Do I need permission for HBO in Russia?

Registration of HBO with the traffic police in 2019 - what you need to know

Car owners who were planning to remake their “iron horse” and were not aware of whether they needed to register gas equipment with the traffic police in 2019, need to prepare to go through the stages of installation and registration of equipment according to the new rules. Those who do not use the installed gas equipment in accordance with the laws will be forced to pay a fine, and those who evade registration of the equipment face the risk of deregistration of the car.

What is HBO?

Recently, diesel fuel and gasoline have risen in price significantly. Of course, no one understands such a rise in price, because oil prices have not gone down. However, regardless of the reasons for this rise in price, drivers are forced to use fuel with a lower cost in order to save money. If a car with a hydrogen engine or an electric generator is not your goal, then take a closer look at gas-cylinder equipment.

LPG built into a car does not in any way affect the loss of dynamic characteristics and allows the car to function without interruption on liquid fuel and gas.
6 generations of gas equipment have been developed, often using methane or propane-butane.

The fourth generation gas equipment is the most common system, since its installation does not affect other structural elements of the machine.

Is HBO registration required?

Many people don’t know for sure whether they need to register gas equipment on their cars with the traffic police. Previously, the installation of gas cylinders was not considered a structural change to the car. Previously, it was necessary to try hard to ensure that the conversion of a car to run on gas was carried out legally.

In 2015, some things changed in the legislation and the questions of whether it is necessary to register a car’s gas equipment with the State Traffic Safety Inspectorate and how to pass a technical inspection became a little clearer, but not completely. After some time, a law was introduced that clearly established the requirements for changes in the design of vehicles. But even then everything was not settled normally.

But today everything has changed, and for everyone who does not know whether gas equipment needs to be registered with the traffic police in Russia in 2019, let us say without a doubt that the time when the issue could not be resolved normally is, fortunately, over. From now on, the procedure is developed to the smallest detail.

The attitude of the traffic police to HBO

In some regions of Russia, fines of 500 rubles are provided for changes in the design of a vehicle provided by the manufacturer. It’s not often that car enthusiasts complain that they are instructed to disassemble an already installed LPG and provide it for inspection. If this requirement is not met, the vehicle may be deregistered.

Often inspectors, together with technical supervision workers, carry out raids to identify gas equipment. In some regions of Russia, traffic police officers prescribe administrative violations to drivers of cars with gas. They may consist, for example, of placing gas cylinders in the trunk of a vehicle in place of the spare wheel. Experts recommend proving your innocence in court.

Unfortunately, in 2019, problems with the traffic police due to gas equipment will not go away, if the system was installed illegally, the driver uses gas cylinders that did not pass the scheduled inspection or passed it, but violated the deadlines. Cylinders that are not securely secured are also a violation.

You need to understand that installing LPG on a car according to the new rules is not so simple. This is a fairly time-consuming procedure, and also not cheap.

According to rough estimates, you will need to shell out about 15-20 thousand from your wallet + the price of the equipment itself and installation work. But the result, believe me, is still worth it, because in the future you will have to spend much less on fuel.

Installation requirements - what has changed

Since the beginning of 2019, new rules for the installation of gas equipment have been in force. According to them, it is necessary to have permission to not completely change the design of the vehicle and paper that proves that these adjustments do not violate safety regulations.

In order to carry out and legitimize the modification of the car, in 2019 the traffic police regulations on making changes to the design of vehicles with gas equipment establish the following action plan:

  • An application is submitted to the MREO, which indicates that it is necessary to obtain permission to install gas equipment and conduct a technical examination.
  • If MREO employees give the go-ahead, then LPG installation is allowed only in centers that have a certificate for such manipulations.
  • A check is performed and a document is drawn up that proves that the changes made do not violate security.
  • Notes about such changes must be made in the car’s passport, and a new registration certificate is issued.

But that’s not all, because the new requirements for gas equipment on cars in 2019 establish that it is necessary to check the gas equipment from time to time, confirming the test results with special certificates. Testing must be carried out simultaneously with the verification of cylinders:

  • HBO with methane – every 5 years;
  • LPG with propane-butane – every 2 years.

