The vehicle certificate is the only document confirming registration. Losing the STS is undesirable, because without this document you cannot drive a car. Is it possible to restore a registration certificate if it is lost?

Basic moments

You must carry your vehicle registration certificate with you at all times. If a document is lost or stolen, do not despair - it can and should be restored.

If the technical passport was stolen and not lost, then there are 2 solutions - file a statement with the MREO about the loss of the document or contact the police with a statement of theft.

The first option is preferable, since until the investigation is closed, a new document will not be issued. But if the certificate is stolen along with other documents, it is better to contact the police.

The issuance of a technical passport may be refused if it is restored. The most common reasons for refusal are:

  • the car is wanted;
  • there is a suspicion that the vehicle has been stolen;
  • there are restrictions on registration;
  • the set of submitted documents is incomplete or unreliable.

If the issuance is refused, it is necessary to request that the refusal be formalized in writing. After this, you need to visit the head of the traffic police department and file a complaint.

If he refuses, then you can go to court. This must be done within 5 months after receiving the refusal.

Traffic police inspectors often insist that in order to obtain a duplicate registration certificate, it is necessary to bring the car for inspection.

There is no such requirement in the law, so the car owner is not obliged to perform this action.

If the owner of the car cannot personally restore the document, then an authorized person can do it for him.

For this purpose, a power of attorney is drawn up and must be certified by a notary. The step-by-step algorithm for recovering a lost document can be divided into several stages.

Each of them must be completed, otherwise time will be wasted. For recovery to be successful, fines (if any) must be paid in advance.

Having contacted the traffic police inspectorate, the driver is faced with several options:

  • he will be given a temporary certificate for a period of several months;
  • The driver of the car will receive a new document.

The temporary license does not contain a photo of the owner of the vehicle, so you must always have your passport with you.

If a new technical passport is not issued during this period, then upon expiration of the temporary document its validity period will be extended. If the documents for the car are lost in a foreign city, then the course of action is different.

In the traffic police department of this city, you can only restore a driver’s license, a technical passport - only at the place of registration of the car.

Citizens of the Russian Federation who have submitted an application for document restoration in a foreign city will receive only a temporary certificate; they will receive a duplicate registration certificate only in their own city.

After the registration document is restored, its number will change, which differs from that in the general power of attorney (if the car owner drives under it). That is, you will need to deregister the vehicle and obtain a new power of attorney.

What it is

A vehicle technical passport is a rectangular laminated document containing the general characteristics of the car.

The document is issued by the manufacturer or customs office. Also issued during vehicle registration. This is the main document of the machine.

The technical passport does not have an expiration date. The document contains the following information:

  • individual number of 17 digits;
  • vehicle make and model;
  • type of transport;
  • year of its manufacture;
  • main parameters - model, type, power, etc.

Information in the registration certificate is entered on a computer; filling out by hand is not allowed. If the owner of the car changes his own data, for example, his last name, or the car’s characteristics (design) change, then the technical passport will also have to be replaced.

What is the difference between a bachelor's degree and a specialty degree, read here.

The document must contain only current information about the car and its owner.

Why is it necessary to get a duplicate?

After losing your registration certificate, you must obtain a duplicate of it, since you cannot drive a car without this document.

The application for a duplicate is filled out not by the owner of the car, but by an authorized representative.

The new certificate that will be issued will have a stamp on it, serving as proof that this technical passport is a duplicate. This does not affect the use of the vehicle.

Normative base

According to Article 12.3 (Part 1) of the Code of Administrative Offences, driving without a vehicle registration certificate is subject to a fine of 500 rubles.

Also, the car has the right to be taken to a impound lot - Article 27.13 of the Code of Administrative Offences. It will be difficult to pick it up without this document.

This list of regulations is not exhaustive, but provides all the necessary information.

Application procedure

Only the owner of the vehicle has the right to restore the document.

The algorithm of actions for restoring a registration certificate through the traffic police is as follows:

Procedure for restoration through State services:

While the technical passport is being prepared, the driver will be issued a temporary one. Its validity period is 3 months.

