If an employee refuses to issue an STS to a driver, citing a refusal to inspect the car or a lack of documents, then he must do the following:

  1. Take it on video.
  2. Ask for the refusal to be issued in writing, describing the reason for the refusal.
  3. Appeal his actions in court.

Amount of fine for loss of document

There is no clause in the regulations about the amount of punishment for the loss of STS and the amount of the fine is not indicated anywhere. Accordingly, the driver does not have to pay anything except the state fee. If a traffic police officer demands that he pay a fine, then their actions are also illegal.

Amount of fine for driving a car without vehicle registration certificate

The driver, before starting to drive along the highway, must make sure that the necessary set of documents is in the car:

  • Driver's license.
  • Insurance policy.
  • Vehicle passport.
  • Vehicle diagnostic card.

According to Part 1 of Article 12.3 , driving a vehicle in the absence of registration documents for it is prohibited.

If a traffic police officer records the absence of a vehicle certificate, the driver will suffer financial losses - a fine of 500 rubles.

After the conclusion of the protocol, a person has no right to continue driving without registration documents. His car will be taken to the impound lot by tow truck. He will be able to pick it up on his own only if he has an STS.

Can reinstatement be denied?

There are several cases in which a traffic police officer has the right to refuse to issue a duplicate certificate to a client:

  1. If one of the documents on the vehicle contains incorrect data.
  2. If vehicle registration is prohibited.
  3. If the documents provided are fake.
  4. If the technical inspection has not been passed, that is, the car is officially not safe to drive.

The traffic police officer must issue a refusal in writing, setting out the reason for rejecting the request. The driver has the right to appeal his actions.

It is recommended to restore the STS within a short time after its loss. Driving a car without this document is not legal.