Alas, the news about HBO in cars does not end there. Another innovation stipulates that the owners of converted cars will have to spend a lot of money. From now on, alterations to previously installed equipment that were not registered are also considered a design change. That is, the owners of such vehicles will have to perform the same steps as when installing LPG.

Registration adjustments

New requirements for registration of gas equipment in 2019 force you to register equipment, undergo a series of checks and collect a large package of certificates and various statements.

In 2019, the price of registration with the State Traffic Safety Inspectorate increased according to the new traffic police rules. The total cost consists of:

  • Fee for registration certificate and changes in the registration certificate;
  • Payment for technical inspection after installation of gas equipment, receipt of a diagnostic card.
  • Additional payments.

It must be said that there is more good news for vehicle owners who drive on gas. Registration with the traffic police is not required if:

  • In the car's title there is a note that modifications are possible if you replace parts of the equipment that are intended for this car model.
  • The LPG was installed into the car at the factory, at the manufacturing stage.
  • The equipment was installed and registered according to the laws that were in force at that time.

Having familiarized ourselves with the innovations of 2019, we can safely conclude that the installation and registration of gas equipment on cars has become much more expensive both in time and in finance.

Registration of gas equipment (gas equipment) on a car with the traffic police in 2019

Installing a gas system on your car is a good way to save on fuel. However, do not forget that the installation of gas equipment is considered a change in the design of the car, which must be registered with the traffic police.

You will learn in detail about the process of registering gas equipment with the State Traffic Safety Inspectorate, the amount of state duties and responsibility for neglecting the registration rules from the material below.

Has the registration of HBO for cars with the traffic police been postponed until 2019?

The answer to the question of whether LPG registration is required with the traffic police in 2019 depends on the modification of the car. If its model involves the installation of a gas installation, and this is reflected in the car’s documents, then you do not need to obtain permission for installation.

As for whether registration of gas equipment is necessary for a car in Russia on which gas equipment was installed before 2015 (before the technical regulation of the Customs Union No. 018/2011 came into force), then registration is not necessary if the installation was carried out in accordance with legal norms , and there are documents confirming this.

Clarifications on registering gas equipment with the traffic police

If the vehicle title does not indicate the possibility of installing LPG, registration is required. According to traffic regulations, driving a car with installed gas equipment, for which permission has not been obtained from the traffic police, is prohibited.

Changes have been made to the design of the vehicle without permission from the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.

The owner of the car is obliged to change the registration data on the car after installing the LPG within 10 days.

Owners of vehicles. are obliged to register them in the prescribed manner or change the registration data during the validity period of the TRANSIT registration plate or within 10 days after the acquisition, customs clearance, deregistration of vehicles, replacement of license plate units or the occurrence of other circumstances that required changing the registration data.

Fine for gas equipment (GBO) on a car in 2020

Good afternoon, dear reader.

In this article we will talk about regulatory and legal documents regulating the installation and registration of gas equipment.

HBO can technically be installed on almost any car. At the same time, due to the low cost of fuel (about 2 times less than the cost of gasoline), the equipment pays for itself quite quickly. This is especially noticeable during everyday use of the vehicle in commercial activities.

Let's look at how to register gas equipment with the traffic police, as well as possible fines for using gas equipment without registration.

How to legalize HBO in 2019 and 2020?

75. Verification of compliance with the requirements for vehicles in operation in the event of changes to their design is carried out in the form of a preliminary technical examination of the design for the possibility of making changes and subsequent verification of the safety of the design and technical inspection of the vehicle with changes made to the design.

During the preliminary technical examination, it is ensured that after changes are made to the design of the vehicle, its compliance with the requirements of these technical regulations that were in force at the time the vehicle was put into circulation will remain.

During the safety check of the vehicle design, it is ensured that after changes are made to the design of the vehicle, its safety meets the requirements of these technical regulations.