A traffic police officer will inspect the car, sign the application, and the documents can be submitted for processing. This procedure takes place both when a document is stolen and when it is lost.

In case of theft, the algorithm of actions for restoring the technical passport is different:

  1. Visiting the police station with a passport or other document confirming the person.
  2. Providing evidence that the registration certificate was stolen (if available).
  3. Writing a statement indicating the conditions of the theft and possible suspects.
  4. Police officers are opening a criminal case.
  5. Visit the traffic police department and write an application requesting a duplicate document.
  6. When the investigation is completed, a duplicate technical passport is issued.

If the case is delayed, then after six months they will issue a duplicate as if it was lost. You can pay the state fee at any bank. Payment details must be obtained from the state traffic inspectorate.

After making the payment, you should take the receipt with you. No one will restore a technical passport without paying the state fee.

How much does it cost

There is no penalty for losing a registration certificate. You will only have to pay for its restoration - 2 government fees.

This year the fee is 850 rubles - 500 for issuing a new document and 350 for making a note in the registration certificate about changing the STS.

If the application is submitted through the Public Services Portal, a 30% discount is provided.

You can also ask a traffic police officer to fill out an application for an additional fee. This way it will be compiled without errors, and it is guaranteed to be accepted.

Thus, in case of loss or theft of the technical passport for a car, you must contact the nearest traffic police department and write an application to restore the document and obtain a duplicate.

If the technical passport is lost for a vehicle taken on credit, then it is additionally necessary to notify the bank about this - the owner will be issued a special document.

To restore the registration certificate, you will have to pay a state fee of 850 rubles. You should contact the MREO department where the car is registered.

How to restore a vehicle registration certificate if the document is lost or stolen?

Losing car documents is always a problem for the driver. A stolen bag with documents causes even more trouble, because your papers can be used to create a clone car. If the technical passport and registration documents are used as the basis for creating a twin, you will receive all fines and warnings about violations by email, and it is your car, as a legal vehicle, that will be pledged to the bank if fraudsters take out a loan against its outpost. Therefore, such a problem cannot be ignored. And you won’t be able to drive a car without documents. There are several ways to restore a car’s registration certificate; each individual option has pros and cons for the car owner.

Today we will talk about the procedure for restoration, obtaining duplicates, or starting a criminal case regarding the theft of car documents. This way you can prepare for the difficult and often very long process of document recovery. The simplest option is when you have lost your registration certificate, but are sure that no one will use it for fraudulent purposes. It’s a completely different matter when a document is stolen and can be used for various frauds. Today, document theft has become quite common; victims of fraudsters contact the traffic police and police departments every day. However, you always have a choice - you can use various ways to get your registration certificate back.

If you just lost your registration certificate, we get a duplicate

The vehicle registration certificate is called the STS - vehicle registration certificate. This document is mandatory in the list of papers that must be in the hands of the driver at the time of checking documents at the traffic police post. Therefore, you cannot drive a car without it. You can use the STS restoration service by ordering a duplicate from the traffic police. By the way, it is interesting that many people forget about the need to change their registration certificate when changing their last name or permanent place of residence. This procedure is necessary for the STS to remain legitimate. To restore or change a registration certificate, you must go through the following procedure:

  • come to the traffic police department at your place of residence - this can be any department on the territory of the Russian Federation;
  • in the package of documents, the first line is the car owner’s passport or other identification document, as well as documents on temporary place of residence, if any;
  • all documents for the car, including the MTPL insurance policy, technical equipment passport, as well as STS (if you want to replace it);
  • if you don’t have a registration certificate, you want to order a duplicate of it, just give the inspector all the available documents for your car;
  • write an application for the issuance, replacement or preparation of a duplicate of a technical passport (registration certificate) according to the established template;
  • obtain from the inspector the details for payments and the amount of fees for performing all necessary actions;
  • pay these amounts and save the receipts, which are also a necessary element of the list of documents.

