If no questions arise, information about the new engine is entered into the title when registering the car.
Registration will be possible not only with a passport. The order of the Ministry of Internal Affairs clarifies that it will be possible to register a car using a temporary identity card, which is issued in replacement of a lost passport.
The shelf life of numbers has been increased. According to the current rules, let us remind you that when changing a car, a driver can retain the state sign, leaving it in storage at the traffic police for up to 180 days. For many this period was not enough. Now the maximum number storage time has been increased to 360 days. Traffic police officers will conduct a preliminary inspection of the vehicle and assess the legality and safety of the planned changes. If approved, the inspector will sign the application and it will be possible to contact the service center to re-equip the car.

- After making changes to the design, it is necessary to undergo another check - to ensure that the car complies with safety regulations. It must be carried out by the same accredited center where the preliminary examination was carried out.
- This is followed by a visit to the traffic police to obtain a Certificate of Compliance of the vehicle with safety regulations with changes made to its design. To do this you will need to attach:
- All documents accumulated during the technical work (copies of certificates for parts, application-declaration, conclusion based on the results of two inspections, as well as a Russian passport, PTS and STS).
- Receipt of payment of the state fee for obtaining the certificate.
- Only now you can contact the traffic police to register a car with the changes made, that is, with a different engine. The scheme of actions will not differ fundamentally from the classic registration of a car. A standard form is used to register a vehicle. It is issued to the traffic police.
The standard package of documents for registration (application, certificate of ownership of the car, PTS, receipt of payment of the duty) must include a “Certificate of Compliance..”, which was issued by the State Traffic Safety Inspectorate after the changes were made. It is on this basis that vehicle registration will take place (clause 59.1 of Order of the Ministry of Internal Affairs of Russia N 605).
Contract
If the engine model completely matches the technical parameters of the car, its registration with the traffic police is not required. But the question arises: how should a contract internal combustion engine be legalized if its characteristics are different? Then you need to resort to the procedure for making changes to the design of the car (discussed above). In addition to other documents, the traffic police may require a customs declaration for the import of spare parts.
Without documents
There are two options for how you can register a car with a different internal combustion engine:
- the engine model is identical to the factory one;
- the model is different.
In the first case, the lack of documents is not a serious problem. The main thing is to make sure that the engine is legally “clean” and does not belong to a stolen car. According to the new rules of the Ministry of Internal Affairs, documents for a technically suitable engine are not required. An inspection is enough.
If the model is different, but there are no documents for it, additional official examination services are required. An accredited center will check what kind of engine it is planned to install, what its characteristics and origin are. If the motor technically complies, the experts will issue all the necessary documents for it. It is worth keeping in mind that without the appropriate papers, the traffic police may not approve a change in the design of the car.
How long will the procedure take?
Registration of a car with an engine that does not correspond to the model requires serious time and money. The entire procedure takes at least 1 month .
Replacing an identical engine will be free. For installation of a non-compliant model you will have to pay:
- 800 rubles – for issuing a Certificate of Vehicle Safety Compliance (Clause 46, Article 333.33 of the Tax Code of the Russian Federation).
- 500 rubles – for receiving a new STS.
- 350 rubles – for making changes to the PTS (clause 36 of Article 333.33 of the Tax Code of the Russian Federation).
Responsibility for unauthorized actions
Making changes to the design of a vehicle without the appropriate registration procedure is considered a violation. At best, the driver faces a fine. But more serious penalties are also possible.
In accordance with Art. 12.1 of the Code of Administrative Offenses of the Russian Federation, a fine of 800 rubles is imposed for violating the procedure for registering a car .
Cancellation of registration
The traffic police has the right not only to impose a fine, but also to cancel the registration of a vehicle (paragraphs 3, 4, paragraph 3 of Order of the Ministry of Internal Affairs of Russia No. 399 of June 26, 2018).
Detecting that the engine is stolen
Criminal liability is implied for the fact of theft itself and the use of stolen property. Depending on the specific circumstances, the case may be initiated under the following articles:
- Article 158 of the Criminal Code of the Russian Federation. Theft.

