How to register a trailer without documents
A lot has been written and said about how to register a car. But finding information about the specifics of registering a trailer, especially if there are no documents for the trailer, is very problematic. The legalization of this specific vehicle consists of its registration and restoration of documents. How this is done and where to go will be discussed further.
Where do “illegal” trailers come from?
A passenger trailer can appear in completely different ways: you can simply buy this device, find it in a relative’s garage, or make it yourself.
Any of the above options will require document recovery. Only on their basis can you register a vehicle, receive a title, and therefore legally operate it.
Step-by-step instructions: registering a trailer without documents
Before registering your trailer without documents, you need to restore at least some papers regarding this vehicle:
- Draw up a purchase and sale agreement. Since it will be partly fictitious, it is better to involve a close relative for this event - ideally a mother or father. In the future, the imaginary seller will have to testify in court. Even if there is no criminal overtones to this event, not every friend will want to waste his time visiting authorities and testifying under oath.
- Find the instruction manual. Naturally, this is easiest to do on the Internet. If you cannot find a manual specifically for your unit, you will have to make adjustments to the existing source.
A sales contract and an operating manual are already something. With these documents, as well as a completed application for registration, a receipt for payment of the state duty (currently 2000 rubles), photocopies of passports (your own and a relative’s) you can go to the traffic police department.
After examining the submitted documents, the MREO employee will, of course, refuse to register you. The main reason is an insufficient set of documents, namely the lack of a certificate-invoice. The official wording will sound something like this: “impossibility of identifying the owner.” This visit is mandatory in order to receive an official refusal of registration.
The next step is preparing documents for the court. Most likely, you will have to hire a lawyer for this purpose. A lawyer will have to pay about 2,000 rubles to draw up an application. The statement of claim is sent to the magistrate's court at the place of residence of the defendant (that is, your relative). Additionally, you will have to pay a state fee - about 400 rubles.
At the court hearing, both sides will be heard - you and your relative. It is important that the defendant confirms his ownership of the car trailer and the fact of the sale.
We can say that the vehicle was purchased a long time ago (and therefore the invoice certificate was lost), was stored in a garage and was not used. Of the documents, only the operating instructions have been preserved.
After this, the court sends a request to the regional traffic police department. From there, within a month, you should receive a response stating that the vehicle has never been registered and there are no restrictions on its operation. Now nothing prevents the court from recognizing you as the legal owner of the trailer.
For the court decision to enter into legal force, at least a month must pass. After this period of time, you can again go to the MREO and restore the necessary documents. You will need:
- relevant statement;
- receipt of payment of the duty;
- the court's decision;
- copies of passports of former and current owners;
- contract of sale;
- a copy of the trailer's operating instructions.
Review of documents takes no more than an hour. After this time, you will be given a license plate, PTS and a registration certificate.
In total, if you follow the above instructions, the entire process of legalizing a trailer without a passport will take about 3-4 months. The asking price is 6-7 thousand, taking into account payment of all state duties and expenses associated with registering the vehicle.
Trailer without documents: what to do, how to draw up documents
Hello, dear friends! I can’t say that trailers without documents are found everywhere. More often you can see cars that are bought and sold without any paperwork, or with a minimum package of documents, which is definitely not enough for registration. But this also happens with trailers.
I’ll say right away that we’ve already talked about how to register a trailer. There we were talking about purchased vehicles with all factory documents, as expected. The procedure is not the most complicated, but it has its own nuances.
But it is even more difficult to resolve the issue when there are no documents, no numbers, any papers, certificates, etc. There will be no problems with how to move such a structure, since you can order a tow truck or contact cargo carriers.
Today we are talking about what to do and how to act correctly in such a situation. Everything said below concerns Russia. If Ukraine and Belarus have different rules and procedures, be sure to tell us about them in the comments.
Where do such vehicles come from?
Before we talk about how to drive with a trailer that does not have documents, let’s clarify one interesting issue. It concerns the appearance of such structures at people’s disposal.
There are actually several reasons. They can be divided into several categories.
- The trailer was accidentally found somewhere in my grandfather's garage and was left as a conditional inheritance. But you cannot find any documents for the vehicle;
- You deliberately decided to buy a trailer, although the seller warned in the ad that I would sell a trailer vehicle without documents or part of the necessary papers;
- We are talking about a homemade trailer. For example, someone assembled a trailer structure from the rear of the body, or even used scrap materials.
Let me note that we have already talked about registering homemade trailers in the relevant material, which you will find at the link. I see no point in dwelling on the same issue again.
Therefore, in this material we will consider a conditional situation.
Let's assume that you bought a factory-type vehicle from some manufacturer. However, there are no documents for him. We need to somehow register this miracle on wheels. Is it possible to design the structure under such conditions? Yes. Intentional purchase or accidental discovery of a trailer without papers has its consequences, which are associated with the complexity of registration. After all, driving with such a towbar is considered illegal, and if you do not have permission, you will be fined. Moreover, multiple times until the vehicle is registered in accordance with all the rules.
The situation was simulated. Now we will look for ways to get out of it and resolve the issue in our favor.
First steps
Before contacting the traffic police to register a vehicle, you need to try to collect at least some papers. Sometimes even the basic minimum is enough to get things moving.
First of all, you can perform 2 main actions.
- Draw up a policy statement. It is also a purchase and sale agreement. You act as the buyer, and your friend or relative acts as the seller. And fictitious. Please note that the conditional seller may later be required to appear in court and testify. If there is no crime in your scheme, he has nothing to fear. However, not everyone will agree to participate in such fraud;
- Find the instruction manual. You can do this via the Internet, look for documents at various flea markets, advertise, etc. But the easiest way is to use the Internet. It is not always possible to find a manual for a specific model. But if it is similar, you can simply edit the text on your computer.
