Do I need to register an ATV with the traffic police?

How to register and register an ATV

You bought a quad, but don’t know whether to register it or not? So you got it right! Now we will look at what registration of an ATV is, because it is a necessary event! And also, what determines when an ATV should be registered in different structural divisions, for example, in the State Technical Supervision Authority and in what cases ATVs are registered in the traffic police.

By the way, it will be very useful to read:

This video will answer many questions for you!

The number of fans of quads and snowmobiles and owners of this lucky equipment has increased significantly. But most of the owners have a toy attitude towards it, they bought it and don’t think about registering it, not knowing about the need to register their quad and obtain a driver’s license. But employees at the State Technical Supervision Service are not asleep; they are organizing operations to capture these “criminals.” I will say right away that such operations are far from ineffective. It is unlikely that you will be able to escape punishment, but some people manage to hide. The attention of inspectors is most often drawn to the absence of license plates and a motorcycle helmet. After checking the drivers, it turns out that there are also no licenses, no technical certificates (registration with the relevant authorities), no technical inspection. In such cases, a protocol is immediately drawn up and, with the assistance of traffic police , the car is sent to a rather expensive parking lot until further clarification of the circumstances. It's better not to create unnecessary problems for yourself. Registering an ATV isn't that difficult, but it will take up a lot of your time and make you run around.

Be sure to watch, don’t miss, an instructive video using the example of snowmobiles, but the requirements for quads are identical

When do you need to register an ATV with the State Technical Supervision Authority?

And so, if your equipment is called ATVs, register with the State Traffic Safety Inspectorate, if you have a “ snow and swamp-going vehicle ” and “ all-terrain vehicle,” register the ATV with the state technical supervision.

I'll explain why. It’s all very simple, the fact is that ATVs, for some reason, are not self-propelled vehicles in relation to snowmobiles. And the license for the “quad bike” is needed from the traffic police “cat. B1”, and the A1 snowmobile all-terrain vehicle from the agricultural inspection. Children's quads with a volume of up to 50 cubic meters are not subject to registration.

Registration of an ATV

  • your quad passport (PSM), issued in the store upon purchase;
  • purchase and sale agreement with a receipt to confirm legal ownership;
  • act of acceptance - transfer;
  • certificate of conformity.

With this list of papers to Gostekhnadzor , at the place of registration of the owner. As previously noted, registering an ATV with the state technical supervision authority is a long process and it is not a fact that the numbers will be in your hands the first time.

You come happy to receive the numbers, stand in line, and you: “Take the application form and receipt to pay the state fee.” In practice, you won’t be able to fill out the form the first time, you’ll mess up somewhere or fill it out incorrectly. How can I pay? When the nearest savings bank is on the other side of the city))) And so I solved this problem. You arrive happy to the ears, and then there’s a line. I stood in line, thinking in my head: “Let’s go in now!” And then the inspector comes out and says: “We’re accepting one more person and closing for lunch!” And you think to yourself......You probably guessed what was happening at this moment))). Finally I waited my turn and got a number. Do you think everything is over? Does the expression “inspection ticket” mean anything? “Get and sign”))) as they say. It is also necessary to pass a technical inspection. You can also spend a few days on this.

Take note, dear ATV enthusiasts, registration and registration of an ATV has a deadline of 5 days, then a fine is possible. A little advice: there are motorcycle dealerships where you can immediately register and get a technical inspection. When using these services, you don’t even have to drive the quad out of the garage, plus significant time savings.

I won’t talk about saving money; the procedure for registering an ATV will cost quite a bit. For people with a fat wallet, it seems to me that this is not a problem, but rather a convenience. It’s also not a fact how much you will spend, less is more, doing the activities yourself, if you count the delivery of the ATV, travel costs, state duty, and technical inspection. Motorcycle dealerships already have “all inclusive”.

to insure the quadric , at the request of the owners, if you do not intend to go on the road. If “yes,” then you need to insure the ATV. After solving the registration issues, you need to learn how to drive an ATV , because your safety depends on it.

I read on forums, on various blogs they write that there are no queues during the production and everything takes half an hour, don’t believe it. It may depend on the location (depending on whether it’s a large city or not), but from my own experience I can’t say that. I registered through connections, it took about two hours, maybe a little more (registration + technical inspection + license).

When registration of a quad occurs at the traffic police

The package of documents is identical. All the nuances are the same as registering a car. Cases in which ATVs are registered with the traffic police are described under the previous heading.

