A driver's license is the main document confirming a person's right to drive a specific vehicle. All driver's licenses are similar on the one hand, but on the other hand they have their differences.

The difference is that a specific driving document gives the right to drive only a certain category/subcategory of vehicles and no more.

We reviewed all existing options for categories/subcategories of driver’s licenses in detail in the “Categories” section, so today we’ll talk a little about something else.

In our material you will learn all the nuances associated with the “Special Marks” column of a driver’s license and the meaning of these same marks.

Starting from 2016, driver’s licenses are issued that contain two columns of “Special notes”. Both columns are located on the back of the driver's document:

  1. The last column in the table (No. 12) imposes restrictions that apply to certain categories of vehicles.
  2. Column (No. 14) “Special notes”, located under the table, imposes restrictions on all open categories of rights.

Until recently, a different type of driver’s license was issued in our country. They included only one column “Special notes”. A large number of such driver’s licenses are still in circulation, so below we will look at the special marks that are or were included in both the new license and the “old” model license.

Special notes in new rights in 2017

AT mark

The AT mark gives the right to drive vehicles equipped exclusively with an automatic transmission (“automatic”).

Such AT Mark can be entered both in column No. 12 (in this case it refers to one category/subcategory) and in column No. 14 (in this case it applies to all categories/subcategories at once).

Mark MS

The MS mark applies exclusively to subcategory B1 and not one other. This mark gives the right to drive only tricycles or quadricycles equipped with a motorcycle seat design or motorcycle handlebars.

Mark AS

The AS mark is the opposite in meaning to the previous MS mark. The AS mark gives the right to drive tricycles/quadricycles that do not have motorcycle-type handlebars or a motorcycle-type seat.

Mark ML

The ML mark is included in the M category and indicates that the driver has medical contraindications for driving mopeds in this category. Thus, ML directly prohibits driving a vehicle of category M.

MS mark

The MS mark gives the right to drive vehicles only with a manual transmission.

APS mark

The APS mark gives the right only to drive vehicles that are necessarily equipped with parking sensors, that is, an acoustic parking system.

GCL mark

The GCL mark gives the right to drive a vehicle if the driver wears glasses or contact lenses, that is, devices that correct vision.

HA/CF mark

The HA/CF mark gives the right to drive a vehicle to a driver who must use medical devices to correct lost hearing.

Driving experience

This mark is affixed only in case of replacement of a driver's license. Such a marker shows in what year a person first received a driver's license.

The “Duplicate” mark is placed on driver’s licenses issued in place of lost/stolen documents. In practice, the mark has no meaning.

Medical certificate required

A mark is placed on a driver’s license when a person suffers from health problems. If there is such a mark, you can drive a car only if you have a valid medical certificate with you.

If there is no medical certificate, this case is equivalent to a situation where the driver does not have the right to drive a vehicle at all. The fine in such a situation can range from 5,000 rubles to 15,000 rubles.

Special notes in the “old” licenses (old model)

Tram, trolleybus

There are specific rules for passing qualification exams that allow you to mark a trolleybus, tram and, after issuing a license, to drive such vehicles accordingly.

Since 2016, this specialized mark has been defined by separate categories Tm and Tb.

Category E mark

A mark for this category can be of the following types:

Category E marks give the right to drive the following vehicles:

  • “B” – a vehicle with a trailer with a minimum weight of 1000 kg and a maximum weight of the entire transport train of more than 3500 kg.
  • “C” – a vehicle with a semi-trailer/trailer with at least two axles and with a minimum distance between the axles of 1 m.
  • "D" is an articulated bus.

Since 2016, such special marks have been issued in the form of separate categories BE, CE, DE.

Combinations of subcategories give the right to drive a vehicle from two subcategories simultaneously. For example, E-BD gives the right to drive both a passenger car + a trailer weighing more than 1 ton, and at the same time an articulated bus, but does not give the right to drive a car + semi-trailer/trailer equipped with at least two axles with a minimum distance between them of 1 meter .

