What kind of driver's license is needed to drive an ATV?

ATV, quadricycle and tricycle licenses

Quad o cycles, quad and cycles and tricycles. What are the differences?

Surely, you are already familiar with such a vehicle as an ATV . It turns out that a regular driver's license is not suitable for driving it. And you will find out which ones are suitable below. We'll also talk about the different types of ATVs and even mention snowmobiles.

But we will start our excursion with a new category of vehicles “B1” - tricycles and quadricycles. These names, unlike “ATVs,” are not yet familiar to us and it is extremely difficult to find such vehicles on Russian roads.

In fact, many people believe that category “B1” allows you to drive a car with an automatic transmission. But no, this is a completely new category of transport, until recently unknown to us. Although, of course, everything is relative. It’s just that previously existing similar transport was classified in other categories.

What is a quadricycle and a tricycle?

Quads and cycles are four-wheeled motor vehicles (tricycles - three-wheeled), intended for use on public roads and subject to registration with the traffic police in the general manner.

An example of a quadricycle is the Soviet car-motorcycle SZM-S3D “Invalidka” (on the left in the figure). Some of you may remember this “misunderstanding” of Soviet engineering with a whirring motorcycle engine.

Tricycles (photo in the center) are very common in Asian countries as cargo-passenger three-wheeled motorcycle transport (our analogue is the Ant scooter).

But you can only see a three-wheeled motorcycle in large cities, and only if you try really hard. It’s just that such tricycles are found only among motorcycle aesthetes or handy Kulibins.

By the way, large quadricycles are often called Road ATVs, and in the West they are abbreviated as GG-Quad, also Moto Quad, Quad Bikes , etc.

Any of you, if desired, can easily acquire at least a tricycle. A flurry of enthusiastic and curious glances at you on the road is guaranteed!

An example of a commercially available tricycle is the Roadster Spider.

Undoubtedly, modern three-wheeled vehicles look very impressive, but this is a miracle. almost like a full-fledged car. Also, according to one of the owners, unlike two-wheeled motorcycles, you will have to stand in traffic jams on such a device no less often than on a car, and the comfort will be much less. Especially in inclement weather.

Roughly speaking, quadricycles are either three- or four-wheeled motorcycles, or mini cars that require the same documents as a car or motorcycle. When purchasing such vehicles, a Vehicle Passport (PTS) is attached.

What category of rights is needed to drive a quadricycle and tricycle?

On November 5, 2013, a new category “B1”* appeared on driver’s licenses - tricycles and quadricycles.

We also remind you that the subcategory “B1” is entered automatically when exchanging old-style rights with the open category “B”. In other cases, for category “B1” you will have to study and take an additional exam.

This is of course all true, but there are some important nuances in determining the category of driver’s license required to drive such vehicles.
Let's try to figure it out.

What is the difference between categories “M” - moped, “A” - motorcycle and “B1” - tricycles?

According to the traffic rules, tricycles are considered motorcycles, as well as quadricycles with a motorcycle seat or motorcycle-type handlebars, having an unloaded weight not exceeding 400 kg (or 550 kg for vehicles intended for the transport of goods). and maximum effective engine power not exceeding 15 kW.

It turns out that if the weight of your quadricycle (tricycle) is less than 400 kg * and the engine power is less than 15 kW (20 hp), then according to the current traffic regulations, it is a motorcycle and is suitable for driving such vehicles. A license with category “A” is required.

With an unloaded mass of such a vehicle. more than 400 kg, the driver must have a license with an open subcategory “B1”.

And owners of light tricycles and quadricycles (with an engine capacity of no more than 50 cubic centimeters) must have a license with category “M” ** - moped, or have any other open category of driver’s license.

__________
* - less than 550 kg for cargo transportation.

** — It is not yet possible to obtain a “B1” (tricycles and quadricycles) or “M”

Those. Tricycles and quadricycles, depending on the required categories of rights to operate them, can be divided into:

“M” - light tricycles and quadricycles (mopeds);
“A” - tricycles and quadricycles, including those included in the junior category “A1” ;
“B1” - heavy tricycles and quadricycles (over 400 kg);

And was it worth it to “fence a garden” for the sake of a tiny amount of such transport and separate it from the rest?

The question is controversial. Perhaps the time for tricycles and quadricycles in our country has not yet come. Wait and see.