PrEP and guidance are already bearing fruit. Having prepared them, write an application for registration and pay the state fee. This is about 2 thousand rubles. Make copies of your passport and go to the traffic police.
After studying this list of papers, the MREO will most likely refuse to register you.
You should not be surprised, since the set of documents is indeed incomplete. Moreover, the main problem is the lack of a certificate-invoice. In fact, they are telling you that the owner of this trailer cannot be identified. But you still need to visit the traffic police. In this situation, your goal is to obtain an official refusal of registration. After this, having received a certificate, you can go to court. It would be a good idea to hire a lawyer you know. Drawing up an application also costs about 2 thousand rubles. The claim is sent to the magistrate's court at the defendant's place of residence. Please note that this is a fictitious seller, not you.
There is also a state fee of 400 rubles for the trial. The costs seem to be small, but the time frame is impressive. Plus, it is not clear how much the cost of the trailer itself justifies itself.
Let's move on
Both sides will be heard in court. It is important that the seller confirms that the trailer is his and that he sold it to you. And the absence of a certificate-invoice can be explained by the prescription of purchase or loss, despite the fact that the trailer itself was not used and was sold as unnecessary.
After this, the court is obliged to send a request to the traffic police. It will take about a month to receive an answer. If they say that the trailer has never been registered and there are no restrictions on registration actions, the court has every reason to name and recognize you as the rightful new owner of the vehicle.
It takes at least another month for the court decision to come into force. After that, go to the MREO and submit documents for registration again.
You need the following list, consisting of:
- statements;
- receipts for payment of duties;
- court decision;
- copies of your passport;
- copies of the seller’s passport;
- PrEP;
- instruction manuals;
- copies of the vehicle manual;
- money for all related expenses, etc.
It will take no more than an hour for an MREO employee to consider your request. When all procedures are completed, you will be given a state registration number, PTS and the registration certificate itself.
Summing up
Realizing that in theory everything is possible, it is worth asking the question. Do you need it? Yes, a randomly found trailer without documents can be put into legal operation. But how much time and money spent in this component will be worth it is a very serious question.

The buyer of a trailer for a passenger car must contact the traffic police no later than five days from the date of purchase (determined by the date in the sales documents).
Procedure for obtaining documents for a passenger trailer
Documents for a car trailer are issued at the traffic police department at the place of residence of the new owner. In 2018, the registration procedure did not change. First of all, let's find out whether special management rights are needed. There is the following legislation in this regard:
- Trailers weighing 750 kg or less do not require a license other than driver category “B”. Another interpretation of the passenger car weight limit allows the operation of a trailer if the total weight of the vehicle together with it when loaded is no more than 3.5 tons.
- If the trailer weighs more than 750 kg, the driver must have a license to drive a towing vehicle (category “E”).
The procedure for registering a trailer for a passenger car begins with the submission of an application. Next, the traffic police inspector checks the documents and compares the number, make and numbers of the body and frame with those indicated in the PTS. The color of the sides is also checked. If all specified parameters match, the inspector confirms that the test has been passed. After this, the owner pays the state duty at Sberbank and provides a receipt to the traffic police. After this, the registration procedure is completed. A stamp is placed on the PTS, which confirms the fact of registration.
Which trailer can not be registered?
There is a misconception that individuals may not register certain types of trailers, but this is not true. The legislation of the Russian Federation directly states that the owner is obliged to register any vehicle, no matter whether it has a motor or not. Once such a thing is discovered, a dual situation arises: on the one hand, there is a good thing that can be used or can be sold. On the other hand, in the absence of documents, this cannot be done legally. The buyer in such a trailer may be attracted by the low cost, while the seller may be attracted by the opportunity to get rid of unnecessary, but space-consuming property. But how to make documents after purchase?
First of all, you should look for an instruction manual on specialized websites. If you cannot find an accurate manual due to the age of the model, you can take a manual for another model with similar characteristics.
Next, you need to find a person with whom the purchase and sale agreement will be drawn up. This agreement is necessary for legalization, but, in essence, it will be fictitious. The new owner of the trailer and his partner will have to go to court, so it is better that the partner in this agreement is a reliable person, ideally a close friend or relative.
The new owner can contact the traffic police with the contract, operating manual, application and receipt for payment of the duty. Naturally, since these documents are not enough, a refusal will follow, but without a documented refusal to register, you cannot go to court, so this stage is necessary.
Next comes an appeal to the court, during which the partner of the new owner under the purchase and sale agreement must confirm that he is the owner of the trailer and that the documents have been lost over the years. After this, the court makes a request to the MREO, from where confirmation should come that the trailer is not registered and there are no reasons to prohibit its operation. After this, the court makes a decision recognizing the ownership rights of the new owner. Based on this court decision and based on the results of checking the condition of the trailer, the traffic police will issue a new title.
Important! The process of legalizing a trailer is quite lengthy and expensive; it can take several months. However, this is the only way to start operating the trailer legally. Therefore, it is worth thinking about whether it is worth purchasing a trailer without a complete set of documents.
Fine for a trailer without documents
The administrative legislation of the Russian Federation clearly states what fine is imposed for violations of the registration and use of non-motorized vehicles (and trailers fall into this category). Here are the data for 2018:
- For driving with a trailer that has not undergone the registration procedure, a fine of 500 rubles is provided. However, such a fine will almost certainly be accompanied by a fine for lack of insurance for the trailer (after all, a compulsory motor liability insurance policy cannot be issued without the appropriate set of documents). Additional fine - another 500 rubles.
- For operation without license plates you will have to pay 2500 rubles.