Thus, the engine for 2019 is not a numbered unit, but when registering a car, the engine number must be checked against those indicated in the documents.
Do you need documents for a changing motor?
Everything is very simple! Any engine, including a contract one, imported from abroad, in addition to its identification number, has a model that is indicated on the engine. As of 2019, engines are not released during disposal - that is, you cannot obtain a certificate for a released engine, even if it is completely intact, when disposing of a car. It is also logical that when replacing an engine with the same one, no documents are needed.
At the same time, documents for the engine are not required if the following conditions are met:
- the new engine matches the model and all characteristics (you install the same engine that is installed on your new car of your modification);
- the engine number is readable (not erased, not rusted);
- the engine is not wanted by the traffic police.
This state of affairs became possible starting on October 7, 2018, when the new Order No. 399 came into force, where legislators explicitly stated:
In the case of replacing a vehicle engine with a similar one in type and model , entering information into data banks about vehicle owners about its number is carried out by the registration division of the State Traffic Inspectorate during registration actions based on the results of the inspection without submitting documents certifying ownership of it.
That is, there is no need to formally register an engine replacement with the traffic police. And, since the PTS contains the number of the old engine, it is required to be replaced during any registration action in the future: re-registration of the car when it is sold and others.
Moreover, the new legal act clearly prohibits requiring documents for a new unit.
The procedure for registering an engine replacement at the traffic police
Thus, the instructions for registering with the traffic police for replacing a contract or any other engine look very simple and consist of only 2 points:
1. You change the engine itself at a service center.
2. After installing a new engine, you do not need to go anywhere and make changes to the documents in the MREO of the State Traffic Safety Inspectorate, as well as make changes to the PTS. Such changes will be made to the vehicle passport, as well as in the traffic police database itself, during any subsequent registry, when the engine replacement mark is put in the passport. The cost of making changes to the PTS for 2019 is only 350 rubles (245 rubles through State Services), which will be required to pay the state duty. But the vehicle registration certificate will not have to be changed, because the engine number has recently not been entered into this registration document.
But if we are talking about a contract motor imported from abroad, then the traffic police may require a customs declaration confirming the legality of importing such a motor into the territory of the Russian Federation. Such a requirement is illegal, but is often practiced in traffic police registration offices.

What the law says
On July 10, 2017, amendments to Law No. 1001 of 2011 came into force, according to which the engine was again recognized as a numbered unit. The installation of a new engine, even of the same model, brand, power and dimensions, was regarded as a change in the design of the car, requiring appropriate declaration.
But from 10/7/18, the above-mentioned Law No. 1001 generally lost force, and was replaced by updated Order No. 399, which once again changed the procedure for changing the engine. According to it, if the engine that was replaced is similar in power and model to the one that was on the vehicle before, then such a replacement does not have to be registered at all. And changes to the title can be made during the re-registration of the vehicle, for example, in connection with a change in ownership, without presenting any documents for the engine itself.
Having summed up all the changes made, the answer to the question of whether re-registration of a car is necessary when changing the engine in 2019 suggests itself. If the motor is similar, registration is not necessary, but if it differs in its characteristics and model, then it is required.
What documents are needed for registration

Having the necessary documents in hand, you can proceed directly to how to arrange a replacement. As already mentioned, two options are possible: replacement with a similar power unit and modernization. Let's look at each of the cases.
Replacement with a similar internal combustion engine
This replacement option is simpler and, as already mentioned, from October 7, 2018, data on the new engine is entered into the PTS during registration actions (re-registration to the new owner). If the engine matches the previous one in all respects, you must:
- Contact the nearest traffic police department or MREO and present your PTS, DKP, and your passport. Before this moment, a compulsory motor liability insurance policy must also be issued. It is no longer necessary to present it, but it should be in the database.
- Pay the state duty to the traffic police.
After this, the car will be registered and all necessary changes will be made to the title, including the replacement of the engine, and an STS will be issued.
Modernization process
If you decide to make such serious changes in the design, then you are probably aware that you will need to install some elements that may not be suitable for working with the new motor. To avoid being denied registration, try to choose a power unit that is as close in design as possible to the previous one. In this case, the procedure is as follows:
- Contact the MREO office for permission.
- Contact an expert organization to conduct a technical examination.
- Get expert opinions and go to the service center where the parts will be installed.
- Carry out a technical inspection of the car and receive a diagnostic card.
- Go to the MREO with a receipt for payment of the state duty and a package of necessary documents (more expanded than in the previous case. See the full list above).
If everything goes well, the car with the new unit will be registered. But if the inspector’s conclusion on the technical condition is negative, the engine number is illegible, or some other problems arise, registration may be refused. In this case, you must request the refusal in writing and take it to court. Also often the reason for failure is that the engine was imported from abroad. In this case, you need to prove the legality of importing the unit into the Russian Federation.
What happens if you do not register the installed engine?
To answer the question of whether it is possible to change an engine without registration if it is not similar to the original one, here are the possible penalties for its absence:
- A fine of 800 rubles.
- Deprivation of car registration.
- Restriction on registration actions for an indefinite period.
As you can see, the consequences can be quite serious, especially if a more powerful motor has been installed. So it is better to register all changes in a timely manner.
Cost of the registration procedure
If you do not take into account all sorts of checks, the cost of which can vary greatly depending on the place where they are carried out, you only need to pay a state fee. Its size is only 350 rubles, which, against the backdrop of the costs of technical expertise, inspections and details, practically does not affect the total amount spent.