I wish you good luck and easy paths)))

Registration of an ATV in Gostekhnadzor

Owners of ATVs are often confused as to whether it is worth registering this type of equipment with government agencies. The article talks about whether there is a need for registration, in which authority the registration is carried out and what actions the owner needs to take to complete the procedure.

Is it necessary to register a vehicle?

An ATV is one of the types of self-propelled motor vehicles. In order to drive an ATV legally, a prerequisite is not only its registration with Gostekhnadzor, but also possession of a driver’s license of the appropriate category.

According to current Russian legislation, the registration procedure is required even if the vehicle is planned to be operated exclusively in off-road conditions (on forest and country roads). It is also impossible for this type of vehicle, which is not registered, to drive onto public roads.

Rules for registering an ATV:

  • supervision of the operation of this type of equipment is carried out jointly by Gostekhnadzor and the State Traffic Safety Inspectorate;
  • all ATVs with an engine power exceeding 50 kW, or they have a title, are subject to mandatory registration with the State Traffic Safety Inspectorate (by analogy with other vehicles);
  • the driver must have a license to drive a vehicle with category “B” or “B1”;
  • having a valid technical inspection is also a prerequisite;
  • For failure to comply with the registration rules, the owner is fined, and the vehicle may be towed to an impound lot.

The owner of an ATV can decide which authority to contact based on the presence or absence of a vehicle title. By default, all types of self-propelled vehicles have only a PSM (passport for a self-propelled vehicle); control over such a vehicle is carried out exclusively by Gostekhnadzor. If the ATV has a title, then it is subject to mandatory registration with the traffic police.

Details about registration

It is necessary to register equipment with Gostekhnadzor within 5 days from the date of its purchase. To do this, you will need to prepare a package of necessary documents, visit the Gostekhnadzor office and submit the vehicle for inspection.

detailed instructions

If the documents indicate an ATV as an all-terrain vehicle or an all-terrain vehicle, this means that supervision of it is carried out exclusively by Gostekhnadzor. The owner will need to contact this authority for registration.

Algorithm of actions for registration:

  1. Personally visit the Gostekhnadzor office. For a visit, you can choose not any point, but only the one corresponding to the place of permanent registration of the owner;
  2. Prepare and submit a complete package of documents;
  3. Pay the state fee. The inspector will issue a receipt at the initial appointment;
  4. Provide equipment for inspection by an inspector;
  5. Receive a self-propelled vehicle passport with the entered data and license plates.

The entire registration procedure with Gostekhnadzor takes about 1-2 days. If the operation of this type of vehicle is planned exclusively off-road (without going on public roads), then there is no need to subsequently issue a compulsory motor liability insurance policy.

If the documents indicate that the vehicle belongs to the category of ATVs, then it must be registered with the traffic police. In this case, you will need category “B” or “B1” rights to drive.

The procedure is completely similar to registering any other vehicle:

  • visit the traffic police department. You can choose anything, and not just what relates to the place of permanent registration of the owner;
  • submit documents and provide the ATV for inspection;
  • pay the state fee;
  • receive a PTS with a mark about the owner and license plates of the appropriate size.

Presentation of a valid MTPL policy when registering with the State Traffic Safety Inspectorate is a mandatory condition.

Required documents

The owner will need to provide:

  1. Statement of the established form. It can be obtained at an appointment with the inspector.
  2. Passport of a self-propelled vehicle, or passport of a vehicle.
  3. For ATVs that have already been in use, a valid diagnostic card. You can get it by going through the technical inspection procedure.
  4. Vehicle purchase and sale agreement or other document confirming the ownership of the new owner.
  5. Vehicle acceptance certificate (if available).
  6. Compulsory civil liability insurance policy (MTPL). This document is required when registering with the State Traffic Inspectorate and is issued, if necessary, when registering with Gostekhnadzor.
  7. Certificate of conformity and safety of motor vehicles.
  8. License plates, if the ATV was already registered before re-registration.
  9. A receipt confirming payment of the state duty.

Cost of the procedure

The new amount of state fees for the provision of this service came into force on January 1, 2017. In 2019, the cost of registration is fixed in Art. 333.33 Tax Code of the Russian Federation:

  • registration of an ATV and obtaining new registration plates intended for tractors or other types of self-propelled equipment – 1,500 rubles;
  • issuance of STS with the data of the new owner – 500 rubles;
  • making changes to the PTS – 350 rubles;
  • issuance of a new PTS to replace the lost one – 800 rubles;
  • temporary registration – 350 rubles;
  • issuance of numbers on paper – 500 rubles;
  • issuance of new license plates for self-propelled vehicles on a metal base (without making changes to the PTS and STS) – 800 rubles.