Driving a vehicle, the subcategory of which is not recorded in the driver's license, is equivalent to driving a car by a person who does not have a license at all. The fine in this case is from 5,000 rubles to 15,000 rubles.

Glasses/lenses required

This mark is placed on the driver's licenses of people with visual impairments. The mark can be made in the form of an entry “glasses are required,” or an entry “lenses are required.” According to the mark affixed, a person in the first case is required to wear glasses when driving, in the second case - contact lenses. The “glasses or lenses required” checkbox provides more options, as it allows you to drive a vehicle either with glasses or lenses.

The absence of medications that correct vision (if there is such a mark) can lead to a fine from 5,000 rubles to 15,000 rubles.

Since 2016, this mark looks like GCL.

Manual control

The mark “manual control” is also issued in the case when a person has health problems. Such a mark requires special equipment for manual control of a car, that is, special devices that replace or duplicate the pedals of the vehicle.

Since 2016, this special mark has been designated as MC.

Blood type

The blood type mark is determined by the rules for issuing driver's licenses. Although the driver cannot change his blood type, perhaps such a mark can save his life in a critical situation.

Special marks on a new driver's license

Special marks in the new driver's license indicate the presence of driving experience, any health characteristics of the driver, as well as the category of vehicle.

Innovations in VU marks

Driving licenses were established by Order of the Ministry of Internal Affairs of the Russian Federation No. 365. In January 2014, amendments were made to this resolution, which came into force in 2016. Not only the appearance of the certificate has changed, but also the special marks in columns 12 and 14.

Item 12 of the driver's license

In this column of the VU the abbreviation AS (Automotive Steering) is written, which translated into Russian means car steering. In 2019, a mark is given only to citizens who:

You are allowed to drive vehicles that can seat no more than 8 passengers;

driving motorcycles is prohibited;

driving a vehicle weighing less than 3.5 tons is permitted;

Motorists who live in the area marked with sign 3.2 also don’t have to worry;

It is permitted to use a trailer whose weight does not exceed 750 kg (means a loaded trailer).

The driver's license has been expanded and category B1 has appeared. The abbreviation AS is also given to those who have the right to drive tricycles and motorcycles.

Column 12 of the driving license is not marked if the license is category A or B

The category A license is marked MS (motorcycle steering) in the following cases:

transport has 2-4 wheels;

the weight of the vehicle does not exceed 0.4 tons;

It is allowed to hitch a trailer (cradle), thereby turning the motorcycle into a three-wheeler.

The presence of the MS mark on a category A license means that the driver is prohibited from driving a vehicle with an automobile type of control.

How to get rid of marks on your license

Due to the presence of a mark on the license, the attitude towards the driver will be biased. If you can’t remove the signs using improvised objects, you should replace your driver’s license. Marks on a driver's license: what an ordinary person needs to know

I provide legal consulting and occasional writing. Today I would like to tell you about driving licenses and the main marks on them, since this topic often raises many questions. I think everyone will be interested in what these intricate letters mean.

Types and meanings of marks in rights

Designations and main marks are usually written in letters of the Latin alphabet and in Russian rights can be deciphered as follows:

  • The first and probably most common mark on a driver's license is the letter combination AT. This combination means that the driver has the opportunity to travel only in cars with an automated transmission system. If this mark is in column 12, then it will only affect the class of vehicle next to which it is actually indicated. If this mark is in line number 14, then it will also apply to other open values.
  • At the same time, a driver with such a mark cannot drive a car with a manual transmission. Often this may be due to medical conditions.
  • MS - this is how a motorcycle fit is designated. This mark is usually placed in the line with class B1 and it also makes it possible to drive tricycles or ride ATVs with a frame type (meaning design) of a motorcycle fit, as well as the presence of a motorcycle-type steering.
  • AS - this is how the car type of landing is designated. This mark is placed in the line with the value In this case, the mark in the license does not allow the driver to drive tricycles, and also does not allow him to drive ATVs.

Requirements for a citizen to obtain a license

  • You must be at least 18 years old
  • You must submit two passport size color photographs with a signature on the back.
  • And you must show a valid driver's license if you are applying in person, or a signed photocopy of both sides if you are applying by mail
  • Payment of a small fee.
  • The fee is payable by check or money order.

