On September 1, 2019, the head of the Ministry of Internal Affairs signed a law on innovations in the traffic rules exam in the traffic police and driving schools. The act included new clauses about complicating the rules for passing, the deadlines and regulations were changed, and new tests were introduced. Find out how the traffic police exam works in 2019.

The head of the Ministry of Internal Affairs included some changes, so before passing the theoretical material, it is best to familiarize yourself with the rules of how the theory exam is held in 2019.

The student must answer 20 questions within 20 minutes. He is given the right to make 2 mistakes. It is important that in 2019, two additional questions are introduced into the theory for students who apply for category “B”. One of the questions is about the rules for disembarking passengers, the other is about leaving the parking lot backwards. Also, the State Duma is currently considering an act on conducting a test every 10 years when changing a driver’s license.

The theory test is only possible on a PC

It is taken at a driving school in computer classes. Questions are studied by the student in advance on special websites. You should not try to write it off, as traffic police officers are closely monitoring the process.

An “excellent” grade can be obtained only for completely correct answers to questions, or for making only 2 errors. It is important to note that with one error the student must answer 5 additional tasks, with two - 10. If the student makes more than 2 errors or makes mistakes in additional tasks, the exam will be failed.

After this, the student is assigned a retake. In any case, the theory is “accepted” by the computer.

Future drivers are released onto the highway during a practical exam

We also made adjustments to the time frame for retaking the theory. It can only be scheduled 7 days after a failed exam. In case of repeated failure - in another week. However, the maximum period for retaking theoretical material should not exceed 30 days. You can retake it as follows:

  • submit a special application on the State Services website.

Each error is designated with specific points

During the test, technique, maneuvers and driving accuracy are assessed. Grading scale:

  • 0 points if passed without errors;
  • 1 point – for a minor violation;
  • 3 – for a more serious mistake;
  • 5 – for gross violation.

The “site” is considered passed if there are no more than 5 points. The retake for practice is scheduled within the same timeframe as the theory, but the maximum period is 60 days.

Two in one: the traffic police introduced new rules for conducting an exam for the right to drive a car

The traffic police have decided on the final version of the practical exam for obtaining a driver's license. After a wide discussion of the proposed amendments to the Rules for conducting examinations for the right to drive vehicles and issuing driver’s licenses, their updated version appeared on the portal of draft regulations regulation.gov.ru.

The document in question was first published in early August 2018. In view of the fact that the changes in the examinations were expected to be quite serious, it is not surprising that the proposal of the Ministry of Internal Affairs caused a wide response among representatives of driving schools and experts. The traffic police tried to take into account the comments and suggestions that appeared and finalized the text.

The procedure has become less bureaucratic due to a reduction in the number of exams, but it should still provide a comprehensive picture of the skills of the future driver. Despite the abolition of the “platform”, its elements will be included in a single exam and will be tested along with driving in real road conditions. In the published text, these elements are called “special maneuvers for driving vehicles during a practical exam.”

The document regulates in detail the entire procedure for the future unified practical exam, and also indicates the time frame when future drivers can take or retake it in case of failure.

If in the fall, when discussing the document, the traffic police stated that, if necessary, the inspector during the unified exam will be able to ask the future driver to do certain exercises provided for by the “platform”, now this point is mandatory. We are talking about such exercises as turning in a confined space, parallel parking, driving into a box in reverse with a turn of 90 degrees.

The above-described techniques will be carried out in closed areas and race tracks, including automated ones, areas with hard surfaces and restricted for the movement of other vehicles and pedestrians, and (or) on sections of roads with low traffic, dead-end sections of roads, mainly outside residential buildings .

Then, on public roads, the subject will be required to demonstrate the performance of a number of exercises, for example, driving through uncontrolled intersections of unequal roads, turning left and right, overtaking other vehicles, braking and stopping at various speeds, the ability to start moving on an uphill and downhill slope, and so on. .

One of the important innovations, compared to the original version of the document, was the absence of a driving school representative in the car during the exam - even if he owns this vehicle. Now this is prohibited, and only the subject and the traffic police inspector will have to be in the cabin.

