New rules for drivers in Russia. Starting from December 1, 2019, the use of winter tires became mandatory. All motorists must “re-fit” their vehicles with studded or Velcro tires, and the time period during which they will use these types of tires will last three months and end on the last day of February.

Currently, there is no penalty for using summer tires in winter, but this clause is included in the relevant bill, the consideration of which has been postponed indefinitely.

An important fact is that if the car owner did not have time to pay the transport tax before the second of December , then a penalty begins to be charged for each day of delay.

It is also worth noting that a new environmental class of cars has appeared in the Russian Federation, called “Euro-6” and introduced for cars belonging to categories M and N, according to the classification of the Customs Union.

As Autostat notes, as of July of this year, the automobile fleet of the Russian Federation included 52 million units, of which passenger cars accounted for 84%, and light commercial equipment, as well as trucks, accounted for 8 and 7% respectively. . The number of buses registered in Russia is less than half a million units, which is less than 1% of the total number of vehicles.

The average age of a car, according to analytical data, is 13.5 years, 11 and 17 years each for foreign cars and representatives of the domestic automobile industry, respectively.

It would be naive to expect that next year will bring some relief for drivers. As usual, everything will be the other way around. Autorambler has compiled a list of ten key changes related to legislation and the operation of cars that await Russian motorists in 2019.

There are many bleak moments expected and they will affect almost all aspects of automotive life. So, point by point.

Increase in fuel prices

Russian oil companies fulfilled their promise to increase gasoline supplies to the domestic market - in December, a record volume of fuel for ten years was sold at the St. Petersburg International Commodity Exchange. In addition, the government reached an agreement with oil companies to maintain prices at the level of June 2018 until the end of March 2019, allowing growth within the limits of 4 percent inflation and intimidating companies with the introduction of export duties, which will turn sending fuel abroad into an unprofitable enterprise. However, we will see a price increase already on January 1, 2019 due to an increase in VAT from 18 to 20%.

Prime Minister Dmitry Kozak warned about this, promising that the increase would not be galloping. According to experts, an increase of 2 percentage points will not have a significant impact on the final price, unlike fluctuations in oil prices and inflation. It is difficult to say what will happen next - factors such as the cost of oil and inflation will play a role. Scenarios ranging from “you can live” to “it won’t seem like much” are possible. However, if the government can continue to stimulate an increase in the volume of gasoline supplied to the domestic market, then prices at gas stations will grow slower than general inflation.

Tightening the speed limit

With some confidence we can talk about the abolition of the “free” speed limit by 20 km/h. Following the meeting of the government commission on road safety, Deputy Prime Minister Maxim Akimov instructed departments to develop proposals for changes to the Code of Administrative Offenses by March 1, 2019.

And first of all, a 500-ruble fine could be introduced for speeding by more than 10 km/h. Let us recall that the initiator of the idea was the Deputy Mayor of Moscow for Transport, Maxim Liksutov, who was supported by the head of the Russian State Traffic Safety Inspectorate, Mikhail Chernikov.

Fine from cameras for lack of MTPL insurance policy

The authorities have long been trying to train the all-seeing eye to track cars that do not have a vehicle license, but the launch of the system has been repeatedly postponed due to the lack of necessary software. In January, the integration of the information base of car insurers and the traffic police is expected.

It is planned to work according to the following scenario - the program will compare cars recorded by cameras with insured vehicles from the list formed on the first day of each month. If the vehicle is not on the list, then after ten days the system will again send a request for it to the RSA database. Not again? Then you will receive a fine of 800 rubles. By the way, 15 regions want to join the capital project, which will initially be launched in pilot mode.

The relevant law of the Ministry of Transport implies the identification of defaulters using cameras. The amendments were required to introduce a free flow system on toll routes - a barrier-free travel technology in which vehicles do not stop at payment points, and toll money is debited contactlessly using a device that records the car’s license plate number and its class. Free flow may launch in Russia as early as 2019.

