Based on Order No. 344 n dated June 15, 2015, the Ministry of Health of the Russian Federation approved new validity periods for a medical certificate issued during a health examination.

The period was twelve months from the date of issue.

According to the old rules for motorists, the certificate is valid for three years . For those whose personal transport is not a means of earning money, this examination period was established for:

  • women under fifty years of age;
  • men under fifty-five years of age.

Next, motorists were inspected once every 2 years .

  • two years - drivers cat. A, B, C, D and E;
  • one year - persons who carry out professional activities carried out during transportation;
  • one year - citizens under 21 years of age;
  • one year - who has suffered certain diseases.

There are exceptions to the list of diseases for each individual category of rights when it is possible to obtain a permit to drive vehicles. Established by the Ministry of Health under No. 320 n.

The legislative framework

On June 15, 2015, the Ministry of Health signed order No. 344 n, which states the need for a medical examination of drivers and candidates for driving vehicles .

The old order No. 831 n dated September 28, 2010 was recognized as no longer in force.

On March 11, 2016, the order was recorded in the Ministry of Justice of the Russian Federation. The updated rules came into full force on March 26, 2016 .

One of the criteria for passing the driving test is a completed medical certificate. The new form No. 003 - V/U was approved in accordance with the order of the Ministry of Health and Social Development.

New sample forms began to be issued on July 1, 2016. Old forms will be valid until July 1, 2017.

All information about issued documents is recorded in a corded journal and assigned a unique number. The magazine storage period is 10 years.

Penalties

In accordance with the new rules, a traffic police officer, if it is necessary to check documents, is not authorized to insist that a medical certificate be presented .

Paragraph 2.1.1 of the traffic rules does not provide for its presence while driving a vehicle. No fines will be imposed.

But in this situation, it is not possible to obtain a license if it is lost or to return it if the right to drive a vehicle is deprived.

The certificate refers to strict reporting document forms. In case of violation of the extradition regulations, Article No. 11.32 of the Code of Administrative Offenses of the Russian Federation is used. Penalty imposed:

  • individual - 1000 - 1500 rubles;
  • persons in positions - 2000 - 3000 rubles;
  • legal entities and entrepreneurs – 30,000 – 50,000 rubles.

Medical examination procedure

Narcology and psychoneurology are two levels that you will have to go through immediately before the medical examination in your clinic. Certificates are taken indicating that they were not registered.

These are two separate institutions. To see a narcologist and psychiatrist at specialized dispensaries - the approximate price of each certificate from a dispensary is 276 rubles.

The government has agreed on changes to the procedure for drivers to present medical certificates. Due to the new rules , a certificate will not be required if the rights are subject to exchange :

  5. Additionally, when issuing an international driving license.

But if your driver’s license expires, or a recent driving school graduate receives it for the first time, you will still have to undergo an examination by doctors and obtain a new medical certificate .

Previously, you had to bring photographs for reference, but the new forms no longer have space for them, and therefore are not required.

Passing a medical examination

You will not be given a medical certificate if you suffer from:

  • Organic, symptomatic and mental disorders;
  • Schizophrenia and delusional disorders, stress;
  • Personality disorder;
  • Mental retardation;
  • Epilepsy;
  • Blindness in both eyes;
  • Achromatopsia;
  • Mental and behavioral disorders associated with the use of psychoactive substances.

The presence of certain diseases may result in you being restricted from driving or being required to drive a certain type of transport. A certificate may be issued, but it will be marked “Deaf and mute driver” or the like.

If, according to the doctors’ opinion, a medical certificate for driving transport has not been issued, then there is no need to pay a fee. Payment will only be taken for additional testing carried out to determine the extent of your disease.

How long will the medical examination take?

Validity period of the license certificate

The validity period of a driver's license is determined by Russian legislation.

There is an opinion among drivers that since license replacement is carried out once every 10 years, then there is no need to change the certificate during this period. Is it really?

According to the order of the Ministry of Social Development of the Russian Federation, the validity period of a driver’s certificate is:

  • For driving categories A, B, C, D, E – 12 months;
  • For drivers transporting passengers and cargo as part of their professional activities, as well as for citizens under 21 years of age – 12 months;

Since February 2016, a medical certificate is no longer needed if you are changing your license due to a change of surname, due to loss, theft or wear and tear.

How long a license certificate is valid is indicated on the document itself. Once the period has expired, the document is not valid and you will not be able to present it to the traffic police.

There are cases when certificates are issued for a shorter period, and they need to be periodically updated by passing a medical examination.