ATV and snowmobile licenses

Quad cycles are motorized off-road four-wheeled vehicles (all-terrain vehicles, all-terrain vehicles) with a motorcycle-type seat and a motorcycle-type steering wheel, intended for driving off public roads.

On some ATVs, the steering wheel and driver's position are no different from a car.

The main document for an ATV is the Self-Propelled Vehicle Passport (PSM). Similar passports are also issued for tractors and other construction equipment, so an ATV can safely be called a mini tractor.

Example of a Passport for a self-propelled vehicle.

It is necessary to register * ATVs (as well as all-terrain vehicles, snow and swamp-going vehicles and even snowmobiles) with the Gostekhnadzor authorities and to drive them you must have a tractor driver's license.

To be more precise: a tractor driver (tractor driver) license of category “A1” - off-road motor vehicles.

* - to register an ATV, the owner has no more than 10 days from the date of its purchase; (- or until the expiration of the registration marks “Transit”). These registration periods apply to any motor vehicles and they are determined by paragraph 1 of the “Basic provisions for the admission of vehicles to operation. " . By the way, such vehicles are also required to undergo technical inspection.

How to get a license for an ATV (snowmobile)?

Updated form of the Tractor Driver (Tractor Driver) Certificate.

The exam for obtaining a tractor driver's license consists of theory and practice. The theory is accepted on tickets approved by the Ministry of Agriculture of the Russian Federation, and practice takes place in two stages on a closed site (tractor track).

You can take the practical part of the exam only after successfully passing the theory. The passed theoretical exam is valid for 3 months. If this deadline is missed, then before admission to the practical part, you will need to successfully pass the theory again.

At the first practical stage, you need to complete the following exercises:

  • starting from a standstill on an uphill slope;
  • turning around with a limited width of the territory with a one-time gear shift;
  • putting a self-propelled vehicle into a box in reverse;
  • aggregation of a self-propelled vehicle with a trailer (trailer);
  • braking and stopping at various speeds, including emergency stopping;

The second stage of the practical exam is taken on a special route under conditions of actual operation of a self-propelled vehicle.

Repeated exams are scheduled no earlier than 7 days later. But if you fail the internship 3 times in a row, then on the next (4th) attempt you will be required to provide documents on additional training.

Responsibility of ATV, ATV and Snowmobile Drivers

Finally, it is worth recalling that according to the current traffic regulations, both quadricycles and ATVs are classified as motor vehicles. This means that, according to clause 2.1 of the traffic rules, their drivers are required to carry with them and submit for verification to police officers (traffic police) the documents required by law. There is a fine for not having the required documents.

If the vehicle is not registered* in the prescribed manner and the driver cannot confirm ownership of such equipment, then it is subject to detention (placement in an impound lot).

__________
* — If a three- or four-wheeled motor vehicle falls into the “moped” category, then it is not required to be registered.

The examination process and the issuance of a certificate take place in the Gostekhnadzor body:

  • at the place of residence or stay of the citizen;
  • at the location of the organization where the training course for driving self-propelled vehicles of the required category was completed.

Before passing the exam, an individual card is filled out for each applicant, which is handed over along with the passport to the examiner.

The verification process consists of a theoretical and a practical part. The rules for conducting them are approved by Resolution No. 796.

The objective of the theoretical exam is to test the following knowledge:

  • legislative norms regarding traffic safety, preservation of human health and life, ensuring environmental protection during the operation of self-propelled equipment;
  • administrative, criminal and other standards of liability related to the management of a vehicle;
  • rules for safe operation and basics of driving a vehicle of this category;

  • methods of providing first aid in cases of road accidents with victims.

If the theory is unsatisfactorily passed, the exam can only be retaken no sooner than after 7 days. Without a mark for the theoretical part, the applicant will not be admitted to the practical part.

The practical exam can be taken within a three-month period after passing the theory and consists of two stages:

  1. Testing skills in performing the following movement elements:
  • standing start on a hill;
  • braking, stopping at different speeds, as well as emergency stopping;
  • when you engage the gear once, make a U-turn in a limited space;
  • driving self-propelled vehicles in reverse into the box.
  1. Checking vehicle driving in real conditions, compliance with traffic rules and safe operation.

If the internship passes negatively, you are given the opportunity to retake it after 7 days. You are allowed to retake the internship only 3 times; failure to pass it entails an obligation to take the training again. Only if there is a certificate confirming repeated training, a citizen has the right to apply again to take the exam.