You can receive a receipt for payment at the traffic police or Gostekhnadzor department. You can pay it at any bank, using online services, or directly at the authority (the service may not be provided).

Do I need to set numbers?

Regardless of where the ATV will be operated, state license plates of the established type must be installed on it. You can receive them after registration.

License plate sizes

According to Russian regulations, there are no separate sizes of license plates designed for installation on an ATV. Standard ones are issued, the dimensions of which, in most cases, exceed the dimensions of the installation site.

The size of license plates is regulated by GOST R 505 77. According to it, an ATV belongs to the fourth group of vehicles. The following license plate dimensions are provided for this category:

  1. Height – 180 mm.
  2. Width – 245 mm.
  3. The height of letters or numbers used to indicate the number is 58 mm.

Although it is not always possible to place a license plate of such dimensions, it is prohibited to cut or modify it. The owner will need to independently modify the design of the vehicle in order to securely attach the sign on both sides.

How to deregister a vehicle?

Deregistration of an ATV may be required in the following cases:

  • sale or other method of transferring ownership to another person;
  • scrapping;
  • change of permanent residence of the owner (travel outside Russia).

The owner will need to provide the following documents to Gostekhnadzor or the State Traffic Safety Inspectorate (depending on where the registration took place):

  1. Statement.
  2. Passport.
  3. PTS or PSM.
  4. STS (if available).
  5. A receipt confirming payment of the state duty.
  6. License plate.
  7. Documents on the transfer of ownership to another person (purchase and sale agreement, gift).
  8. Certificate of disposal.

Next, you should provide the ATV itself for inspection by an inspector. After carrying out all operations and deregistration, the owner will receive a PTS or PSM with the changes made , as well as transit numbers (if the reason for deregistration is leaving the Russian Federation).

Registration of an ATV is a mandatory procedure before starting its operation. This type of equipment is supervised by two authorities - the State Traffic Safety Inspectorate and Gostekhnadzor. In most cases, the owner will need to contact Gostekhnadzor and register there. However, some types of ATVs are assessed as an independent vehicle and are subject to mandatory registration with the traffic police.

Registering an ATV

Today, registration of cars and motorcycles is a mandatory procedure, and almost all types of vehicles can be registered. And when you buy an ATV, do you immediately think about whether to register it with the traffic police? After all, many people buy this equipment solely for off-road travel and in places where traffic police officers do not even go. But registering an ATV is a mandatory procedure, because if it stops, the problems will be much more serious.

If you have a driver's license to operate an ATV and intend to drive not only through forests and swamps, the next step will be to register the all-terrain vehicle. As the number of ATV owners grows, the rules in the legislation also change; traffic police officers are increasingly stopping such vehicles and demanding registration. An employee can notice violations by missing license plates and the driver’s helmet. Some try to escape the pursuit, but the result is not always successful. As a result, the employee prepares all the documents and takes your ATV to a fine area, where it will be much more difficult to solve problems. But depending on the type of your vehicle, its registration can take place in two authorities - the State Traffic Safety Inspectorate or Gostekhnadzor.

Registration with Gostekhnadzor

Equipment that is described in the documents as an “all-terrain vehicle” or “snow and swamp-going vehicle” is subject to registration with Gostekhnadzor. If you find such a classification in the documents, go to the above authority. Documents for registering an ATV are represented by the following items:

  • certificate of conformity;
  • ATV passport issued at the store;
  • contract of sale;
  • act of acceptance and transfer of equipment.

You will have to go to the Gostekhnadzor, which is located at your place of registration. Like registration of other vehicles, the ATV will receive license plates after lengthy procedures and queues. Sometimes you have to wait more than 1 day. The main problems include queues of several hours and constant delays due to additional procedures. For example, you have already stood in line, but again they did not give you signs, sending you to pay the state fee. It is precisely because of such problems that many try to avoid registering ATVs, putting themselves at risk. A technical inspection will also be required as a mandatory procedure. In complex cases, this may take 2 days.

Before going to Gostekhnadzor, try to assess the situation and be prepared for queues and a delay of a couple of days. But remember that you will have to register the vehicle within 5 days, otherwise you will be forced to pay a fine. It’s difficult to talk about the cost of registration, but the procedure is not cheap. The legislation does not simplify the cost of registering ATVs, even if it is not such a big deal for the driver. We recommend using the services of motorcycle salons; some of them offer on-site registration of an ATV, without queues or additional problems.