In 2019, the capital's roads will fall under the control zone of four hundred additional complexes of photo and video recording of traffic violations. Automatic fine for not wearing a seat belt and chatting

Considering the planned attack on cameras, one should not be surprised at the initiative of the traffic police department to begin fining drivers who did not fasten their seat belts (1000 rubles for the driver and 500 rubles for passengers, according to Article 12.6 and Part 1 of Article 12.29, respectively).

In addition, it is planned to send “chain letters” for talking on the phone while driving without using the hands-free function (1,500 rubles, according to Article 12.36.1 of the Administrative Code).

The inspection will be tough

A whole bunch of not-so-rosy innovations are planned here. Firstly, State Duma deputies approved amendments to the Code of Administrative Offenses, providing for an increase in the fine for driving without a diagnostic card to 2 thousand rubles. It is planned that cameras will record this “sin”. Secondly, inspection operators involved in issuing “gray” cards without inspecting cars will face a fine of 5 to 10 thousand rubles, and legal entities – from 100 to 300 thousand rubles.

There is also a draft law introducing criminal liability for organizations involved in technical inspection without appropriate accreditation.

But that is not all. The third nuance concerns the procedure itself. The State Duma adopted in the first reading amendments requiring mandatory photo and video recording of technical inspections. Thus, operators will have to spend money on installing cameras and it is very likely that motorists will pay for the compensation - in other words, technical inspection will become more expensive.

And finally, the fourth point - the Ministry of Internal Affairs proposes not to allow cars with replaced units to undergo technical inspection.

Double increase in fines for non-payment of parking

As we know, from December 15, on 237 central streets of the capital, parking has increased in price to 380 rubles per hour, the free parking period has been reduced from 15 to 5 minutes, and free parking on Sundays has been cancelled. In the future, the authorities will continue to tighten the screws and make Moscow parking even more “comfortable” - the Duma Commission on Legislation, Regulations, Rules and Procedures proposes to increase the current fine for non-payment of parking from 2.5 to 5 thousand rubles.

What new laws and penalties for drivers will appear in the near future?

From November 1, 2019, a number of changes took place for Russian motorists. It was also previously reported that the country is currently preparing a new edition of the Code of Administrative Offences. So what has changed, and what changes are still awaiting drivers in the near future? Let's look at some of them.

Cars from abroad and tachographs

Thus, for cars imported from abroad, a new electronic passport of technical equipment can only be obtained in specialized laboratories. At the same time, owners of paper documents will need to change them only if the passport is lost or when re-selling/purchasing a car.

In addition, on November 1 of this year, a new version of Article 11.23 of the Administrative Code came into force in Russia, which provides for sanctions against truck and bus drivers for not having a tachograph when operating vehicles.

The new version of the article punishes driving passenger vehicles with eight or more seats, as well as trucks with a permissible maximum weight of over 3.5 tons.

Now, for the absence of this device, drivers will have to pay from three thousand to five thousand rubles, individual entrepreneurs - from 15 thousand to 25 thousand, and legal entities - from 20 thousand to 50 thousand.

This measure, according to the authorities, aimed at increasing the level of safety of the services of transport companies, will make it possible to control the working hours of drivers and prevent tired employees from taking flights.

The procedure for obtaining a license certificate will change and the price will increase

From November 22, the procedure for conducting mandatory medical examinations of drivers and those who plan to become drivers will change in the regions of Russia.

Thus, according to the published order of the Ministry of Health of the Russian Federation, future and disqualified drivers, when visiting a narcologist, will be required to take tests for “use of psychoactive substances” - opiates, cannabinoids, amphetamine, cocaine, methadone, barbiturate

If at least one indicator does not meet the standard, the citizen will not be issued a certificate, but will be sent for additional medical examination.

In addition, motorists will be checked for chronic alcoholism. The concentration of “carbohydrate-deficient transferrin” in the blood should not exceed 1.2%. However, an increased rate may also occur in patients with liver disease after hepatitis.