After submitting all documents to a special window, you will have to wait a few minutes for the documents to be verified. If a duplicate is being issued, the inspector will make an appointment with you at a certain time. There is an interesting point here. The traffic police often claim that the law provides for the need to provide a vehicle for inspection, but you cannot drive a car without an STS. The only thing you can do more or less legally is to transport the car on a tow truck to the inspection site at the appointed time. In fact, there is no such requirement. If the traffic police officers have no questions, you will be given a duplicate STS quickly enough. However, if you write about theft in your application, a criminal case will first be initiated, and until it is completed, you will not be able to obtain a duplicate certificate. So it’s better to write that you have lost your registration certificate.

Theft of an STS document is a criminal case and a lot of wasted time

If your documents are stolen, there are two options. The first is to write a statement about the loss of STS and receive a duplicate the very next day or even on the day of filing the application. Another option is to contact the police to report the theft of documents. The police initiate a criminal case and, as a rule, do nothing for a long time. You will not be able to operate the car for six months, as you will not have a complete set of documents for this. Once the investigation is completed and a verdict is reached, you will be allowed to obtain a duplicate. Often the culprits are not found, and the procedure drags on for many months. To initiate a case, the following activities should be carried out:

  • come to the nearest police station at your place of residence;
  • bring with you a document confirming your identity;
  • capture any evidence that the STS was stolen from you;
  • indicate the suspected persons or the conditions for the theft;
  • draw up a statement that will become the basis for opening a criminal case;
  • immediately go to the traffic police and write an application for the issuance of a duplicate STS in connection with its theft;
  • the traffic police will not issue you a duplicate, but will do so immediately after completing the investigation;
  • wait a few months and get a duplicate, the same as in the case of loss.

As you can see, there is no point in reporting the theft of STS. While the police are trying to find the thief of your documents, you will have to give up traveling by car. If an attacker decides to use the document for criminal purposes, you will have to answer for his actions, despite the existence of open criminal prosecution. So we suggest using an alternative option, which, although more expensive, will help you completely remove negative emotions from the search process, communication with the police and attempts to prove your case.

An alternative option for obtaining a registration certificate if it is stolen

If you know for sure that your registration certificate was stolen, and also assume that it can be used for criminal purposes, you can carry out an operation that is not entirely correct by the letter of the law, but the purest in terms of your own legal correctness. Complete the procedure for obtaining a duplicate of the STS due to its loss, as described in the first part of this publication. This will cost you 800 rubles plus the cost of the application form, bank fees and your time. But within a day the STS will be in your hands. Next, with a duplicate of the technical passport, you immediately perform the following procedure:

  • go to the traffic police department that is closest to you;
  • submit an application for re-registration of a car with a change of license plates;
  • you can choose your spouse as the new owner or re-register the car in your name;
  • pay all fees for re-registration of cars and issuance of license plates;
  • within half an hour you receive new license plates, a new original registration certificate and a stamp in the PTS;
  • you drive out in your legal car and continue to use it without any problems;
  • keep the new registration certificate much better than you kept the old one.

This procedure will not be very cheap. Issuing license plates, obtaining a new registration certificate and making changes to the PTS will cost you approximately 3,000 rubles, that is, in total you will spend no more than 4,000 rubles without taking into account bank commissions and extortionate fees for application forms at the traffic police. But within two or three days you will receive a completely legal car, which you can drive on any roads without any problems and not be afraid of meeting with the traffic police. This is a completely adequate method of action in a situation with document theft. We offer a short video on how to get a duplicate STS:

Let's sum it up

By using the modern services of the traffic police, you can completely protect yourself from various troubles that await a person when documents are stolen. The procedure for investigating a theft today is poorly organized; when the traffic and regular police begin to cooperate, the case drags on for months. However, history knows of cases when a document thief was found quickly enough. It is better for you to relieve yourself of any responsibility and re-register the car to ensure legal and normal operation.

When purchasing a used car from you in the future, the buyer may have many questions and suspicions related to the duplicate registration certificate. If you have the original on hand, the only question may be a strange entry in the PTS, where the owner is written by the same person twice in a row. But this trouble can be quite simply explained by telling the buyer about the current situation. In any case, look for the most beneficial opportunities for you to get out of the problem. This will allow you to completely get rid of possible questions from the law and the future buyer of the car. What would you do if your registration certificate was stolen or lost?