Features of a Russian driver's license

Important: Russia has a driver's license system very similar to EU standards. Since 2014, there are 14 main categories that require a driving license: A, A1, B, B1, C, C1, D, D1, BE, CE, C1E, DE, D1E, M and two additional categories: Tm (tram) and TB (trolleybus).

The current style of driving license, introduced in 2011, is a laminated plastic card, similar in size and appearance to the European driving license card, with the holder's photograph and name (in Latin and Cyrillic), place/date of issue, permitted categories, and signature .

The reverse side of the card provides a detailed list of permitted categories. This new style is fully compliant with the Vienna Convention on Road Traffic and is therefore acceptable in all signatory states and countries.

Note: Old licenses in the form of rights and booklets are also sometimes found, although they are no longer issued and are becoming increasingly rare as a result.

Russian driver's licenses are also sometimes accompanied by a special card called "temporary permit" (temporary permit), which serves to record points of violation and as a temporary license if the primary license has been withdrawn by the authorities for serious traffic violations.

This addition was canceled and restored countless times when traffic police laws changed.

At the same time, the military age in the Russian Federation is 18 years (16 for motorcycles (A1 and M only categories, not) and 20 for buses).

  1. To obtain a license, you must pass an exam conducted at the local traffic police department and pay a fee. Tests are divided into theory and practice. The theory test is usually a computerized multiple choice test on various traffic rules.
  2. Twenty multiple choice questions are asked, with only two incorrect answers allowed for a passing grade.
  3. A road test is then conducted, which includes a demonstration of basic driving skills (steering, hill starting for manual transmission vehicles, and reversing), an obstacle course, and a test of road driving skills. Four minor mistakes are made when passing the road driving test - the obstacle course is not passed. The number of retries is unlimited.

Driving licenses are issued by divisions of the General Directorate for Road Safety in the Ministry of Internal Affairs and provide the right to drive.

The right to drive off-road vehicles is granted by a tractor driver license, which is issued by state inspections for the supervision of the technical condition of self-propelled vehicles and other equipment (these state inspections are part of the regional authorities of the constituent entities of the federation and Russia may have different names).

The Ministry of Agriculture approves the form of the license and the procedure for its issuance.

There are a total of 9 marks on the tractor driver’s license

  • As already noted - AI (ATVs, snowmobiles and other off-road vehicles with steering, which is similar to a motorcycle with steering);
  • AII (wheeled all-terrain vehicles weighing less than 3500 kg, including vehicles such as TREKOL-39294, VIKING-29031, etc.), AIII (dump trucks), AIV (off-road buses);
  • B (wheeled and tracked tractors with engine power less than 25.7 kW); C (wheeled tractors with engine power from 25.7 kW to 110.3 kW);
  • D (wheeled tractors with an engine power of more than 110.3 kW); E (crawler tractors with engine power over 25.7 kW); F (self-propelled agricultural machinery).

To obtain a tractor operator license, the applicant must pass a theoretical and practical exam according to a program approved by the Ministry of Agriculture.

If the applicant does not have a driver's license, he must also pass a theoretical exam according to a program approved by the General Administration for Road Safety in the Ministry of Internal Affairs (for knowledge of traffic rules).

What does the mark “Glasses-lenses” on a driver’s license mean and how can you prove to the traffic police that the driver is wearing lenses?

GCL mark on license

Sometimes it happens that on the driver’s license in the corresponding column there is a special inscription “Glasses/lenses are required.” This means that to be able to drive a car in 2019, you need to have vision correction. Otherwise - a large fine. We described in simple words what this mark means, what restrictions it imposes and how to get rid of it, based on laws.

What is the GCL mark “Glasses/lenses are required” and what does it mean?

Lawmakers strive to keep road users as safe as possible. At the same time, without infringing (not always) on the rights and freedoms of citizens. This also applies to various health restrictions. For example, with acceptable visual impairment, a driver can easily drive a car. But in 2019, a special mark is placed on the certificate indicating that a person’s vision is not all right. It also obliges the motorist to drive only with glasses or contact lenses.