First of all, please note that this paragraph deals with two types of checks:

  • Preliminary (before installing HBO);
  • Safety check (after installing LPG).

A preliminary check must be carried out before gas equipment is installed on the vehicle. Those. First of all, the driver must “obtain permission” to install LPG. Technical examination is carried out in a specialized organization, and permission must be obtained from the traffic police MREO.

After this, you can contact an organization that installs gas equipment. We will not consider the technical side of the issue. It is important that after installation the organization gives you copies of certificates for the installed gas equipment.

Finally, a design safety inspection (in the same organization where the preliminary inspection was completed). As a result, you will receive a certificate of compliance of the vehicle with the changes made to its design with safety requirements. You need to contact the traffic police with this document to make changes to the vehicle registration documents.

At first glance, the procedure for registering gas equipment with the traffic police seems quite confusing. However, in practice everything is not so difficult:

What is the fine for unregistered gas equipment in 2019?

⚡️ What is the fine for installing HBO without documents? Fine for HBO without registration. List of required documents. Current fines in this article from the specialists of the website “Traffic Police Fines”.

The traffic police fine for unregistered gas equipment (gas equipment without documents) in 2019 is:

Article 12.5 of the Code of Administrative Offenses of the Russian Federation, Part 1 / Article 19.3 of the Code of Administrative Offenses of the Russian Federation.

What is the fine for unregistered gas equipment?

The fine for gas equipment in 2019 is 500 rubles . A penalty of five hundred rubles by traffic police officers is also imposed in the case of a completely illegal (unregistered) installation of gas equipment, in the absence of some documents related to gas equipment, and in the event of a discrepancy between individual numbers on the equipment and in the documentation.

A traffic police officer, in the case of an unregistered gas vehicle, will be guided by paragraph 1 of Article 12.5 of the Code of Administrative Offenses - “Driving a vehicle in the presence of malfunctions or conditions under which, in accordance with the Basic Provisions for the Admission of a Vehicle, the operation of the vehicle is prohibited.”

In the official list of faults prohibiting the operation of a vehicle, paragraph 7.18 is responsible for the unauthorized, unregistered or partially registered installation of gas equipment - “Changes have been made to the design of the vehicle without the permission of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation "

In some cases, Article 19.3 of the Code of Administrative Offenses of the Russian Federation “Disobedience to a lawful order of a police officer” is applied.

Thus, the fine for unregistered gas equipment (LPG), as well as the fine for partial registration or failure to pass a “gas” inspection, is 500 rubles. However, there is a nuance(!)

Arrest for 15 days and a fine for gas equipment without registration

In some cases, traffic police officers, realizing the low fine for gas equipment (500 rubles) for the unregistered installation of gas equipment on a car, resort to tricks.

Gas cylinder equipment is a complex technical device that requires constant monitoring. Compared to gasoline, gas is more explosive. The use of gas in a car is unsafe without appropriate examinations, certifications and in-depth, periodic technical inspection.

The sequence of administrative measures is as follows:

I. A traffic police officer stops a car with illegal gas equipment for the first time and issues a fine of 500 rubles. under Article 12.5 Part 1 of the Code of Administrative Offenses (Driving a vehicle in the presence of malfunctions).

II .IMPORTANT(!) Together with the protocol or resolution on a fine for gas, the driver is issued a requirement to prohibit the operation of the vehicle if the design changes are not legalized.

The next meeting with traffic police officers in a car with illegal gas equipment, in accordance with Article 19.3 of the Code of Administrative Offenses of the Russian Federation “Disobedience to a lawful order of a police officer,” can lead to the arrest of the driver for 15 days and the car being sent to an impound lot.

Note: Cases of application of Article 19.3 of the Code of Administrative Offenses of the Russian Federation to drivers who allowed the illegal or semi-legal installation of gas equipment are rare. In 90% of cases, the motorist gets off with fear and a fine of 500 rubles, however, this option must also be remembered.

If a traffic police officer discovered unregistered gas equipment on you and issued requirements to bring the car to standard condition, it is best to immediately remove the gas equipment.