How to restore a technical passport for a car: step-by-step instructions

When your registration certificate is stolen or you may lose it, you need to restore it. Don't sound the alarm right away. Perhaps they will give you a lift or bring it for a reward.

Restoring a vehicle's registration certificate

To restore we do the following:

  1. We go to the MREO, where the car is registered and write a statement about the loss of the passport , on the other side we write that we lost it ourselves, there is no fact of theft, also provide the car. If you still have a copy of the registration certificate, please attach it to your application. Fact of recovery.
  2. The expert will inspect the car and look at the engine and body numbers. In the future it will hit all bases.
  3. We pay for MREO services.
  4. To explain to the traffic police inspector about the loss of the registration certificate, in order to “get out” of initiating a criminal case, you need to tell how the loss occurred.
  5. Then they will give you a form where you need to write that the loss occurred under unclear circumstances.
  6. Application from the owner to be given a duplicate, where he needs to explain the reason why the technical inspection certificate needs to be restored.

The restoration procedure is similar to registering a car for the first time.

Documents needed for recovery:

  • Passport.
  • Vehicle inspection document.
  • Original TIN and a copy.
  • Insurance company OSAGO policy.
  • A receipt to prove that you regularly pay the transport fee.
  • If the car is taken on credit, the bank's permission to receive the document.
  • General power of attorney if you use it.
  • A document stating that the owner of the car is the owner or a document of purchase and sale.
  • Vehicle registration document.

Why do you need a technical inspection certificate:

  • Pass inspection.
  • Register the vehicle.
  • Put on record.

Restoring a registration certificate without the owner of the car

A general power of attorney must be presented. The general power of attorney is signed by a notary and can subsequently be used.

[wpmfc_cab_sw]If the power of attorney does not indicate that the authorized person can restore the registration certificate, no one will give a duplicate.[/wpmfc_cab_sw]

What list should be indicated in the power of attorney:

  1. Principal details. Last name, first name, patronymic, passport details.
  2. List of powers.
  3. Can the principal entrust the car to another person?
  4. Date of power of attorney.
  5. For how long will the document be valid?

In what cases can the issuance of a document be refused:

  • Car theft or suspicion.
  • If the car is wanted.
  • Vehicle registration restrictions.

What not to do to restore the registration certificate:

  1. In no case do you need unnecessary documents at the traffic police. It takes a lot of time to check them all. If necessary, the employee will notify you in writing.
  2. You cannot say that the documents were stolen, since a new registration certificate will be issued only when the criminal case is closed. And our police work very slowly, and the car will remain a dead weight. It is impossible not to sell, nor to write a power of attorney for another person.

How to resolve the issue if a duplicate is refused?

[wpmfc_cab_ss]You need to write a complaint against the head of the traffic police, attach copies of all documents. If this does not work, contact the court no later than 5 months after the traffic police refuses to issue a duplicate. They issue a temporary copy, which is valid for 3 months, but a new registration certificate will be issued faster. Contacting the traffic police will protect you from fraudsters, as you can make a copy of the documents using the PTS, and another car with similar documents will drive along the road.[/wpmfc_cab_ss]

Also, the MREO will make a request to the traffic police that you have no serious violations and that you have not been deprived of your driver’s license, along with your registration certificate.

The registration certificate will need to be restored in the following cases:

  1. Installation of additional equipment.
  2. If you want to change your registration.
  3. Replacing the number.
  4. Changing the color of the car.
  5. Changing engine volume.
  6. Changing the car's registration number.
  7. To receive an inheritance.
  8. To repay the loan.
  9. Make a utility vehicle.

This is all for individuals.

For a legal entity:

  1. Change of business address.
  2. Replacement of enterprise or renaming.

What will the person who restores the technical passport receive:

  1. Duplicate technical passport.
  2. New registration document.

What problems may arise with a duplicate registration certificate:

  1. When selling a car, the buyer doubts the “purity” of the transaction.
  2. A new buyer may have problems with a duplicate, since the car may be collateral with the bank, and the original may be in the bank.
  3. If you insure under CASCO, many insurance companies refuse to issue a duplicate policy.
  4. A duplicate registration certificate makes it possible to suspect the driver of having purchased the car illegally. It is necessary to prove that the duplicate was legally issued and the car is not illegal.

