State traffic police fines car number
The search for outstanding fines is carried out online. There is no need to visit the traffic police department at your place of registration and wait in line. At any time of the day, regardless of location, a motorist can make an online request from a laptop, tablet, smartphone and receive information about the amount of debt or the absence of debt to the State Traffic Inspectorate.
How to check your traffic police fines according to the state. car number?
Russian citizens have been using online verification using their state license plate number since 2015. Until this time, it was necessary to visit the traffic police department at the place of registration to find out the reason for issuing the resolution and clarifying the information for paying the penalty. Now, to track the debt on traffic police fines for traffic violations by car number, the driver just needs to go online and use any service, for example ours. There are also a large number of search engines on the network and they all use the official traffic police database.
Despite the positive aspects, the state check has The number has some disadvantages:
it is impossible to identify the identity of the driver who was driving the vehicle. This situation applies to cars that are used by several drivers in shifts;
information about accrued penalties may fall into the hands of third parties - fraudsters (since entering STS data is not required).
However, online checking of information about debts on car traffic fines by car number is in great demand among motorists. The positive aspects of online requests and payment outweigh the negative ones.
When traffic violations are recorded by surveillance cameras, traffic fines are issued automatically. The resolution is sent to the motorist’s registered address. Fraudsters use this function; they send false information about vehicle violations and indicate their own details for urgent debt repayment. Therefore, an independent check for the presence of traffic police fines with photos according to the state. car number is a necessary security measure. In addition, a fine based on the license plate number of a car with a photo of the violation can be challenged if the registration plate is not clearly visible in the photo.
Is it possible to get a car ticketed by the State Traffic Safety Inspectorate only? number without registration certificate number?
This can be done through our service. Such verification is not possible on official websites. For example, on the traffic police website, checking fines only by the license plate number of a car without an STS is impossible. You can view them by specifying two parameters:
car license plate number;
vehicle registration certificate data.
How to view traffic police fines by car number and owner's last name?
Unfortunately (or fortunately) this is not possible. When searching for car fines by full name and date of birth, you need to take into account several nuances:
On some resources, to check a car, it is not enough to enter your full name and date of birth, because different people can live in the Russian Federation under the same names, surnames and even identical dates of birth. The large area of the state increases the likelihood of matching the personal data of motorists;
Last name, first name, date of birth can be shown on social networks; scammers use this function. Therefore, when searching for penalties, additional information is requested: registration certificate, car registration data and driver’s license;
car fines often come from surveillance cameras and are recorded by the car’s license plate, and not by the driver’s full name. The video surveillance function does not allow identification of the driver behind the wheel. In this regard, when searching for collections, you need to enter a number of additional parameters, not just your full name.
If you want to find out the fines for a specific driver, then you need to use a search by driver's license. We wrote about this in detail in this article.

Is it possible to check fines according to the state? car number?
Yes, our service allows you to check traffic police fines by car number. To search for fines by state. car number, you must also enter the STS number (vehicle registration certificate number). In this case, the search for fines will be carried out using the traffic police, GIS GMP, and DIT databases.

If the fine was issued based on the data of photo/video recording systems, then searching only by the STS number will provide data on the fine (number of the resolution, amount of the fine, etc.), but the photo recording data itself will most likely be unavailable. If you search simultaneously by both the car number and the STS, there is a high probability that there will be available data not only about the fine, but also a photo of the violation.
How can I view a fine by resolution number?
In the fine search form on our website, you must enter the resolution number in the field designated “resolution number (UIN).” Please note that the decree number contains many numbers and it is easy to make a mistake. Therefore, check the correctness of your data entry before submitting it for verification.
What is a UIN number and how can it be deciphered?
The fine order number is also a unique accrual identifier (UIN).
The UIN may consist of 20 or 25 characters (digits). The first digits of the UIN contain information about the payment administrator, in the case of fines for car owners - the organization that issued the fine. 188 – the first three digits mean that the fine was issued by the traffic police.
The full number of digits in the UIN is 20. An approximate type of UIN (resolution number) is 188101521610170586158. 780 - a fine decree issued by the State Property Committee of the AMPP for unpaid parking in Moscow. The full number of digits in the UIN is 20. This is an outdated UIN format for the State Civil Code of the USPP and in 2016 the format was changed to consist of 25 digits and the first digits are 03554310 .
782 - a decree issued by MADI for violation of parking and stopping rules in Moscow. The total number of digits is 20. This is the old format for MADI ; in 2016, the format was changed to consist of 25 digits and starts with 03560430 .