Presumably, these changes will lead to higher prices for medical certificates required to obtain a driver's license. The cost may increase several times.

Will the use of road signs be adjusted?

In Russia, in 2020, road signs will be replaced due to the requirements of the new edition of GOST, which was developed by the RosdorNII Institute at the request of Rosavtodor.

Mobile “Photo and Video Recording” signs on a yellow background will appear on the roads to indicate portable tripod cameras. Information plate 8.23 ​​“Photo and video recording” can be used on a yellow background as a temporary sign - it will be installed on temporary portable supports and information boards. Thus, the sign can be used to designate mobile complexes for recording violations. RosdorNII is now preparing a methodology for the regions on the use of stationary and mobile cameras, where they will fix the rule of placing signs in front of control zones. The norm is scheduled to be approved at the end of November.

At the same time, it is planned to prohibit the signs “Main Road”, “End of the Main Road”, “Give Way” and “Driving Without Stopping” on yellow-green rectangular billboards. In addition, the effect of signs 3.27-3.30, which prohibit parking and stopping, will be clarified. According to the new GOST, if yellow markings began at the prohibitory sign and ended at the entrance to the yard, and then did not resume, the parking ban still remains. The standards are scheduled to come into effect in the first quarter of 2020. At the same time, changes to the traffic rules will be required.

They proposed fines for studded tires

Avtodor proposed reducing the service life of studded tires and introducing fines for non-compliance with this condition. According to this organization, 90% of the damage to Russian roads occurs in winter. This especially affects highways with a speed limit of more than 70 km/h.

In order to reduce the wear of the road surface in the Central region of Russia, experts propose to reduce the service life of studded tires to 188 days (according to current standards, driving on studded tires is allowed for 273 days - from the beginning of September to the end of May).

It is expected that the exact timing will depend on the climatic situation in each specific region. Also, to better preserve the road surface, it is proposed to set the maximum speed of vehicles in winter at 70-80 km/h on all types of roads, RT reports.

Square traffic lights will appear

It is proposed to change the shape of traffic lights in Russia. The current round sections of devices may be replaced by square ones. Moreover, soon a new type of traffic lights will appear on the streets of Moscow as an experiment.

“Now modern traffic lights have a circle built into a square, ” explained the head of the Probok.net expert center Alexander Shumsky. “ It turns out that because of this we are losing the luminous area and range. Even if we make squares in the same traffic lights, drivers will perceive them better. After all, drivers don’t look at the shape, they look at the color.

According to the expert, the round design of traffic lights is explained by the fact that they previously used round incandescent lamps.

— But now the traffic lights are diode, so the glow area is lost ineffectively. The new traffic lights are easier and cheaper to produce, more visible and effective. The information area of ​​the new traffic light increases by 40-50%, Shumsky explained.

As the head of Probok.net assured, new devices will appear on Russian roads in different cities as an experiment.

For drunk driving, the car will be taken away until a fine is paid.

It is necessary to pass a law on bail for “drunk” driving to solve the problem of non-payment of fines by those who were detained while intoxicated. This was stated by the first deputy head of the State Duma Committee on State Construction and Legislation, Vyacheslav Lysakov. This innovation will help motivate drivers not to violate traffic rules.

He clarified that drivers punished for “drunken driving” must pay a fine of 30 thousand rubles. This is along with deprivation of the right to drive a car for one and a half to two years, which is decided by the court. In fact, “of all those punished, no more than 30% pay a fine.”

The bill proposes returning the car to a sober violator “even on the same day, but only for an amount equal to the amount of the fine.”

It is assumed that the innovation will motivate the driver to treat the law correctly.

Technical inspection - under camera

In June, Vladimir Putin signed a law on mandatory photographic recording of a car during a technical inspection and the issuance of diagnostic cards in electronic form. This will make it possible to counter the “practice of mass issuance of diagnostic cards without actually conducting a technical inspection procedure, which leads to an increase in the number of accidents caused by technical malfunctions.” The organization and conduct of the technical inspection will be controlled by the Ministry of Internal Affairs. The Russian Union of Motor Insurers will be able to verify compliance by inspection operators with accreditation conditions, including compliance with new requirements.