How much does it cost to restore a registration certificate?

Prices for restoration of registration certificate:

  1. Go to the technical inspection point where you took it. You must stand in line for experts to check your numbers. You must pay 450 rubles to the technical inspection point.
  2. Pass the technical inspection again, the cost of which is 700 rubles (the same will cost for a passenger car). You need to check the entire car again: brakes, headlights, tires, whether there are any cracks on the windshield.
  3. If the car is in excellent condition, it will be issued for 3 years, for 2 years, if the car is under 8 years old, 1 year for a car over 8 years old.

You need to learn how to fill out the forms in advance so as not to fill it out in a hurry. To obtain new documents for a lost technical passport, you will have to obtain a new STS as indicated there, new data on the technical inspection passport.

Advice: You need to queue up in advance to see a forensic expert to save time. When refusing, you must take all documents in writing so that you have something to prove that you are right. They will give you a copy right away, and a duplicate later due to workload at the traffic police. If he is the only one in the whole village, then this may take a long time. The maximum number of days for issue is 30 days.

If the general power of attorney does not indicate that the owner has the right to receive a technical passport, then no one will give it. It is not advisable to say that it was stolen if you are not sure about it. The complaint must be written to the boss. Be sure to pay the state fee.

It is also necessary to place a bet on an expert; the less busy he is, the faster the check will take place and the closer the queue will be to him. Attach all copies of certificates and payment receipts.

By going to court, as a rule, the court decides in favor of the owner, but when the car is stolen or there are suspicions, the court will never decide in your favor. Be careful when buying a car.

Restoring a vehicle registration certificate

Many motorists have had to deal with such an unpleasant phenomenon as the disappearance of the registration certificate for their car. The reasons for this incident may be different. Most often, the registration certificate is simply lost along with other documents, and there are many cases when it is stolen while hunting for money. In any case, the driver has to go through the difficult stage of searching for it, which often ends unsuccessfully, after which the restoration of the registration certificate begins. Unfortunately, not everyone knows exactly how this procedure takes place and what is needed for it. There are many specific points in this topical issue that require clear knowledge. Therefore, drivers should study the advice of experts, which will tell them effective options on how to restore the registration certificate for a car, as well as what you need to have with you for this.

The procedure for renewing a vehicle registration certificate.

Why do you need a STS vehicle registration certificate?

In order to streamline the movement of vehicles with all the ensuing consequences as much as possible, it was decided to register each vehicle and issue an official document to its owner. Such a document is one of the most important for the driver, confirming either himself or someone else’s right to own the car. During any inspection on or off the highway, a person must present this STS certificate to the inspectors, on the basis of which the appropriate conclusions are drawn. Since such a check can begin at any time, the registration certificate, like the license to drive a car, must be with the driver at all times. In its absence, the legislation provides for various forms of punishment for violating the requirement.

What to do if you lose your STS

The loss of a document can upset even the most strong-willed motorist. If it is lost or stolen, its owner, regardless of driving experience, will have to spend a lot of time and nerves in order to get out of the situation with dignity and not incur all sorts of penalties. Experts believe that the most important thing here is not to panic and get upset. We must be aware that the disappearance of a document, no matter how important it may be, is not worth, firstly, those enormous experiences that can have a detrimental effect on your health, and secondly, that this loss can be made up for. If the search for the missing registration certificate in hot pursuit does not yield positive results, you must not despair, but make a firm decision to engage in restoration in the prescribed manner, immediately setting yourself up for a difficult path. Willy-nilly, the restoration of the vehicle registration certificate will become inevitable.