Instead of a fine for HBO, a ban on refueling cars without documents at gas stations

In addition to a fine of 500 rubles. for unregistered gas equipment, a motorist driving a car with gas equipment installed without permission risks being denied permission to refuel the car.

Regulatory authorities are putting pressure on gas stations and ordering gas stations to check the documents of the owners of visiting cars before selling gas fuel. This condition is not beneficial for sellers. However, in order to avoid problems with the law, the ban on refueling cars with unregistered gas equipment is enforced in approximately 20-30% of cases.

In addition, it is near large gas filling stations that traffic police officers most often conduct raids on motorists who have problems registering gas equipment.

Registration of gas equipment with the traffic police

The procedure for registering gas equipment with the traffic police has always been quite complicated. However, in 2016, after the entry into force of the customs union regulations, it became extremely complicated.

It is unlikely that you will be able to go through all the stages on your own. This will take months, and even in this case, interaction with commercial organizations cannot be avoided. The law stipulates that in any case a certified organization must sign for the conversion of a car to use LPG.

To briefly describe the list of necessary actions, it includes: inspecting the car before and after installing gas equipment, purchasing gas equipment with all certificates, interacting with the traffic police and approving the operations performed, making changes to the title and vehicle registration certificate, periodically undergoing special inspections (every 6 months).

LPG on a car in Russia is often installed according to gray schemes without the involvement of certified organizations with a staff of qualified employees. The reason for such violations is, on the one hand, the softness of fines (only 500 rubles), on the other hand, the complexity and high cost of completely legal gasification of a car (from 40,000 rubles).

Unqualified (gray) installation of gas equipment is extremely dangerous(!). Gas mixtures used as a replacement for gasoline are in containers under pressure and are explosive and volatile. Saving time and money by converting a car to gas can result in poisoning, fires and explosions.

Conversion procedure

We present the standard procedure for Russia in 2019 for registering gas equipment in a car (taking into account changes in the rules in connection with the documents of the Customs Union).

The easiest way to start the process is to find an adequate organization engaged in the sale and installation of gas equipment. The company must have good reviews, work experience, and all the necessary certificates for both the provision of services and the equipment sold.

The market for converting cars to GAZ in the regions of the Russian Federation has been formed. Everywhere there are 2-3 large companies that have been working in this area for a long time. It’s better to go there, despite the somewhat inflated prices compared to business newcomers.

It is best to interact in matters of installing gas equipment with one organization that takes full both technical and legal responsibility for converting your car to gas. Such offers are called “turnkey gas equipment” in market slang.

The equipment used to convert a car to gas varies greatly by generation, country of origin and configuration. It is important to choose exactly the product that will be convenient for you.

Particular attention should be paid to the location of the nipple, fuel remaining sensor and gas cylinder. Sometimes, to save space, the cylinder is placed in the spare wheel niche. An incorrectly chosen location for the cylinder will cause a lot of trouble during everyday use of the car.

  1. You need to find an organization that will provide a certificate stating that your car is technically suitable for conversion to gas. The certificate is issued on a form.
  2. It is necessary to write an application to the traffic police with a request for conversion to GAZ (an additional inspection by the traffic police is possible).
  3. The traffic police puts a mark on the permission of the conversion on the application.
  4. With the application confirmed by the traffic police, you need to come to the company that carried out the initial inspection of your car, decide on the generation, country, company and equipment of the gas equipment and carry out the installation of equipment in the car. Make sure that you are given a passport for the cylinder, a certificate for equipment, a service agreement, certificates F-2a and F-2b.
  5. After installing the gas equipment, a final technical examination is carried out in the same company, and three conclusions are obtained:
    • Gas equipment is installed in accordance with the rules and regulations,
    • The vehicle is safe to use,
    • Changes have been made to the vehicle.
  6. All documents must be submitted to a standard technical inspection at a regular technical inspection station.
  7. With all the documents, you again need to arrive at the traffic police, pay the state fee, hand over the documents and receive a registration certificate and a vehicle passport with notes on the conversion of the car to gas.