The law comes into force in 2020. Violation of it is subject to sanctions prescribed in the updated Code of Administrative Offences. For issuing a false diagnostic card and for transferring maintenance data to a unified automated information system, if it was not actually carried out, the fine for citizens will be from 5 thousand to 10 thousand rubles, for officials - from 30 thousand to 50 thousand. rubles, for legal entities - from 200 thousand to 300 thousand rubles. If the maintenance was carried out by a specialist without appropriate accreditation, the fine for the official will be from 30 thousand to 50 thousand rubles, and for legal entities - from 100 thousand to 300 thousand rubles. A fine of 2 thousand rubles is also imposed for motorists who get behind the wheel with a diagnostic card not issued in the prescribed manner.

Foreigners will also be held accountable

In 2020, a control system may appear in Russia that will make it possible to hold owners of cars with foreign license plates accountable for traffic violations. Now they actually receive an indulgence from paying Russian fines due to the lack of supervisory authorities exchanging information between countries. Therefore, the Ministry of Transport of the Russian Federation, together with the Ministry of Internal Affairs of Russia, the Federal Customs Service of Russia and the FSB of Russia, have developed a bill proposing a ban on crossing the Russian border for foreign road carriers who have unpaid Russian fines, as well as unpaid payments to the Platon state system. When entering, they are asked to be given three hours to pay the fine, and when leaving, they are not allowed to leave until the debt is paid off.

What new law has come out for drivers?

The spring session of the State Duma ended in July. During 57 plenary sessions, parliamentarians considered 586 bills, 325 of which were adopted in the third and final reading. Many of them will directly affect all motorists in Russia - we’ll talk about the most important ones and explain what exactly will change and when.

To combat such a massive phenomenon in Russia as the issuance of fake diagnostic cards without undergoing maintenance, the inspection process will have to be photographed without fail. The corresponding law was signed by Russian President Vladimir Putin. The document will come into force on July 6, 2020 - maintenance points were given time to adapt to the changes.

Previously, it was proposed to film the entire process on video, but later this idea was abandoned. The government decided to limit itself to two photographs: from the beginning and completion of the technical inspection. The images will be taken by the operator and stored in the automated inspection information system. And the registration of the diagnostic card itself will become electronic. The document will be signed by the expert who diagnosed the car.

MOT operators are now required to confirm their compliance with accreditation requirements every two years. It is important that when checking a service point, experts will estimate how many cars each station can service daily: it will not be possible to issue more coupons than this number.

From July 26, 2020, administrative and criminal liability for violations during technical inspection is being tightened in Russia.

The fine for drivers who drive without a real diagnostic card will be 2 thousand rubles. Sanctions can be applied only once a day, and such violations will be detected by photo and video cameras.

Sanctions will also be strengthened for those who conduct technical inspections. Thus, for issuing a diagnostic card for a car with faults and for entering data on the successful completion of maintenance into the technical inspection system, the expert will have to pay from 5 thousand to 10 thousand rubles. The company itself could be fined up to 300 thousand. In case of repeated violation, disqualification of the specialist or a fine of up to 500 thousand rubles will be applied. for the company.

There will also be administrative liability for violating the procedure for maintaining the register of inspection operators. The fine for officials will be from 20 to 30 thousand rubles, for legal entities - from 100 to 200 thousand rubles.

Since July 27, 2019, the punishment for drunk drivers who caused the death of people has become similar to the punishment for premeditated murder. Corresponding amendments were adopted in Art. 264 of the Criminal Code of Russia “Violation of the Rules of the Road and Operation of Vehicles.”