The result of successfully passing the exam is receiving a tractor driver’s driver’s license from Gostekhnadzor, which allows you to drive an ATV. It is valid for 10 years, after which it can be replaced without additional examination.

Category and procedure for obtaining a license for an ATV in 2020

An ATV, or four-wheeled all-terrain vehicle, is an off-road vehicle, that is, not intended for driving on public roads. As a rule, such vehicles are used by people living in rural areas, who rarely encounter traffic police posts. For this reason, many ATV owners believe that they cannot harm anyone and have the right to operate motorcycles without training and obtaining the appropriate permit.

In order to avoid problems with the law and significant financial costs, each owner of an all-terrain vehicle is required to obtain a driver’s license that allows him to drive it, so it is important to know what driver’s license is needed for an ATV in the current 2020, since they have a number of significant differences from traditional automobile ones.

Legal basis for obtaining an ATV license in 2020 and what category is assigned?

Every year, the popularity of ATVs is growing due to the small size of the vehicle and its ability to overcome any off-road conditions, including swampy areas. But despite the fact that the vehicle is not intended to travel on universal roads, each owner of such equipment is required to confirm his qualifications in the appropriate category. Otherwise, this offense will be regarded as illegal movement.

The procedure for allowing citizens to drive all-terrain vehicles and the rules for obtaining a license for it were determined by Decree of the Government of Russia No. 796 of 1999. According to Art. 4 According to this resolution, an ATV is a motorized vehicle with the ability to travel at speeds of up to 50 km/h.

A citizen has the right to use such equipment only after training and confirmation of acquired skills before an examination committee.

The category of rights is determined by engine size:

  1. “A1” - assigned for ATVs with a gasoline engine capacity of more than 50 cubic meters. centimeters or an electric motor with a maximum power of more than 4 kW;
  2. “M” - with a volume of less than 50 cm³.

These driving categories were introduced for vehicles intended for driving outside of public highways.

If you contact the State Traffic Inspectorate, you will be issued a license for a quadricycle, and this, according to established standards, is a completely different type of vehicle.

It is also worth considering the fact that all standard driving schools do not provide training services for riding an ATV. As a rule, you can learn to ride all-terrain vehicles at tractor schools that have the appropriate accreditation.

Who can obtain licenses of categories “A1” and “M” and what documents are required for this?

The state puts forward a number of requirements for a citizen who wants to obtain a license for an all-terrain vehicle. These requirements include:

  1. At least 16 years of age.
  2. Availability of a certificate from a medical institution confirming that the candidate driver has no contraindications to driving an ATV.
  3. Documentary proof of completion of a full course of training to ride an all-terrain vehicle.

If there are medical contraindications to driving motorcycles, the citizen will not be allowed to take the exam.

Sample rights

These contraindications include:

  • endocrine diseases;
  • epilepsy;
  • motor dysfunctions (musculoskeletal diseases);
  • mental disorders;
  • hepatitis;
  • visual and hearing impairments;
  • alcoholism and drug addiction.

To obtain rights, you must contact the territorial body of Gostekhnadzor.

In this case, you must have the following documents with you:

  1. An application in the established form, which is issued by the state technical supervision body.
  2. Passport of a citizen of the Russian Federation.
  3. A certificate obtained from a licensed medical institution, which indicates the candidate’s suitability to drive vehicles of the required category.
  4. A document confirming passing the driving test.
  5. Receipt for payment of state duty.
  6. Photo 3x4.

In some departments of Gostekhnadzor, driver candidates are photographed independently. Therefore, before contacting a government agency, it is recommended to clarify this nuance.

Step-by-step procedure for obtaining an ATV driver's license

To obtain rights, you must contact the local branch of Gostekhnadzor. However, before contacting a government agency, you must go through a number of mandatory steps, including preparing documents and paying state fees.

Do I need to undergo training?

Completing training is a mandatory step in obtaining a category “A1” license. Without a document confirming the successful completion of special training, it is impossible to obtain a certificate.

You can undergo training in specialized centers, training centers, tractor schools or any other institutions that provide such services legally, i.e. have the appropriate accreditation.