So, what kind of mark is this?

Glasses/lenses are required ” – information about medical restrictions or indications for driving a vehicle. This indicates that the driver has visual impairments that can be corrected with special means.

In other words, the driver has the right to drive a car only while wearing glasses or contact lenses. Otherwise, driving a car without glasses or lenses is recognized as driving a vehicle without a right to drive.

At the same time, in this form, special information about the driver’s health status can only be found in the “old-style” paper licenses issued no later than March 1, 2011. Since the rights are valid for 10 years, they will soon go out of circulation.

And in the new licenses in force in 2019 - plastic ones, which are officially called the “ national driver's license ”, a different mark is placed. The same goes for international law. Which?

GCL mark

Yes, exactly “GCL”. And it stands for “ glasses or contact lenses ” (translation: “ glasses or contact lenses ”). International standard for designating medical indications for driving a vehicle when the driver of the vehicle uses medical devices for vision correction. This designation for use in national identity cards was put into effect by Order of the Ministry of Internal Affairs No. 365.

Where is it installed?

37. Persons who, in accordance with the legislation of the Russian Federation, have medical indications for driving a vehicle, are marked in the appropriate boxes of the Russian national and international driver's license about the conditions under which such persons are allowed to drive a vehicle.

Now we are looking for where these same marks are placed. Some online sources indicate - in section 12. This is not so! This cell indicates medical restrictions on driving a vehicle of category “M” (not to be confused with mopeds; M are vehicles used to transport passengers). And only “ML” is put. We look at Order of the Ministry of Internal Affairs N 365.

But for drivers of category B vehicles, marks are placed in section 14. In the same place where information about driving experience is entered.

Well, with the old-style license, i.e. in paper documents, a note about lenses or glasses is placed either on the front side (in the “special notes” column) or on the back side - in the same column.

What is the fine for driving with such a mark if you forgot your glasses or lenses at home?

But with the fine, everything is not so clear. The Code of Administrative Offenses, which spells out all the sanctions for traffic violations, does not directly provide for a separate punishment for driving a car without vision-correcting devices, if the license contains the note “Glasses or contact lenses are required.”

But a fine for this is still applied in practice in 2019. The provisions of Article 12.7 of the Code of Administrative Offenses apply to violators. For driving without a driving license you will have to pay from 5 to 15 thousand rubles.

At the same time, we note that there is no direct indication in the law that driving without glasses with a GCL mark falls under driving without the right to drive. Some judges also reach the same conclusion:

Thus, the conclusion contained in the protocol and the resolution on an administrative offense that driving a car by a driver without glasses or lenses, whose driver’s license has a special mark “glasses, lenses,” is equivalent to driving a driver who does not have the right to drive a vehicle, contradicts the current administrative legislation.

Let's figure out why! Article 28 of the Federal Law on Traffic Safety directly states that the right to drive a vehicle is terminated only for any one of 3 reasons:

  • detection of medical contraindications or restrictions (below you will find out why glasses and lenses are not mandatory),
  • if the driver's license has been revoked,
  • expiration date.

The key words here are “contraindications” and “restrictions”. A comprehensive answer to the question of what these include is given by Article 23.1 of the same Federal Law on Road Traffic Safety.

  • Contraindications – diseases that prohibit driving a car.
  • Restrictions are the inability to drive certain categories, purposes of cars or with certain characteristics.

But cases where glasses or lenses are required in the right to drive relate to medical indications for driving, and such a medical indication is not listed in Article 28 of the Federal Law as a basis for termination of the right to drive. Therefore, according to the law, the driver must be issued a fine under Part 2 of Article 12.3 of the Code of Administrative Offenses that is 10-30 times less - 500 rubles. But in judicial practice, sanctions are often issued under Article 12.7, and often with a maximum fine.

By the way, if you still decide not to appeal the inspector’s decision, then within 20 days from the date the document was issued you can pay half as much.

