Buying a scooter

The purchase and sale process is regulated by the Civil Code of the Russian Federation, Chapter 9 – “Transactions”. This chapter can be found in its entirety, for example, here.

In short, the Civil Code lists the following possible forms of transactions: oral, written and notarized. Transactions are always accompanied by a purchase and sale agreement, made orally or in writing. Transactions between legal entities and citizens are made in writing. Between ordinary citizens, an agreement can be concluded orally, but only if the transaction amount does not exceed 10 thousand rubles (Article 161 of the Civil Code of the Russian Federation).

  1. If you buy a scooter from any company, you must have a written sales contract and be given a sales receipt.
  2. If you buy a scooter from a private person for less than 10 thousand rubles, you can enter into an agreement orally, without any paperwork.
  3. If you buy a scooter from a private person for an amount of 10 thousand rubles or more, you must enter into a written agreement.

I would especially like to note that no other documents are required for transactions. That is, the law makes no mention of any coupons, certificates, or anything else.

Registration of scooters

According to the “Rules for registration of motor vehicles and their trailers with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation”, paragraph I “General Provisions” (link), in the Russian Federation only “motor vehicles with a displacement of an internal combustion engine of more than 50 cubic meters are subject to registration” . cm or a maximum electric motor power of more than 4 kW, as well as a maximum design speed of more than 50 km/h.”

This means that scooters with an engine capacity of up to 50 cc. cm inclusive are not subject to registration. Accordingly, this technique is not accompanied by any documents.

Verification of documents

From April 1, 2014, owners of scooters (mopeds) are required to have and present to a traffic police officer a driver’s license to operate a vehicle. But nothing more.

Despite the fact that the scooter has an engine number and a frame number, this is not taken into account by law. Control of ownership of a scooter is also absent for the same reason - the law does not provide for any documents for a scooter.

Also, mopeds equipped with an electric motor with a minimum power not exceeding 0.25-4 kW, which equates to a volume of fifty cubic centimeters, also fall under this category. Moreover, even bicycles with mounted motors are also required to register if their characteristics exceed the permissible limits.

It is worth noting the fact that for drivers who already have a “B” series driving category, they can safely use a scooter, since they do not need to pass exams to open the “M” category for driving. This can be done starting from the age of 16, since the State Traffic Inspectorate annually recorded traffic accidents involving minor drivers of low-power scooters. It was this fact that became the key to changing the age limit.

Despite the fact that mopeds up to 50 cc. registration is not required; it is advisable to have with you title documents confirming your rights as the owner of this vehicle.

What can you drive without a license?

The procedure looks like this:

  1. The first step is to contact the traffic police. To do this, you must have a passport of a citizen of the Russian Federation and a document that will confirm the purchase of this vehicle. It must be in the name of the future owner, since otherwise the entire registration process may become even more complicated and lengthy. Otherwise, if it is not in the owner’s name or is missing altogether, contact the MREO for clarification. This is done at the place of registration.
  2. After the first stage, all necessary documents are filled out to undergo number verification, and then the fee is paid.
  3. After the verification has been completed, inspection workers certify the forms and affix a stamp.
  4. When all the documents are completed and ready, you need to contact the MREO at your place of registration. There you can also submit an application about your desire to register your own vehicle.

It should be taken into account that after such registration, it will be impossible to remove it for the next three years. This applies to both scooters and mopeds or other types of motorized transport. A driver's license is not required to register. To do this, a person must be over 18 years old and have a passport of a citizen of the Russian Federation.

Required documents to ride a small scooter

It should be remembered that not only the registration of a 50 cc scooter. in the traffic police is the only and necessary one. To travel on a scooter, the following documents are required:

  1. They undergo a state technical inspection and receive a coupon that certifies the passage.

However, if a person already had an open driving category (for example, “B”), he does not need to hand over everything. The process will only consist of waiting for them to be processed.

The exam for obtaining the appropriate driving category consists of two parts: theoretical and practical. If an attempt to pass any part is unsuccessful, the person is sent for a retake. It can happen no earlier than a week from the date of the last delivery. A total of 3 attempts are allowed for a retake. If they were unsuccessful, then the next test is scheduled at least 30 days later.

If a person managed to successfully pass both parts of the exam, be it the first attempt, or even the third, he receives a driver’s license of the appropriate category. It will be valid for 10 years.

Don’t forget the fact that if there is no document confirming registration or no driver’s license, the driver faces a fine. All this is clarified during an inspection by traffic police officers. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.

According to Part 2 of Article 12.9 of the Code of the Russian Federation on Administrative Violations, the offender may receive a fine of 800 (eight hundred) rubles.

Scooter from abroad

Quite often they buy small scooters abroad because, as a rule, they cost less there and are almost always in better condition. However, all this is suitable for comparison if a person purchases a used moped. If it is new, its condition will naturally be different from a used one.

When purchasing abroad, a special document is issued, which confirms the fact that the moped was imported into the country legally. Do not forget that the customs clearance documents must be issued to the owner of the scooter.

After this, you can go to register the vehicle at the traffic police. There, after the entire procedure, a technical ticket is issued and numbers are issued, which are attached to the back. A technical pass is a document that a driver must always have when driving on the road.