“Representatives of the professional community positively assess this initiative of the Ministry of Internal Affairs. In Europe, candidates are not accepted for a “platform” at all; the emphasis is on how the future driver behaves in real road conditions, how much he can create an accident-free environment around himself, and how he can predict the traffic situation. In this regard, this document is a step in the right direction, but the situation needs to be influenced in a comprehensive manner. Of course, not only the exam procedure itself needs reforms, but also (most importantly) the training programs for future drivers, which have long been outdated,” Sergei Lobarev, chairman of the board of the non-profit partnership Guild of Driving Schools, told RT.

He complained that in driving schools only 17% of the time is spent driving on public roads, and the rest of the time the students spend “on the playground” and at the blackboard.”

“This document brings us closer to European standards, but, I repeat, problems with driver training need to be solved comprehensively, there are many different issues, and I hope that the leadership of the Russian State Traffic Safety Inspectorate will find time to meet separately with representatives of the professional community and listen to all our proposals. It’s a shame to hear how colleagues from abroad call our drivers “parking attendants,” because they can perform simple exercises, but very often they cannot behave competently on the road in difficult situations,” Lobarev added.

Back in December last year, the Ministry of Internal Affairs reported that the final approval of the document with other interested federal executive authorities should occur in the first quarter of 2019, after which it will be submitted to the Russian government. Considering that approvals will still continue, and the final resolution will come into force only six months after its official publication, there is a high probability that the new rules for conducting the exam will come into effect only in 2020.

This pause was made specifically to bring the Administrative Regulations of the Ministry of Internal Affairs into compliance with the updated document, as well as to provide an opportunity for driving schools and registration departments to prepare for the introduced requirements.

The requirements for taking the theoretical exam will become more stringent. Previously, it was enough to solve 20 questions, making no more than two mistakes. Now - in each of the four thematic blocks you can make no more than one mistake (no more than 2 in total), for each of which five additional questions are given. 20 minutes are allotted to answer basic questions. 10 minutes for additional questions. Any mistake in the additional block means the exam is not passed.

The practical exam also became more difficult. On the site, to obtain a category “B” license, you will need to complete 5 exercises (out of 6) instead of three (out of 5) - starting on an incline, “snake”, entering a box, parallel parking, as well as driving through a controlled intersection. One of the exercises, “maneuvering in a confined space,” consists of three elements.

New criteria for assessing fines have been added to the city exam. Also, now during the exam in real road conditions, in addition to the examiner, a representative of its owner (a driving instructor) can be in the car.

For 20 months after the adoption of new driver training programs, driving schools were awaiting the Administrative Regulations for taking exams in the State Traffic Safety Inspectorate. By what criteria will a candidate driver be assessed? The new regulations tighten the requirements for theoretical and practical exams for admission to driving a vehicle.

According to the requirements of the Administrative Regulations, now at the theoretical exam, driver candidates for each mistake (no more than 2) will be given five additional questions in which it is no longer possible to make mistakes.

The number of test exercises on the training site has doubled. Future drivers of category “B” must complete 5 out of 6 exercises (!), and 2 minutes are given to complete each of them. It seems that we are not training drivers, but sprinters who compete against the clock.

Due to the new requirements, motorcycle schools will need to design sites long , which could lead to their mass closure. Just a year and a half ago, changed requirements for the size of sites - 0.24 hectares - have already led to the closure of 60% of driving schools throughout Russia.

The vagueness of the wording of some requirements in the table of penalty points when conducting an exam in real road conditions can contribute to abuse and bias of examiners (for example, gross errors include failure to complete (ignore) the examiner’s tasks).

The new requirements of the regulations will not affect those who will undergo training before September of this year. The procedure for passing the traffic police exam according to the new requirements, taking into account the uncertainty of the time of retaking along with training, can last for many months.

The concern is that the main emphasis in driver training is on knowledge of theory and practicing elements in a closed area. Driving schools do not have the opportunity to practice motor muscle memory when driving a vehicle in real road conditions , to program the reflexes of a safe driver, or to learn how to create an accident-free space around the car.

Experts are seriously concerned about the training of motorcyclists. As before, exams for category “A” are held only in a closed area; there is not a single test in real road conditions, which does not correspond to advanced foreign experience.

The professional community is not confident that even after these toughenings in the exam, safe drivers will be produced on the country’s roads, and that the new Administrative Regulations will eliminate the reasons for corruption in obtaining driver’s licenses.