If the ATV will not be driven on the road, it is not necessary to insure it. Regarding the queues and the long process, the issue is always controversial, because the State Technical Supervision Authority in your region may not be so in demand and people wishing to carry out such procedures. In any case, registering an ATV with Gostekhnadzor should be a responsible and informed decision.

Registration of an ATV at the traffic police

If the documents for your vehicle indicate “ATV”, you will have to go to the traffic police to register it. The fact is that the driver of an ATV, according to documents, must have a category B1 license obtained from the traffic police. And an ATV is not considered a self-propelled vehicle. If you don’t know what you need to register an ATV, don’t worry, because the traffic police need the same package of documents as we described above. You will need to provide the following documents:

  1. Sample application;
  2. OSAGO policy;
  3. If you have a previous registration, license plate and registration certificate.

Be sure to take your passport with you, it will be used to verify your identity. If your ATV has previously been in use, according to the rules of the traffic police you will also have to undergo a state technical inspection.

Registration of an ATV and a snowmobile: at Gostekhnadzor or the State Traffic Safety Inspectorate?

Have you bought an ATV or snowmobile and don’t know where to register it?

How important is it to register an ATV? So, you have become the happy owner of a four-wheeled friend called an “quad bike,” and we congratulate you on this. What to do next? According to tradition, the vehicle should be registered, that is, registered with the traffic police. But this has always been unconditional in relation to buying a car. As for all-terrain vehicles, there are many reasons that allow their owners not to bother with this issue.

Read also:

On country and forest “routes” the presence of traffic police inspectors is possible only on very major holidays, which, accordingly, allows you to forget about the obligation of a helmet on the ATV driver’s head, a license plate, and even the banal presence of a driver’s license. So a lot of owners living in rural areas don’t bother raising the issue of registering an ATV, and city dwellers, going for rides, simply load a friend into a trailer and take him to a place where no traffic police inspector will be able to threaten him with a baton.

But according to the law of the Russian Federation, all ATVs with an engine capacity of 50 cubic centimeters or more are subject to registration, which should be remembered.

And this means that the traffic police inspector, no matter in what deep forest thicket he stopped you, will have the right to issue you a fine, and so on, right up to towing the all-terrain vehicle to a paid impound lot. Therefore, in our opinion, you should still register all-terrain vehicles, as well as have a license to drive this vehicle, at least in order not to weave like a hare across rough terrain, trying to escape from the inspector’s pursuit, and not suffer from headaches due to a ruined vacation or a fine issued. As you know, ignorance of the law does not exempt you from responsibility.

Now we will look at what registration of an ATV is, what determines when the registration of an ATV should take place in different structural divisions, for example, in Gostekhnadzor, and in what cases the registration of ATVs occurs in the traffic police.

Registration of an ATV - Gostekhnadzor or traffic police?

If you bought an ATV with PSM

The Gostekhnadzor bodies are responsible for monitoring the registration and operation of off-road vehicles in the Russian Federation. But there is one pitfall here: ATVs in our country are a relatively new technology compared to motorcycles or cars, so there is no single bureaucratic opinion on what exactly they are. What your vehicle is for officials, you will understand when you buy it and receive a passport in your hands, in 99% it will be a PSM, that is, a Passport for a self-propelled vehicle, issued for tractors, snowmobiles and other self-propelled equipment; you will have to register the purchased vehicle in Gostekhnadzor.

And so, if your equipment is called ATVs, register with the State Traffic Safety Inspectorate, if you have a “ snow and swamp-going vehicle ” and “ all-terrain vehicle,” register the ATV with the state technical supervision.

If upon purchase you receive a PTS

With a vehicle passport, you will have to register the purchase with the traffic police. Interestingly, PTS is issued by customs specifically for ATVs or mini-SUVs, but for some reason only in 1% of cases. There is no way to influence this moment, don’t rack your brains and live with the passport they give you.

Required documents for registering an ATV

The package of documents in Gostekhnadzor and the State Traffic Safety Inspectorate is almost the same:

  1. Application in the prescribed form.
  2. Passport of a self-propelled vehicle or Passport of a vehicle indicating the owner of the equipment.
  3. Certificate of registration of equipment (if the equipment was previously registered)
  4. The purchase and sale agreement (or other document confirming ownership) and the transfer and acceptance certificate indicating the unit numbers.
  5. Compulsory civil liability insurance policy (hereinafter referred to as OSAGO) for vehicle owners. An MTPL policy is not required for agricultural machinery, self-propelled vehicles, the maximum permitted speed of which is less than 20 km/h.
  6. Certificate of conformity of equipment specified in the PSM.
  7. Transit state registration plate, if issued.