- Repeated violations: speeding by 40 km/h (Parts 6 and 7 of Article 12.9), driving on a red light (Part 3 of Article 12.12), entering the oncoming lane (Part 5 of Article 12.15), driving towards one-way traffic (Part 3.1 of Article 12.16), errors in vehicle registration (Part 1.1 of Article 12.1)

What are the consequences of failure to pay fines?
In case of failure to pay the fine within the period (see above) allotted for voluntary payment of fines, the case materials are transferred to the Bailiff Service and enforcement proceedings are initiated. In addition, at the same time, material for the trial is being formed. A new administrative proceeding may be initiated against a person who has not paid the fine and a fine of double the amount may be imposed.
How long does it take for traffic police fines to expire?
According to Art. 31.9. Code of Administrative Offenses of the Russian Federation:
A resolution on the imposition of an administrative penalty is not subject to execution if this resolution has not been enforced within 2 years from the date of its entry into force.
A decision in a case of an administrative offense comes into force after ten days, unless it has been appealed. Thus, the statute of limitations for traffic police fines is 2 years and 10 days from the date of the decision.
The traffic police fine was dated when I did not use the car. How can this be?
It is important to know the peculiarities of the functioning of the traffic police fine databases. In them, the fine is always tied to the date of the decision . If a fine is imposed by a traffic police officer, then, as a rule, the decision is issued immediately, i.e. on the day of the traffic violation, although there are exceptions.
If you find a fine in the online database dated to a date when you were not using the car, then most likely we are talking about a previously committed offense recorded by photo and video cameras. Such fines have two features.
First: the date of recording the offense and the date of the decision, as a rule, differ for the period required by the traffic police to process the data received from the recording means. On average, this period is 1-3 days. For example, if a traffic violation actually occurred on July 1, then the fine decision will be dated July 2-4, and when searching in online databases, this exact date will be indicated - the date of the decision.
The second feature: in accordance with Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation , fines for violations recorded by automatic technical means are issued to the number of the vehicle registration certificate (VRC) .
Administrative liability for administrative offenses in the field of traffic and administrative offenses in the field of landscaping, provided for by the laws of the constituent entities of the Russian Federation, committed with the use of vehicles, if these administrative offenses are recorded by special technical means operating automatically, having photo and filming functions , video recording, or by means of photography, filming, video recording, the owners (owners) of vehicles are involved.
Thus, the decree is always issued to the owner of the vehicle, even if another person was driving. However, if it was not you but another driver who was driving, you can appeal the fine in accordance with the established procedure.
Part 2 of Article 2.6.1 of the Code of Administrative Offenses of the Russian Federation
The owner (possessor) of a vehicle is released from administrative liability if, during the consideration of a complaint against a decision in a case of an administrative offense made in accordance with Part 3 of Article 28.6 of this Code, the data contained in it is confirmed that at the time the administrative offense was recorded the vehicle was in the possession or use of another person or has now been removed from its possession as a result of unlawful actions of other persons.
Where do online services get data on traffic police fines?
The State Information System on State and Municipal Payments (GIS GMP) is the only source of information on fines for all online services for checking and paying traffic police fines. The development and maintenance of GIS GMP is carried out by the Federal Treasury of the Russian Federation.
You can check the list of organizations (banks) connected to the GIS GMP by following the link in the section “List of credit institutions that have provided connection to the GIS GMP”.
Not all online services work directly with GIS GMP. Often the data is provided to them by partner banks. This is an absolutely legal way of working.
However, there are fraudulent sites where you can supposedly check traffic police fines, but in fact the whole point of such services is to impose a paid SMS subscription.
It is not difficult to distinguish fraudulent sites from legitimate ones.
— Legal services do not require you to enter your mobile phone number to receive search results for fines.
— On fraudulent sites, as a rule, you can enter any data as a search query and the appearance of a search in the database will be created.
— All legal sites indicate where the data on fines comes from (GIS GMP or partner bank), and you can easily check the presence of this organization in the list of treasuries, see the link above.