Large companies engaged in converting cars to gas take on the burden of paperwork, prepare all the certificates themselves and minimize the client’s communication with traffic police officers. As of 2019, legal conversion of a passenger car to gas costs an average of 40,000 rubles.

List of necessary documents for conversion to gas in 2019

  • Certificate or diagnostic inspection card;
  • Conclusion of a preliminary examination confirming the possibility of changing the design of the vehicle (commercial organization);
  • Documents confirming the identity of the owner;
  • Vehicle registration certificate and registration certificate;
  • Vehicle ownership document;
  • Application for a certificate;
  • Certificates of forms No. 2a and No. 2b, issued after installation of gas equipment (commercial organization);
  • Photocopies of certificates confirming the compliance of the gas cylinder system used during installation (from a commercial organization);
  • Copies of certificates issued to the installer company by an accredited certification center for the provision of services for the conversion of vehicles (commercial organization);
  • Receipt for payment of state duty.

Converting a car to gas: pros and cons

Converting a car to use LPG looks tempting because of the fifty percent savings on each refueling. However, before deciding to convert your car to gas, it is worth evaluating the disadvantages:

  • Risk of poisoning, fire and explosion (including during an accident);
  • Passing a technical inspection every 6 months;
  • Reducing the volume of a car trunk;
  • The presence of a characteristic smell of gas in the car;
  • Problems with starting the engine in winter (the need to refuel both gasoline and gas at the same time);
  • Poor coverage of the network of gas filling stations throughout the Russian Federation;
  • High cost of installing modern gas equipment;
  • Increased wear (drying out) of components and assemblies of an engine that was not originally designed for gas;
  • Problems with selling a car (people are reluctant to buy cars with gas equipment on the secondary market).

The traffic police has simplified the approval of gas equipment on cars

It is now a little easier to equip cars with gas cylinder equipment (LPG) - the traffic police has changed the corresponding procedure.

Unofficial messages about simplifying the rules for converting cars to gas appeared online back in June with links to the instructions of the Russian Ministry of Internal Affairs dated May 25, 2018. Now the ministry has confirmed the release of the document, Kommersant reports.

Let us remind you that in order to approve a change in the design of the car (for example, installing gas or a non-standard engine), you need to go through a complex procedure. First, the car owner must contact a testing laboratory and undergo a preliminary examination. Then you need to contact the traffic police, presenting the car for inspection, and obtain permission to install the equipment. Then you need to put the equipment in a car service center, receive documents about the work performed, go for a technical inspection and return to the laboratory again for the final examination. After this, you need to go to the traffic police again, where you will first receive a certificate of compliance of the vehicle with the changes to safety requirements and register the new design of the car. Registration of all documents costs car owners up to 10 thousand rubles. If this is not done, then the inspector, when checking on the road, can draw up a protocol under Art. 12.5 of the Administrative Code or even deregister the car.

Now those wishing to install LPG will not have to come for the initial inspection to the traffic police with the provision of a car, and the application can be sent by e-mail. Through electronic document management, the citizen must receive an answer whether it is possible to put gas on the car or not.

At the same time, the traffic police does not abandon plans to introduce a new, simpler procedure for registering gas equipment/design changes. It is assumed that the car owner will need to visit the traffic police only once, presenting two documents: a certificate for the equipment and an application-declaration about its installation in a car service center. But the timing of the introduction of the new procedure has not yet been determined.

Let us remind you that unauthorized changes to the design of a machine are punishable by a fine of 500 rubles. (Article 12.5 Part 1 of the Code of Administrative Offenses of the Russian Federation). A repeated violation is qualified as “failure to comply with the requirements of a police officer” (Article 19.3 of the Code of Administrative Offenses of the Russian Federation; the court can impose punishment up to administrative arrest). After this, the registration of the vehicle may be terminated.

Currently, there are 1.6 million vehicles with LPG driving on Russian roads—passenger cars, trucks, and buses.