Where and how to restore STS to a car

By law, this mission is entrusted to two organizations, which every car enthusiast has probably heard of: MREO STSI, MOTOTRER, whose powers, by and large, are equivalent. They are the ones who are called upon to restore the STS on a car if it is lost or stolen. However, there are other reasons why the registration certificate for a car is restored or replaced with a new one. So, this will have to be done when changing the last name of the owner of the car or his place of residence. In this case, many interesting incidents arise. Here is just one typical example: if you buy a used car second-hand, the registration in the STS and PTS must certainly coincide with the registration recorded in the passport. Otherwise, the person will not be able to carry out the restoration himself and the former owner will have to take on this responsibility. Drivers' interest in how to restore STS on a car remains relevant. The very first step is obvious:

  1. You need to visit the traffic police, its nearest registration office (or any other), pay for a paid service;
  2. Then go to the window where employees are engaged in registration matters, and tell the traffic police inspector in detail what happened and what is necessary. The specific reason why the STS needs to be restored must also be indicated. This is indicated on the form issued immediately on which the application is written;
Read more:  How much does it cost to transport a car by train in Russia

After which, you may have to wait for some time while the new document is prepared. When the entire procedure is completed and the duplicate is ready, the author of the application will be called. There are all sorts of nuances. For example, if a PTS has disappeared, it must be restored first, because without a passport the STS cannot be restored.

What documents may be required during restoration?

Restoring a vehicle's registration certificate is impossible without providing the full package of documents required for this procedure. Among them, what is needed to restore the registration certificate includes:

  • the car owner’s passport or identification document, as well as copies of each such document;
  • vehicle passport;
  • original, certified copy of the power of attorney, if the person uses this particular form of operating the machine;
  • certificate of opening a criminal case based on theft of documents.

It should be noted that without the latest certificate, restoration of the disappeared registration certificate will become impossible.

How much does it cost to restore a lost STS?

Since the official restoration of the vehicle’s STS is a paid service, you will need to pay 500 rubles for it. Also, 350 rubles will have to be paid for recording in the PTS information about a new certificate issued with a new number (for this, use the “Special notes” column). You can pay for both of these services either directly at the recovery site or online. The duration of the entire procedure, as a rule, is not long. So, often everything ends within one or two hours. It must be borne in mind that, if desired, the applicant may also be offered a replacement of license plates, although such a replacement is not at all mandatory. If the applicant agrees to it, he will have to pay an additional 2 thousand rubles.

What to do if you are denied a replacement certificate

First of all, it is correct to find out the reason for such a refusal. Perhaps the package of documents provided to the State Traffic Safety Inspectorate is missing one of them or a copy of it. Also, the refusal may be motivated by the fact that the investigation into the theft of documents is still in progress, and therefore you need to wait a little. If it all comes down to the absence of a document, the matter is quite fixable - you just need to present it at your next visit.

What are the dangers of driving without STS?

At a minimum, the case will end with a warning or a fine of 500 rubles. Moreover, no matter what decision the traffic police inspector makes, continuing to drive a car without STS will be problematic and fraught with undesirable consequences, including placing the car in a penalty area. After the registration certificate is restored, the driver will also have to change the MTPL policy.

How to restore a vehicle registration certificate (STS) if it is lost?

Restoration of the registration certificate

A registration certificate (vehicle registration certificate) is one of the main documents of a car owner, which he must carry with him at all times; if you don’t have it with you, you may be detained until someone brings the registration certificate.

To avoid such an unpleasant development of events, the registration certificate must be restored as quickly as possible. And of course, no one is waiting for you at the traffic police and will not explain to you what needs to be done and why.

In order not to run through the same offices several times, and there are usually queues filled with not very friendly car owners, you need to know what to do first and what to do later.

Let's look at the sequence of steps you need to take.

It is necessary to restore or replace the registration certificate in the following cases:

  • Loss, theft, poor condition (burnt, torn);
  • If the owner of the car has changed his last name;
  • Change of registration at the place of residence of the car owner.

How does the document recovery procedure work?

If any of the above happened, then you should contact the registration department of the State Traffic Safety Inspectorate (Interdistrict Registration and Examination Department (MREO)) or the Interdistrict Department of Technical Inspection of Transport and Registration and Examination Work (MOTOTRER).

It would be useful to find out the days and hours of operation of these organizations in advance. It is better to arrive in the morning if you want to do everything in one day, since it often happens that it is not possible to pay the fees at the traffic police department itself and you will have to go to the bank and it often happens that the bank is not located in the next block.

