation on state registration, clause 1 of the Registration Rules, paragraph 1 of clause 51 of the Administrative Regulations).
Owners of vehicles or their owners are required to register vehicles or change their registration data (clause 3 of the Decree of the Government of the Russian Federation on state registration, clause 4 of the Registration Rules).
Violation of the rules for registering vehicles with the State Traffic Inspectorate is recognized as an administrative offense for which administrative liability is established in the form of a fine (Articles 12.1, 19.1 of the Code of Administrative Offenses of the Russian Federation, etc.).
