Thus, the PTS must be kept by the owner of the movable property and presented if such a need arises. If there is no PTS, then the property owner must receive a duplicate of the document.

Before issuing a duplicate PTS due to loss or theft, the vehicle must be inspected, during which all license plates and their compliance with the database are checked. A mark indicating that the inspection has been completed is placed on the application.

The recycling procedure, in addition to restoring vehicle fleets, also has the following advantages:

  • the recycling program provides a discount on the purchase of the next domestic car, so sales from the Russian manufacturer are stimulated;
  • the environmental situation is improved, because with proper and safe processing, a significant part of heavy metals does not enter the atmosphere;
  • recycling of raw materials in production;
  • thanks to the use of used metals, there is no need to spend enormous sums on the extraction of new resources, this ultimately affects the cost of a new car and makes it cheaper;
  • reuse of used auto mechanisms and spare parts.

According to the law, a car is officially considered scrapped if there is documentary evidence of this fact, namely:

  • a certificate from a recycling center or scrap metal collection point;
  • a vehicle recycling certificate issued to a participant in the state recycling program;
  • the owner’s application for deregistration of the car after scrapping it, submitted to the registration department of the traffic police.

Of course, owners are usually not ready to devote time to all the official measures to restore the car.