With this list of papers to Gostekhnadzor or , if you’re lucky, to the traffic police at the owner’s place of registration.

Note:

  • identification is made on the basis of a passport or a document replacing it.
  • For state registration of self-propelled equipment, the owner pays a state fee in accordance with Art. 333.33 of the Tax Code of the Russian Federation.
  • Registered used self-propelled vehicles are subject to state technical inspection.

Dear new owners, we consider it our duty to remind you that after purchase, according to the law, you are given 5 days to register an ATV; if you register after a longer period, you may face a fine.

How to register an ATV or snowmobile without documents - instructions

Quite often, people who want to register ATVs, snowmobiles and trailers for them, for which there are no documents confirming ownership, come to the State Technical Supervision Inspectorate. The territorial inspection shared detailed instructions.

The reasons for the lack of documents may be different, but in order to register self-propelled vehicles, owners are recommended to file a claim in court to recognize ownership. There you will have to confirm the fact of bona fide, open and continuous ownership of the vehicle for five years.

In practice this happens as follows. First, the owner must contact the territorial inspection of the state technical supervision with an application for registration of the car, in which an entry is made about the refusal of registration due to the lack of documents.

Then the owner applies to the court with a statement in which he asks to establish the fact of bona fide, open and continuous possession and use of the car under the right of ownership.

After the court accepts the case for consideration, the State Technical Supervision Inspectorate, as a rule, receives a summons to participate in the court hearing as a defendant or an interested party. A determination regarding the submission of a response to the application is also sent.

Within the time period specified in the determination, the inspection sends a response to the court. If it is not possible to take part in the court hearing, a corresponding petition is sent to the court.

After the court makes a decision to recognize the plaintiff as the owner and this decision comes into force, the ATV, snowmobile or trailer is registered with the state technical supervision authorities.

Be careful, gentlemen, and good luck on the roads!

Recently, more and more people are riding ATVs. A huge part of these drivers do not even suspect that this equipment needs to be registered, just like other vehicles: cars, trailers, snowmobiles, motorcycles, other motor vehicles (scooters, mopeds, scooters), homemade cars.

The traffic police constantly issues fines to these people, because ignorance of the law does not exempt them from responsibility. It becomes clear that the ATV needs to be registered quickly, otherwise troubles cannot be avoided.

Registration with Gostekhnadzor

How and where to register an ATV? First of all, you will need to collect a package of the following documents:

  • ATV passport issued upon purchase of this equipment;
  • purchase and sale agreement along with a receipt;
  • official act of acceptance and transfer of the ATV;
  • certificate of conformity;
  • customs documents.

After all the official papers are in your hands, the second stage begins. You need to go to Gostekhnadzor . Get ready for the fact that registering an ATV with Gostekhnadzor (Rostechnadzor) is a lengthy procedure , so the time needs to be planned correctly.

At Gostekhnadzor you must contact a special window. Here you will be given an application form , as well as a receipt to pay the state fee. Most likely, you will have to pay it at one of the bank branches. Be prepared for the fact that your application will not be accepted the first time , as there are many technical nuances that a simple driver would not have previously even suspected.

After you have paid the state fee, which is equal to 1600 rubles , you must return to Gostekhnadzor again and get in line. In the required window you will register. But this is just the beginning , the main work is not yet completed.

Now you will be required to do a full technical inspection of the ATV . This procedure most often takes several days. When it is completed, you must come back to Gostekhnadzor and give the inspection slip.

If you want to save time and nerves, then you need to buy equipment in a salon that provides registration and technical inspection services at the same time . Thanks to this, you don’t even need to take the ATV out of your own garage.

Number plates

An ATV, like many other types of transport, requires license plates . Of course, this equipment travels mostly off-road, but in any case you can go onto the highway, where an ATV without license plates may arouse suspicion among traffic police inspectors.

The numbers are issued in a standard format, so most often they cannot be installed normally on an ATV. To do this, they need to be slightly altered .

What should be the dimensions of the license plate for an ATV? According to GOST R 505 77 , this technical device belongs to the fourth group of vehicles. The height of the sign is 180 millimeters , the height of the letter or number is 58 millimeters . The width of the sign according to state standards is 245 millimeters .

Removal from the register

If for some reason you decide to deregister the ATV, then before this procedure you will need to contact Gostekhnadzor . The organization will conduct a technical inspection of the vehicle. To do this, you need to call the inspection and agree on an inspection date .
You will have to pay a state fee and present copies of the necessary documents. After this, you can consider that the ATV is deregistered. Sometimes it is necessary to change the owner of the vehicle. Read more about this procedure here.
