Restoration of the registration certificate

A registration certificate (vehicle registration certificate) is one of the main documents of a car owner, which he must carry with him at all times; if you don’t have it with you, you may be detained until someone brings the registration certificate.

If any of the above happened, then you should contact the registration department of the State Traffic Safety Inspectorate (Interdistrict Registration and Examination Department (MREO)) or the Interdistrict Department of Technical Inspection of Transport and Registration and Examination Work (MOTOTRER).

It would be useful to find out the days and hours of operation of these organizations in advance. It is better to arrive in the morning if you want to do everything in one day, since it often happens that it is not possible to pay the fees at the traffic police department itself and you will have to go to the bank and it often happens that the bank is not located in the next block.

So it’s better to take time off from work for the whole day and calmly overcome every obstacle with a calm soul.

Restoring a registration certificate is a process similar to registering a car, so upon arrival at the traffic police, you need to immediately get in line with a forensic expert, he will check the VIN number and body number, and the car will also be checked against all databases.

It follows from this that, just as before registering, it is advisable to wash the car and, of course, it should not have serious damage; tinting that does not comply with traffic police standards should also be removed.

Otherwise, the inspector may not even look at the car’s license plates, but immediately turn around and leave and it’s useless to prove anything to him; the answers will be more and more rude and arrogant.

• Come to the department, go to the “Inquiry” or “Document Preparation” window (can be called differently), there you will be given an application form for a replacement registration certificate (cost 100-200 rubles, you can fill it out yourself for free, but in this case, if you make a mistake, they won’t accept your application. And as practice shows, mistakes when filling out, as a rule, happen and so you, after standing in line, go to the traffic police inspector, and he identifies the mistake and, of course, sends you for a new form. You fill it out again and again you stand in line and it’s not a fact that this time you filled out everything without errors. So it’s better to pay this insignificant amount and sit down and doze off in line with a calm heart).
• Here you will also be given a receipt for paying the state fee (500 rubles), you can pay at the terminal, which can be here, or at the bank.
• A record will be made in the PTS stating that you have been issued a new registration certificate indicating a new number (it costs 350 rubles).

What documents will be required?

Next, go to the window where registration operations are carried out with the car, inform the inspector that you are about replacing the registration certificate, state the reason and hand over the documents:

If the car was purchased on credit, inform the bank that the registration certificate is lost and take away the title until the registration certificate is restored.

If among the lost documents there was a PTS, then you should first restore it, and only then the STS.

If your registration certificate was stolen and you wrote a statement to the police, you will need to get a certificate of termination of the criminal case from the police department, where you will also lose your time and, most likely, your nerves.

When replacing the registration certificate, the state license plates of your car will remain the same. They will simply make changes to the PTS and issue a new registration certificate. All you have to do is wait until they make a new STS for you, which will take from half an hour to several hours.

Restoring a technical passport through the State Services website

You can save your time and not stand in queues, but try to restore your registration certificate through the government services website (if you are registered there):

• To do this, go to the website and select “Electronic services”
• Next, go to the “Ministry of Internal Affairs of the Russian Federation”
• “Registration of a new or used vehicle”
• “Obtaining a duplicate of registration certificates and (or) passports and (or) registration plates of motor vehicles and (or) trailers”
• “Type of payment: Document confirming payment of the state fee for issuing a vehicle registration certificate.”

Follow the links, fill out all the fields, check the information you entered. In order to sign up through the government service website, you will need an insurance policy. If you apply to MOTOTRER on your own, you do not need an MTPL insurance policy.

If you did everything correctly, you just need to come and get the STS.

But if you are not registered there, then it will be easier to contact the traffic police directly, since the registration process is quite lengthy and takes place in several stages.

After you leave your data on the government services website, they will send you by mail... yes, yes, by real, and not at all virtual Russian mail, a letter with a code that you will need to enter and only after that you will be able to work.

You understand that all this will not happen soon, but the registration certificate is a document that needs to be restored as quickly as possible. But nevertheless, registering on the government services website is useful; it can save you from running around government agencies, however, when you are not in a hurry.

Checking the registration certificate before buying a car

There is another important point related to the registration certificate, it concerns the acquisition of a car second-hand.

For example, you bought a car in another city, entered into an agreement, come to your city to register the car, but the address in the agreement and in the registration certificate does not match, in this case you will have to return to the city where you purchased the car and ask the previous owner for replacement of the technical passport.