Step-by-step design

The process of obtaining a license for an ATV consists of several stages. A driver wishing to operate an all-terrain vehicle must:

  1. Undergo special training and successfully confirm your knowledge and driving skills by passing the appropriate exam.
  2. Prepare the necessary documentation (confirming identity, medical suitability and passed exams).
  3. Contact Gostekhnadzor with a statement of intention to obtain a driver’s license of category “A1”.
  4. Pay the state fee at a branch of any bank in the country or using a terminal, Internet banking or electronic payment system.
  5. Provide the employee of the regional department of Gostekhnadzor with all prepared documents during a personal visit.

The data provided by an individual is checked by a department employee. If no errors, inaccuracies or deliberately false information are found, the document will be issued to the citizen within 20-30 minutes.

Features of opening subcategories “A1” and “M”

Opening these differs significantly from the procedure for obtaining a license for a car. The main differences include:

  1. Admission to take the exam can only be obtained after completing special training, i.e. self-preparation is excluded.
  2. The practical part of the exam is taken outside city highways.
  3. During the practice, skills such as snake, figure eight, and maneuvering in a confined space are tested.

Nuances with an already open category “A”

A category “A” driving license gives its owner the right to drive motor vehicles. However, before you get behind the wheel of an ATV, you need to check the issue date of your existing license.

If you have a driving license that was obtained before 2000, it is enough to simply contact Gostekhnadzor with an application with the intention of obtaining a tractor driver’s license. A new category opens without exams.

But if category “A” was obtained after 2000, in order to obtain permission to operate an ATV whose engine capacity exceeds 50 cm³, you must prove your skills in practice.

What if there is a category "B"?

A driver who has a driving license of category “B” has the right to drive an ATV whose engine volume is within 50 cm³. If the purchased vehicle does not meet this requirement, before driving it it is necessary to obtain a tractor driver’s license.

This is due to the fact that the theoretical exam is aimed at testing the driver’s knowledge of traffic rules, which were confirmed during the opening of an existing category.

Punishment for driving without a license

Many owners of all-terrain vehicles neglect the rules and do not strive to obtain a license corresponding to the vehicle category. This opinion is primarily based on the fact that the vehicle is intended for driving off highways, and in such areas it is quite difficult to stumble upon a traffic police post.

For this reason, drivers continue to drive a vehicle without a license, believing that this way they save time and money.

However, according to current legislation, driving an ATV with a driver's license of an inappropriate category or without it is an administrative offense.

If the fact of violation is recorded by a traffic police officer, a fine of 5,000 to 15,000 rubles will be imposed on an individual for driving an all-terrain vehicle without a license. The amount of penalties is established by Article 12.7 of the Code of Administrative Offenses. According to this article, the inspector may also send the vehicle to the impound lot, which will entail additional costs. You can pick up an ATV from the parking lot only after presenting your driving license and paying an administrative fine.

For driving a vehicle after deprivation of rights, the offender will be forced to pay a fine of 30 thousand rubles.

Common Questions

Every citizen of the Russian Federation who wants to drive an ATV must obtain a driving license of category “A1” or “M”. Having a license is direct evidence that a person has the necessary knowledge and skills to operate off-road motorcycles.

Previously, owners of vehicles with an engine capacity of less than 50 cubic meters could drive on the road without a license. However, the increasing frequency of accidents caused by ignorance of basic traffic rules has led to the need to reform the current legislation. As a result, in 2013, amendments were made to Federal Law No. 196 “On Road Safety”. The difference between an ATV and a quadricycle

Article 25 of Federal Law No. 196 “On Road Safety” does not include an ATV. Having familiarized yourself with GOST R 52008 2003 and Government Decree No. 796 of July 12, 1999, you can understand that to drive a vehicle you need a tractor driver’s license.

However, Article 25 of Federal Law No. 196 “On Road Safety” contains information about the so-called quadricycle. The similarity of vehicle names often misleads car owners. Therefore, it is recommended to understand the difference between a quadricycle and an ATV:

  1. Appearance. An ATV is a four-wheeled motorized vehicle that was created specifically for off-road driving. In other words, the category includes motorcycles that have not 2, but four wheels. Quadricycles are small cars designed for driving on public roads. Usually their weight does not exceed 400 kg.
  2. Category of rights. To drive an ATV, you will need to acquire a category A1 tractor driver's license. In accordance with Article 25 of Federal Law No. 196 “On Road Safety”, category B1 license is required to drive quadricycles.
  3. Exams passage. If a citizen must obtain a Category A tractor driver's license, the practical part is limited to driving on a race track. When a Classic B license is required, the tests include a demonstration of urban mobility skills.
  4. Place of issue of the certificate. The license for a quadricycle is provided by the State Traffic Inspectorate. To obtain a license for an ATV, you will have to visit Gostekhnadzor.