So it’s better to take time off from work for the whole day and calmly overcome every obstacle with a calm soul.

Restoring a registration certificate is a process similar to registering a car, so upon arrival at the traffic police, you need to immediately get in line with a forensic expert, he will check the VIN number and body number, and the car will also be checked against all databases.

It follows from this that, just as before registering, it is advisable to wash the car and, of course, it should not have serious damage; tinting that does not comply with traffic police standards should also be removed.

Otherwise, the inspector may not even look at the car’s license plates, but immediately turn around and leave and it’s useless to prove anything to him; the answers will be more and more rude and arrogant.

Service cost

  • Come to the department, go to the “Inquiry” or “Document Preparation” window (can be called differently), there you will be given an application form for a replacement registration certificate (cost 100-200 rubles, you can fill it out yourself for free, but in this case, if you make a mistake, they won’t accept your application. And as practice shows, mistakes when filling out, as a rule, happen and so you, after standing in line, go to the traffic police inspector, and he identifies the mistake and, of course, sends you for a new form. You fill it out again and again you stand in line and it’s not a fact that this time you filled out everything without errors. So it’s better to pay this insignificant amount and sit down and doze off in line with a calm heart).
  • Here you will also be given a receipt for paying the state fee (500 rubles), you can pay at the terminal, which can be here, or at the bank.
  • A record will be made in the PTS stating that you have been issued a new registration certificate indicating a new number (it costs 350 rubles).

What documents will be required?

Next, go to the window where registration operations are carried out with the car, inform the inspector that you are about replacing the registration certificate, state the reason and hand over the documents:

If the car was purchased on credit, inform the bank that the registration certificate is lost and take away the title until the registration certificate is restored.

  • Payment receipts;
  • Power of attorney if you are not the owner of the car;

If among the lost documents there was a PTS, then you should first restore it, and only then the STS.

If your registration certificate was stolen and you wrote a statement to the police, you will need to get a certificate of termination of the criminal case from the police department, where you will also lose your time and, most likely, your nerves.

When replacing the registration certificate, the state license plates of your car will remain the same. They will simply make changes to the PTS and issue a new registration certificate. All you have to do is wait until they make a new STS for you, which will take from half an hour to several hours.

If you wish, if, for example, you are not satisfied with the combination of letters and numbers of the car number, you can replace them with new ones, which of course is not free, the fee is 2000 rubles.

Restoring a technical passport through the State Services website

You can save your time and not stand in queues, but try to restore your registration certificate through the government services website (if you are registered there):

  • To do this, go to the website and select “Electronic services”
  • Next, go to the “Ministry of Internal Affairs of the Russian Federation”
  • “Registration of a new or used vehicle”
  • “Obtaining a duplicate of registration certificates and (or) passports and (or) registration plates of motor vehicles and (or) trailers”
  • “Type of payment: Document confirming payment of the state fee for issuing a vehicle registration certificate.”

Follow the links, fill out all the fields, check the information you entered. In order to sign up through the government service website, you will need an insurance policy. If you apply to MOTOTRER on your own, you do not need an MTPL insurance policy.

If you did everything correctly, you just need to come and get the STS.

But if you are not registered there, then it will be easier to contact the traffic police directly, since the registration process is quite lengthy and takes place in several stages.

After you leave your data on the government services website, they will send you by mail... yes, yes, by real, and not at all virtual Russian mail, a letter with a code that you will need to enter and only after that you will be able to work.

You understand that all this will not happen soon, but the registration certificate is a document that needs to be restored as quickly as possible. But nevertheless, registering on the government services website is useful; it can save you from running around government agencies, however, when you are not in a hurry.

Checking the registration certificate before buying a car

There is another important point related to the registration certificate, it concerns the acquisition of a car second-hand.

For example, you bought a car in another city, entered into an agreement, come to your city to register the car, but the address in the agreement and in the registration certificate does not match, in this case you will have to return to the city where you purchased the car and ask the previous owner for replacement of the technical passport.

Hence the conclusion that the documents when buying a car must be carefully studied and everything will go without unforeseen problems.