Now, if a driver under the influence of alcohol or drugs commits an accident that causes serious harm to a person’s health, the culprit will face forced labor for up to five years (previously – up to three years) or imprisonment for a term of three to seven years (previously – up to four years). If a person died in such an accident, the court has the right to imprison the guilty driver for a period of five to twelve years (previously - from two to seven years). And in the event of the death of two or more persons, imprisonment will follow for a term of eight to fifteen years (previously - from four to nine years).

Chairman of the State Duma Vyacheslav Volodin called this tightening fair, since a person cannot drive drunk without intent.

From August 6, 2019, for failure to give an ambulance rushing to a call the right of way on the road, there will be a fine of 3 thousand to 5 thousand rubles (previously the fine was 500 rubles).

Now the violator may also be deprived of his driver's license for a period of three months to one year. And if it turns out that the driver’s actions caused serious harm to the patient’s health, criminal liability will ensue - up to imprisonment for up to two years. If the patient dies, the culprit may be sentenced to imprisonment for up to four years.

Deputies have equalized the rights of paper and electronic MTPL insurance policies - each contract is now assigned a unique number to identify the insurer and confirm the validity of the policy. The new version of the law on compulsory motor liability insurance will come into force on October 29, 2019.

From now on, the need to produce policies on strict reporting forms using special security methods will be completely eliminated. Drivers only need to present to traffic police inspectors a printed insurance policy purchased electronically, or information about its number and the insurer with whom the contract was concluded. A unique contract number will allow you to identify the insurer and verify that the purchased policy is real. This change should protect drivers from the services of “fake” insurers.

The Russian Union of Auto Insurers explained to Autonews.ru that electronic MTPL policies did not have to be issued on forms until now. And from October 29, the MTPL insurance policy can be submitted for verification at the request of a police officer on paper, and in the case of concluding an electronic MTPL agreement - in the form of an electronic document or a copy thereof on paper.

“Thus, the obligation to provide police officers with a printout of the electronic policy is excluded from October 29; it will be possible to show the document in electronic form,” the RSA explained.

However, motorists give numerous examples when traffic police officers are not satisfied with electronic policies. Therefore, just in case, it is better to carry a paper version with you.

From November 1, 2019, fines for traveling on an intercity route in passenger or heavy vehicles without a tachograph will increase. First of all, this will be noticeable for the owners of transport companies. Thus, officials who released a vehicle with a faulty tachograph or without this device onto the line will pay a fine of 7 thousand to 10 thousand rubles (previously the law provided for a fine of 5-10 thousand rubles). Individual entrepreneurs will be fined from 15 thousand to 25 thousand rubles, and legal entities - from 20 thousand to 50 thousand rubles.

New rules for motorists: what has changed since December 1

Thus, car owners must pay transport tax until December 2, 2019 inclusive. In case of non-payment, the driver will be charged penalties for each calendar day of delay.

Speaking about the transport tax, auto expert Yuri Antipov noted the “inadequate approach to its implementation.” Thus, the transport tax today is not included in the price of gasoline, that is, everyone pays it, even those who do not use their cars. “It’s strange that a person who fills up his car once, for example, in a week, should pay the same amount of money as a person with a more powerful car that needs more fuel,” explains the expert.

Also, from December 1, a rule comes into force in Russia that prohibits the use of summer tires in winter (from December to February). To simply avoid getting into an accident, you need to install studded tires or “Velcro” tires on your wheels - tires without metal studs.

Yuri Antipov notes that the rule on winter tires must necessarily apply not only to passenger cars, but also to trucks, including buses. A striking example of this is the tragedy that occurred in Transbaikalia. Let us remind you that on December 1, the driver of a passenger bus lost control due to a burst tire. The bus veered to the side, it crashed through the barriers and fell off the bridge, breaking through the ice. About 20 people died in this accident, the remaining passengers were seriously injured. “Such a one-sided approach to this requirement is a shortcoming of those responsible for road safety,” the expert said.

Let us note that the technical regulations “On the Safety of Wheeled Vehicles” do not yet contain a clause on imposing a fine for driving on summer or off-season tires. As for worn tires, the driver will only be given a warning or a fine of 500 rubles.
