According to Part 1 of Article 12.3 , driving a vehicle in the absence of registration documents for it is prohibited.

If a traffic police officer records the absence of a vehicle certificate, the driver will suffer financial losses - a fine of 500 rubles.

After the conclusion of the protocol, a person has no right to continue driving without registration documents. His car will be taken to the impound lot by tow truck. He will be able to pick it up on his own only if he has an STS.

Can reinstatement be denied?

There are several cases in which a traffic police officer has the right to refuse to issue a duplicate certificate to a client:

If one of the documents on the vehicle contains incorrect data.
If vehicle registration is prohibited.
If the documents provided are fake.
If the technical inspection has not been passed, that is, the car is officially not safe to drive.

The traffic police officer must issue a refusal in writing, setting out the reason for rejecting the request. The driver has the right to appeal his actions.