Do I need to prove to the traffic police officer that I am wearing contact lenses?

Let's imagine: a driver has been wearing glasses for a long time, but recently switched to lenses. In his opinion, they are more convenient and practical. And he carries glasses in the glove compartment. Out of habit. An inspector stops him on the road.

  • Firstly, it is not written on the driver’s face that he has a mark on his license. Therefore, it is unlikely that they will stop him just to check whether he is wearing lenses.
  • Secondly, the law says that the prosecutor (and this is the traffic police inspector) is obliged to prove that you are violating. And until he proves it, you are considered innocent. Thus, for this you only need to verbally declare that you are wearing corrective lenses, and the employee has the right to initiate administrative material only if there are sufficient grounds to believe that this is not the case. But he cannot have such grounds.

But this is a theory. But practice shows that sometimes a fine is issued first. And then the driver runs and appeals, proving his case in court.

How to prove?

Usually it is enough for the inspector to say that you are wearing lenses. No one obliges the driver to choose in advance which product he uses to correct his vision. This position is shared not only by drivers, but also by courts.

And if the inspector doesn’t believe it, then he must send you for a medical examination (not to be confused with an examination for intoxication), and only after the doctors’ conclusion should he incriminate the violation and issue a fine.

The inspector issued a fine, does it make sense to appeal?

It all depends on the situation. If you are required to wear glasses, but you drive without them, and only put them on when the inspector stopped you, then an appeal is often a waste of time. The judge will side with the inspector.

If you were wearing lenses, and the inspector still issued a fine, then the chances of the case being decided in court in your favor are quite high. The judges take the driver's side. Especially if the latter presents a video recording of a conversation with a traffic police inspector.

What are the indications and contraindications for vision in 2019?

Restrictions and indications for driving a vehicle are prescribed in Government Decree No. 1604.

The law allows driving a car if visual acuity:

  • not lower than 0.2 in the worse eye,
  • not lower than 0.6 in the better eye.

That is, both conditions must be met - if at least one of these numbers is lower, you cannot drive a car. The same applies to driving a car with glasses or lenses.

It is clear that in “field conditions” no inspector will be able to determine whether your vision is acceptable. Therefore, any fine issued without a doctor’s opinion is considered illegal. Only on the basis of a medical examination of the license when replacing, returning after deprivation or other cases, vision problems are identified.

If your vision is poor, but there is no mark on the eye, do you need to wear glasses or contacts?

Good driver vision is not a whim of the traffic police, but a completely reasonable requirement for road safety. If your eyesight is poor, you are unlikely to be able to correctly assess the distance between cars or see the turn signal. And this is already fraught with an accident. And it’s good if there are no serious consequences. So if your vision worsens, you need to go to the doctor for a prescription for glasses or contacts.

And if the lenses are invisible to strangers (provided that they do not cause irritation), then the glasses are visible to everyone. And when stopping on the road to check documents, the inspector may find fault with the fact that there is no mark on the license. Although, in practice this happens very rarely.

Is it possible to get rid of the mark?

Yes. But the GCL mark can be removed from a driver’s license only on the basis of a medical report. That is, if your vision has improved. This is possible if, for example, laser vision correction is performed.

The procedure for replacing a certificate is similar to that prescribed in case of deterioration of vision. But if you haven’t changed your license after the correction operation, then again, problems and proceedings with traffic police inspectors cannot be ruled out. Up to and including appealing the fine in court.

But there is a loophole even if your vision has not changed - you simply get a license without glasses by visiting an ophthalmologist wearing lenses. The reality is that lenses are almost impossible to notice unless you tell them. This is exactly what many drivers use. After all, the license commission does not involve lengthy examinations. True, an experienced doctor will still be able to see the lenses.

So, in most cases, fines issued on the road for driving without glasses or lenses are not legal. And they can be appealed in court with a high chance of winning the case. By the way, recently there have been virtually no legal proceedings regarding driving without glasses (we rely on the database of judicial acts). And this suggests either that traffic police officers have stopped issuing such fines, or that drivers prefer to pay them rather than go to court.