The basic documents are:

By law, the inspection document must meet the following requirements:

Changes in legislation

In its full form, Order of the Ministry of Health of the Russian Federation No. 344n came into force on July 1, 2016. According to the new legislation, a medical certificate is issued if necessary:

  • pass the driver's license exam;
  • obtain a new category of rights;
  • replace rights due to expiration;
  • return a driver's license confiscated for drunk driving;
  • replace rights ahead of schedule at the initiative of the owner (if issued for 10 years).

According to the new requirements, the number of circumstances under which a certificate must be presented has been reduced. She was no longer needed:

  • during vehicle inspection;
  • when checking documents by road inspectors;
  • when restoring a driver's license due to its loss or theft;
  • upon receipt of new rights due to a change in personal data.

Deadlines

Previous legislative norms allowed for certain driving categories to issue a medical examination document for 3 years. These medical certificates remain valid until the expiration date or until July 1, 2019.

Depending on category

The legislation divides the validity period of a driver’s medical certificate depending on the category of rights:

  • A, B, C, D and E – examination results are valid for 2 years.
  • For other categories and subcategories (for example, C1) – 1 year.

From the risk group

The one-year validity period of a driver's license certificate, regardless of the category, is established:

  • citizens who have restrictions in driving transport.
  • persons under 21 years of age and over 50 years of age.
  • taxi drivers, bus drivers and other people whose earnings are related to driving a vehicle.

Separate appendices to the Order of the Ministry of Health of the Russian Federation are the rules for drawing up a document on a medical examination of the driver and a sample for filling out form No. 003-В/у.

The new form of form No. 003-В/у does not have a separate column for mentioning the time during which the document remains relevant.

Responsibility for an expired certificate

According to the law, an expired medical examination document is equivalent to a non-existent one; the driver can be fined up to 2,500 rubles. This amount is comparable to the cost of the medical examination itself (2,000–5,000 rubles depending on the region).

From July 1, 2016, the validity period of a medical certificate is one year from the date of issue for drivers of all categories of vehicles. The date of issue of the document is indicated on its front side.

The new medical certificate form is well protected from counterfeiting

Previously, Russian legislation provided for the validity of a medical certificate at two and three years. It directly depended on the driver’s age, his driving experience and several other parameters. All certificates issued up to June 30, 2016 continue to be valid until their expiration. But you will have to go through the new commission under current conditions and receive a certificate with a one-year period.

How long is a certificate from a narcologist and psychiatrist valid?

Passing a driver's medical examination involves visiting a narcologist and a psychiatrist. Their certificates are separate documents (medical certificates of health). They must subsequently be given to a therapist who is the chairman of the driver’s medical commission. The validity of this document is also limited to one year from the date of issue.

Persons registered with a drug dispensary can receive a positive conclusion from a narcologist at least three years after deregistration, provided they get rid of drug or alcohol addiction.

Such certificates can be obtained in advance. For example, go to a narcologist and a psychiatrist in early March, and start seeing other specialists in early December. Some of the work will already be done. A driver's medical examination certificate issued in December will be valid until the corresponding date in December of the following year.

Russian legislation states that future or established drivers can see a psychiatrist and narcologist only at the place of their permanent or temporary registration. And situations in which a person does not have registration at his actual place of residence occur quite often. Therefore, in such cases, it is worth thinking about passing a medical commission in advance.

In what cases is a medical certificate required from the traffic police?

The innovations that came into effect on July 1, 2016 have significantly reduced the list of situations when a medical driver’s certificate is required. For example, this requirement has been canceled when undergoing periodic technical inspection of vehicles. In 2018, a medical certificate will be required:

  • when obtaining a license for the first time - for admission to passing exams at the traffic police and submitting documents for a driver’s license;
  • when opening new categories (both “lower” and “higher”) in driver’s licenses. If you plan to open several categories within a limited time, it will be more practical and economical to obtain one certificate, keeping in mind its validity period;
  • when replacing driver's licenses due to their expiration (every ten years);
  • when restoring a driver's license, which a person was deprived of by a court decision for committing an administrative offense related to driving while drunk or under the influence of drugs;
  • when replacing foreign national driver's licenses with Russian ones;
  • if the driver has a serious illness that implies restrictions on certain parameters for driving transport or its individual categories.

In other cases, there is no legal requirement for drivers to have an up-to-date medical certificate. This category includes situations when the license is restored after its loss, theft, deterioration due to the fault of the driver himself or as a result of an accident. Married women also do not need to undergo a medical examination when changing their surname; it is enough to present a marriage certificate and a passport with a new surname and change their driver’s license.