Driver requirements

The requirements for an applicant to obtain a license for an ATV in 2019 are set out in clause 11 of Government Decree No. 796 of July 12, 1999. It says here that persons who have reached the age of 16 years and have passed a medical examination, during which they received a certificate of admission to drive a self-propelled vehicle of the appropriate category, and have also completed vocational training, are allowed to take the exams.

If at least one of the requirements is not met, the person will not be able to take part in the exam to obtain a driver's license with the right to drive an ATV. It is carried out by technical supervision authorities. It is necessary to contact the organization at the place of residence or the location of the driving school in which the person received the appropriate education.

Required documents to obtain a license for an ATV

In order for a citizen to be allowed to take the exams, he must prepare a package of documents. Their list is reflected in paragraph 15 of Decree of the Government of the Russian Federation No. 796 of July 12, 1999. The applicant must provide:

  • completed application;
  • a certificate confirming the absence of contraindications to driving a vehicle;
  • documents on acquired qualifications or education;

To do this, you need to contact an organization that belongs to the structure of Gostekhnadzor and is engaged in providing the service. ATV driving training programs are also available in driving schools. The price depends on the subject of the Russian Federation. It varies from 5,000 to 20,000 rubles. On average, the duration of training is about 20 days. The citizen takes an internal exam. If the test is successful, the documents are submitted to the Gostekhnadzor department. Here a test of theoretical knowledge and a practical exam are carried out.

Theoretical exam

Testing knowledge of the theory is carried out using tickets. The exam for obtaining the right to drive an ATV is taken in accordance with the norms of Chapter. 3 Decree of the Government of the Russian Federation No. 796 of July 12, 1999. The structure of exam questions is determined by the Education Department of the Ministry of Agriculture of the Russian Federation. If the exam is failed, it can be retaken only after 7 days.

An approximate list of tickets and theoretical questions can be obtained from driving instructors. The main part concerns the design, repair and operation of the ATV. Therefore, special attention needs to be paid to this aspect. If you have a valid driver's license of any category obtained from the State Traffic Safety Inspectorate, questions regarding the basics of traffic are not asked. The citizen will be asked only about things related to the operation of the ATV.

Practical exam

The rules of the practical exam for obtaining the right to drive an ATV are also regulated by Ch. 3 Decree of the Government of the Russian Federation No. 796 of July 12, 1999. The practice is divided into 2 parts. The first is held in a closed area. During the second, the person will have to complete a task on a special route under conditions of real use of the vehicle. An applicant for a license to drive an ATV must complete at least 5 tests, which include:

  • performing an emergency stop or braking;
  • entry onto the overpass;
  • snake movement;
  • maneuvering within a limited space.

Access to the practical part is provided only after successful completion of the theory. You can fail practical tests three times. If you fail to pass the test more times, taking the exam again is possible only after re-training.

Pitfalls when passing exams

When going for an exam, a person may encounter a number of pitfalls that prevent him from successfully passing it. The first of these is the moral state of a person. On the eve of the exam to obtain the right to drive an ATV, even people who are confident in their abilities begin to get nervous. The situation is aggravated by anxiety. It is recommended to relax and try to behave as smoothly as in regular classes.

The exam will take place in an unusual environment. The citizen will have to answer questions on the tickets. Stress associated with anxiety can lead to a person forgetting material that he previously knew perfectly. Therefore, it is recommended to study the tickets many times by asking the instructor for them. It is important to analyze the mistakes made in order to promptly fill gaps in knowledge. Typically, during the ATV driving test, the same tickets that the person has learned previously will be provided. Therefore, it will not be difficult to figure it out and find the correct answer.

The practical part is considered the most difficult stage. A person may be confused by the examiner’s unexpected requests and may not be able to calculate the dimensions of the vehicle or the angle of rotation of the ATV. This part of the test is subjective. A number of points can be dictated in two ways. In this case, the examiner always has the final say. The student must know his rights and be able to defend them reasonably in dialogue with a representative of the State Traffic Safety Inspectorate. It is important to be attentive. There is no need to rush on the site. If possible, it is better to take the test in the vehicle on which the training was carried out.