How and where to get a medical certificate, cost, list of doctors

You can undergo a medical examination at a state, municipal or private clinic, if it has a license to issue such documents for drivers. Russian car enthusiasts have the right to make their own choice. As a rule, several days a week are allocated for the driver's commission, when all the required specialists are on site. You will need to go through:

  • therapist (replaced by a general practitioner or family doctor);
  • ophthalmologist;
  • neurologist (required for categories C, D, CE, DE, Tm, Tb and subcategories C1, D1, C1E, D1E, for others - upon referral from a therapist);
  • otorhinolaryngologist (for categories C, D, CE, DE, Tm, Tb and subcategories C1, D1, C1E, D1E).

Separately, you will need to visit a narcologist and a psychiatrist. These specialists have the right to issue certificates only in state or municipal medical institutions at the place of permanent or temporary registration of the motorist. This could be a dispensary or a specialist in a clinic.

For categories C, D, CE, DE, Tm, Tb and subcategories C1, D1, C1E, D1E, it is necessary to do an electroencephalography; the rest will need it if the doctor writes a referral. A narcologist may refer you for blood and urine tests.

You only need to have your passport with you, and you can get a medical card and a certificate form at the reception. The driving test is usually completed in a day or at most two. Much depends on the queues and schedules of specialists. In private clinics this may take several hours. If there is a need for additional examinations, the time required to complete the commission will increase.

Drivers and candidates themselves choose the location of the medical examination

On the territory of the Russian Federation, the cost of a medical examination for drivers is not established at the legislative level. It will be different in each Russian region. It is most expensive to undergo this procedure in Moscow and the Moscow region, in St. Petersburg and the Leningrad region. In Moscow, for example, the maximum cost will be about 4 thousand rubles. But in Rostov you can pass the commission for 1,700 rubles. Private clinics set their own prices; we can talk about 6–7 thousand rubles.

You can take a driver's test for free only in one case - if the employing organization pays for it. There are no payment benefits provided at the legislative level.

I have passed the driver's test several times. And each time there was no specific cost and time required for this procedure. The commission was held on Tuesdays, Thursdays and Saturdays at the state clinic. The chairman of the commission was always a therapist, as provided for by the Order of the Ministry of Health. A visit to the therapist completed the commission. It was this specialist who made a verdict based on the conclusions of his colleagues and drew up the medical certificate itself. One day, my license was about to expire, and I was completely confident that I had a valid medical certificate, issued only six months ago. But it was not possible to find her. I went to the clinic where I underwent a medical examination and asked to be given a duplicate document. This did not pose any difficulty, although I had to pay almost 400 rubles. I received a duplicate of the certificate, which expired in six months. But I didn’t have to go through the medical examination again. Receiving a duplicate took no more than an hour and a half, including waiting in line.

What is the penalty if the medical certificate has expired?

Russian legislation does not provide for punishment for an expired medical certificate. It is required only when applying to the registration authorities of the traffic police. If the document is expired, it will simply not be accepted. The driver’s lack of a medical certificate or an expired document will not be grounds for imposing an administrative fine. According to the law, this document is not included in the list of mandatory documents for drivers. If a traffic police inspector stops a car and demands to see a valid medical certificate, then his demand is illegal.

The new validity period for a medical driver's certificate did not significantly affect the majority of Russian motorists and professionals. It is valid for a year, which is enough to collect and submit documents to the traffic police. But the law does not require you to carry it with you all the time.

This period will not be indicated on the new form (only the date of issue). The validity period of a driver's medical certificate does not in any way affect the validity of the driver's license.

Certificate 003-В/У can be used until its full expiration date (12 months from the date of issue). The document is valid at traffic police departments even on the last day.

Medical certificates previously issued with a validity period of 2 or 3 years are valid until the expiration of these periods. In old forms, the validity period of the certificate is written to the right of the driver’s photo.

Responsibility for lack of certificate 003-В/У

The traffic rules do not regulate the mandatory presence of a medical certificate while driving a vehicle, so collecting a fine for its absence is impossible. However, if the certificate is missing or expired, it is impossible to obtain a driver’s license in cases of replacement, loss or return.

A license certificate is not issued in case of refusal to undergo one or another medical examination provided for by law.

It is highly not recommended to buy fake certificates and certificates without going through a doctor. If this fact is clarified, the driver’s license issued on the basis of such a “document” will become invalid.
